1. INTRODUCTION
General This Transport Assessment has been prepared by PFA Consulting in support of a planning 1.1.
application for a new Sixth Form site for d’Overbroeck’s College at 333 Banbury Road, Oxford. A separate planning application is to be submitted for a sixth from boarding house at 376 Banbury Road opposite. The proposed site layout is reproduced at Appendix A.
d’Overbroeck’s is a coeducational independent school catering for students from 11 to 18 years. 1.2.Sixth form teaching is currently split between the Swan Building at 111 Banbury Road approximately 1.5km to the south, and Ewert Place in Summertown. The Lower School, which caters for students age 11 to 16 (Years 7 to 11) is located on Leckford Road, west of Woodstock Road towards Oxford City Centre.
The site location is shown on Figure 1. It has an area of just over 0.5 hectares and is situated to 1.3.the west of the A4165 Banbury Road, approximately 3km north of the centre of Oxford and 650m south of the A40. Figure 1 also shows the location of the proposed student accommodation at 376 Banbury Road, and of the existing Sixth Form buildings.

Planning Background The site was previously owned by the Freemasons and used as the Oxford Masonic Hall and 1.4.
Provincial Office and as a conference centre. This use is understood to have ceased in September 2012, although the buildings and car parking are still in place.
A planning application Reference 13/01319/FUL for a total of 17 homes on the site was refused in 1.5.October 2013. The only reason for refusal was that the proposed scheme did not include an adequate contribution towards the provision of affordable housing.
The National Planning Policy Framework (NPPF) published in March 2012 states at paragraph 32 1.6.that all developments that generate significant amounts of movement should be supported by a Transport Statement or Transport Assessment. It goes on to state that development should only be prevented or refused on transport grounds where the residual cumulative impacts of development are severe.
Paragraph 34 of the NPPF says: 1.7.
“Plans and decisions should ensure developments that generate significant movement are located where the need to travel will be minimised and the use of sustainable transport modes can be maximised.”
Oxford Core Strategy 2016, adopted in March 2011, says in Core Policy CS13 that: 1.8.
“Planning permission will only be granted for development that prioritises access by walking, cycling and public transport.
A Transport Assessment and comprehensive Travel Plan must accompany all major development proposals. Low-parking development and car clubs will be sought in locations highly accessible by walking, cycling and public transport.”
The Oxford Local Plan 2001 – 2016 was adopted in November 2005. Many policies have either 1.9.been superseded or expired, but a number have been saved, including a number of transport policies. The site at 333 Banbury Road does not lie within either the Transport Central Areas or the Transport District Areas identified on the Policies Map.
Policy TR.3 – Car Parking Standards states that planning permission will only be granted for 1.10.development that provides an appropriate level of car parking spaces no greater than the maximum car parking standards shown in Appendix 3. Policy TR.4 – Pedestrian and Cycle Facilities states that the City Council will only grant planning permission for development that provides good access and facilities for pedestrians and cyclist, and complies with the minimum cycle parking standards shown in Appendix 4. It goes on to say that where appropriate the City Council will seek contributions towards, or provision of, off-site measures that create safer, more attractive and convenient access for pedestrians and cyclists.
Outline of the Transport Assessment Section 2 of this Transport Assessment describes the existing transport network, including 1.11.
opportunities for walking, cycling and public transport. Section 3 provides a description of the proposed development including trip generation and the impact on the neighbouring transport network. Section 4 sets out the conclusions of the assessment.

2. EXISTING TRANSPORT CONDITIONS
Site Context The site location is shown on Figure 1 above. It has an area of just over 0.5 hectares and is 2.1.
situated to the west of the A4165 Banbury Road, approximately 3km north of the centre of Oxford and 650m south of the A40. A more detailed plan of the local road network is included as Figure 2.

Local Road Network The site is bounded to the east by the A4165 Banbury Road, which is a major urban road 2.2.
connecting North Oxford with the city centre. A 30mph speed limit applies. The carriageway features bus lanes and cycle lanes in northbound and southbound directions at various points; in the vicinity of the site a southbound bus lane / cycle lane and northbound cycle lane are in place. Parking is prohibited on both sides of Banbury Road. The carriageway width of Banbury Road varies between 10 metres outside the site to 13 metres further south towards the centre of Oxford.
Banbury Road meets the A40 some 650m to the north at a roundabout, from where there are also 2.3.links to the A34. To the west of the roundabout the A40 is a dual carriageway for approximately 150m where it becomes a single carriageway. To the east of the roundabout the A40 is a dual

carriageway. The A40 is a primary route connecting Oxford with destinations such as Cheltenham and beyond to the west and London to the east.
The site is bounded to the west by Capel Close, a residential road serving some 17 properties. 2.4.Capel Close has footways on both sides, and a 20mph speed limit applies. It is part of the Summertown Controlled Parking Zone (CPZ) and parking is restricted to residential permit holders only between 10am and 4pm from Monday to Friday. There is believed to have been an access to the site from Capel Close in the past, as indicated by the dropped kerb, but this is not currently in use.
Capel Close has junctions with Squitchey Lane to the north and Summerhill Road to the south. 2.5.Squitchey Lane leads east to Banbury Road and west to Woodstock Road; Summerhill Road leads east to Banbury Road but does not connect to Woodstock Road. The 20mph speed limit also applies on Summerhill Lane.
Existing Traffic Annual average daily flows (AADF) have been obtained from the Department for Transport 2.6.
(www.dft.gov.uk/traffic-counts) for Banbury Road, around 300m north of the site. The most recently available data is for 2013, and is summarised in Table 2.1 below. It is notable that pedal cycles form some 9% and buses and coaches some 10% of traffic. The dataset, including a map identifying the count location, is reproduced in Appendix B.

Road Safety Information on personal injury accidents on Banbury Road in the area of the site has been 2.7.
obtained from Oxfordshire County Council for the 67 month period of 1 January 2009 to 31 July 2014. The County Council’s report includes an accident plot of the study area, and is reproduced at Appendix C. The study area extends from the Banbury Road / Wentworth Road junction in the north to the Banbury Road / Hamilton Road junction in the south.
A total of 20 accidents, 17 resulting in slight and 3 in severe injury occurred in the study area over 2.8.this period. A brief description of each of these accidents is given in Table 2.2.

A total of 11 of the accidents, including one serious injury accident, involved cyclists, generally 2.9.when a driver turning across a cycle lane failed to look properly. The high level of cycle accidents could be partly attributable to the high level of cycle use in Oxford.
One serious injury accident occurred at the entrance to 333 Banbury Road, on 8 August 2012. A 2.10.bus travelling north in slow moving traffic stopped to let a car travelling south turn right into the entrance; the car collided with a cyclist riding north past the bus.
Local Facilities The proposed Sixth Form site is just over 500 metres, or a 6 to 7 minute walk, from the centre of 2.11.
Summertown which has a range of shops, services and cafes as well as a library.
Walking and Cycling The DfT Manual for Streets, 2007, states in paragraph 4.4.1 that walkable neighbourhoods are 2.12.
typically characterised by having a range of facilities within 10 minutes’ (up to about 800m) walking distance. Manual for Streets goes on to comment that this is not an upper limit, and that PPG13 stated that walking offers the greatest potential to replace short car trips, particularly those under 2km (Manual for Streets paragraph 4.4.1). Although withdrawn on the publication of the NPPF, PPG13 also stated that cycling has the potential to substitute for short car trips, particularly those under 5km.
The Institution of Highways and Transportation document Providing for Journeys on Foot sets out 2.13.preferred walking distances to key facilities. It identifies maximum preferred walking distances of 2km for commuting and 1.2km for other purposes.
Table 2.3 sets out distances and times to local facilities in the neighbourhood of the proposed 2.14.Sixth Form site. Average walking speeds of 1.4 m/s and cycling speeds of 5 m/s have been assumed.

Cyclists are well catered for in Oxford, with a wide range of routes and facilities in place. On-road 2.15.cycle routes run along both sides of Banbury Road from north of the A40 to Summertown, and from Summertown to the city centre. Through Summertown, cyclists share the road with other vehicles, but the speed limit reduces to 20mph.
National Cycle Network Route 5 runs along Woodstock Road to the west of the site, and continues 2.16.south on local roads, passing through the city centre.

Public Transport Oxford is well served by public transport, allowing opportunities for sustainable travel over longer 2.18.

Local Bus Services A number of bus services pass close to the proposed Sixth Form site, providing quick and 2.19.
convenient access to and from Oxford City Centre and beyond. A map showing bus services in Oxford is reproduced at Appendix E.
Table 2.4 provides a summary of the regular bus services operating from Banbury Road 2.20.(Summertown, opposite Hamilton Road) bus stop for northbound trips and Banbury Road (Summertown, opposite Squitchey Lane east) bus stop for southbound trips. Bus stop locations are indicated on Figure 2 above.

For example, the ‘SmartZone’ pass, at £100 for 13 weeks for 18 and under and £132.50 for adults, allows travel on

any Oxford Bus Company, Stagecoach or Thames Travel bus within the SmartZone area, which covers Oxford itself and extends to Kidlington, Cumnor, and Wheatley.
Bus travel is therefore a realistic and economical option for both students and staff. 2.22.
Rail Services Oxford Railway Station has excellent connectivity to locations around the UK including London, 2.23.
Manchester and Reading. The proposed new ‘Oxford Parkway’ station at Water Eaton will serve destinations such as London and High Wycombe. Both rail stations are well connected to the site via existing bus services, with Oxford rail station being served (via the city centre) by routes 2 and S5 and the future Oxford Parkway being served by route 700 going to Water Eaton Park & Ride. Rail is therefore a sustainable travel option for longer journeys to and from the proposed Sixth Form site.

3. PROPOSED DEVELOPMENT
Introduction The proposed development at 333 Banbury Road is a new Sixth Form site for d’Overbroeck’s. A 3.1.
separate planning application is to be submitted for a sixth from boarding house at 376 Banbury Road opposite.
The Sixth Form is currently split between two sites: the Swan Building at 111 Banbury Road 3.2.approximately 1.5km to the south, and Ewart Place in Summertown, and the proposed development will replace these.
Proposed Development The proposed site layout is reproduced at Appendix A. More information is contained within the 3.3.
Design & Access Statement prepared by TSH Architects.
The Sixth Form has 260 students at present. The new site is intended to accommodate up to 330 3.4.students, to allow for future growth. However, the main reason for the proposals is to provide better facilities for the existing Sixth Form. The travel characteristics of the proposed development will therefore be very similar to those at the existing sites.
An extract from the school website entitled ‘A typical week in the sixth form’ is reproduced as 3.5.Appendix F. Teaching typically commences at 08:45, and continues until 17:10 on Monday and Friday, until 15:55 on Wednesday and until 14:35 on Tuesday and Thursday. On Monday, Tuesday and Thursday, the teaching timetable is followed by enrichment or other activities, including sports, which do not necessarily take place on the school site. The school day always finishes by 17:10, although some academic staff may stay on beyond the end of teaching to assist with activates, attend staff meetings, or to carry out preparation work. The end of the school day is therefore staggered.
Some 50% of d’Overbroeck’s Sixth Form students board, Some 50% of d’Overbroeck’s sixth form 3.6.students board, in a combination of boarding houses, including those at 106 Banbury Road and at 338 – 340 Banbury Road (Hayfield House), and with host families. This pattern is expected to continue, particularly with the addition of the proposed sixth from boarding house at 376 Banbury Road. Such students travel to the Sixth Form on foot, by cycle or by bus. No boarders have cars.
Of the day students, very few are dropped off by car. Appendix 3 of the Oxford Local Plan 2001 – 3.7.2016, which sets out car parking standards, acknowledges that demand for space to drop off and pick up school children is more relevant to Key Stages 1 and 2. Sixth Form students are generally expected to travel independently, and d’Overbroeck’s Sixth Form is no exception. Nearly all will walk, cycle or travel by bus or rail. Student cars are not allowed on the school sites.
There is currently a total of 136 members of staff at d’Overbroeck’s. This is a combination of 3.8.teaching and non-teaching staff, and of full- and part-timers. Of these, it is anticipated that the following numbers are likely to be working fully or partly at the new site at 333:
Teaching: 28 full time and 53 part time Administrative: up to 16 full time
Very few staff travel by car to the existing sixth form sites. Parking on site is known to be limited, 3.9.and parking restrictions apply on Banbury Road and on surrounding streets. The staff parking that is available is carefully allocated as described below, and staff generally walk, cycle or use public transport, including Park & Ride, to travel to work. This pattern is not expected to change.

Access The main entrance for both students and staff will be the pedestrian entrance off Banbury Road, 3.10.
since most people are expected to arrive on foot. A total of 7 staff car parking spaces will be accessed from the northern of the two existing entrances off Banbury Road. A bin collection area will also be located at this entrance. Vehicular access for visitors arriving by car will be from the southern of the two existing entrances off Banbury Road.
Access to 17 further staff parking spaces will be from a secure entrance on Capel Close to the 3.11.west. No deliveries will be made to this access. Access from Capel Close was also proposed as part of the previous residential scheme in 2013. No issues or objection was raised by Oxfordshire County Council, the Highway Authority with regards access onto Capel Close, as part of the residential scheme. The proposed access only provides access to a small number of staff parking spaces, accessed at the start and end of the school day, and there is no reason to believe that the Highway Authority would have issue with access from Capel Close for this proposal.
Parking Car and cycle parking standards are understood to be those set out in Appendices 3 and 4 3.12.

As explained in the supporting text, summarised in paragraph 1.11 above, car parking standards are maximum standards, and cycle parking standards are minima. The car and cycle parking standards are summarised in Table 3.1. The Sixth Form site falls into the Further Education category.

Levels of car parking to be provided at the proposed Sixth Form site has been based on 3.13.precedents set at the existing Sixth Form sites. Car parking is identified on the plan at Appendix A.
As explained above, 7 car parking spaces are proposed at the front of the building for senior staff, 3.14.accessed from the northern of the two existing entrances from Banbury Road. In addition, 3 spaces are proposed for visitors, accessed from the southern of the two existing entrances on Banbury Road. Parking for 17 staff cars is proposed to the rear, accessed via a secure entrance from Capel Close. The staff vehicles will largely arrive in the morning and remain until the end of the day, with minimal movements during the course of the day.
Staff parking is not freely available, but is allocated to staff on the basis of how far they live from 3.15.the school, and the ease of public transport.
Cycle parking is proposed in a shelter along the southern perimeter of the site, adjacent to the 3.16.hall and music studios. The initial number of cycle stands to be provided within the shelter will be determined through the Travel Plan process, and can be increased as the need arises. However, as the proposed boarding house at 376 Banbury Road opposite the Sixth Form site is proposed to be completed and opened at the same, there will be no need for student resident to cycle to and from lessons.

Impact of the Development As the number of students increases over time from the existing 260 to the proposed 330, there 3.17.
will be a small increase in the number of students walking, cycling or using public transport. In the afternoon in particular, this will not all occur during the normal network peaks, but will be spread out over a longer period taking account of various school activities as explained in paragraph 3.5.
A total of 24 car parking spaces are proposed for staff plus 3 for visitors. On-street parking in the 3.18.area is restricted as described in paragraphs 2.2 and 2.4. A maximum of 24 staff vehicles are therefore expected to arrive at the site in the morning, and leave in the afternoon. Based on the timetable described in paragraph 3.5, these are most unlikely to be concentrated into single morning and evening peak hours. For example, since teaching commences at 08:45, some staff are likely to arrive before 08:00 to give time to prepare. Departure times are likely to be spread over the period from 15:00 to 18:00 or later, depending on the day of the week, staff meetings etc. No significant increase in peak hour car traffic on Banbury Road is therefore expected as a result of the proposals.
Estimated traffic generation by the Oxford Masonic Hall and Provincial Office at 333 Banbury 3.19.Road is set out in the Transport Statement submitted with planning application reference 13/01319/FUL for a total of 17 homes on the site. Although this use is understood to have ceased in September 2012, the buildings and car parking are still in place and could be reopened. There are currently 64 parking spaces associated with the existing Masonic Hall, office and conference centre, but it is understood that in excess of 80 cars were routinely parking on the site when it was in full use.
The existing buildings have a total gross floor area of some 18,000 sq ft / 1670 sq m, although the 3.20.split between the office and conference uses is not known. Vehicular trip generation by the existing use was estimated for application reference 13/01319/FUL using TRICS trip rates. The trip rates are summarised in Table 3.2, and predicted vehicular trips assuming the existing use is either all conference centre or all office are summarised in Table 3.3.

Such a contribution can be secured by agreement or condition.
A draft Travel Plan aimed at promoting sustainable travel behaviour has been prepared for the 3.23.Sixth Form site.

4. SUMMARY AND CONCLUSIONS
This Transport Assessment has been prepared by PFA Consulting in support of a planning 4.1.application for a new Sixth Form site for d’Overbroeck’s at 333 Banbury Road, Oxford. A separate planning application is to be submitted for a sixth from boarding house at 376 Banbury Road opposite. D’Overbroeck’s is a coeducational independent school catering for students from 11 to 18 years. The Sixth Form is currently split between two sites: the Swan Building at 111 Banbury Road approximately 1.5km to the south, and Ewert Place in Summertown, and the proposed development will replace these.
The Sixth Form has 260 students at present. The new site is intended to accommodate up to 330 4.2.students, to allow for future growth. However, the main reason for the proposals is to provide better facilities for the existing Sixth Form. The travel characteristics of the proposed development will therefore be very similar to those at the existing sites.
Some 50% of d’Overbroeck’s Sixth Form students board, and travel to the Sixth Form on foot, by 4.3.cycle or by bus. Of the day students, very few are dropped off by car. Sixth Form students are generally expected to travel independently, and d’Overbroeck’s Sixth Form is no exception. Nearly all will walk, cycle or travel by bus or rail. Student cars are not allowed on the school sites.
Very few staff travel by car. Parking on site is limited, and parking restrictions apply on Banbury 4.4.Road and on surrounding streets. The staff parking that is available is carefully allocated, and staff will generally walk, cycle or use public transport, including Park & Ride, to travel to work.
The site at 333 Banbury Road was previously owned by the Freemasons and used as the Oxford 4.5.Masonic Hall and Provincial Office and as a conference centre. This use is understood to have ceased in September 2012, although the buildings and car parking are still in place. At the entrance to the site, peak hour traffic to and from the Sixth Form site is expected to be similar to or slightly less than that associated with the Oxford Masonic Hall and Provincial Office.
