1 Minutes of the 82 nd meeting of State Environment Impact Assessment Authority held on. 09.03.2015, under the Chairpersonship Mrs. Saroj Siwatch IAS (Retd.), Chairperson, SEIAA held in the meeting room of office of SEIAA Haryana, Sector-2 Panchkula, regarding Environmental Clearance under EIA Notification dated 14.9.2006. The full Authority is present. The Cases recommended by SEAC for Environmental Clearance or otherwise as listed in the Agenda item circulated vide letter No. 253-255 dated 04.03.2015 were discussed. Following decisions were taken:- Item No. [1] Environmental Clearance for construction of “Affordable Group Housing Colony” at Sector-84, Village Kheri Kalan, Tehsil Tigaon, Faridabad, Haryana by M/s SRS Hitech Projects Ltd. The SEAC has recommended this project for Environmental Clearance subject to stipulation stated therein. The Project Proponent has proposed the construction of “Affordable Group Housing Colony” at Sector-84, Village Kheri Kalan, Tehsil Tigaon, Faridabad on a total plot area of 20234.25 sqm (5 acre). The total built up area shall be 51075.633 sqm. The Group Housing project shall have 7 Residential towers with basement + Stilt + Podium Tower A1 (GF + 18 Floors), Tower A2 to A7 (GF + 14 Floors), Commercial, Anganwadi cum Crèche and Community Hall. The Group Housing project shall have 816 Dwelling Units. The maximum height of the building shall be 45 meter. The total water requirement shall be 601 KLD. The fresh water requirement shall be 405 KLD. The waste water generation shall be 506 KLD, which will be treated in the STP of 580 KLD capacity. The total power requirement shall be 4282 KVA which will be supplied by DHBVN. The Project Proponent has proposed to develop green belt on 20.20% of project area (15.20% tree plantation + 5% landscaping). The Project Proponent proposed to construct 05 rain water harvesting pits. The solid waste generation will be 1933 kg/day. The

The total parking spaces proposed are 449 ECS.In the todays meeting the recommendation of SEAC and the project details were taken up for consideration in the presence of representative of the project proponent and consultant. Detailed discussions were held regarding water requirement, quality of water, green belt development plan, Ambient Air Quality, NOC regarding non-involvement of Forest land, recycle and reuse of water, parking plan, traffic circulation etc. The representative of the project proponent submitted copy of EDC/IDC paid to HUDA for the services for supply of water, sewerage connection and drainage system, NOC of airport Authority regarding height clearance and NOC from DFO regarding Non involvement of Forest land. It was noticed that the project proponent in the layout plan has earmarked space for STP out of the zoned area and the dimensions of set back and internal roads were also not marked on the plan. The representative of the project proponent was also advised to provide community hall of 4000 sq.ft area and provision for basement for solid waste management facility. The representative of the project proponent submitted the revised plan marked A/1 82nd showing STP in the zoned area, dimensions of internal roads (6 meter), width of set-back, community hall of 4000 sq.ft and provision for basement. The representative of the project proponent intimated that with the addition of basement the built up area shall now the 51075.633 sqm. After detailed deliberations, the Authority decided to agree with the recommendations of SEAC to accord Environment Clearance to this project by imposing the following conditions in addition to the usual conditions in practice.[1]Corporate Environment and Social Responsibility (CSER) shall be laid down by the project proponent (2% shall be earmarked) as per guidelines of MoEF, GoI Office Memorandum No. J-11013/41/2006-IA.II(I) dated 18.05.2012 and Ministry of Corporate Affairs, GoI Notification Dated 27.02.2014. A separate audit statement shall be submitted in the compliance. Environment related work proposed to be executed under this responsibility shall be undertaken simultaneously. The project proponent shall select and prepare the list of the work for implementation of CSER of its own choice and shall submit the same before the start of construction.[2]The project proponent shall provide green area on terrace and roof top.[3]The project proponent shall install solar panel for energy conservation.[4]The project proponent shall essentially provide two numbers of STPs preferably equivalent to 50% of total capacity or depending upon the initial occupancy as the case may be.[5]The project proponent shall implement the revised plan marked A/1 82nd showing STP in the zoned area, dimensions of internal roads (6 meter), width of set-back, community hall of 4000 sq.ft and provision for basement.Item No. [2] Environmental Clearance for the IT Unit at Village-Mauza Ballabgarh, Sec-5, Distt.- Faridabad, Haryana by M/s SRS Retreat Services Ltd.The SEAC has recommended this project for Environmental Clearance subject to stipulation stated therein. The Project Proponent has proposed the construction of IT Unit at Village-Mauza Ballabgarh, Sec-5, Distt.- Faridabad, Haryana on a total plot area of 12719.26 sqm (3.143 Acres) transferred by Director Industries and Commerce Haryana in favour of project proponent. The total built up area shall be 50097.251 sqm. The proposed Project shall comprise of Two Towers consisting of Tower A (GF + 6 Floors), Tower B (GF + 11 Floors). The maximum height of the building shall be 48 meter. The total water requirement shall be 131 KLD. The fresh water requirement shall be 41 KLD. The waste water generation shall be 113 KLD, which will be treated in the 2 No. of STPs of 150 KLD capacities. The total power requirement shall be 4202.1 KVA which will be supplied by DHBVN. The Project Proponent has proposed to develop green belt on 30% of project area (20% tree plantation + 10% landscaping). The Project Proponent proposed to construct 04 rain water harvesting pits. The solid waste generation will be 707 kg/day. The bio-degradable waste will be treated in the project area by adopting appropriate technology. The total parking spaces proposed are 944 ECS.In the todays meeting the recommendation of SEAC and the project details were taken up for consideration in the presence of representative of the project proponent and consultant. Detailed discussions were held regarding water requirement, quality of water, green belt development plan, Ambient Air Quality, NOC regarding non-involvement of Forest land, recycle and reuse of water, parking plan, traffic circulation etc. It was noticed that the land has been transferred in favour of project proponent by Director of Industries and Commerce vide letter dated 19.08.2009. The representative of the project proponent submitted copy of EDC paid to Commissioner Municipal Corporation Faridabad for the services for supply of water, sewerage connection and drainage system, NOC of airport Authority regarding height clearance. The representative of the project proponent was advised to modify the Entry and Exit ramp for smooth movement of vehicles. The representative of the project proponent was also advised to demarcate the dimension of set-back. The representative of the project proponent submitted revised plan marked A-2/82nd (Modification of Exit and Entry ramp and showing 6 meter wide set-back). Item No. [3] Environmental Clearance for the Residential Housing Board Colony located at Jind Road, Rohtak, Haryana by Housing Board Rohtak.The SEAC has recommended this project for Environmental Clearance subject to stipulation stated therein. The Project Proponent has proposed the construction of Residential Housing Board Colony located at Jind Road, Rohtak, Haryana by Housing Board Rohtak on a total plot area of 59185.93 sqm. The total built up area shall be 109272.97 sqm. The proposed Project shall comprise of 23 Blocks consisting of 02 Blocks of Type A (Stilt + GF+ 6 Floors), 03 Blocks of Type B (Stilt + GF + 7 Floors), 16 Blocks of Type C (Stilt + GF + 8 Floors), 02 Blocks of EWS (GF + 3 Floors), 02 Nursery School, Community Center and Commercial Area. The maximum height of the building shall be 28.2 meter. The total water requirement shall be 766 KLD. The fresh water requirement shall be 443 KLD. The waste water generation shall be 544 KLD, which will be treated in the STP of 650 KLD capacity. The total power requirement shall be 10634.5 KVA which will be supplied by DHBVN. The Project Proponent has proposed to develop green belt on 33.19% of project area (22.94% tree plantation + 10.23% landscaping). The Project Proponent proposed to construct 14 rain water harvesting pits. The solid waste generation will be 2818.5 kg/day. The bio-degradable waste will be treated in the project area by adopting appropriate technology. The total parking spaces proposed are 1203 ECS.In the todays meeting the recommendation of SEAC and the project details were taken up for consideration in the presence of representative of the project proponent and consultant. Detailed discussions were held regarding water requirement, quality of water, green belt development plan, Ambient Air Quality, NOC from DFO regarding non applicability of Forest land, recycle and reuse of water, parking plan, HT line, traffic circulation etc. The representative of the project proponent submitted the assurance of HUDA for supply of water along and NOC from DFO regarding non applicability of Forest land. It was noticed that the zoning plan submitted by project proponent shows that the zoning line is not connected with the main road and access to the Group Housing project was also not clear. The representative of the project proponent informed that the gate no. 1 and gate no. 2 shown in the plan are a abutting to the PWD boundary and PWD boundary is National Highway which will serve the approach to the Colony. The representative of the project proponent was asked to submit an undertaking in this regard. It was also noticed that the gate no. 1 is following under the ROW of HT line. The representative of the project proponent clarified that the electricity department has no objection for the same and requisite permission shall be obtained from electricity department before the operation of this project. The representative of the project proponent also submitted an undertaking in this regard. It was observed that the project proponent has not made any provision for parking in the EWS block. The representative of the project proponent clarified that additional stilt car parking shall be provided in the EWS block to accommodate 60 ECS and submitted an undertaking in this regard. After detailed deliberations, the Authority decided to agree with the recommendations of SEAC to accord Environment Clearance to this project by imposing the following condition in addition to the usual conditions in practice.[1] The project proponent shall make provision for stilt parking in the EWS block to accommodate 60 ECS and shall submit a plan before the start of construction.[2]The project proponent shall not provide mechanical parking in the Group Housing project.[3]The project proponent shall develop all the common public utility services as approved in the layout plan for the residents along with the development of dwelling units. [4]The project proponent shall not raise any construction activity in the ROW reserved/acquired for High Tension Wire passing through the project area and shall maintain horizontal and vertical ROW as required under Indian Electricity Rules, 1956/DHBVN latest instructions.Item No. [4] Environmental Clearance for the proposed Commercial Complex with Multiplex and Hotel Project on land measuring 6.075 Acres at Sector 25, Hisar By pass, Hisar, Haryana by M/s Aerens Goldsouk Projects (Hissar) Pvt. Ltd.The SEAC has recommended this project for Environmental Clearance subject to stipulation stated therein. The Project Proponent has proposed the construction of Commercial Complex with Multiplex and Hotel Project on land measuring 6.075 Acres at Sector 25, Hisar By pass, Hisar, Haryana on a total plot area of 24584.65 sqm. The total built up area shall be 73069.55 sqm. The proposed Project shall comprise of 2 Blocks with basement i.e. Block 1 Shopping Complex (GF + 3 Floors) and Block 2 Hotel Block (GF + 8 Floors) etc. The maximum height of the building shall be 30 meter. The total water requirement shall be 106.79 KLD. The fresh water requirement shall be 42.86 KLD. The waste water generation shall be 64 KLD, which will be treated in the STP of 85 KLD capacity. The total power requirement shall be 4500 KVA which will be supplied by DHBVN. The Project Proponent has proposed to develop green belt on 15.10% of project area (10.05% tree plantation + 5.05% landscaping). The Project Proponent proposed to construct 06 rain water harvesting pits. The solid waste generation will be 320 kg/day. The bio-degradable waste will be treated in the project area by adopting appropriate technology. The total parking spaces proposed are 816 ECS.In the todays meeting the recommendation of SEAC and the project details were taken up for consideration in the presence of representative of the project proponent and consultant. Detailed discussions were held regarding water requirement, quality of water, green belt development plan, Ambient Air Quality, NOC regarding non-involvement of forest land, recycle and reuse of water, parking plan, traffic circulation etc. The project proponent submitted revised fresh water requirement, STP and water balance diagram. The representative of the project proponent submitted the assurance of HUDA for supply of water along with copies of EDC/IDC paid to HUDA for the services for supply of water, sewerage connection and drainage system NOC from Tehsildar regarding non applicability of Forest land. The representative of the project proponent was asked to get the NOC from DFO concerned regarding non-involvement of forest land as Tehsildar is not competent body to issue NOC regarding non-involvement of forest land. The representative of the project proponent assured the Authority to submit the NOC from DFO regarding non-involvement of Forest land within 2-3 days. The representative of the project proponent submitted NOC dated 12.03.2015 regarding non-involvement of forest land issued by Forest Department and submitted the same on 12.03.2015.After detailed deliberations, the Authority decided to agree with the recommendations of SEAC to accord Environment Clearance to this project by imposing the following condition in addition to the usual conditions in practice.[1]Vertical fenestration shall not exceed 40% of total wall area.[2]The project proponent shall provide green area on terrace and roof top.[3]The project proponent shall not use fresh water for HVAC and DG cooling. Air based HVAC system should be adopted and only treated water shall be used by project proponent for cooling, if it is at all needed.[4]The project proponent shall install solar panel for energy conservation.[5]Corporate Environment and Social Responsibility (CSER) shall be laid down by the project proponent (2% shall be earmarked) as per guidelines of MoEF, GoI Office Memorandum No. J-11013/41/2006-IA.II(I) dated 18.05.2012 and Ministry of Corporate Affairs, GoI Notification Dated 27.02.2014. The project proponent shall select and prepare the list of the work for implementation of CSER of its own choice and shall submit the same before the start of construction.[6] The project proponent shall construct culvert of appropriate size on the water course in approach road to the project.Item No. [5] Environmental Clearance for expansion of Hotel Project at Sector-60, Gurgaon by M/s Toucan Real Estates Pvt. Ltd.The SEAC has recommended this project for Environmental Clearance subject to stipulation stated therein. The Project Proponent has proposed expansion of Hotel Project at Sector-60, Gurgaon on a total plot area of 12818.39 sqm (3.17 Acres). The total built up area shall be 57016.4 sqm. The proposed Project shall comprise 3 Blocks + 2 basements + Stilt + GF + 11 floors. The maximum height of the building shall be 49.225 meter. The total water requirement shall be 386.99 KLD. The fresh water requirement shall be 205.47 KLD. The waste water generation shall be 238.64 KLD, which will be treated in the STP of 285 KLD and ETP of 85 KLD capacityIn the todays meeting the recommendation of SEAC and the project details were taken up for consideration. The representative of the project proponent present in the meeting to consider their case in the next meeting as their consultant cannot attend the meeting due to ill health and Architect is also not available. The representative of the project proponent submitted copy of request dated 05.03.2015 requesting the SEIAA to consider their case in the next meeting. After detailed deliberations, the Authority decided to defer this case to the next meeting as requested by project proponent vide letter dated 05.03.2015. Item No. [6] Environmental Clearance for construction of Commercial Colony (3.962 Acres) located at Village-Nakhnaula, Sector-86, District-Gurgaon, Haryana by M/s Bestech India Pvt. Ltd. The SEAC has recommended this project for Environmental Clearance subject to stipulation stated therein. The Project Proponent has proposed the construction of Commercial Colony (3.962 Acres) located at Village-Nakhnaula, Sector-86, District-Gurgaon, Haryana on a total plot area of 16033.520 sqm (3.962 acres). The total built up area shall be 57016.4 sqm. The proposed Project shall comprise Retail area and Office area with 3 basements + GF+ 15 floors. The maximum height of the building shall be 59.85 meter. The total water requirement shall be 184 KLD. The fresh water requirement shall be 54 KLD. The waste water generation shall be 148 KLD, which will be treated in the separate 2 STPs of 180 KLD (100 KLD + 80 KLD) capacity. The total power requirement shall be 4530 KW which will be supplied by DHBVN. The Project Proponent has proposed to develop green belt on 30.67% of project area (23.553% tree plantation + 7.12% landscaping). The Project Proponent proposed to construct 04 rain water harvesting pits. The solid waste generation will be 1477.65 kg/day. The bio-degradable waste will be treated in the project area by adopting appropriate technology. The total parking spaces proposed are 798 ECS.In the todays meeting the recommendation of SEAC and the project details were taken up for consideration in the presence of representative of the project proponent and consultant. Detailed discussions were held regarding water requirement, quality of water, green belt development plan, Ambient Air Quality, NOC regarding non-involvement of Aravalli Notification dated 07.05.1992, recycle and reuse of water, parking plan, traffic circulation etc. The representative of the project proponent submitted the assurance of HUDA for supply of water along with copies of EDC/IDC paid to HUDA for the services for supply of water, sewerage connection and drainage system, NOC from DC Gurgaon regarding non applicability of Aravalli Notification and NOC from AAI regarding height clearance. It was found that gas pipe line is passing through the project area separating the project area in 2 pockets and in the zoning plan ROW has been left. The zoning plan also demarcates zoned area of project area in to different pockets. It was noticed that the project proponent has proposed the crossing over of services by intercepting the ROW reserve for gas pipe line. The representative of the project proponent was advised either to submit NOC from GAIL allowing passing of services lines intercepting reserved ROW or revise the plan showing independent services in two different pockets without intercepting the ROW reserved for gas pipe line. The representative of the project proponent agreed to provide independent services in different pockets without intercepting the reserved ROW and submitted a plan in the meeting. It was noticed that in the affidavit submitted the project proponent has kept both the options open i.e. to make provision for separate services in case GAIL do not allow the passing of services intercepting ROW. After detailed deliberations, the Authority decided to agree with the recommendations of SEAC to accord Environment Clearance to this project by imposing the following condition in addition to the usual conditions in practice.[1]Vertical fenestration shall not exceed 40% of total wall area.[2]The project proponent shall provide green area on terrace and roof top.[3]The project proponent shall not use fresh water for HVAC and DG cooling. In the todays meeting the recommendation of SEAC and the project details were taken up for consideration in the presence of representative of the project proponent and consultant. Detailed discussions were held regarding water requirement, quality of water, green belt development plan, Ambient Air Quality, NOC regarding non-involvement of Forest land, recycle and reuse of water, parking plan, traffic circulation etc. The representative of the project proponent submitted an undertaking with the declaration that they will meet with the fresh water requirement from canal water supply from Jant-Pali minor canal. The representative of the project proponent also informed the Authority that Registrar Central University Haryana is nominated as Nodal Officer responsible for implementation of all conditions of Environmental Clearance letter and NOC from DFO regarding Non involvement of Forest land. The representative of the project proponent was advised not to raise any construction in the nallah or Dohan River and shall ensure that natural drainage system is not obstructed from anywhere within the whole campus. After detailed deliberations, the Authority decided to agree with the recommendations of SEAC to accord Environment Clearance to this project by imposing the following condition in addition to the usual conditions in practice.[1]The project proponent shall maintain the distance between STP and water supply line.[2]Registrar Central University Mahendergarh nominated as Nodal officer shall be responsible for implementation of all conditions of Environmental Clearance letter.[3]The project shall operationalise only after the permission of competent Authority is obtained for canal water supply to the University Campus and treated canal water shall be within the limits specified for drinking water. [4]The project proponent shall not raise any construction in the Nallah or Dohan River and shall ensure that natural drainage system is not obstructed from anywhere within the whole campus. [5]The project proponent shall not discharge or through any liquid/solid waste in the Nallah/Dohan River. The Project Proponent has proposed the construction of Eye Hospital located at Village- Ullahawas, District-Gurgaon, Haryana on a plot area of 19477.70 sqm. The total built up area of 30704.28 sqm. The proposed project shall comprise of 2 Basements + Lower ground floor, Upper ground floor + Maximum 03 floors. The proposed project shall comprise of Operation Theater, OPD, Staff Facilities, Patient Wards, Administration, Mechanical, Hospital Support Facilities and Parking. The maximum height of the building is 21 meters. The total water requirement shall be 375 KLD. The fresh water requirement shall be 241 KLD. The domestic waste water generation shall be 149 KLD, which will be treated in the STP of 175 KLD capacity. The total power requirement shall be 1700 KW which will be supplied by DHBVN. The Project Proponent has proposed to develop green belt on 30.24% of project area (24.78% tree plantation + 5.225% landscaping). The Project Proponent proposed to construct 06 rain water harvesting pits. The solid waste generation will be 377 kg/day. The bio-degradable waste will be treated in the project area by adopting appropriate technology. The total parking spaces proposed area 353 ECS.In the todays meeting the recommendation of SEAC and the project details were taken up for consideration in the presence of representative of the project proponent and consultant. Detailed discussions were held regarding water requirement, quality of water, green belt development plan, Ambient Air Quality, NOC regarding non-involvement of Aravalli Notification dated 07.05.1992, recycle and reuse of water, parking plan, traffic circulation etc. The representative of the project proponent submitted the assurance of HUDA for supply of water along with copies of EDC/IDC paid to HUDA for the services for supply of water, sewerage connection and drainage system, NOC from DC Gurgaon regarding non applicability of Aravalli Notification. It was found that the present proposed layout plan submitted by the project proponent with revised application now conform to the revised zoning plan. After detailed deliberations, the Authority decided to agree with the recommendations of SEAC to accord Environment Clearance to this project by imposing the following conditions in addition to the usual conditions in practice[1]The project proponent shall provide sound reduction techniques during day time. Ltd.The SEAC has recommended this project for Environmental Clearance subject to stipulation stated therein. The Project Proponent has proposed the construction of Residential Group Housing Colony Measuring 10.10 Acres at Village-Harsaru, Sector-88 A, Gurgaon-Manesar Urban Complex, Haryana on a total plot area of 40873.185 sqm (10.10 Acres). The total built up area shall be 118923.363 sqm. The Group Housing Project shall comprise of 8 Towers with Basement, Tower 1, 4 &7 (GF+27Floors). Tower 2, 3 & 6 (GF+22 Floors), Tower 5 (GF+ 17 Floors), Tower 8 (GF+ 15 Floors), Community building (G+1), Community Shopping, EWS (G+6) etc. The maximum height of the building shall be 97.70 meter. The total water requirement shall be 501 KLD. The fresh water requirement shall be 285 KLD. The waste water generation shall be 348 KLD, which will be treated in the STP of 420 KLD capacity. Detailed discussions were held regarding existence of revenue rasta, water requirement, quality of water, green belt development plan, Ambient Air Quality, NOC regarding non-involvement of Aravalli Notification dated 07.05.1992, recycle and reuse of waste water, parking plan, traffic circulation etc. The representative of the project proponent submitted the assurance of HUDA for supply of water and copies of EDC/IDC paid to HUDA/Town & Country Planning Department for the services for supply of water, sewerage connection and drainage system, NOC from DC Gurgaon regarding non applicability of Aravalli Notification and NOC from AAI regarding height clearance. It was noticed that the project area is intercepted by revenue rasta. The representative of the project proponent clarified that they are not going to raise any construction or providing services line in the pocket B separated by the existence of revenue rasta as entire FAR for the total project has been utilized in the proposed project in pocket-A and no civil construction will be raised in pocket-B. The representative of the project proponent further clarified that the pocket-B shall be kept as green belt. The traffic circulation plan submitted by the project proponent was also not found in order. The representative of the project proponent was advised to provide additional ramp for Entry and Exit for basement 1 & 2 for smooth movement of vehicles. The Representative of the project proponent submitted revised traffic circulation plan marked A/9 82nd showing additional Entry and Exit ramp for basement 1 & 2. After detailed deliberations, the Authority decided to agree with the recommendations of SEAC to accord Environment Clearance to this project by imposing the following condition in addition to the usual conditions in practice.[1]Corporate Environment and Social Responsibility (CSER) shall be laid down by the project proponent (2% shall be earmarked) as per guidelines of MoEF, GoI Office Memorandum No. J-11013/41/2006-IA.II(I) dated 18.05.2012 and Ministry of Corporate Affairs, GoI Notification Dated 27.02.2014. The Project Proponent has proposed the construction of Industrial / Logistics / Assembling park project at Village Luhari, Distt-Jhajjar, Haryana on a total plot area of 103271.20 sqm (25.51 acre). The total built up area shall be 56270.14 sqm. The project will comprise of sheds, office, guard room, drivers waiting etc. The maximum height of the building shall be 12 meter. The total water requirement shall be 76 KLD. The fresh water requirement shall be 37 KLD. The waste water generation shall be 49 KLD, which will be treated in the STP of 60 KLD capacity. The total power requirement shall be 1500 KVA which will be supplied by UHBVN. The Project Proponent has proposed to develop green belt on 23.54% of project area (12% tree plantation + 11.54% landscaping). The Project Proponent proposed to construct 25 rain water harvesting pits. The solid waste generation will be 300 kg/day. The bio-degradable waste will be treated in the project area by adopting appropriate technology. The total parking spaces proposed are 619 ECS.In the todays meeting the recommendation of SEAC and the project details were taken up for consideration in the presence of representative of the project proponent and consultant. It was noticed that the Town and Country Planning Department has granted NOC to the project proponent as the proposed project is out of the controlled area. The representative of the project proponent submitted an undertaking that the current project is out-side CLU and out of Notified controlled area. Detailed discussions were held regarding water requirement, quality of water, green belt development plan, Ambient Air Quality, NOC regarding non-involvement of Forest land, recycle and reuse of water, parking plan, traffic circulation etc. The representative of the project proponent submitted NOC from DFO concerned regarding non-involvement of Forest land and permission of CGWA for withdrawal of ground water required for the project. It was noticed that the project proponent has proposed to use already existing road connecting to Indospace FWS Industrial Park Pvt. Ltd. as access to their unit. The representative of the project proponent also submitted proof showing that both the unit i.e Indospace FWS Industrial Park Pvt. Ltd. and M/s HCY Industrial Parks Pvt. Ltd. belongs to same Directors and are sister companies. The representative of the project proponent further assured the Authority that they will provide RO system for purification of water. The representative of the project proponent submitted an undertaking that non-explosive, non-Hazardous nature products shall be stored in the proposed Ware house and no agriculture produce shall be stored in the Ware house. After detailed deliberations, the Authority decided to agree with the recommendations of SEAC to accord Environment Clearance to this project by imposing the following conditions in addition to the usual conditions in practice[1]The project proponent shall ensure approach road is widened, strengthened and maintained as per requirements fixed by PWD and district administration [2]The project proponent shall provide RO System for purification of water making it fit for drinking purpose.[3]The project proponent shall store only non-agro, non-polluting, non-Inflammable and non-Hazardous items /products in the warehouse.[4]The project proponent shall install STP of 60 KLD for treatment of waste water.[5] Pollution control measures for oil/diesel waste due to large no of Trucks involved in transportation shall be made.[6] The project proponent shall get approval of scheme for firefighting from the concerned Authority before commissioning the project.[7]The project proponent shall control fugitive emission due to loading, unloading and other operations. [8]The project proponent shall ensure structural integrity of high rise building during any seismic activity.[9]The project proponent is responsible for compliance of all conditions in Environmental Clearance letter and project proponent can not absolve himself /herself of the responsibility by shifted it to any contractor engaged by project proponent.Item No. [14] Environmental Clearance for construction of Group Housing Colony in the revenue estate of Village Kadarpur & Maidawas, District- Gurgaon, Sector-63 A, Gurgaon Manesar Urban Complex by M/s Mahamaya Exports Pvt. Ltd.The SEAC has recommended this project for Environmental Clearance subject to stipulation stated therein. The Project Proponent has proposed the construction of Group Housing Colony in the revenue estate of Village Kadarpur & Maidawas, District- Gurgaon, Sector-63 A, Gurgaon Manesar Urban Complex on a total plot area of 56757.071 sqm. The total built up area shall be 143428.761 sqm. The Group Housing project shall have 3 Residential towers with basement, 3 towers of Tower A (S + 19), 4 towers of Tower B (S + 22), 4 towers of Tower C (G+19), EWS (G + 7), Convenient Shopping (G), Community building (G +1) & and 2 nursery schools (G + 1). The Group Housing project shall have 686 Dwelling Units, 124 EWS Units and 84 Domestic servant Units. The maximum height of the building shall be 71.20 meter. The total water requirement shall be 724 KLD. The fresh water requirement shall be 419 KLD. The waste water generation shall be 508 KLD, which will be treated in the STP of 600 KLD capacity. The total power requirement shall be 7985.699 KVA which will be supplied by DHBVN. The Project Proponent has proposed to develop green belt on 44.69% of project area (30% tree plantation + 14.69% landscaping). The Project Proponent proposed to construct 14 rain water harvesting pits. The solid waste generation will be 2256 kg/day. The bio-degradable waste will be treated in the project area by adopting appropriate technology. The total parking spaces proposed are 1345 ECS.In the todays meeting the recommendation of SEAC and the project details were taken up for consideration in the presence of consultant representative of the project proponent. It was observed that the project proponent has submitted a letter dated 09.03.2015 requesting for deferment of their case to the next meeting as they are not able to present their project proposal because of certain for unavoidable circumstances. After detailed deliberations the request of the project proponent dated 09.03.2015 requesting for deferment of their case to the next meeting was accepted and the case was deferred accordingly. Item No. [15] Environmental Clearance for construction of Group Housing Project (17.806 Acre) at Sector-4, Village Khaika, Tehsil Sohna, Gurgaon, Haryana by M/s Faith Buildtech Pvt. Ltd.The SEAC has recommended this project for Environmental Clearance subject to stipulation stated therein. The Project Proponent has proposed the construction of Group Housing Project (17.806 Acre) at Sector-4, Village Khaika, Tehsil Sohna, Gurgaon,Haryana on a total plot area of 72058.21 sqm (17.806 Acres). The total built up area shall be 182730.87 sqm. The Group Housing Project shall comprise of 14 Towers consisting of Ground Floor plus 14 Floors in each tower, EWS (Ground Floor plus 7 Floors, Nursery School etc. The maximum height of the building shall be 50.95 meter. The total water requirement shall be 999 KLD. The fresh water requirement shall be 519 KLD. The waste water generation shall be 576 KLD, which will be treated in the STP of 700 KLD capacity. The total power requirement shall be 8.8 MW which will be supplied by DHBVN. The Project Proponent has proposed to develop green belt on 30% of project area (20% tree plantation + 10% landscaping). The Project Proponent proposed to construct 18 rain water harvesting pits. The solid waste generation will be 3127.65 kg/day. The bio-degradable waste will be treated in the project area by adopting appropriate technology. The total parking spaces proposed are 2093 ECS.In the todays meeting the recommendation of SEAC and the project details were taken up for consideration in the presence of representative of the project proponent and consultant. It was noticed that the SEAC has appraised this project under category 8 (b) the TORs were approved 05.11.2014 and base line data was collected from Sep. 2014 to Dec. 2014 and EIA report was submitted on 30.12.2014. Detailed discussions were held regarding existence of revenue rasta, water requirement, quality of water, green belt development plan, HT line, Ambient Air Quality, NOC regarding non-involvement of Aravalli Notification dated 07.05.1992, recycle and reuse of waste water, parking plan, traffic circulation etc. The representative of the project proponent submitted the assurance of HUDA for supply of water and copies of EDC/IDC paid to HUDA/Town & Country Planning Department for the services for supply of water, sewerage connection and drainage system, NOC from DC Gurgaon regarding non applicability of Aravalli Notification and NOC from AAI regarding height clearance. It was noticed that the Panchayat Department has transferred the revenue rasta area to the project proponent which have now become the part of the project area. It was noticed that the project proponent has not made any provision for parking in the Primary School. The representative of the project proponent was advised to revise the parking plan and make provision for parking in the Primary School. The representative of the project proponent agreed and submitted revised plan Marked A/15 82nd meeting showing provision for 25 ECS and Buses in the Primary School area. After detailed deliberations, the Authority decided to agree with the recommendations of SEAC to accord Environment Clearance to this project by imposing the following condition in addition to the usual conditions in practice.[1]Corporate Environment and Social Responsibility (CSER) shall be laid down by the project proponent (2% shall be earmarked) as per guidelines of MoEF, GoI Office Memorandum No. J-11013/41/2006-IA.II(I) dated 18.05.2012 and Ministry of Corporate Affairs, GoI Notification Dated 27.02.2014. A separate audit statement shall be submitted in the compliance. Environment related work proposed to be executed under this responsibility shall be undertaken simultaneously. The project proponent shall select and prepare the list of the work for implementation of CSER of its own choice and shall submit the same before the start of construction.[2]The project proponent shall implement the revised traffic circulation plan marked A-15 82nd (provision for 25 ECS and Buses in the Primary School area).[3]The project proponent shall essentially provide two numbers of STPs preferably equivalent to 50% of total capacity or depending upon the initial occupancy as the case may be.[4]The project proponent shall ensure that no construction activity is undertaken either on surface or below or above surface of revenue rasta passing through the project area.[5]The project proponent shall indicate the width and length of revenue rasta passing through the project area on sign board and shall display the same at both the ends of revenue rasta stretch, for awareness of public. Sign board shall also display the message that this is a public rasta/road and any citizen can use it. There shall not be any gate with or without guards on revenue rasta further project proponent shall not encroach revenue rasta and shall not cross internal roads over revenue rasta.[6]The project proponent shall provide boosting arrangement and multistage pumping with standby arrangement after getting the same approved from HUDA.Item No. [16] Environmental Clearance for Affordable group hosing colony (10 acres) in the revenue estate of village Hayatpur, Sector -90, Gurgaon, Haryana by M/s Aster Infrahome Pvt. Ltd.The SEAC has recommended this project for Environmental Clearance subject to stipulation stated therein. The Project Proponent has proposed the construction of Affordable group hosing colony (10 acres) in the revenue estate of village Hayatpur, Sector -90, Gurgaon, Haryana on a total plot area of 40519.149 sqm (10 acre). The total built up area shall be 94525.98 sqm. The Group Housing project shall have 13 residential towers consisting of Tower 1 (Ground+14 Floors), Tower 2 (Ground +14 Floors), Tower 3 (Ground +14 Floors), Tower 4 (Ground +14 Floors), Tower 5 (Ground +14 Floors), Tower 6 (Ground +14 Floors), Tower 7 (Ground +14 Floors), Tower 8 (Ground +9 Floors), Tower 9 (Ground +14 Floors), Tower 10 (Ground +14 Floors), Tower 11 (Ground +14 Floors), Tower 12 (Ground +14 Floors), Tower 13 (Ground +14 Floors), Commercial, community, crche, etc. The maximum height of the building shall be 50.35 meter. The total water requirement shall be 1195 KLD. The fresh water requirement shall be 799 KLD. The waste water generation shall be 982 KLD, which will be treated in the STP of 1180 KLD capacity. The total power requirement shall be 3510 KW which will be supplied by DHBVN. The Project Proponent has proposed to develop green belt on 21.54% of project area (15.54% tree plantation + 6% landscaping). The Project Proponent proposed to construct 11 rain water harvesting pits. The solid waste generation will be 4323 kg/day. The bio-degradable waste will be treated in the project area by adopting appropriate technology. The total parking spaces proposed are 916 ECS.In the todays meeting the recommendation of SEAC and the project details were taken up for consideration in the presence of consultant and representative of the project proponent. It was observed that the project proponent has submitted a letter dated 09.03.2015 requesting for adjournment of their case due to lack of few important documents which they will obtained within 2 or 3 days and requested to consider their case in the next meeting. After detailed deliberations the request of the project proponent dated 09.03.2015 requesting for adjournment of their case was accepted and it was decided to defer the case to the next meeting.Additional Agenda:The Chairperson also granted permission to consider the following agenda items in this meeting.Item No. [17] Environmental Clearance for Proposed Amendments in EC Proposed Group Housing project at Village- Dharuhera, Sector-3, District- Rewari, Haryana by M/S Brihaspati Construction Pvt. Ltd.It was noticed that the SEAC in its 117th meeting held on 18.02.2015 unanimously decided to refer back this case to SEIAA for taking appropriate action at their level. The case was taken up in the todays meeting and it was found that the SEIAA on the basis of decision taken in its 76th meeting held on 13.10.2014 decided to refer back this case to the SEAC with the advice to consider the proposal for amendment of environmental clearance as well as extension of validity of environmental clearance on the basis of application/documents dated 15.04.2014 submitted by the project proponent. The file is in original was sent to Secretary SEAC on 07.11.2014.It was noticed by the Authority that the SEAC has referred back this case to SEIAA on the grounds that The SEAC could not hold any meeting from 25th November 2014 up to January 2015 due to absence of Secretary SEAC which was appointed by the Government on 19th January, 2015. Now there is no time left with the SEAC for detail consideration of this case as it cannot be included in the agenda at the end of the tenure of SEAC. The grounds on the basis of which the SEAC has referred back the case was not found in accordance with the prescribed procedure and therefore not sustainable. The Authority was of the view that the SEIAA considers the cases recommended by SEAC for environmental clearance or otherwise. After detailed deliberations, the Authority decided to refer back this case to the SEAC with the advice to appraise the project proposal and send clear cut recommendations to the SEIAA within stipulated period as prescribed in the Notification.Item No. [18] Environmental Clearance for expansion of Industrial Building for testing of vehicles (R & D Centre) at Plot No. 1, Sector-33 B-33C IMT, Rohtak by M/s Maruti Suzuki India Ltd.It was noticed that the SEAC in its 117th meeting held on 18.02.2015 unanimously decided to refer back this case to SEIAA for taking appropriate action at their level. The case was taken up in the todays meeting and it was found that the SEIAA on the basis of decision taken in its 77th meeting held on 14.11.2014 decided to refer back this case to the SEAC with the advice to appraise the project for according ex-post fact environment clearance as per the procedure prescribed in the Notification in compliance to the Honble High Court orders and direct the project proponent to submit revised project details i.e. Form-I, Form-IA required for ex-post facto of the project. The file is in original was sent to Secretary SEAC on 24.11.2014.It was noticed by the Authority that the SEAC has referred back this case to SEIAA on the grounds that The SEAC could not hold any meeting from 25th November 2014 up to January 2015 due to absence of Secretary SEAC which was appointed by the Government on 19th January, 2015. Now there is no time left with the SEAC for detail consideration of this case as it cannot be included in the agenda at the end of the tenure of SEAC. The case was taken up in the todays meeting and it was found that the SEIAA on the basis of decision taken in its 77th meeting held on 14.11.2014 decided that application for revision of environment clearance submitted by the project proponent may be forwarded to Secretary SEAC for appraisal and recommendation along with file. The file is in original was sent to Secretary SEAC on 24.11.2014.It was noticed by the Authority that the SEAC has referred back this case to SEIAA on the grounds that The SEAC could not hold any meeting from 25th November 2014 up to January 2015 due to absence of Secretary SEAC which was appointed by the Government on 19th January, 2015. Now there is no time left with the SEAC for detail consideration of this case as it cannot be included in the agenda at the end of the tenure of SEAC. The grounds on the basis of which the SEAC has referred back the case was not found in accordance with the prescribed procedure and therefore not sustainable. The Authority was of the view that the SEIAA considers the cases recommended by SEAC for environmental clearance or otherwise. Item No. [20] Environment Clearance for expansion of Group Housing Project (37.512 + 3.93 Acres =41.442 Acres) located at Sector 67-A, Village Dhumaspur & Maidawas, District Gurgaon, Haryana by M/s Precision Realtors Pvt. Ltd.

The SEAC has recommended to file this case on the grounds that the project proponent not submitted copy of additional license for the expansion of the project area. The project proponent in the Year 2012 submitted request to the Town & Country Planning Department for grant of license. The SEAC further observed that some Writ Petition are pending in the Honble High Court and the Court has granted stay on issuance of license/CLU in District Gurgaon. Finding no reasons to disagree with the recommendation of SEAC the SEIAA decided to file this case with the decision that the project proponent shall submit fresh application for environment clearance only after the receipt of valid license.
