Addendum No. 2 to Contract Documents
forNorth District Parking Improvements

The following changes are hereby made part of the Contract Documents:
Pre-Bid Conference MinutesAppend the attached pre-bid conference meeting minutes, which are enclosed in
Attachment 1, to the Contract Documents. Note that some questions asked at the pre-bid resulted in changes to the plans and/or specifications, as detailed below.
E-Mailed Questions from Bahry Building Company
1.) Rock Excavation 02210-1, Section 1.02 Paragraph A (4th line) refers to 'drilling &
blasting.' However, Section 1.03, C says, "The use of explosives will not be allowed."
Please clarify.
Response: Subsection 1.03 Paragraph C shall govern; no blasting shall be allowed for
rock excavation at/in either location.
2.) Spec 02821 Fence & Guardrails page 4, section 3.05 refer to a Modified Timber
Guardrail, however, none are found on the drawings, please clarify that there is no
modified timber guardrail anticipated.
Response: Modified timber guardrail was to have been used along an existingretaining wall at the White Hall parking lot. However, as noted on the revised plan
sheets enclosed as part of this Addendum, the modified timber guardrail has been

Addendum 1, which contains specific instructions on the required form of bid submission.
2.) Please indicate if there is a pay item for the “Mow Buffer” indicated on page W7.3 of
the drawings, or is this incidental to the electrical work item of the luminaire item?
Response: Please refer to Section 01203, Items G39 & W26 – F&I Luminaires,Paragraph B – Basis of Payment, Line 1.i, which states that mow strips (i.e. buffers)
are to be included in the cost of the luminaires.
Specifications:
1.) Section 00410 – BID FORM: Replace Section 00410 in its entirety with the revised Section 00410, which is enclosed in Attachment 2. The specific changes to the bid
form are:
· The modification of the Contract Time to ninety (90) days from the issuanceof the purchase order;
· The addition of Alternates G1 and W1 for the acceleration of the constructionof the parking lots, and a modified bid summaries page;
· The reduction of the Remove and Stockpile Timber Guardrail (Item W5)quantity to 20 linear feet.
· The replacement of Modified Timber Guardrail with 5’ Black Vinyl-Coated Chain Link Fencing (Item W29);

6.) Section 01203, Item W29 – F&I Modified Timber Guardrail: Replace the text for thisitem in its entirety with the following:
ITEM W29 - F&I 5’ BLACK-VINYL-COATED CHAIN LINK FENCE
A. METHOD OF MEASUREMENT
1. The lengths of fence to be paid for under this Item shall be measured by the
linear foot of actual fence furnished and installed, complete-in-place, inaccordance with the Plans and/or as directed by the Engineer.
B. BASIS OF PAYMENT
1. The unit price for this item shall include full compensation for all labor,
equipment, materials and incidentals needed to complete the following:
a. Core-drilling post holes along the top of concrete retaining wall; b. Furnishing, installing and grouting chain link fence posts in drilled holes
along the top of concrete retaining wall;c. Furnishing and installing chain link fence, including rails, framework,
fabric, hardware and appurtenances;d. Any and all other work, whether direct or incidental, associated with the
installation of the chain link fence not specifically identified herein.
7.) Section 01781, CLOSEOUT REQUIREMENTS Attachment A: Add the following as

I. Project Overview
Project Description: This project consists of two distinct and separate project areas; the first is at White
Hall at the intersection of Flagg Road and Heathman Road, while the second is at the Greenhouses building between Flagg Road, Greenhouse Road and Upper College Road.
The work in the contract shall consist primarily of parking lot reconstructions/expansions in both projectareas, and shall also include a number of related work items such as building demolition, stormwater
management features, landscaping installation, site lighting and electrical installations, and associated miscellaneous work.

· Project Duration: Approximately one (1) month

· Per Section 1203 – Measurement & Payment, retainage shall be set at five (5) percent for the duration of the project up to substantial completion, after which the retainage may (with the University’s approval)
be reduced to two (2) percent for a warranty period of not less than twelve (12) months from the date of substantial completion. The University shall be the sole judge of whether the work has been
satisfactorily completed, and has functioned properly for the duration of the warranty period. This
conflicts with Section 1200, Item 1.06, which stipulates only a 0.5% Warranty Period Retainage for tenmonths; the next addendum for this project will address the discrepancy.
· Bidders are reminded that the University reserves the right to add or delete quantities in the Bid if suchactions are in its best interest to do so, as well as the right to award a contract for both or either one of
the parking lots. The bids prepared and submitted for each shall be mutually exclusive, as nomodification or adjustment to the bid unit process will be made if the contract is awarded for only one
parking lot.
III. Parking Lot Work
· White Hall – Reconstruction of entire existing parking lot and small expansion of northern parking area
· Greenhouses – Removal of existing parking area and significant expansion of parking to the east.Demolition and removal of the existing Resource Development Building will also be included in thescope for the Greenhouses.
· Both parking lots will receive site lighting; electrical service will be drawn from existing sources withinthe two buildings.
· Lighting/electrical plans are schematic in nature; the site plans shall be used to determine conduit,handhole and lighting locations.
· Bidders are advised that both buildings and sites will remain in use for the duration of the work, and tothe extent practicable, the work to be performed under this contract shall be coordinated with the
University to allow for the use of the buildings and sites. Refer to Section 01101 for additionalinformation.
IV. Stormwater Management
· Project includes multiple stormwater management BMP’s at the Greenhouses project area, includingtwo dry swales, an infiltration basin, and associated drainage structures and piping.
· Particular attention should be paid to the requirements for construction of the infiltration basin; the areamust not be compacted by equipment or materials if it is to function properly

VII. Questions
1) The project schedule currently calls for substantial completion by September 1st , 2013. In light of the
July 25th
bid date, will the schedule be modified to allow additional time to complete the project?
Response: The project schedule will be revised to call for substantial completion within ninety (90) daysof the issuance of the purchase order for the project.
2) There are multiple Allowances for each project area, including some for items not typically paid for as
Allowances (i.e. Mobilization/Demobilization). How will that Allowance be paid for?
Response: Compensation for mobilization/demobilization under the Allowance will be made based on
submitted invoices for any and all work performed that is related to tasks covered under the
mobilization/demobilization item; the invoices shall be reviewed by the University, and the approved monetary amounts shall be compensated for via a change order to the Contract specific to thatAllowance. This shall be the standard methodology for payments under all Allowance items, not just
the Mobilization/Demobilization items.
3) Remove and Dispose Existing Sidewalk, Bituminous Concrete, Curbing and Miscellaneous Items (Bid
Items W3 and G3), are indicated to be measured as square yard (SY) items, but include removal and
disposal of a number of different items and materials not typically measured in that manner (curbing,
guardrail and car stops). How should non-area items be handled?
Response: The item will be reviewed, and it is possible that additional R&D items will be added for
materials not typically measured by the square yard.
Subsequent Clarification: After review and discussion, Items W3 and G3 will remain unchanged, and
Bidders shall be responsible for fully incorporating the costs of removing and disposing non-areameasurement items (e.g. curbing, guardrail, cart stops) into the overall cost of the square yard line items.
4) Are there any known hazardous materials in the Resource Development Building that is to be
demolished?

6) Some portions of the project areas are known to have significant and relatively shallow groundwater; is
there any information available on the depth of groundwater for these projects?
Response: Soil evaluations were performed in various locations within both project areas; the soilevaluation sheets will be included in Addendum 2.
7) Are the Testing of Materials and Methods Items intended to cover testing performed in relation to the
Resource Development Building demolition?
Response: No, the intent of the Testing of Materials and Methods Items is to compensate for testing of items outside of the Resource Development Building (e.g. concrete, asphalt, soils, etc.). Any testing
related to the Resource Development Building demolition shall be included in the Allowance for same.
8) Who will be responsible for performing measurements of the unit price items on the project?
Response: The Owner’s representative may be responsible for taking measurements of the unit priceitems; this will be confirmed or modified in Addendum 2.
Subsequent Clarification: Refer to Section 01203, Sub-Section 1.03 – MEASUREMENTS OFQUANTITIES, which contains detailed information on the methods of measurements to be used for the
project. In general, the Engineer shall be responsible for taking measurements, but he shall reserve the
right to 1) have the Contractor provide assistance with the taking of measurements, or 2) have theContractor take the measurements himself, then provide them to the Engineer for review and verification.
9) What will constitute substantial completion of the project?
Response: Substantial completion of this project shall be defined as the parking lots and all necessary
appurtenances (sidewalks, lighting, striping) being complete and ready for full typical occupancy and
use by the University (parking, pedestrian access). Refer to Section 00700, Par. 9.8 for additionaldetails. Installation of all landscaping and final site restoration shall not be required for substantialcompletion. Please refer to Section 00700 Sub-Section 9.8 for additional details.

ALTERNATE W1 – WHITE HALL ACCELERATED CONSTRUCTION SCHEDULE:Bidder shall provide a lump sum surcharge value for the total cost to accelerate theconstruction of all required elements of the parking lot to make it substantially complete and usable within sixty (60) days of the date of issuance of the purchase order for this project,rather than ninety (90) days. The lump sum shall consist of any and all direct and indirectexpenses required to achieve substantial completion on this accelerated schedule.
For the purpose of this item, the completion (installation, testing and activation) of lotlighting fixtures will not be required for substantial completion; the installation of allunderground conduits and wiring will need to be completed.

4. ACCEPTANCEThis offer shall be open to acceptance and is irrevocable for sixty (60) days from the bid closing
date. If this bid is accepted by the Owner within the time period stated above, we will:
- Proceed under the Agreement, subject to compliance with required State regulatoryagency approvals as described in the Bid Documents.- Furnish the required bonds in compliance with amended provisions of the Instructions toBidders.- Commence work within seven (7) days after receipt of a Purchase Order from URIPurchasing.
If this bid is accepted within the time stated, and we fail to commence the Work, or we fail to provide the required Bonds, the security deposit shall be forfeited to the Owner by reason of our failure, limited in amount to the lesser of the face value of the security deposit or the difference between this bid and the bid upon which a Contract is signed.
In the event our bid is not accepted within the time stated above, the required security depositshall be returned to the undersigned, in accordance with the provisions of the Instructions to
Bidders; unless a mutually satisfactory arrangement is made for its retention and validity for anextended period of time.
5. CONTRACT TIMEIf this Bid is accepted, we will achieve Substantial Completion of the Work within ninety (90)days of the issuance of the purchase order for the project. We have included all premium time or additional staffing required to accommodate this schedule.
6. LIQUIDATED DAMAGESTime is of the Essence: If we fail to achieve certification of Substantial Completion at theconclusion of the agreed upon Contract Time indicated above (as modified by approved change

9. METHOD OF BID AWARD ACCEPTANCE:
We understand and acknowledge that the Owner, at its sole discretion, reserves the right toaward a Contract for either:
a) Both of the Greenhouses and White Hall parking lots, or b) Only one of the Greenhouses or White Hall parking lots (either).
The following are therefore mutually exclusive bids for each parking lot. We further acknowledge that in the event that a Contract for only one of the parking lots is awarded, there
shall be no modification of or adjustment to our bid unit prices for that parking lot.
In addition, we understand and acknowledge that the Owner, at its sole discretion, reserves theright to award both or either one of the Alternates described above for the acceleration of theconstruction of the respective parking lots. We further acknowledge that if the Alternate(s) is/areawarded, the Contract Time for the project(s) shall be reduced from ninety (90) to sixty (60) daysfrom the issuance of the purchase order, after which point the stipulated liquidated damages shall be assessed.
