Purpose • Increase visibility of HSOs and the USPHS Commissioned

Corps.• Advance recognition of the Corps as an essential asset to

emergency response.• Promote esprit de corps.• Capture an historic piece of USPHS Commissioned Corps

history.


What is it?• History of the HSPAC and the diversity and the skills of the officers within

• Introduction by former HS CPO, RADM(Ret.) Epi Elizondo (2010 –2016)

• Leadership stories from all three HSPAC Chairs (2014, 2015, 2016)

• Stories from officers in the field and those protecting the home front

• Photos of people, places and, most importantly, the HSOs responding to the crisis

• Historic memorabilia

Draft cover option, final design not yet approved


How was it developed? • First story and photo call out was made in June 2015, with a

subsequent final call out in 2018

• All submitted stories were then edited by the special projects team completed in August 2018

• Captions were developed for all photos and memorabilia received

• Sequencing and lay out for all received content was developed allowing the team an opportunity to identify and obtain additional desired content.


How was it developed? • After all content was incorporated into the layout, a

comprehensive, final review of the manuscript was performed.

• Final draft of manuscript was presented to CDR Carlos Bell in December 2018 for review and approval to proceed with professional, pre‐publication editing.


What’s left to do?• Special Projects Team Leadership have three contracts in

place with:• Copy Editor ‐ initiated• Cover Editor ‐ initiated• Layout/graphic designer – pending until copy and cover editing are completed.

• Once final editing and design are complete it will be given to the HS CPO for approval to proceed to publication. Target print date of mid‐Summer 2019.

• Book will print in full color hard copy first and subsequently in an e‐format. It will be available for purchase through Amazon.com. The team will work to promote sales and further distribution.

HS Category vs. HSO vs. HSPAC • Health Services Professional Advisory Committee is the formal name of our organization.

• HS Category defines the “category” and “standards” enabling the USPHS Commissioned Corps to commission Health Service Officers (HSOs).

• HSO refers to the individual officer who has a commissionable degree that qualifies them into the HS Category.

• HSPAC is the professional advisory committee that advises the HS Chief Professional Officers on matters related to the HS Category and HSOs.

What is PACE? PACE – PREVENTION THROUGH ACTIVE COMMUNITY ENGAGEMENT• PACE was newly chartered in May 2018 as a USPHS Group to give officers

the opportunity to teach public health to their communities. • PACE initiated outreach activities are aligned with the initiatives of the

Office of the Surgeon General and the Office of the Assistant Secretary for Health.

• The goal is to provide evidenced‐based education to our communities with standardized materials tailored to multiple ages, demographics, and languages.

• PACE builds relationships and trust between the Commissioned Corps and city/state health and education institutions, federal partners, and local communities, including local business and faith based organizations.


Who are the HSPAC PACE Liaisons • Currently CDR Mullins & LT Halwani are the HSPAC PACE

Liaisons and • Act as a relay between the HSPAC and the PACE committee,

in an effort to notify PAC members about ongoing events & highlight category efforts in PACE related activities.

• Leads for their Respective areas (Lexington, KY & New York, NY) as well as their Local COA PACE Lead.

• Completed PACE presentation events.


Reaching out• Members of the HSPAC who are taking part in a PACE related

activity should reach out to the liaisons and notify them about their involvement via e‐mail.

• HSPAGs should also report any activities such as presentation development and community outreach which take place to the leads.

• As the HSPAC PACE Liaisons they will be tracking and reporting on the HSPAC involvement with PACE.


Why Reach Out?• Providing information regarding HSO participation in events will allow

for the highlighting of our category efforts in protecting, promoting, and advancing the public health.

• Allow for officer recognition within category.

Speaker Prospects• Chad Boseman – aka “The Black Panther”

Mr. Boseman gave an inspiring speech at the Howard University Commencement on May 12, 2018.

• Gary Sinise – aka “Lieutenant Dan” Gary Sinise is the founder, President, and Chairman of the Gary Sinise Foundation. His Foundation’s mission is to serve and honor our nation’s defenders, veterans, first responders, their families and those in need by creating and supporting unique programs that entertain, educate, inspire, strengthen and build communities.

• USPHS Senior Leadership: If either of the speakers above attends, we would invite our Surgeon General, VADM Jerome Adams, and our Assistant Secretary of Health, ADM Brett Giroir to give remarks. However, in the case that neither of the above speakers is able to serve as keynote speaker, we would greatly appreciate it if the OSG and ASH could serve as the keynote speakers for the evening.
