I. BACKGROUND

In 2014, the FAO/WHO Coordinating Committeefor Latin America and the Caribbean, theDelegation of Costa Rica, “expressed its concerngiven the appearance of new forms forpresenting nutritional information (e.g. front‐of‐pack labelling), which provided for differentlabelling depending on the final market andwhich aimed at making the information easier tounderstand to consumers to help them makeinformed decisions on issues such as non‐communicable diseases, overweight and obesity.

I. BACKGROUND

The Codex Secretariat noted that no proposal fornew work had been proposed yet to CCFL to justifynew work.

In the 43rd Session of the Codex Committee onFood Labelling (CCFL), the Committee agreed toinitiate discussions on front‐of‐pack nutritionlabeling through an electronic working group(eWG) chaired by Costa Rica and co‐chaired byNew Zealand, working in Spanish and English.

TERMS OF REFERENCE FOR THE eWG

The electronic working group will:Take stock of the current front‐of‐packnutrition labeling schemes existing indifferent countries.Consider the need for development ofgeneral principles to underpin front‐of‐pack nutrition labeling.Prepare a discussion paper, taking intoaccount the WHO work on this matterand a draft proposed document forconsideration at the next session of theCommittee.

WHY THE PROPOSAL PRESENTED AT CCFL 2016

Simplified nutrition information (particularly onfront of pack) has been identified in a number ofcountries as a significant opportunity to provideconsumers with easier to understand informationand guidance to help them make more informedhealthier food choices.

Innovative labelling systems that aim to supportconsumer understanding of nutritional contentof their food more graphically, in addition to themandated nutrition information on prepackagedproducts offered in the market, have beenincreasing.

WHY THE PROPOSAL PRESENTED AT CCFL 2016 

Some governments have looked to establish this typeof labeling as a means to help reduce the incidence ofobesity and non‐communicable diseases that is beingfaced worldwide.

Countries are requesting WHO to provide guidance onhow to move forward in implementing front‐of‐packlabelling in order to promote healthy diet as partvarious commitments made by the World HealthAssembly as well as by the global intergovernmentalmeetings, such as ICN2 [Second International Congresson Nutrition].

II. INTRODUCTION 

The new work has a purpose, explore whether theGuidelines on Nutrition Labelling CAC/GL 2‐1985provide adequate guidance to assist governmentsand industry wanting to implement front‐of‐packnutrition labelling.

The work will also consider the role of Codex inproviding guidance on front‐of‐pack labeling, togovernments, industry, or other bodies who mayconsider developing front‐of‐pack nutrition labelling,addressing the need for technical and scientific basisaround them, with the aim of internationalharmonization and reducing trade barriers.

THIS FIRST DISCUSSION PAPER AIMS TO

Collect information on all front‐of‐pack nutrition labellingschemes either currently being used or under development indifferent countries. This information will be complied into aglobal stock‐take document of front‐of‐pack nutritionlabelling schemes.

Determine whether the Guidelines on Nutrition LabellingCAC/GL 2‐1985 currently allow for the provision of front‐of‐pack nutrition labelling.

Explore whether the Guidelines on Nutrition Labelling CAC/GL2‐1985 provide adequate guidance to assist governments andindustry wanting to implement front‐of‐pack nutritionlabelling.

IV. EXPECTED OUTPUT

It is expected that the second discussion paper will:•Confirm the details of the front‐of‐pack nutritionlabelling schemes included in the stock‐take document.

•Explore whether new work is needed to allow for and/orprovide the required guidance for governments andindustry and what that new work might involve.

IV. EXPECTED OUTPUT

•The conclusions of the two discussion papers willdetermine what will be included in an agenda paper togo to the 44th CCFL in 2017.

•The agenda paper will include as an attachment theGlobal Stock‐take of front‐of‐pack nutrition labellingschemes either currently being used or underdevelopment and will provide recommendations to theCommittee on next steps.
