Lead in Water and Full Lead Service Line Replacement

Even if your community has a water system with effective corrosion control and low drinking water lead

levels, lead service lines (LSLs) can contribute unpredictable and variable sources of exposure. For

homes with LSLs, the service line typically contributes the greatest percentage of lead to the tap. Lead

particulates from an LSL may enter directly into the water people drink or become trapped in the faucet

aerator and release lead over time. With the reduction of lead in new plumbing material, the next large

opportunity for reducing the risk of exposure to lead in drinking water is the removal of LSLs.

Why is lead a problem?

Lead exposure can harm children’s brain development, contributing to lower IQs as well as learning and

behavioral problems. Young children, infants, and fetuses are particularly vulnerable to lead because the

harm appears to be greater at lower exposures in children than in adults.

How does lead get into drinking water?

Lead can enter drinking water when pipes and plumbing fixtures that contain lead corrode, especially where the water has high acidity or low mineral content. There are three main sources of lead:

Lead pipes – Lead service lines, the pipe that

connects the water main under the street to a

building’s plumbing. Lead pipes were also used in

inside plumbing, but it is unusual. Congress

banned use of lead pipes in 1986.

Leaded solder – Solder is used to connect copper

pipe and fittings. Congress banned the use of

leaded solder in 1986.

Leaded alloys – Brass is frequently used in

faucets and other plumbing components. In

1986, Congress limited the amount of lead in

brass to 8% (close to the level of lead typical of products at the time) and reduced the limit to a

much lower level (0.25%) in 2014.

Removing lead service lines provides an

opportunity to significantly reduce the risk of

exposure to lead in drinking water.

What is a service line?

The following figure is a simplified illustration of the components of a service line installation.

What is full LSL replacement? Full LSL replacement involves elimination of lead pipe from a water main up to the interior plumbing of

the home. Older brass components would also typically be replaced, though some brass components

might remain after replacement in some instances. An example would be a brass valve functioning as a

corporation stop where replacement would require shutting off water to multiple homes or increase the

risk of a leak or break in the water main.

What is the Lead Service Line Replacement Collaborative? The LSLR Collaborative is a group of 25 national public health, water utility, environmental, labor,

consumer, housing, and state and local government organizations driven by the goal of accelerating

REDUCING POTENTIAL LEAD EXPOSURE FROM DRINKING WATER Guidance

Check if your home has a lead services line. Homes with lead service lines have a higher risk of having high lead levels in drinking water. Please contact your water supply for more information and let the Michigan Department of Environmental Quality know if you find a lead service line in your home.

Run your water before drinking. The more time water has been sitting in your home’s pipes, the more lead it may contain. Therefore, if your water has not been used for several hours, run the water before using it for drinking or cooking. This flushes lead-containing water from the pipes. Additional flushing may be required for homes that have been vacant or have a longer service line.

• If you do not have a lead service line, run the water for 30 seconds totwo minutes, or until it becomes cold or reaches a steady temperature.

• If you do have a lead service line, run the water for three to five minutesto flush water from both the interior building plumbing and the leadservice line.

Do not boil water to remove lead. Boiling will not remove the lead.

Use cold water for drinking and cooking. Do not cook with or drink water from the hot water tap; lead dissolves more easily into hot water.

Use cold water for preparing baby formula. Do not use water from the hot tap to make baby formula. If you have a lead service line, consider using bottled water or a lead clearing filter to prepare baby formula.

Clean your faucet aerator. The aerator should be removed at least monthly to rinse out any debris; this debris could include particulate lead.

Use a water filter. Read packaging to find a filter that meets NSF/ANSI Standard 53 for the reduction of lead. Be sure to maintain and replace the filter device in accordance with the manufacturer’s instructions to protect water quality.

Consider replacing your kitchen and bathroom sink faucets. Older faucets, fittings, fixtures, and valves may contain up to 8% lead and contribute to lead found in your drinking water. Any new plumbing materials intended for drinking water use sold starting in 2014 should meet a more restrictive “lead-free” definition and may contain up to 0.25 percent lead. When purchasing new plumbing materials, it is important to look for materials that are NSF/ANSI 61 standard certified.

Deep flush your cold-water pipes after long periods of non-use. If you are moving into a new home or apartment or residence that has been unoccupied for some time, you should run all faucets an extended period of five minutes or more before using any water for drinking or cooking.

Learn about your drinking water. Read your community’s Consumer Confidence Report that is mailed to you each year or find it at your local water utility’s website. If you wish to get your drinking water tested, call your water supply or use a certified lab. To find a certified lab, go to the Michigan Department of Environmental Quality’s home page, www.michigan.gov/deq and search “certified lab list.”

Running your water before you drink it does not mean you need to waste water.

You can run your water by flushing a toilet, watering

your lawn or indoor plants, doing laundry, or even a load

of dishes.

Dear Ms. Lyon,  I am writing to request a final copy of an original City Ordinance pertaining to the use of tobacco products by minors.  The provisions of the Ordinance are currently found in Division 4, Sections 28‐321 through 28.325 of the Code. It appears from the Code that this language was adopted sometime before the publication of the 1985 Code.  I am hoping to obtain an official copy of the Ordinance adopting this Code language and the official date of its adoption. Our organization maintains a national historical database of tobacco, marijuana and smoking control laws for U.S. municipalities and counties, and we would like to include this historical youth access regulation for the City of Clare in our database.  This database is used by public health researchers and educators and by members of the public to access tobacco and smoking control policies.  Thank you for your kind assistance with this request.     Regards, Mary  Mary J. “In her State of the State Address tonight, Gov. Gretchen Whitmer called for legislation to ban any use of mobile devices while driving. I applaud the governor for this life-saving call to action. The Department of State has long advocated for distraction-free driving with the 90,000 Michigan teens who go through our driver education program each year. Such a law would underscore that practice for all drivers. I urge our Legislature to take up the banner for this life-saving legislation.”

Secretary of State upgrading decades-old computer system for vehicle records during Presidents Day weekend closure

Offices, kiosks, online services switching to modern system during temporary closure to better serve customers

During a Presidents Day weekend closure, the Michigan Department of State will replace the outdated vehicle records system it has used for decades with a modern computer system to better serve customers.

The Customer and Automotive Records System (CARS) will enhance services for Michigan residents by adding new online options, improving existing online and kiosk services, and giving staff a more efficient tool to look up vehicle information and process transactions. CARS updates records in real time and replaces antiquated 1960s legacy mainframe technology that has impeded the department’s ability to optimally serve customers.

“This is a vital project for our department and its millions of customers and the first step in implementing our 30-minute guarantee,” Secretary of State Jocelyn Benson said. “When fully implemented, the new system will transform our technology, making our work more efficient and our service to customers better than before.”

During the upgrade to the CARS platform, Secretary of State branch offices, online services and auto business transactions will be taken offline and unavailable from 5 p.m. Friday, Feb. 15, until 9 a.m. Tuesday, Feb. 19. Self-service kiosks will be taken offline in phases beginning Friday, Feb. 8. (See the schedule.) The seven Super Centers usually open Saturday will be closed Saturday, Feb. 16, for the system-wide conversion. All branches will be closed on Presidents Day (Monday, Feb. 18).

For a few weeks following the launch, as staff gets accustomed to the new computer system and adjusts to a different process for handling transactions, service in offices may take longer. Customers are encouraged to use CARS e-Services at ExpressSOS.com or to complete their transactions outside this timeframe.

Late fees will be waived for transactions with expiration dates between Feb. 11 and March 2.

“We sincerely appreciate customers’ patience and understanding as our department modernizes its computer system,” Benson said.

CARS will bring a number of improvements:

Convenient, new online services will be offered at ExpressSOS.com that include the option to order a license plate, renew a snowmobile registration and order a Recreation Passport and replacement tab for a plate. Many transactions for auto dealers, repair facilities, mechanics and driver education instructors and providers will be possible online.

Existing online services will be more user-friendly with an intuitive interface and real-time updates that will allow many vehicle-related transactions the old system would reject as unavailable (because of data update issues).

Advanced security features will prompt online customers to create a user ID and password using MILogin, which also can be used to access other state government services.

Self-service kiosks now will offer watercraft registration renewals, in addition to the current license plate tab renewals.

Branch office technology will be greatly improved. All of the information in CARS will be quickly accessible by a branch office staff member with a single search, and they can review the transaction history to better assist customers.

Programming legislative changes that affect the department will be a faster, less resource-intensive process with modern technology.

The department will be able to move toward electronic records and eliminating paperwork for customers.

Upon completion of the vehicle records phase of the project, the driver records system will be replaced over the next two years, securely combining tens of millions of driver and vehicle records into one integrated customer record system.
