The Design Plan explains the strategic design principles for development on the individual sites within the Town Centre.

The various ladders of development described earlier in the document explain the approach to phased development and realisation of the Design Plan in the long term. Although the proposed phasing strategy indicated in this document suggests a preferred approach, major developments sites such as the William Hunter Way Car Park may well come up for development in early phases of the process.

In this section, we have detailed various elements that could be phased through this process.

Early phases focus on strategic public realm and landscape initiatives to help improve connections and gateways into the Town Centre.

Council owned sites could be developed in the early phases, helping to set a good precedent for future and other upcoming developments in and around the Town Centre.

Our phasing approach has been unpacked in 5 key phases, each showing how the Town Centre Design Plan can be implemented over the short-medium and long term. Some key considerations have been highlighted here.

For each phase, action projects are strategically identifi ed with a list of recommended actions and deliverables.

These are accompanied by a list of icons that briefl y describe each action.


Implementation Strategy

The fi rst phase should focus on improving the linkages from the Town Centre to the station, with Kings Road being the primary focus. The western gateway into the High Street needs to be better defi ned – hence the Westbury Way parking site, improved public realm at the junction of Kings Road and the High Street and improvements to shop frontages and retail uses at the western end of the High Street are identifi ed as projects within this early phase.

In the second phase, the focus is to establish a secondary north-south link between the Town Centre and the train station – Crown Street. Key projects identifi ed for this phase are Crown Street improvements and infi ll, the western section of Queens Road, the Chapel Ruins site and the Chatham Way parking site.

The third phase focuses on the eastern end of the Town Centre. There is an opportunity to spatially integrate the surrounding school sites and their access routes to the core of the Town Centre. This will strengthen the secondary movement system between the Town Centre and the train station. Key projects for this phase include the southern portion of the William Hunter Way parking site, Ongar and Ingrave Road, the eastern gateway to the High Street, and the areas around the St Thomas’ of Canterbury C of E park.

In the fourth phase, the key projects highlighted include the northern section of the William Hunter Way parking site, and improved access from North Road and North Road Avenue.

In the fi fth phase, the Baytree Centre is better integrated with the High Street through establishing a new north – south and east-west link through this site.

As part of the long term strategy, it is critical to consider linkages and connections through the Sainsbury’s site – to integrate areas north of the Town Centre into the heart of the town. The design plan therefore recommends a further phase, which could enable a possible ‘rethink’ of the Sainsbury’s site to create activity along William Hunter Way and greater fl ows of pedestrians/ cyclists through this site.

6 - The Way Forward


The Design Plan has identified a range of opportunities and interventions that can enhance the vitality and viability of Brentwood Town Centre in the future, it provides a framework to guide the actions of the Council and its partners over the short, medium and long term.

Realising the potential of the town will require a coordinated approach to intervention that builds on the Design Plan’s approach to understand Brentwood as a place and how transport, urban design and commercial activity/development are inter-related in terms of maintaining the health of the town.

Getting the public realm right is a critical first step as it will knit the existing assets together and provide a framework within which new development should be integrated to ensure the Town Centre functions as a single entity. Key next steps for the public realm include:

• Make a more pedestrian friendly environment on the routes through the Town Centre.

• Lighting and wayfinding are key elements for having a safe public realm.

• Widening the side walk, using shared surfaces in key locations and having some urban furniture will help slow the traffic and make the pedestrian and cyclist more comfortable.

• Key design guidelines should be defined in order to be sure the Town Centre follows a clear strategy.

The Design Plan has also identified a range of development opportunities on land which the Council has considerable control and influence over. However, achieving the most appropriate scale, nature and mix of development on

individual sites will involve more detailed work and is likely to need the opportunities to be considered as a portfolio rather than a series of individual developments.

It may also require more innovative models of development/management that provide a greater level of control/influence on the nature of provision and mix of uses. For example, Build to Rent specific development may offer opportunities to curate a wider range of commercial activity than a standard Build to Sale approach.

Critically the Council will need to balance a range of priorities, which the delivery approach will need to be structured specifically to deliver. For example, it will need to consider not only the potential capital value of development but also any long term revenue potential to offset any lost parking receipts. Key next steps in terms of the development sites include:

• Early internal discussion with Property and Parking services to agree on opportunities;

• Development of a delivery strategy and approach, which would include:

- More detailed site design and viability appraisals

- Assessment of potential development/ delivery approaches against Council objectives

- Establishment of delivery and development approach/vehicle

- Soft market testing

- Partner procurement

• Allied to this process the development of site specific development/design briefs may also be required.

The success of the town will hinge on the ability for people to easily access it, park and move around. Therefore a number of transport and traffic interventions are required to ensure parking is provided in the correct locations, congestion is managed and pedestrian/cycle movement is encouraged.
