I. INTRODUCTION

The Fergus Road Bridge over Fairchild Creek is the third priority for SaginawCounty to be replaced in the 2018 fiscal year. Replacement of the entire structureis needed.

The Fergus Road Bridge was originally constructed in 1928. The bridge is a single span structure with a concrete thru girders, a concrete deck slab with an HMA wearing surface. The abutments concrete cantilever style with exposed footings. The bridge has a length of 37.7 feet and a clear width of 21.98 feet.

Fergus Road is a major collector east-west road. The bridge is approximately 1.2 miles east of Bishop Road. The average daily traffic on Fergus Road over the Fairchild Creek is approximately 1861 vehicles per day and it is the only posted bridge on this major collector route between M-52 and M-13.

II. GENERAL CONDITION OF THE FERGUS ROAD BRIDGE

The Fergus Road Bridge is currently posted at 23/36/56 tons and has been for years. The deficiencies noted from an October 2013 inspection included the following:

Heavy cracking with efflorescence and stalactites as well as spalls in deck bottom surface.

Cracking with efflorescence and delamination in abutment corners and exposed abutment footings.

Replacement of the entire structure is needed due to the bridge being scour critical, abutments constricting the channel and the bridge being too narrow for current ADT.

III. NARRATIVE SUPPORTING THE APPLICATION

B. Economic Importance

The economic importance of the Fergus Road Bridge over the Fairchild Creekincludes the following:

Fergus Road is a part of a major collector road serving residential and agricultural users. Fergus Road is the only continuous primary east-west between M-52 and M-13 in this area. The Shiawassee National Wildlife Refuge is north of this roadway which blocks east-west travel through the county for 10 miles north (M-46 is the next crossing north of Fergus Road). The next major roadway south for Fergus Road with no posted bridges is M-57 which is 6.5 miles south of Fergus Road.Currently commercial and agricultural traffic over the current posted limit needs to take a 13 mile detour to bypass this bridge while using similar capacity roadways.

C. Existing Impact of Closed Structure

If the existing structure needed to be closed, commercial, agricultural and local traffic would need to travel 13 miles to go around this structure on similar capacity roadways. D. Structure Maintenance

The Saginaw County Road Commission has placed an HMA overlay, chip sealed the overlay, and wedged the settled approaches multiple times.

Director of Engineering Wisniewski discussed the list of bridges to be submitted for the Local Bridge Program (FY 2018) and recommended acceptance of the following resolution:

Commissioner _____________ moved to accept the following bridge submittal list forconsideration under the Local Bridge Program (FY 2018). These applications have been reviewed and we at the Saginaw County Road Commission are actively seeking participation in the replacement of the following structures:
