OUR VIsIONThe Launceston Chamber of Commerce is committed to supporting a dynamic business community to achieve sustainable economic prosperity for Launceston and the region.

chAmbER PREsENTThe Launceston chamber is an independent and active organisation. The chamber’s independence has proved a valuable tool for the business community over the organisation’s 162 years of service.

We are proud to be a voice for business in Northern Tasmania.

The Chamber provides a wide variety of programs and services to our members which include promoting members’ businesses, sponsoring networking functions and providing a voice in the growth of the region. We bring together groups to address issues, we lobby all levels of government, as well as provide member referrals, promotional opportunities, legislative advocacy and educational programs.

The Chamber advocates the need to maintain a healthy commercial environment that is sustainable and stable - an environment in which private enterprise has the faith to invest and can expect to prosper and grow.

Whilst social aspirations are of key concern, the Chamber believes that employment, prosperity and general community well-being are inextricably linked to the ability of private enterprise to maximise opportunity and profitability.

The Chamber is funded only by membership and membership activities. This means that the Chamber can operate independently and is not influenced by any level of Government, any specific entity or industry sector.

Since 1849 this independence has proved to be a valuable tool for the business community.

chAmbER bOARd The Launceston Chamber of Commerce is currently guided by a Board of 15 Members elected by and from the membership. Board members are volunteers and because of their diverse skills and background, represent a broad range of business and industry sectors.

Board members are elected for three year terms. They are required to attend monthly meetings and to represent members on a range of community and business groups. Most Board members contribute between six – eight hours per month supporting the Chamber and ensuring that the views of members and the Northern community are heard and voiced appropriately.

In its 162nd year The Launceston Chamber of Commerce continues to thread together the aspirations and goals of the Northern business community. It is rewarding that our influence is recognised by the various levels of government we lobby in the interests of our members. The Chamber has successfully worked to effect change in the direction of policy and decisions this year.

The Chamber’s membership has grown in 2010/11, despite the economic challenges we have faced as a business community. We have invited members to meet with us to gain their feedback and have attracted new members by inviting them to our office to discuss the role we play.

We understand that many of our members enjoy the networking functions that the Chamber organises. This year has been no exception with monthly functions bringing together our businesses for social reasons, that then spur further business transactions and opportunities.

This year we farewelled Lou Clark as our executive officer and we welcomed Michael Bailey. Lou was recognised at a farewell in February for her service. Michael has brought new ideas to the Chamber and an enthusiastic approach to building membership and meeting the needs of our existing members. I wish to thank Michael and office manager Kristen Finnigan for their dedication to the organisation and its members this year.

In closing thank you to the diverse board that governs the Launceston Chamber of Commerce. The professionalism and dedication they each provide has been a great support to me as President and builds the organisations calibre.

The Launceston Chamber of Commerce has experienced an exciting year with the successful culmination of several significant issues.

It also saw the resignation of EO Louise Clark. Lou provided strong leadership for the Chamber over the previous three years and was formally recognised by the board with a farewell function.

RETAIL AUdIT ANd AcTIVITIEs cENTRE sTRATEGyOnce again the Launceston Chamber reacted and lobbied on behalf of local business in reaction to a proposed retail development outside the established retail hierarchy.

Through consultation with the Launceston City Council, Cityprom and the Department of Economic Development, the Launceston Retail Audit and Activities Centre Strategy was developed to review a series of proposed developments.

I am pleased to say that the Launceston Chamber and our members were involved in the project through the entire project. Our members had opportunities to provide

input direct to the authors of the report and were among the first in the region to hear its outcome.

The result of this project has been a further strengthening of the existing retail hierarchy and a clear direction for future retail development within the city.

NbNThe Launceston Chamber has taken a lead role in the formulation of a platform to encourage the instillation of the NBN in Launceston as a priority. We believe that this infrastructure will provide our region with a competitive

advantage and present opportunities for business to grow through the benefits that the NBN will provide.

sTATE TAxATION REVIEwThe Launceston Chamber provided written and verbal submissions to the State Taxation Review. This document was prepared through the generous support of Ruddick’s Chartered Accountants and was based on information from our members gathered through a research project. Our submission included a raft of ideas to streamline and harmonise State taxes and we continue to lobby the State Governmentfor an outcome.

NyPNThe Northern Young Professionals Network had another successful year with the inception of a new board and annual plan. This organisation continues to grow and add another link to ensure that the future business leaders of the region are encouraged and nurtured.

ThE bOARdThank you to the Chamber board members for your continued support, commitment and passion for the Chamber. Each member of the Board provides their time on a voluntary basis and is an amazing collective of knowledge for the business.

Following the 2010 AGM, existing board members, Phil Leersen, Tom O’Meara and Robin Lohrey were re-elected and two new members, Ian Wright St Giles CEO and Michael Bailey Country Club Tasmania Marketing Manager, were elected to the Launceston Chamber of Commerce Board for three year terms.

Michael resigned his board position to accept the position of Executive Officer of the Launceston Chamber.

Board members are involved in a range of organisations and boards including Northern Tasmania Development, Hydro Tasmania, Clifford Craig Medical Trust and others.

Over the 2010-2011 period, UTAS and the northern community have continued to work together to maximise economic, social and cultural well-being for northern Tasmania.

POsITIVE ImPAcTsUTASimpactspositivelyontheLaunceston region: it provides access to locally delivered tertiary programs and carries out research that contributes to the development of many business, industry, education and healthcare sectors.

TheUTASatLaunceston‘community’comprising over 7000 students and 750 staff equates to over 10% of the total Launceston population and, when combining wages and capital works budgets, it annually injects well over $150 million into the local economy.

bUILdING dIVERsITy The Launceston campuses attract over 1000 international students who, in turn, benefit the region in terms of their resulting economic, social, tourism and cultural contributions. There are many associated benefits: families of international students visit the region as tourists and, as importantly, the students return to their countries of origin as positive advocatesofTasmania,UTASandLaunceston.

To celebrate and welcome students fromothercountries,UTASworkswith the Launceston Chamber of Commerce, Launceston City Council, Migrant Resource Centre, Housing Tasmania, Tasmania Police, Colleges and other key organisations to host Harmony Day and to develop publications aimed at supporting newcomers in terms of security and local processes. In March, over 1200 members of new and traditional communities visited the Newnham campus to share stories, food, skills

and entertainment. Mayor Albert van Zetten presented all international students with a formal Certificate of Welcome: a gesture highly valued by newcomers.

TheUTASCommunityFriendsand Network Program continues tolinknewcomerswith‘locals’through a range of social, sporting and entertainment activities.

cREATING NEw wORLds – dRIVING INNOVATION ANd EcONOmIc dEVELOPmENTThe Human Interface Technology Laboratory Australia (HITLab AU)isaresearchandteachingfacility. Its mission is to empower people by building advanced human-computer interface technology that will unlock the power of human intelligence, improve quality of life and link minds globally. HITLabAUistheonlyLabinAustralia and one of only three in the world.

In the past year almost 100 of Tasmania’s leaders and innovators have participated inHITLabAUpresentationsdesigned to stimulate awareness of this unique new ‘tool’thatwillcreatecommercialand regional development opportunities and offer unique solutions to challenges facing many governments, industries and sectors.

LAUNcEsTON cITy Of LEARNING – OPEN TO ThE wORLdTo promote Launceston’s unique mix of educational facilities and capacityUTAS,theLauncestonCityCouncil, Launceston Chamber of Commerce, Scotch Oakburn College, Launceston Church Grammar School and the Examiner Newspaper, have joined forces to develop the Love Launceston campaign.

The campaign incorporates a mix of digital and traditional media, careers expo participation and the hosting of familiarisations for potential students. Visit www.lovelaunceston.com.au.

ATTRAcTING cONfERENcE bUsINEss With the support of the Business Events Tasmania and the Launceston CityCouncil,UTAShashostedthree major national conferences that collectively attracted over 600 delegates, who with conference and pre and post touring accommodation, generated over 2500 bed nights equating to an economic impact of almost $1m. Over coming years UTASwillcontinuetoattractand host numerous high profile, lucrative, international and national conferences to the region.

VALUING cOmmUNITyAtaformallevel,UTASengagesactively with a range of partners to further business and community projects. Through presentation of over 70 exhibitions, film nights, public lectures and a highly successful DebatingSeries,UTAScontinuestobring concepts and issues forward, to stimulate discussion, and provoke debate around subjects of relevance to our domestic and international environments.

Of course, not all engagement isformal.UTASwantstobuildrelationships with, and understanding of,thecommunityata‘grass-roots’level. Numerous academics are working on projects that link them to communities at all levels. Some work to build awareness of environmental issues; others with children from troubled homes. They share knowledge while building their own capacity and skills.

UTASprovidesfacilitiesforaneclectic range of community and sporting events. In the past year, these have included the Anglicare Caring for Communities conference, 10 Days on the Island installations, Breath of Fresh Air Film Festival activities, Orienteering Championships, Tasmanian Leaders Program, Scotch Oakburn College Survival Day, the Liberian Community Festival and a permanent playing field to the Launi AllStars Soccer Club.

ThroughtheUTASCollegeandPreparation and Pathways Programs, interaction with the education sector is collaborative and productive. It is widely accepted the sharing of skills, resources and innovation can help to maximise education and productivity outcomes.

ATTRAcTING ThE wORLd’s bEsT AcAdEmIcs UTASremainsfocussedonattracting senior academics to the north. In June 2011, Morgan MilesrelocatedfromtheUSAto take up the role of Professor of Enterprise Development in the School of Management. InSeptember,UTASwilllookforwardtowelcomingUKbasedProfessor Derek Colquhoun, as the new Head of the School of Education and the global search will be underway for a Director oftheHITLabAU.

The 2010/2011 financial year proved to be particularly challenging for many of our members with a slow in consumer spending resulting in zero growth in the retail sector over the twelve month period. Although we have seen a number of small businesses close their doors in recent months, it is encouraging to see new ones opening as the result of a renewed interest in Launceston by developers.

For these reasons, it is imperative that Cityprom continues to actively promote Launceston Central City as the preferred destination for shopping, dining and professional services within the region. A vibrant retail sector is critical for the local economy; supporting jobs and promoting Launceston as an attractive place to live and work.

Competition from internet sales continues to be a major obstacle for business, however many are stepping up and embracing their own online opportunities. In early 2011 Cityprom developed an E-connect strategy, designed to encourage members to connect to the internet, embrace e-commerce and improve the communication process between Cityprom and its members. As part of this strategy we developed an e-readiness survey and partnered with Wills and Telstra to offer members a free laptop and internet connection trial . We are pleased to report an increase in the number of members with email addresses, rising from 60% to 80%.

The importance of hosting nationally recognised events such as AFL and V8 Supercars in Northern Tasmania is an issue Cityprom actively lobbies

to support. These events result in high occupancy rates for accommodation, bustling restaurants and bars, offer employment opportunities for locals and have a flow on effect for our retailers. Cityprom was pleased to partner with the Launceston Chamber of Commerce in lobbying the Government to continue its support of the V8 Supercars. In particular, we congratulate Executive Officer Michael Bailey for his passion and commitment to this cause.

Cityprom continues to work in collaboration with Launceston City Council on issues such as the Tiger Bus, busking, street lighting, toilets, smoking bans, City beautification and environmental design. The release of the Gehl report has been another significant achievement for the City and we look forward to working with Council to implement a range of report recommendations in the future.

As representatives of the reference group established to guide the development of the Retail Audit and Activity Centre Strategies, we commend Council on their vision and strategic approach to future development .The new strategy is a win for our members, recognising the importance of building upon our existing retail hierarchy by encouraging new developments to locate in already established precincts, therefore protecting our core CBD.

Anti-social behaviour remains a contentious issue within the community and again received its share of media attention. Earlier this year Cityprom hosted a forum for members, providing an opportunity to discuss concerns directly with Council, Tasmania Police and Government representatives. Cityprom continues to be actively concerned with this issue and work with a range of stakeholders to ensure that community and business concerns are adequately addressed.

Promotional activity kept us busy for most of the year with our calendar including Hay Bales & Heritage, Mother’s Day, Find the Reindeer , Café Trail, Valentine’s Day, Easter and Hawks in the City.

During the month of April Launceston became known as Targa Town as the City celebrated the return of both the Official Start and Targafest to the CBD. With the Official Start attracting a small crowd of hundreds and Targafest attracting a crowd of around 5000, the City came alive.

Undoubtedly,mymostmemorableevent of the past twelve months was “Bring It” to Launceston Central City, created as part of the National Youth week celebrations. Featuring a hip hop dance competition for our local youth and a special appearance by Justice Crew, a crowd of around 2000 screaming adults and children descended upon our CBD.

Our biggest event of the year, the Cityprom Service Excellence Awards was again a huge success. This year we received 528 nominations. We recruited a panel of 20 Judges with industry expertise in retail, management, marketing and of course customer service, who interviewed over 150 finalists before making their final decisions. 340 people attended the gala dinner to help celebrate the achievement of the Stars of our City.

Cityprom also provided valuable sponsorship to events such as Christmas Carnivale, Junction Arts Festival, Stan Siejka Launceston Cycling Classic, Crazy Day, Chinese New Year and the Christmas Parade.

And of course all this would not have been achievable without our hardworking staff, Emma McGee(ExecutiveAssistant),SusanBennett(FinanceOfficer)and Board of Directors:

Launceston is the 17th largest city in Australia and is an important part of the Northern Tasmanian landscape. A healthy and vibrant Launceston is essential to the prosperity of the region. In the 2010/11 period, the Council focused on ensuring the city continued to develop and take advantage of all available opportunities as well as taking a more aggressive approach to advocate the city’s priorities to the Tasmanian and Australian Governments and ensure our voice was heard.

Whilst the current circumstances of Tasmania are economically and socially challenging, it is important to maintain focus on the many positive opportunities that are available to the city and its residents. The Council continues to strive in order to leverage these opportunities, working in partnership with the community and government and despite the

challenges of budget cuts in a range of important service delivery areas, the scope for optimism in Launceston is apparent. Currently major developments under consideration by the Launceston City Council total in excess of $110 million over seven development proposals.

The Launceston City Council continues to contribute significantly to major capital facilities within the city. The AuroraStadiumStand($9million)and the magnificent Royal Park development($7million),areprojectswhich were nearing completion at the end of the 2011 financial year.

Additionally, significant progress was achieved in overcoming difficulties associated with the $62 million Flood Protection Levees project. The volatility of the site where the flood levies are being constructed has added substantial difficulties to levy design and construction. The Council is hopeful that, working with the Launceston Flood Authority and the State Government, these issues are being resolved.

The Council also commissioned a report into anti-social behaviour with a focus on the development of a framework for action. The Launceston City Council Independent Report on Anti-Social Behaviour in the CBD is the most comprehensive, well researched information regarding the problem of anti-social behaviour in the city. It provides a sound basis for engagement with government and other responsible agencies to pursue effective solutions.

Anti-social behaviour is not unique to Launceston. However through this comprehensive consultative process we will be able to tailor our approach specifically to Launceston when addressing the issues. The report has explored strategies to reduce anti-social behaviour implemented in other cities. The strategies will be considered by the Working Group for suitability to Launceston.

The Council places a strong role on promoting business investment and employment opportunities in the city and I look forward to the coming year and continuing to work with the Chamber of Commerce, Cityprom and local businesses to ensure the needs of local business are understood.

additional support helps to keep general fees to a minimum, subsidises function fees and provides the financial security required to maintain effective operations. We thank all of our Platinum and Gold Members for their continuing support.

Platinum and Gold Members pay a premium membership fee which assists the Launceston Chamber of Commerce to maintain and maximise high levels of services and activities. This valued additional financial support helps keep membership fees to a minimum and provides financial

security enabling the Chamber to maintain an effective operation the organisation and fellow Members.

The additional financial support we receive from Platinum and Gold Members enables the Chamber to maximise current levels of activity, profile and representation. This
