1. OrganizingAuthorityandVenue1.1 The2019OpenFinnandU23EuropeanChampionshipwillbeheldfrom10to18May2019intheAthens

InternationalSailingCenter,Athens,Greece.1.2 TheOrganizingAuthorityistheHellenicSailingFederationinconjunctionwiththeInternationalFinnAssociationand

theGreekFinnClassAssociation.2. Rules2.1 TheregattawillbegovernedbytherulesasdefinedintheRacingRulesofSailing(RRS)andtheInternationalFinn

ClassMajorChampionshipmanual.Thesemaybechanged,wherepermitted,bythesailinginstructions.2.2 WorldSailingAddendumQwillapplytoMedalRacesorotherFinalraces,asspecifiedinthesailinginstructions.The

versiontobeusedwillbeavailableontheWorldSailingwebsiteonthefirstdayoftheeventunlessincludedinthesailinginstructions.

2.3Nonationalauthorityprescriptionswillapply,excepttheHellenicSailingFederationPrescriptionNo1totheRRS:“InRRS40PERSONALFLOTATIONDEVICESisadded:Allparticipantsatarace,includingcompetitors,supportpersonnelandraceofficialsonboardspeedboats/ribsshallwearaPFDduringtheraces”2.4 Ifthereisaconflictbetweenlanguages,theEnglishtextwilltakeprecedence.2.5 BoatsmayberequiredtodisplayadvertisingchosenandsuppliedbytheOrganizingAuthority.Suchadvertising,if

any,shallbedisplayedinaccordancewiththeSailingInstructions.2.6 Allcompetitorswillberequiredtowearanadequatepersonalfloatationdeviceatalltimeswhileafloat,exceptbriefly

whilechangingoradjustingclothingorpersonalequipment.2.7 BoatswillberequiredtodisplaytheirnationalflagontheirsailinaccordancewiththeClassRules.2.8 Coachandsupportboatrestrictionsmaybeapplied.ThesewillbepublishedinorwiththeSailingInstructions.2.9 ClassRuleC6.2[EquipmentLimitation]shallapply.3. EligibilityandEntry3.1 EligiblecompetitorsshallbecurrentmembersofanIFArecognizedNationalFinnAssociation.Theyshallcompleteon-

siteregistrationatthevenuepriorto6pmonMay13,unlesstheOrganizingAuthorityextendsthisdate.3.2 TheentryquotaoftheFinnClassChampionshipRuleswillapply.3.3 TobeeligiblefortheU23FinnEuropeanChampionshipcompetitorsshallnothavehadtheir23rdbirthdaybeforethe

1stofJanuaryoftheyearoftheevent.3.4 EntriesmustbevalidatedbyeachrelevantNationalclasssecretarybeforebeingsubmittedonlinepriorto20March

2019,unlessextendedbytheOrganizingAuthority.Theentryformisavailableatwww.2019finneuropeans.org.3.5 TheEntryFeeis300€andshallbepaidinfullby20March2019.Followingthe20thofMarch,alateentryfeewillbe

chargedat400€andentrywillbesubjecttoplacesavailable.Theentrieswillbeclosedon20thApril2019.3.6 Anentryisnotcompleteuntilanyentryfeeshavebeenpaid,theentryhasbeenacceptedbytheOrganizingAuthority

andtheInternationalFinnAssociation,registrationandanyrequiredequipmentinspectionbeforethefirstrace,hasbeencompleted.

3.7 Avalidmeasurementcertificatefortheboatenteredshallbepresentedoritsexistenceverifiedaton-siteregistrationinaccordancewithRRS78.2.

3.8 Coachandsupportboatswillberequiredtoregisterandpayafeeof75€,beinsuredandcomplywithlocalregulationstobepermittedtouselaunchingandberthingatthevenue.Registrationmaybecompletedonlinethroughtheeventwebsite.Paymentisrequiredby12May2019.

4. CompetitionFormat4.1 Elevenracesarescheduledcomprisingafleetseriesfollowedbyamedalraceandafinalrace.4.2 Thetenboatsrankedhighestinthefleetserieswillbeassignedtocompeteinthemedalrace,theremainingboats

willbeassignedtocompeteinthefinalrace.4.3 Therewillbeonefleetifentriesarebelow80.4.4 ThisformatmaybechangedwiththeapprovaloftheIFAandwillbespecifiedintheSailingInstructions.5. EventSchedule5.1 TheeventschedulemaybechangedwiththeapprovaloftheIFAandwillbespecifiedintheSailingInstructions,

however,thedaysallocatedforracingwillnotbechanged.

7. Measurement7.1 Allboatsshallundergomeasurementofhulls,sparsandsailsaswellasequipmentchecksaccordingtotheFinnClass

RulesunlessotherwisedecidedbytheIFAChiefMeasurer.AllmeasuredequipmentwillbeidentifiedfortheChampionship.OnlyidentifiedequipmentmaybeusedduringtheChampionship.

7.2 MeasurementandequipmentchecksmaybemadethroughouttheRegattaatthediscretionoftheTechnicalCommittee,RaceCommitteeortheInternationalJury.

8. SailingInstructions8.1 TheSailingInstructions(SI)willbeavailableaton-siteregistration.Apreliminaryversionmaybepostedontheevent

websitepriortothisdate.9. RacingArea9.1 Theintendedrace-courseareawillbeintheBayofSaronikos.SeeAttachmentA.10. Courses10.1 CourseswillbeasperthecurrentIFAChampionshipRules.11. theOpenJuniorEuropean.13.2 ThetopthreeEuropeansoverallandthetopthreeU23EuropeanswillreceivemedalswiththefirstEuropeansailor

awardedthetitleofEuropeanChampion.13.3 TheOrganizingAuthoritywillpresentprizestothetop10boatsoverall,thetopfiveU23sailorsandthetopU19sailor

intheOpendivision.13.4 TheOrganizingAuthoritywillawardaprizetoeachracewinner.14. Insurance14.1 Eachparticipatingboatshallbeinsuredwithvalidthird-partyliabilityinsurancewithaminimumcoverof€1,000,000

ortheequivalentthereofinanyothercurrencyforanyoneincident.Byenteringtheeventeachcompetitordeclaresthattheyholdsuchinsurance.

14.2 Eventinsurancemaybeobtainedduringtheon-siteregistrationattheRaceOffice.

15 SupportBoatsandPersonnel15.1 Allsupportboats(boatswithsupportpersonsonboardasdefinedbytheRRS)shallberegistered(see3.8)withthe

OrganisingAuthorityandwillberequiredtocomplywithlocallegislationandeventsupportboatregulationsorsailinginstructions.TheOrganisingAuthoritymayrefuseregistrationsandacceptlaterregistrationsattheirsolediscretion.

15.2 Allsupportboatsshallclearlydisplaythe3letternationalcodeoftheirWorldSailingMemberNationalAuthorityincontrastingcolourtothebackgroundatalltimeswhileafloat.Theminimumheightforthelettersshallbe200mmandvisiblefrombothsidesoftheboat.

15.3 Registeredsupportboatsshallactasrescueboatsincaseofneed.IftheRaceCommitteedisplaysflagVallsupportboatsshallmonitorVHFchannel69andcomplywithrequestsfromtheRaceCommitteeandanypublishedSafetyProcedures.

15.4 SupportboatsmayberequiredtoclearlydisplayaflagorstickersprovidedbytheOAwithuniqueidentificationforthatboat.

15.5Allsupportboatsshallbeinsuredwithvalidthird-partyliabilityinsurancewithaminimumcoverof€800,000ortheequivalentthereofinanyothercurrencyforanyoneincident.Byenteringtheeventeachsupportpersonneldeclaresthattheyholdsuchinsurance.

16. MediaConsent:RightstouseNames&Likenesses16.1 Competitorsand/ortheirParentsorGuardiansautomaticallygranttheOrganizingAuthority,theInternationalFinn

Associationandanypartytowhichtheymaydelegatethisright,withoutpaymenttherightinperpetuitytomake,useandshow(includingviatheinternet),anymotionpictures,stillpictures,live,tapedorfilmedtelevision,oranyotherformofmedia,oforrelatingtotheevent.

16.2. Boatsmayberequiredtocarrycameras,soundequipmentandpositioningequipmentasspecifiedbytheOrganisingAuthority.

16.3. Thetopthreecompetitorsaswellastheindividualracewinnersmayberequiredtoattendamediapressconferenceeachday.

16.4. Competitorsmayberequiredforinterviewsattheregatta.17. RiskStatement

17.1 Rule4oftheRRSstates:“Theresponsibilityforaboat’sdecisiontoparticipateinaraceortocontinuetoraceishers

alone.”Sailingisbyitsnatureanunpredictablesportandthereforeinherentlyinvolvesanelementofrisk.Bytakingpartintheevent,eachcompetitorandsupportpersonagreesandacknowledgesthat:(a) Theyareawareoftheinherentelementofriskinvolvedinthesportandacceptresponsibilityfortheexposure

ofthemselves,theircrewandtheirboattosuchinherentriskwhilsttakingpartintheevent;(b) Theyareresponsibleforthesafetyofthemselves,theircrew,theirboatandtheirotherpropertywhether

afloatorashore;(c) Theyacceptresponsibilityforanyinjury,damageorlosstotheextentcausedbytheirownactionsor

omissions;(d) Theirboatisingoodorder,equippedtosailintheeventandtheyarefittoparticipate;

(e) Theprovisionofaracemanagementteam,patrolboatsandotherofficialsandvolunteersbytheraceorganiserdoesnotrelievethemoftheirownresponsibilities;

(f) Theprovisionofpatrolboatcoverislimitedtosuchassistance,particularlyinextremeweatherconditions,ascanbepracticallyprovidedinthecircumstances;

(g) ThefactthattheRaceCommitteeconductsinspections,ornot,ofaboatdoesnotreducetheresponsibilitiesofeachcompetitorsetoutinthisNoticeofRace.
