Approvals refer to the amount

committed by development

partners in central partnership

agreements or project-specific

agreements. They are an indication

of the ILO’s ability to mobilize

resources.

Highlights and trends in ILO approvals

2017 was a very good year for ILO development

cooperation. Many funding partnerships were established

which resulted in an unprecedented total of approvals of

US$ 368.6 million – representing an increase of 52%

compared to approvals attained in 2016. In addition, the

ILO received US$ 29.3 million in Regular Budget

Supplementary Account (RBSA) during 2016-2017.

The strong commitment demonstrated by the ILO’s development partners has enabled the Office to

further strengthen and enhance its services to ILO constituents in countries worldwide and deliver

on ILO’s results framework, DWCPs, national development plans and the SDGs.

The Top 10 development partners in 2017

The European Commission has become the biggest contributor to ILO’s extra-budgetary funding in

2017. Here below is the ranking list of the top 10 development partners in 2017.

• Approvals have been steadily increasing since 2010: total approvals for the period 2010-

2013, on average, reached US$238 million per year. For the period 2014-17, the average

amount of annual approvals reached US$ 269 million.

• The largest source of funding continues to be that of the multi-bilateral development

partners (43% of total approvals in 2017). This is followed by other inter-governmental

organizations (26%) thanks mainly to contributions received from the EC; and DDF (13%), in

particular from Colombia and Qatar. Projects funded by DDF pay particular attention to

International Labour Standards in the Arab States and skills development in the Americas.

• PPP approvals reached a total of US$ 20 million in 2017 – double the amount of approvals

achieved in 2016. This is largely due to companies including LUKOIL and INDITEX; partners

for the Social Finance Programme; fees for business networks and Better Work revenue

budget. IFIs (the Banks) have also shown an increase of 68% in approvals during the last

biennium 2016-17, due mainly to the contributions made by the African Development Bank.

• UN approvals have almost tripled in the last biennium - from US$ 13.6 million in 2016 to US$

34.3 million in 2017. This is thanks mainly to Joint Programmes/Multi Partner Trust Funds

(MPTFs), which represent 66 % of total UN funding to the ILO. The main area of focus is

Workquality in the Asia and the Pacific region – on the subject of migration (48% of total

approved UN funding).

• Multi-bi approvals 2017: 24% of the total multi-bi approvals was contributed by the US, 12%

by Australia, 10% by Germany, 10% by Norway, and 10% by Switzerland. The largest part of

multi-bi funding is invested in employment promotion in the Asia and the Pacific region.

• For the past four years (2014-17), the US has continued to be a leading development partner

to the ILO, accounting for 12% of total ILO’s XBDC resources. Other major multi-bilateral

contributors during that period were Germany (5%), Switzerland (4%), Sweden (4%), Norway

(4%), and Australia (3%).

• In 2017 employment-related activities continued to attract the largest proportion of extra-

budgetary funding (34%), followed by Governance (22%), Workquality (18%), Enterprises

(12%), and Normes (7%). In 2016 the ranking list was the same, with SOCPRO at fifth

position.

• For the period 2014-17, on average over 30% of total approvals were for Asia, 21% for

Africa, followed by Arab States (10%), Americas (8%) and Europe (8%). A significant part was

allocated to projects of an interregional or global nature (23%).

• Of the total of extra-budgetary funds approved in 2017, 31% was financially managed by

headquarters; and 69% by the Field. In Africa, field offices having the highest percentage of

XBDC funding are CO-Algiers and CO-Addis Ababa who administer 8% and 5% of total ILO XB

funding respectively for projects that are mainly focused on employment-intensive

investment and labour migration governance. In the Americas region, DWT/CO-Lima and

DWT/CO-San José represent 5% and 3% respectively, with projects concentrating on child

labour and skills development. In Europe, ILO-Ankara is set at 5% of extra-budgetary funds

approved in 2017, represented by projects related to the Syrian refugee crisis; while in Asia

and the Pacific, CO- Jakarta (9%) and RO-Asia and the Pacific (6%) have reached the stated

percentages thanks to projects on employment-intensive investment, labour migration

governance, rural economy and occupational safety and health. In the Arab States region,

the XBDC funding remains stable (8%), mainly due to projects funded in response to the

Syria refugee crisis and employment-intensive investment.

The following tables provide information on the total approvals achieved in 2017. Some of the tables

provide approval data for the period 2014-2017. Information is presented by source of funds,

partner category, technical field, geographical distribution, administrative responsibility, and a

combination of all of the above.
