University of Tartu (UT) is Estonia’s leading centre of research and training. UT Institute of Chemistry is an established centre of analytical chemistry and metrology in chemistry (MiC) at European level, has initiated and/or is participating in several European collaboration projects. UT is the initiator of the Euromaster analytical chemistry consortium "Measurement Science in Chemistry", participates in the pan-European training platform TrainMiC and is the Estonian designated institute in metrology in chemistry of the European Metrology organization EURAMET. UT participates in the European Metrology Research Programme EMRP. In 2009, a new "Chemicum" building - one of the most modern in Northern Europe - was opened. UT has established an ISO 17025 accredited unit – Testing Centre, which besides offering analytical and metrological services to industry, also serves for students as model accredited laboratory environment. UT's current World University Ranking 2010 is 551-600.

Please describe the role of the organisation in the project. (Max. 1000 characters)

As the coordinator of the EACH programme UT will: - serve as the admission office and the first entry point for the students of the EACH programme; - maintain contact with the European Commission; - ensure that all partners are equally informed on all aspects and both administrative and financial issues are jointly decided in the consortium; - coordinate the work of the managing bodies of the consortium: Secretariat, Consortium Committee and External Advisory Board. The students spend their first study year at UT learning the fundamental concepts and skills of analytical chemistry, analytical quality and metrology in chemistry, as well as the socio-economic aspects of analytical chemistry. Analytical quality and metrology are particular strengths of UT. Start at UT ensures strong fundament for the students' analytical chemistry education and also efficient levelling of their knowledge.

The University of Oulu (UO) is an international research university, whose core strength lies in multidisciplinary basic research and high-quality education based on it. Founded in 1958, UO is among the largest in Finland and has an exceptionally wide scientific base. Its World University Ranking is 313. In its activities, the university draws on the quality and breadth of its scientific programmes, state-of-the-art research and educational technology. The university’s concentrated research policy channels the efforts of researchers into four focus areas: Biosciences and Health; Environment, Natural Resources and Materials; Information Technology; Cultural Identity and Interaction. The first two areas strongly rely on analytical chemistry, in particular inorganic and trace element analysis. In this field of analytical chemistry UO is the leader in Finland and among the leaders in Europe.

Please describe the role of the organisation in the project. (Max. 1000 characters)

The role of the University of Oulu is to provide second year specialisation studies in analytical chemistry: - sampling and sample preparation, especially in the field of inorganic analytical chemistry; - instrumental techniques (atomic spectroscopy and ICP-MS) that are used for trace and ultra trace elemental analysis. The studies have an extensive share of hands-on training, which is fortified by the three Finnish associated partners who will provide their personnel and facilities for practical field work. The students completing their studies in OU do their master´s theses in the field of inorganic analytical chemistry. The research will be mostly carried out in the Department of Chemistry. However, some master's theses can be carried also in industry situated in the Oulu region. In addition, UO will coordinate calls of visiting scholars (announcing the call plus screening and circulating the applications among partners).

Founded in 1477, Uppsala University (UU) is the oldest higher education centre in Scandinavia and one of Northern Europe's most highly ranked universities (World University Ranking 2010: 62). With its extensive experience in running several major international projects in research and education UU is actively involved in the EU cooperation programmes such as Lifelong Learning, Tempus, Erasmus Mundus, Asia-Link and Leonardo da Vinci. UU participates in more than 100 FP7 research projects. Over the past few years, UU has been evaluated by several international scientific and scholarly expert panels. The results confirm that UU is a host to several world-leading research departments, among them the largest biomedical campus in Northern Europe, which is the home of the UU-s world-famous biomedical research direction. The field of separation science and mass spectrometry, playing the key role in the EACH programme, is a part of that research direction.

The role of UU is to provide second year specialisation in basic and applied analytical chemistry, specifically focusing on advanced separation science, mass spectrometry and their applications in a variety of fields, such as proteomics, lipid analysis and molecular diagnostics. With the common aim to enable solutions to diverse analytical problems, the master's thesis topics offered by UU represent novel analytical possibilities for sampling, enrichment, nondiscriminating sample transfer, selective and efficient multidimensional separation, high-resolution mass spectrometry detection and data handling. In addition, UU coordinates the organization of the Winter School (WS): compiles the WS programme, assists the local organiser of the WS, collects feedback, summarises and makes proposals for the next WS, if necessary.

The first Academy in Åbo was founded in 1640. Åbo Akademi University offers both undergraduate and graduate studies and extensive research opportunities to ca 7000 students. The Laboratory of Analytical Chemistry belongs to the Department of Chemical Engineering at the Division for Natural Sciences and Technology. Analytical Chemistry is one of four units that constitutes the Process Chemistry Centre (PCC), a Centre of Excellence of the Academy of Finland in 2000-2005 and 2006-2011. The Laboratory of Analytical Chemistry is a European leader in basic studies of chemical sensors and process analytical chemistry as well as environmental and healthcare applications. In the area of chemical sensors the laboratory is a world leader with 120 international publications and ca 3300 citations during 2006-2010. The laboratory coordinates several pan-European projects of chemical sensor design.

Please describe the role of the organisation in the project. (Max. 1000 characters)

The role of Åbo Akademi University (AAU) is to provide second year specialisation studies in analytical chemistry. The studies at AAU primarily focus on electroanalysis and electrochemical sensors, including their design, fabrication and uses for different analytical tasks. The hands-on part of the studies will be carried out at the Laboratory of Analytical Chemistry where the students learn about new achievements in the field of potentiometric sensors (ion-selective electrodes). AAU will also coordinate collection of students' comprehensive feedback at the end of their studies: distribute e-forms, collect answers, summarize feedback and present the feedback results to the Consortium Committee.

SP Technical Research Institute of Sweden is an internationally recognised multidisciplinary institute in a range of sectors, a national institute for technical testing, evaluation and quality assurance, and related research and development of measurement and testing techniques. SP carries the national responsibility for metrology as it is appointed as the National Measurement Laboratory for all measurement quantities of the SI system. SP's major activities are testing and research assignments and advisory services for Swedish government, industry and national and international authorities. Metrology in chemistry (MiC) and analytical chemistry are among particular strengths of SP. Researchers of SP have participated in compiling numerous authoritative international guidelines in MiC issued by Eurachem, CITAC and Nordtest. SP offers training to laboratory practitioners on a regular basis. SP participates in the pan-European MiC training platform TrainMiC.

SP has long experience in supporting laboratories with the necessary tools for measurement quality by writing guidelines, organizing workshops and training courses for chemists working in analytical laboratories. From this basis, SP offers support in teaching, especially seminars and practice-oriented case studies in analytical chemistry and metrology in chemistry. SP also offers research topics for master's theses and if necessary also laboratory facilities for their realization.

TLHB is a laboratory of the Estonian Health Board, which is a state agency under the Ministry of Social Affairs. TLHB is a leading food analysis laboratory in Estonia, doing analysis of food composition, content of vitamins, food additives and contaminants; analysis of pesticide residues in food; microbiological studies of food; chemical and microbiological analysis of drinking and natural waters. TLHB was among the first Estonian labs to be ISO 17025 accredited. Now TLHB is the national reference laboratory in several fields, such as determination of certain groups of pesticides, polycyclic aromatics and polychlorobiphenyls in food. TLHB has long-standing collaboration with UT. Numerous UT chemistry students have over the years made their BSc, master's or PhD projects at TLHB. The benefit has been mutual – students have worked in the very good facilities of TLHB and the results of the projects (novel methods, validation, problem solving) have been put into everyday use at TLHB.

TLHB will offer research topics for master's theses and if necessary also laboratory facilities for their realization. The major parts of the master's theses of the programme will be done in the second year universities, but initial experiments can be carried out during the first year and here the possibilities of TLHB can be very useful. Also, if a master's thesis will involve developing a novel analytical procedure, then TLHB can eventually be the lab that puts the procedure into practice. Practitioners of TLHB will participate in lectures given at UT, in particular from the "practitioner's perspective". TLHB will participate in mentoring and quality assurance of the EACH programme by nominating a staff member to the programme's External Advisory Board.

SYKE is a research institute and a centre for environmental expertise. SYKE assists administrators, local authorities, industries, firms, and other organisations in a wide range of environmental issues. SYKE carries out a broad range of environmental and produces detailed environmental assessments. Also, SYKE monitors the environment in Finland. SYKE laboratories act as a contract laboratory (Designated Institute, DI) of the Finnish National Metrology Institute (MIKES) for chemical analyses of the water environment. SYKE laboratories are responsible for isotope dilution mass spectrometric (IDMS) methods for environmental samples (Metrological field: chemistry, amount of substance; quantities: mass fraction, amount content). The laboratory is accredited as testing and calibration laboratory according ISOIIEe 17025:2005. SYKE is also designated by the Ministry ofthe Environment as a national reference laboratory for the environmental sector.

SYKE Laboratories will participate in the project by providing expertise and knowledge of inorganic and organic determinations from environmental samples. Specific tasks: 1. Teaching work at University of Oulu. SYKE will participate in practical teaching of environmental analysis and sampling.2. Supporting teaching at all consortium universities by providing assistance in issues related to metrology, validations, quality assurance etc in the field of analytical chemistry, as well as the measurement uncertainty software that is being developed at SYKE. 3. Participating by offering master thesis topics and laboratory facilities for their realization.

SYP is a research centre of environmental analytical chemistry. Main activities: - Determination of trace elements in soil and other samples (sample pretreatment with microwave assisted digestion, determination with atomic spectroscopy (ICP-OES, CVAAS, GFAAS)); - Evaluation of fertility of soil samples (sample pretreatment with weak extractant solutions, determination of main nutrients with ICP-OES, FAAS and spectrophotometry utilizing flow injection technique); - Characterization of solid materials (e.g. wastes) utilizing column leaching. SYP has a laboratory accredited according to ISO 17025.

- Suomen Ympäristöpalvelu will offer field training in environmental sampling and quality management. Ilkka Välimäki (Head of the Laboratory) will give practical explanations on the quality control in routine laboratory environment, etc. - Suomen Ympäristöpalvelu will also provide suitable topics for master´s thesis around their field of expertise. These master's theses can be carried out and eventually put into everyday use at Suomen Ympäristöpalvelu.

Rautaruukki Oyj (Ruukki) is a leading Scandinavian steelworks company. The company has a high-level laboratory for determination of chemical composition of final products (steel), semiproducts (raw steel, iron, coke, burnt lime etc.), by-products (raw benzene, coal tar, steel slags, blast furnace slag, etc.), raw materials (coal, iron ore, lime stone etc.), process waters, process gases and environmental samples at Raahe Steelworks. The laboratory is FINAS T010 accreditated according to ISO 17025. The main instrumentation include 5 spark-OES`s, 3 XRF`s, 2 AAS`s, 3 GC`s, IC, FTIR, spectrofotometers and titrators.

Ruukki's expertise is closely connected to the role of UO in the EACH programme and Ruukki will serve as a practical facility for students who take the inorganic and trace element analysis direction at Oulu. Astra Zeneca (AZ) is a worldwide leader in production of pharmaceuticals, originally founded in Södertälje, Sweden. AZ develops, manufactures and sells pharmaceuticals for a wide range of diseases. The company has large research and development facilities in Sweden, with approximately 4000 staff at three facilities in Lund, Mölndal and Södertälje. Production of medicines involves extensive chemical analyses - for the the quality control of the raw materials as well as final products, for production process control, etc. Thus, a large part of the work at the laboratory facilities is related to analytical chemistry. The Södertälje facility has been collaborating with Uppsala University for a long time by organizing guest lectures and seminars as well as offering topics, supervision and R&D facilities for master's and PhD theses. This facility will be participating in the EACH programme.

Thermo Fisher Scientific (Thermo) is a world leader in producing analysis instrumentation and developing chemical analysis solutions with customers within pharmaceutical, food and biotech companies, hospitals and clinical diagnostic labs, universities, research institutions and government agencies, as well as in environmental and process control industries. Thermo has long-standing collaboration tradition with the Laboratory of Analytical Chemistry at Åbo Akademi University, including several joint research projects (over more than 20 years) in the field of ion-selective electrodes and clinical analysis. Thermo has provided analytical instrumentation to Åbo Akademi for research purposes. Close and frequent personal contacts are effective via several academics at Åbo Akademi who work part-time at Thermo and part-time at Åbo Akademi University.

GE Healthcare (GEH) is a multinational company that offers a broad range of healthcare services to improve productivity in healthcare and enable healthcare providers to better diagnose, treat and manage patients. Main areas include chemical analysis for diagnostics, medical imaging and information technologies, patient monitoring systems, disease research, drug discovery and biopharmaceuticals. With this profile GE Healthcare is a large-scale "end-user" of analytical chemists, especially those specialised in organic and bio-analysis (separation methods and mass spectrometry). GE Healthcare has long-standing collaboration traditions with Physical and Analytical Chemistry Department of Uppsala University: Uppsala students work in laboratories of GEH under the supervision of GEH staff and on applied topics provided by GEH. GEH staff members lecture at Uppsala.

Tongji University is a comprehensive university with a wide range of research areas. As one of the leading higher educations institutions in China it has been in recent years provided with substantial government funding and Department of Chemistry of Tongji has gradually developed into an outstanding teaching and research center which employs 40 administrative and technical staff and ca 50 professors. Currently, chemistry research is primarily focused on biological and environmental analysis, green chemistry, energy, functional nano materials, etc. Regarding the EACH programme then specially relevant for our cooperation are the Bachelor’s programme in “Applied Chemistry” and in “Chemical Engineering and Techniques“. The university has developed close links with industry which allows its students to receive first hand experience with the most recent developments of industrial analytical chemistry. Tongji’s World University Ranking 2010 is 388.

Please describe the role of the organisation in the project. (Max. 1000 characters)

As our main partner in East Asia, Tongji University, in particular Department of Chemistry, will play an active role in marketing of the EACH programme in the region and promoting it to its students and academic staff. This includes: 1. sending academically motivated students for study abroad experience to the universities of the EACH programme. 2. encouraging Tongji staff to apply for the EACH visiting scholar programme. 3. use its research networks in China and elsewhere to seek funding for students scholarships. 4. be involved in other activities that facilitate smooth operation of the EACH programme, such as External Advisory Board etc.

C.3 SUMMARY DESCRIPTION OF THE PROJECT * (Max. 3000 characters)

This international two-year joint master's programme, EACH - Excellence in Analytical CHemistry, focuses on analytical chemistry and its metrological, quality assurance and socio-economic aspects. No similar programme exists in the world. EACH aims to educate specialists in analytical chemistry well qualified to work in industry (food, pharmaceutical, materials, etc) and analysis laboratories (environment, food, health, etc) in senior positions related to chemical analysis. The programme is taught at 4 universities: University of Tartu (UT, coordinator), Estonia; University of Oulu (UO), Finland; Uppsala University (UU), Sweden; and Åbo Akademi University (AAU), Finland. The language of instruction is English, but students will also learn to communicate in one of the languages of the countries involved. Double degrees are awarded upon completion of the studies. The first degree will be from UT: Master of Science in Engineering (Applied Measurement Science). The second degree will be one of the three: - Master of Science in Chemistry (UO) - Master of Science 120 Credits (UU) - Master of Science in Technology (AAU) Students spend the first study year at UT learning the fundamental concepts and skills of analytical chemistry and metrology in chemistry, as well as the quality and socio-economic aspects of analytical chemistry. Analytical quality and metrology are particular strengths of UT. The second year is more application-oriented and is spent either at UO, UU or AAU. Each of them is excellent in one of the branches of applied analytical chemistry: - UO: trace element determination using atomic spectroscopy, especially as applied to environmental and food analysis: - UU: organic analysis, separation methods and mass spectrometry, especially as applied to biological samples; - AAU: sensors, advanced analytical instrumentation and electrochemistry. In this way, using the complimentary competence of the universities, both fundamental and practical aspects of analytical chemistry are taught at the highest level and close to the "real life" needs. The latter is ensured by active involvement of associated partners - industry and laboratories. EACH differs from most analytical chemistry programmes by inclusion of: (1) a metrology module (traceability, measurement uncertainty, etc) and (2) a socio-economic module (costs and legal implications of chemical analysis, etc). These modules contain knowledge that has become especially important in chemical analysis during the last decade, but is rarely found in analytical chemistry programmes. EACH bridges the gap that traditionally exists between the analytical chemistry education offered by universities and the needs of industry and laboratories. This makes the employment perspectives of EACH graduates very good. EACH is suitable both for students who have graduated from bachelor's studies (or equivalent), and for laboratory practitioners who need to advance their level of analytical chemistry.

Koit Herodes

Associate Professor Koit Herodes is the leading lecturer of analytical chemistry in the EACH programme at UT. His research interests include fundamentals and applications of chromatographic and mass spectrometric methods. He is the Head of the ISO 17025 accredited UT Testing Centre – a metrology and analytical service providing unit. This unit is since summer 2010 the Estonian National Designated Institute in the field of trace organics analysis and participates actively in two projects of the the European Metrology Research Programme.

Ülle Tensing

Head of the International Student Service Ülle Tensing is the Administrative Coordinator of EACH. Her unit is responsible for offering the best possible support services for international students. She has been the primary architect of the current support system for international students and this system is now running under her coordination. She is the local contact person of the two Erasmus Mundus consortia where UT participates – NordSecMob and IMESS. She is also in charge of development of international (including joint) programmes: providing support to academics to design, maintain and develop further the international programmes at UT.

Postdoctoral researcher Matti Niemelä teaches inorganic chemistry laboratory courses and analytical chemistry workshop courses. Jonas Bergquist

Jonas Bergquist is Chair Professor of analytical chemistry and Head of the Physical and Analytical Chemistry Department at UU. He has an interest in modern analytical tools applied in biomedical and clinical issues. He uses multi-dimensional liquid based separations (CE, CEC, nanoLC) together with modern high-resolution mass spectrometry (MS) such as matrix assisted laser desorption ionization tandem time of flight mass spectrometry (MALDI-TOF/TOF MS) and nanoelectrospray MS such as Fourier Transform MS (ESI FT- MS). He has published over 200 ISI-cited papers with almost 3500 citations and h-index of 31. So far 24 PhD degrees have been awarded under his supervision. He is the coordinator of several EU projects at UU.

Christer Elvingson

Christer Elvingson is Senior Lecturer in physical chemistry and Head of chemistry education at UU. He is responsible for the master's programme in chemistry and for of managing international programmes of chemistry. He is the faculty-level administrator of EACH at UU. Christer Elvingson has initiated a large number of Erasmus exchange programmes within chemistry and has a long experience of counselling and teaching students with different background. He has also experience of organizing international education from other countries, having been invited to be Head of Science and IT during the re-opening of the English College in Prague in 1994.

Ari Ivaska is Professor of analytical chemistry at AAU. He teaches analytical chemistry, including process analytical chemistry and flow injection analysis. Harriet Klåvus

Head of the International Office of AAU, Harriet Klåvus has worked at the office for more than 15 years. She is the Institutional coordinator of the LLP - Erasmus programme as well as of the Nordplus programme. She is in charge of the contacts with the universities in Latin America and the Eastern neighbouring countries. She is the AAU representative in the Coimbra Group and the university-wide support person on the EU education programs. She has participated in several Tempus projects throughout the years. She is now participating in the EMQT project (Erasmus Mobility Quality Tools), an Erasmus structural network.
