ARFF Benchmarking Analysis

According to ICAO Annex 14 - Aerodromes, Chapter 9, Section 9.1 Aerodrome Emergency Planning states that …

“aerodrome emergency planning is the process of preparing an aerodrome to cope with an emergency occurring at the aerodrome or in its vicinity. The objective of aerodrome emergency planning is to minimize the effects of an emergency, particularly in respect of saving lives and maintaining aircraft operations.”

Annex 14, Section 9.2.1 states that “rescue and firefighting equipment and services shall be provided at an aerodrome ” - guidance on the use of a task resource analysis to determine the minimum number of ARFF personnel and resources required can be found in the Airport Services Manual (Doc 9137), Part 1 - Rescue & Fire Fighting.

Finally, the document Procedures for Air Navigation Services - Aerodromes (Doc 9981) refers to the ARFF services process and contains material for the harmonized application of aerodrome Standards & Recommended Practices (SARPs) and operational procedures found in Annex 14, specifically in terms of airport certification and technical inspection and on-site verification.
