The North Florida Transportation Planning Organization (TPO) is the independent regional

transportation planning agency for Clay, Duval, Nassau and St. Johns counties covering an area of over

3,000 square miles and nearly 1.4 million citizens. We lead our region's efforts in planning, funding and mobilizing resources to develop and maintain our transportation system.

Every five years, the TPO is required to update the region’s Long Range Transportation Plan to address major road, transit, freight, bicycle and pedestrian needs. Transportation projects must be included in the plan to receive state and federal funding. The plan must have at least a 20-year time horizon and include costs and funding sources.

Since the 2035 Long Range Transportation Plan was completed in 2009, we experienced a significant economic downturn with the rest of the nation and are well into recovery. The region is growing again with new businesses, jobs and homebuilding. Citizens are expressing a desire for more travel options and a greater sensitivity to safety, context-sensitive solutions and the environment. Transportation planning must fuel our economy while providing diversity and enhancing not only our quality of life, but that of our region’s “future travelers.”

The Path Forward 2040 Long Range Transportation Plan takes these needs and desires into account, combining in-depth technical analysis and robust public outreach to forge a path for North Florida’s future.

To develop the Needs Plan, we reached out to the public through workshops, community meetings, phone surveys and online to identify our transportation needs for the future. For the first time, this effort included Baker

and Putnam counties,in addition to Clay, Duval, Nassau and St. Johns. Even though the TPO cannot include Baker

and Putnam counties in the Cost Feasible Plan because they are not within the designated boundary, their inclusion is an

important step in regional transportation planning. Nearly 700 projects costing more than $27 billion in current dollars were identified. In comparison, the 2035 Needs Plan included approximately 170 projects costing near $12 billion. This increase reflects the inclusion of Baker and Putnam counties and greater emphasis on transit, bicycle, pedestrian and freight needs.

If it seems like we always have road construction going on somewhere in the region, it’s because we do. But is it enough? Since the last Long Range Transportation Plan update in 2009,

39 major projects have been completed or are under construction. However, our region continues

to grow with 600,000 more people and 300,000 more jobs expected by 2040. Existing developments of

regional impact are anticipated to be built-out by the year 2040 and densities will also increase in urban areas to meet the demand for new homes, schools, recreation and employment.

By 2040, traffic volumes are anticipated to increase by one-third within the region because of population growth and economic activity. Travel times are anticipated to increase by nearly 20 percent. Driving alone or with other passengers accounts for about 85 percent of all trips within the region. Some of the increased traffic is also due to our role as a logistics hub. About 190 million tons of freight move through the region each year and by 2040, shipments trav-eling through North Florida are expected to increase 280 percent.

Once we identify our needs, we have to determine how much funding will be available to pay for them. Funding comes from federal, state and local sources, including tolls. Much of the federal and state funding

is restricted to specific programs including the Strategic Intermodal System (SIS), Transportation

Regional Incentive Program (TRIP) and Transportation Alternatives Programs. Transit funding generally comes from

transit-specific federal and state programs and requires local matching funds. Local funding comes from tax revenues. Considering all of these sources, $14.1 billion is anticipated to be available by 2040.

Using year-of-expenditure dollars, we have $46 billion in needs and only $14.1 billion in revenue.

Performance measures based on the goals and objectives were used to rank the projects. After the

initial ranking, projects were reviewed to evaluate how they would work together and enhance the

transportation system as a whole, while ensuring social equity.

The Cost Feasible Plan was then vetted through public outreach via workshops, community events and online. The final Cost Feasible Plan has approximately $12.8 billion in federal and state funded projects in Clay, Duval, Nassau and St. Johns counties. This includes 90 road, transit and freight projects. An additional $99 million is set aside for bicycle and pedestrian projects and $34 million is set aside for safety and transportation systems management and operations projects.

There are $1.3 billion of locally-funded projects in addition to the federal and state projects. Most of these planned investments are in roadway projects. Duval County has $12 million programmed for “mobility and transit accessibility enhancement projects” as part of the local option gas tax program passed in 2014. An additional $33 million is committed for other bicycle and pedestrian improvements.

The North Florida TPO Board adopted the 2040 Long Range Transportation Plan after extensive public involvement that culminated with a public hearing November 13, 2014. The plan will be

used to develop the List of Priority Projects and Transportation Improvement Program (TIP) which

are updated annually with project phases and costs. The TPO may consider amendments to the 2040 Plan as

conditions warrant, such as changes in funding programs or priorities. At a minimum, the Long Range Transportation Plan is evaluated and updated every five years, so the next required update will be in 2019.

PLAN ADOPTION

Goals and objectives were established at the onset to guide the planning process. New policies and guidelines were adopted to facilitate a continuous planning process. These include a focus on context sensitive solutions and bicycle

and pedestrian accessibility with new transit service deployment.

The North Florida TPO also adopted a policy to set aside funding for three types of projects that will be selected on an annual basis – strategic safety priorities, traffic incident management and related technology, and bicycle and pedestrian improvements such as trails.
