gates, but the Contech quote states that Contech’s price includes the cost of the gates. Are we to subtract the amount quoted by Golden Harvest from Contech’s quote for this form? Answer: Contech’s price includes the purchase of the gates for installation in the riser. Use Contech’s net total price of $82,120.00 This price also includes the cost of the commissioning and field service for all three gates on the same day.

3. Question: Should we include the cost of the field service visit on the Direct Purchase form? Answer: The cost of the field service is already included in Contechs net total price of $82,120.00.

Three Sisters Weir Structures – I-1, I-4 & I-6

Vinyl Sheet Pile Weir and Bulkhead Specification

Contractor to construct a vinyl sheet pile weir system as noted in the bid documents. Final design is to be signed and sealed by a Florida registered professional engineer experienced with the design of vinyl sheet pile bulkheads and weirs. Requirements presented herein are for bidding purposes and are minimum requirements. City reserves the right to accept or reject any proposal based on price/cost, technical merit, schedule, performance, or owner’s risk.

Materials Vinyl Sheet Piling –

Sheet pile profile shall be manufactured with an interlocking feature that ensures adjacent panels maintain alignment. The sheeting shall be co-extruded with a virgin capstock and high quality reground substrate. The sheet pile shall be free from visible cracks and other injurious defects. The manufacturer’s extrusion facility shall have at least 10 years experience with the manufacturing of vinyl sheet piling and 25 years experience with the manufacturing of other PVC parts. Approved supplier of the vinyl sheet piling is Everlast Synthetic Products, LLC, 1000 Wyngate Parkway, Suite 100, Woodstock, GA 30189, 800-687-0036/770-241-6195(cell)

Substrate – shall be a high grade homopolymer vinyl compound having the following minimum properties:

Delivery and Storage Upon delivery of materials to site, contractor shall visually inspect all materials for defects or damage. If serious defect or damage is detected, contractor shall notify engineer immediately. Store bundled sheet piling on a relatively level surface with a slight pitch to allow water to drain. Contractor should not break bundled sheets until ready for immediate installation. Submittals with Bid

Contractor is to provide vinyl sheet pile submittals as noted above with initial bid package. Complete descriptions of sheet piling driving equipment including hammers, extractors,

protection caps and other installation appurtenances Describe the order and sequence for construction Provide line item pricing for potential variations in cost (e.g. sheet lengths, earth anchors,

concrete deadman, coquina rip rap, excavation, and embankment, etc.) Bid packages without the indicated submittals will be rejected

Installation – General Sequence For each location contractor is to determine the proper sequence as well as “means and methods” of construction and submit description as noted above.

Install earth anchors Install driving guide, template or wale system to aid in driving a straight and plumb wall Drive sheet piling (preferably in pairs for ESP 8.5 or singles for ESP 4.1) with a small

vibratory hammer (preferred). Contractor shall monitor noise and vibration to ensure damage to adjacent homes does not occur

Mandrel, helmet or drive shoes may be required if driving through hard soil strata or obstructions. Water jetting shall not be allowed

Under no circumstances shall the contractor cut-off or install shorter sheets without review and written authorization from engineer and the owner

Adequate precautions shall be taken to ensure that piles are driven plumb. Sheet piling shall not be driven more than ½ inch per foot out of plumb in the plane of the wall, nor more than 1/16 inch per foot “out” of plumb perpendicular to the plane of the wall, nor more than 1 inch per foot “in” of plumb perpendicular to the plane of the wall.

Piles driven out of interlock with adjacent piles or otherwise damaged shall be removed and replaced by new piles at the contractor’s expense

Connect tie-rods from anchors with all thread to double channel assembly within the cap Install drainage system and weep holes (as required). Backfill behind sheet pile in level compacted lifts (12” max. lift thickness). Compaction of

backfill shall be 95% based on ASTM D698. Testing of compaction shall be taken a minimum of three feet behind the wall. Maintain heavy equipment at least three feet from back of sheeting.

Form, place rebar, and pour concrete cap to encase steel

Payment Payment for vinyl sheet pile wall shall be as noted in the bid documents.

Mike Brennan Stormwater Manager City of Palm Coast 160 Cypress Point Parkway, Suite B106 Palm Coast, FL 32164 Re: Palm Coast SCADA for the Iroquois, North Ulysses and the South Ulysses Canals. Dear Mr. Brennan The City of Palm Coast notified us to provide a system to operate their canal gates using our instruments and controls. The City would like the system to operate in automatic; they would also like to perform adjustments from their office while in automatic. The third request was to operate the gate in manual while visiting the sites. Process Description: AWC, Inc has the experience and expertise to design a system to accommodate the above requirements. We can use the Pulsar Ultrasonic meter to measure the level in the canals, the Mission SCADA equipment, and the ABB controller can operate the process in manual/automatic. The Pulsar analog output 4-20 MA goes into the Mission SCADA and the ABB Controller. We can set the Controller set point to 21.0 feet of water. Then if the water level increases above 21.0 feet the controller will open the Valve actuator to allow water out of the valve until it reaches the set-point. This is the automatic operation. The controller also has manual operation on the local display. The SCADA (Mission) operation will be primarily automatic. Although adjustments can be performed while in the office using the Mission WEB page. Palm Coast personnel can open and close the valve, with 0 to 100% span.

Total cost is $29,193.40. Project Needs.

1. Each Panel will need 120 VAC power for the Mission Unit, ABB Controller and the Pulsar Transmitter.

2. Each Pulsar Transducer will need a minimum 1 inch conduit. Nothing else can run in the conduit.

3. We will need a conduit at the valve actuator for 2 Beldon cables. These cables will have 20 gauge twisted pair wires, and be shielded with a ground.

4. These cables are for the Feedback percent 0 to 100%, and the 4-20 MA input to modulate the actuator.

5. The contractor is responsible for mounting the panel, installing the equipment inside the panel, and running the wires to and from the Valve actuator. Also mounting the transducer bracket and the transducer and pulling the wire inside the panel.

6. AWC will terminate the wires inside the panel.
