It is intended to significantly improve the efficiency, effectiveness, and transparency of health service delivery overall and achieving SDGs related to health. Unified Health Interface (UHI) - an open and interoperable IT network for digital health is envisaged to be rolled out soon. NATIONAL DIGITAL HEALTH MISSION (NDHM) Since UT of Lakshadweep does not have a legislature, any proposed change to its laws is brought through regulations by its administrator appointed by the President of India, instead of a Bill. Recent policies, in an attempt to develop island on the line of Maldives (tourism potential), have created backlash against administration. Allow authority to remove or usurp the small holdings of property owned by the islanders belonging to the Scheduled Tribes, thus violating Article 21 (Right to Life) of the constitution. Construction activities pose a threat to its fragile ecosystem. Critics argue that existing legal framework is sufficient due to negligible crime in the UT. It will curb civil liberties of the islanders. Lakshadweep has the lowest population ranking in India, with just about 65,000 people inhabiting 10 of its 36 islands. Its decadal population growth rate of 6.23 percent is far below the same at the national level at 17.70 percent. For these changes to come in effect, it requires the approval of Home Ministry (administering ministry for Lakshadweep). It will deal with the issues of four districts of BTR (Kokrajhar, Baksa, Chirang and Udalguri) as part of the 3rd Bodo Peace Accord.3rd Bodo Peace Accord was a tripartite agreement signed in 2020 between the Centre, Assam Government and the banned Assam-based insurgent group National Democratic Front of Bodoland (NDFB).

Bodoland is a state demanded by a tribal community called Bodos in Assam, who comprise of 5%-6% of the state’s population.

It had renamed Bodo Territorial Areas District (BTAD), as BTR with more executive, administrative, legislative and financial powers.BTAD was administered by the Bodoland Territorial Council (BTC). It functions under the provision of the Sixth Schedule of the Constitution of India.However, accord also said that a commission will be constituted by the central government for the demarcation and reorganisation of the BTR.

Demand for a separate state for Bodos is rooted in reasons like administrative and development apathy of the state of Assam, and a feeling that identity, culture and language of the Bodo people were subsumed by the Assamese and migrants.
