BACKGROUND INFORMATION 2.1 The council has worked with the local ward councillors, the Neighbourhood Action Team, Humberside Police and the school for two years to try and resolve parking issues. 2.2 After consultation with parents and residents an experimental TRO was proposed. The aim was to prevent parking at key points on Annes Crescent. This came into effect in February 2014. 2.3 Following comments from residents changes were made to the order. The order and its amendments are now proposed for permanent adoption. 2.4 The experimental TRO appears to have proven successful. 2. BACKGROUND INFORMATION

1.2 The key points in this report are as follows:

3. OPTIONS FOR CONSIDERATION

3.1 To approve the permanent TRO based on the latest amendment order (see appendix 1).

3.2 To uphold the objections and remove all parking restrictions. 4. ANALYSIS OF OPTIONS

4.1 Option 1 – This will maintain the current restrictions.

4.2 Option 2 – This would remove all restrictions and may result in an increase in parking related complaints.

5. RESOURCE IMPLICATIONS (FINANCIAL, STAFFING, PROPERTY, IT)

5.1 The cost of advertising the order is approximately £1,000 and is funded within existing budgets.

5.2 There are no staffing, property or IT issues associated with this report. 6. OUTCOMES OF INTEGRATED IMPACT ASSESSMENT (IF APPLICABLE)

6.1 Officers have completed an integrated impact assessment. No major issues were found.

7. OUTCOMES OF CONSULTATION AND CONFLICTS OF INTERESTS

DECLARED

7.1 Consultation was undertaken with residents and parents over a number of proposals. Changes were made to the proposals for Annes Crescent based on the feedback received.

7.2 Following the amendments two objections were received. Both were

from residents concerned about parking in front of their houses. See appendix 2.

7.3 Another resident raised concerns about a nearby road. This was

passed to Humberside Police for comment. They raised no issues with the junction.

8. RECOMMENDATIONS

8.1 That the Cabinet Member approves the permanent TRO. 8.2 That officers write to the residents and parents to inform them of the

decision.

WAITING AND STREET PARKING PLACES) (CIVIL ENFORCEMENT AND CONSOLIDATION) ORDER 2010

(ST BERNADETTE’S CATHOLIC PRIMARY ACADEMY, SCUNTHORPE) (EXPERIMENTAL AMENDMENT) ORDER 2014

Notice is hereby given that, North Lincolnshire Council upon exercising its power under Section 10(1)(a) of the Road Traffic Regulation Act 1984, intends to modify the above Order, which came into effect on 21st February 2014, as it appears to the Authorised Officer as being essential in the interests of the expeditious, convenient and safe movement of traffic. The effect is to modify the Schedule to the Order in so far as it relates to restrictions on Anne’s Crescent as follows – to include additional restrictions of no waiting and no loading Monday-Friday 8.15am-9.15am and 2.30pm-3.30pm on a section outside numbers 63-73 inclusive, and no stopping on school entrance markings 8am-5pm as per the detail shown on drawing TS0064/002 Rev A. These additional restrictions will take effect on 2nd January 2015. No other provision in the Order is affected. Dated this 11th day of December 2014
