Turkey and Hungary enjoy friendly relations based on historical and cultural ties, going back centuries and a “shared ancient past”. Today, the two countries are strategic partners, based on a deal reached in 2013 by Turkish President Mr. Erdoğan and Hungarian Prime Minister Mr. Orbán to establish a Supreme Strategic Council. Both countries cooperate and support each other at a strategic level, under the umbrella of such organisations as NATO, the EU and the Council of Europe, where Hungary is a supporter of Turkey’s EU membership.
Relations between Turkey and Hungary have recently advanced in every field, as a result of increasing mutual high-level visits and consultations. Export and trade are among key priorities of Hungary’s foreign policy and the nation considers Turkey one of the key partners as it implements its plan of “Opening to the East”. As part of its quest for new export markets for Hungarian goods, Turkey occupies a special place among Hungary’s trade partners. As a result, Hungary opened a Trade House in İstanbul in December 2013, while the Hungarian Eximbank opened an office in İstanbul in 2015.
Hungary is also considered a gateway to EU markets for Turkish businessmen, thanks to its strategic location, well-developed infrastructure, qualified human resources and attractive incentives for investors.
Furthermore, Turkey and Hungary have common projects in Africa. Together, the two countries sent doctors to Kenya and set up a water purification plant in Ghana. By 2021, with the construction of
the TurkStream gas pipeline, Russian natural gas is expected to go to Hungary from Turkey.
The bilateral trade between the two countries amounts to 3.1-3.2 billion USD annually and both sides agreed on increasing this amount to 6 billion USD. According to the Central Bank of the Republic of Turkey statistics, between the years 2002 - 2018, direct investments from Hungary to Turkey amounted to 29 million USD and Turkish direct investments in Hungary during the same period have been 58 million USD. Considering that many Turkish investments were made to Hungary through third countries and several ongoing investments, these figures do not reflect the actual investment amount which is estimated to be over a billion USD.
As the Hungarian Minister of Foreign Affairs and Trade Péter Szijjártó declared recently, Eximbank is opening a 220-million-dollar credit line in the interest of further increasing last year’s Turkish - Hungarian trade flow; the mutual agreement on VAT rebates has come into effect, and Turkish banks could soon appear on the Hungarian market. The new agreement on freight transport is also expected to be concluded soon.
In addition to strong economic ties, cultural relations are also a significant part of bilateral relations. As Hungarian Prime Minister Orban states, “Hungary has always focused on the cooperation of Turkic speaking states which nurture their language, culture and traditions even in the modern world. Hungarians consider themselves late descendants of Attila, of Hun-Turkic
origin, and Hungarian is a relative of Turkic languages”.
There exists a Hungarian Cultural Centre in Istanbul. Moreover, there are Turcology and Hungarology Departments in selected Universities of both countries.The Tomb of Gülbaba, a Turkish Bektashi dervish, in Budapest, which was built by Ottoman authorities between 1543 and 1548, had been renovated by the Tomb of Gülbaba Heritage Foundation and inaugurated by Turkish President Erdoğan and Hungarian Prime minister Orbán in 2018.
HEPA Turkey was established in 2015 with the aim to develop business relations between the two countries and became the representative of Hungarian Export Promotion Agency (HEPA) in Turkey, Greece and Cyprus. HEPA Turkey serves to increase exports of Hungarian enterprises to these countries.
With five representative offices in Turkey, HEPA Turkey also provides support for promoting the export volume of Hungarian products and services to Turkey. HEPA Turkey offices also assist Turkish businesspeople, who are considering investing in Hungary. Thanks to the efforts of HEPA Turkey, economic, commercial, industrial, financial and cultural relations between the two countries, already at an all-time high, are further developing and advancing.
HEPA Turkey is also working in coordination, not only with the Hungarian foreign missions and Hungarian Eximbank in Turkey, but also with other Hungarian governmental organizations such as the Hungarian
Investment Promotion Agency (HIPA). It actively communicates and cooperates, on a daily basis, especially with the trade attaches in Ankara and Istanbul.For generating higher synergy between various Hungarian organizations in Turkey, HEPA Turkey headquarter has been located in the Istanbul Polat Office together with the Hungarian Consulate General, Hungarian Cultural Center and the office of Hungarian Eximbank, hence making the Istanbul Polat Office a one-stop service center for Turkish people interested in Hungary.
2019 has been a challenging year, especially within this geographical area. However, the trade volume between Turkey and Hungary continued to increase in 2019. We achieved 3.13 billion USD by the end of 2018 and expecting whole year figures from statistics office. As the Chairman of the Turkish - Hungarian Business Council of Foreign Economic Relations Board (DEIK), I would like to emphasize that Hungary is also a highly valuable country for investors, with its EU membership and its investment potential in almost every field. Hungary is growing steadily and standing out among its peers in the region.
In 2020, as HEPA Turkey, we will continue to strive to ensure the continuation of relationships between the two countries within this spirit and to establish further connections between businesses.

Since World War I, when Turkey and Hungary fought on the same side as part of their predecessor empires, Turkey and Hungary shared a similar fate to grow into sovereign nation-states and established strong relations over the last century.
Becoming “strategic partners” today, based on an agreement signed by the leaders of the two counties in 2013, cooperation between Hungary and Turkey gained significant momentum over the last few years. Besides common current issues, there are significant cultural commonalities; the two languages also share a common root.
Participation of Hungary to Turkic Council in 2018 in an observatory status and the opening of the Turkic Council’s Representation Office in Budapest in September 2019 would not only strengthen the relations of the Turkic Council with Hungary, but it will also help increasing the cooperation of the Turkic Council with the EU and European institutions. The office will open new avenues for further collaboration of Hungary with the affiliated and related bodies of the Turkic Cooperation Organizations namely; TURKSOY, TURKPA, Turkic Academy and Turkic Culture and Heritage Foundation. The purpose of the Council which was established in 2009 is to develop business cooperation among member-states, Turkey, Kazakhstan, Kyrgyzstan, Azerbaijan and Uzbekistan.
As an export-orientated state, it is in Hungary’s fundamental interest to reinforce its economic relations with Turkey. HEPA Turkey’s mission is to build bridges between our countries to facilitate the most efficient dialogue among these countries while promoting international cooperation on trade, economy, tourism, culture and investment.
The Hungarian Export Promotion Agency (HEPA) has been established by the Hungarian Ministry of Foreign Affairs and Trade with the aim of increasing exports of Hungarian enterprises. HEPA Turkey is the contracted partner of this organization in Turkey, Greece, and Cyprus. Our organisation has been established in Budapest in 2015 to enhance trade relations and collaboration between Hungary and Turkey.
As in previous years, we continued to focus on bringing the potential of Hungarian companies into light in Turkey and Greece and to promote goods and services produced by the Hungarian companies in different fields and industries.
Our main activities include, preparing market research reports on specific sectors and business fields, supporting and introducing Hungarian suppliers to local importer companies, which are searching for products from Europe, organizing seminars and networking meetings to increase awareness of Hungarian business opportunities and to generate demand for Hungarian products.
Thanks to our efforts and the fertile ground for collaborative business operations between the two countries during the years 2015 - 2018, according to Hungarian Central Statistical Office trade volume between Hungary and Turkey increased from 2.81 Billion USD to 3.13 Billion USD with 11,4% increase. On the other side during the years 2015 - 2018 trade volume between Hungary and Greece increased from 497 million USD to 668 million USD with 34,3% increase.
Based on the fact that SMEs with increased competitiveness will contribute to economic growth, employment
and welfare in both countries, we carried out various cooperative activities between Turkish and Hungarian SMEs to strengthen the relations and to transfer mutual knowledge and experience between them. Technology introduction days and entrepreneurs have been organized and were held to share best practices on SME support mechanisms. Mutual business trips were also organized in order to increase technical and commercial cooperation and mutual trade volumes of SMEs of the two countries.
During 2019, we organised Hungary Promotion Days at the chambers of commerce in prominent Turkish cities with significant business population and economic activity such as İstanbul, Ankara and İzmir and in Anatolian cities with significant potential, such as Kayseri.

A memorandum of understanding and action plan was
signed between the KOSGEB and the Hungarian Export Promotion Agency (HEPA) during the 6th Joint Economic Commission Meeting in Budapest.
That agreement is a first step towards increasing cooperation between SMEs and it has an important role for increasing the trade volume between the two countries.Also it will help HEPA and KOSGEB cooperation on institutional structuring.
Our country promotion efforts to create increased visibility of Hungary in Turkish media yielded successful results and we reached more than 13 million individuals in Turkey with the news coverage generated at broadcast, print and online media.
I am very proud that we are closing the year with satisfied partners. HEPA Turkey’s mission is to build bridges between our countries of operation through our efficient and the best-quality services. As our customer testimonials demonstrate, we have been successfully helping our partners this year as well.
In October 2018, Turkish President Recep Tayyip Erdoğan and Hungarian Prime Minister Viktor Orban set the bilateral trade target as $6 billion USD. Considering our potential, we hope to reach our bilateral trade target in the near future.
In 2020 we will be looking to implement more tailor-made services towards further developing business relations between Hungary and Turkey. HEPA Turkey, which aims to maintain its high performance and proactive approach since its establishment, will continue to create added value in all countries where it operates.

The seven offices are where all the operations are carried out. The team in Turkey consists of 10 professionals, Greece consist of 2 professionals with a total of work experience exceeding 100 years. In addition to business development professionals our team also includes finance and accounting professionals and other support staff.

HEPA President visited KOSGEB.
A memorandum of understanding was signed between the KOSGEB and the Hungarian Export Promotion Agency (HEPA) at the Turkish - Hungarian Business Forum in Hungary October 2018. Following this development, HEPA President and HEPA Turkey Managing Director Fikret Nas visited President of KOSGEB. Dr. Cevahir visited Uzkurt.
The memorandum was signed between KOSGEB and HEPA. KOSGEB President Dr. Uzkurt stated that the memorandum of understanding is a first step towards increasing cooperation between SMEs of the two countries. In the framework of the goals set by President Erdoğan, Uzkurt pointed out the importance of increasing the trade volume between the two countries. An action plan signed between HEPA and KOSGEB during 6th JEC on June 26th in Budapest.
HEPA CEO expressed the importance of cooperation with KOSGEB in terms of institutional structuring. During the meeting, it was agreed to organize cooperation and twinning activities between the SMEs of the two countries with the aim of sharing of information and experience between institutions.
It has been evaluated that there are cooperation opportunities between Hungary to Turkey, in industrial equipment, agriculture and food products, automotive products and motor vehicles, textile and leather fields.

The first Turkish - Hungarian Customs Conference was held on October 10th, 2019 organised by the Turkish - Hungarian Business Association (TÜRKCHAM) and the Federation of Hungarian Customs, Excise and Tax Service Providers (VJASZSZ). The conference took place at the headquarters of the National Tax and Customs Administration of Hungary (NTCA) in Budapest. HEPA Turkey lead the organisation and provided sponsorship to the event.

President Recep Tayyip Erdoğan paid an official visit to Hungary on November 7, 2019 for the 4th meeting of the Turkey - Hungary High Level Strategic Cooperation Council.
After his meeting with President of Hungary János Ader, President Erdoğan co-chaired the Council meeting with Prime Minister of Hungary Viktor Orbán.
The aim of the meeting was to further increase the bilateral cooperation between the two countries.
Nine agreements were signed as part of the Council meeting, all aimed at further strengthening the cooperation between the two countries.
A round table meeting was organized by HEPA and DEIK. In this meeting 10 Turkish and 10 Hungarian companies participated and shared their intention to make trade and investment to corresponding country. This meeting chaired by both countries leaders with the participation of ministers. HEPA Turkey is following the business leads of this meetings for Hungarian companies.
After the meetings, President Erdoğan also visited the Tomb of Gul Baba in Budapest.

HEPA Turkey sponsored a TV show for promotion of Hungary at NTV News Channel. The NTV Editor Mr. Mete Çubukçu prepared “Pasaport” program about culturel, touristic, economic and attractive trade and investment opportunities in Hungary. The programme consist of two episodes.The first episode was broadcasted onSeptember 30th, 2019. The first episode is about economy, investment, trade, incentives and Turkish - Hungarian relations in general. The second episode is about Turkish - Ottoman heritage, historical places and touristic destinations in Hungary. Several interviews were arranged by HEPA Turkey office; Balazs Hendrich - CEO of HEPA, Mr. Adnan Polat - DEIK Hungarian Business Council President, Suat Karakuş - DTIK Europe Regional Comitee President, Fikret Nas - HEPA Turkey Managing Director. We prepared a country promotion supplement for Hungary enclosed to 5th DEIK Business Diplomacy Magazine issue. In this supplement there are articles about bilateral trade between the countries, value added sectors in Hungary, our high level diplomatic relations, trade and investment opportunities in Hungary, financialsolutions provided by Eximbank, cultural ties and historical relationship between two countries, Turkish heritage in Hungary, touristic attractions.
All organizations responsible for promoting foreign trade and investment of Hungary published their activities, such as HEPA (Hungarian Export Promotion agency), HIPA (Hungarian Investment Promotion Agency), Hungarian Tourism Agency, Hungarian Eximbank, Leaders of the diplomatic mission of Hungary in Turkey.
