Tactical Disablement System (TacDS) Family of Systems (FoS) will provide capabilities

that delay, degrade, disrupt or destroy small quantities of chemical and/or biological

(C/B) warfare materiel in bulk containers and munitions in a hostile environment. The

TacDS FoS enables freedom of maneuver in a complex C/B threat environment by

providing the warfighter with a suite of tactical disablement capabilities for small

amounts/quantities of chemical and biological warfare material in containers and

munitions, rendering them unusable as weapons.

The Man-Portable Radiological Detection System (MRDS) provides a new capability for

Countering Weapons of Mass Destruction Interdiction and Elimination operations,

specifically Radiological Nuclear Sensitive Site Assessment and Sensitive Site

Exploitation. MRDS is composed of two detectors that will be used within the isolate

and exploit phases. The Hands-Free (HF) detector supports the isolate phase and

provides enhanced presumptive identification for Special Nuclear Material. The Hand-

Held (HH) Detector will be used for field confirmation within the exploitation phase.

Both detectors will be networked using a standalone unclassified network to allow

situational awareness at the tactical operations center.

VIPER/MERLIN

Overview

VIPER/MERLIN provides ruggedized and networkable sensors to enable platform-mounted

radiological/nuclear monitoring, reconnaissance, and surveillance. Program includes two variants

undergoing development via two CWMD OTAs: VIPER (Vehicle Integrated Platform Enhanced

RADIAC) provides point-distance dose rate, residual, and prompt radiation detection; and MERLIN

(Mounted Enhanced RADIAC Long-Range Imaging Networkable) provides net-ready on-the-move

standoff rad/nuc detection, identification, localization and mapping.

The JPD-SQD is a Non-Developmental Item that will leverage Commercial Off the Shelf

(COTS) technologies to provide an active dosimeter with significantly improved performance to

replace the legacy Army and Marine Corps UDR-13/14/15 Radiac Sets (i.e., dosimeters) that

are approaching obsolescence. Requires integration of mature, readily available COTS

technologies for prompt neutron/gamma detection, residual total dose/dose rate from

Occupational to Tactical levels, and non-proprietary communications and repackaging to meet

MILSPEC (rugged) requirements.

Integrated Early Warning (IEW)

– CBRN IEW is the combination of CBRN Awareness and Understanding that

facilitates effective (timely) decision making, so the force can continue military

operations or assist partners or civilians within a CBRN environment.

– This will be a demonstration effort of an integrated system of systems with a

flexible architecture to leverage available battlefield assets (CBRN and non-

CBRN) for gathering relevant information and provide a decision support toolkit

for earlier situational understanding and confident decision-making for the

commander during all phases of an operation (pre-, during-, and post-attack).

great flexibility and negotiation of most T&Cs including:

and affirms that agencies may create unique processes for

soliciting for solutions, evaluating, negotiating and monitoring

performance.

o Discourages standardization, templates and affirms that agencies may create unique processes for soliciting for solutions, evaluating, negotiating, and monitoring performance.

o Restates that most T&Cs, including intellectual property rights, payment arrangements, and performance reporting, are negotiable.

o Encourages early acquisition planning and states applicability of DODI 5000.

o Defines price reasonableness, successful completion, and other terms in need of clarification; expands the definition of prototype; and provides guidance for non-competitive follow-on production.

SELECTION AND NEGOTIATION

• Price Reasonableness shall be determined. However, the AO should exhaust commercial pricing, market data, parametric data, and other means before requesting cost data from the proposer.

o The AO should negotiate no rate higher than a company’s provisionally approved indirect rate(s), when such rates are available.

o Agreements should define allowable costs as “Federal funds and the OT awardee’s resource shared amount, if any, are to be used for costs that a reasonable and prudent person would incur in carrying out the project.”

FOLLOW-ON PRODUCTION

• It is a follow-on OT (or FAR contract) to a previous Prototype OT agreement that was competitively awarded and successfully completed.

• The possibility of follow-on production shall be clearly identified in the solicitation for prototype OTs

o “the level of detail required as to follow-on activities need only be sufficient for prospective technology providers within the technology sector to make an informed decision whether to bid on the prototyping effort, with the understanding that size, scope and value of potential follow-on activities may vary.”

• Means:

o Meeting the key goals of a project;

o Meeting success metrics established by agreement or unilaterally by the Government for a project; or,

o Successful completion can occur prior to the prototype project concluding to allow the Government to transition any aspect of the prototype project determined to provide utility into production while other aspects of the prototype project have yet to be completed.
