Since the beginning, Mr. Akiie Ninomiya on behalf of APCD has been involved in the development process of the IDPP as a member of “Core Team” which outlined the concept, and “Dream Team” as an advisory body. Dr. Derrick L. Cogburn (Associate Professor at American University) is the IDPP Project Director and his team will develop the program of ASEAN IDPP. The IDPP for ASEAN would not have been inaugurated today if not for the vision, passion, dedication and hard work of some core believ- ers and many of you are here today. With the signing ceremony among the key stakeholders at Mahidol University in Thailand on 4 April 2011, the ASEAN Institute on Disability and Public Policy (ASEAN IDPP) has been formally launched. The establishment of the IDPP is according to collaboration with Mahidol University in Thailand, the Lee Kuan Yew School of Public Policy (LKY School) at the National University of Singapore, the School of International Service at American University in Washington, DC, and the National Technical Institute for the Deaf (NTID) at the Rochester Institute of Technology in Rochester in New York, in support of the Association of Southeast Asian Nations (ASEAN), the Asia-Pacific Development Center on Disability (APCD), the Center for Research on Collaboratories and Technology Enhanced Learning Communities (COTELCO) at American University and Syracuse University and the International Council for Education of People with Visual Impairment (ICEVI). Participants Launching the "Make the Right Real" Campaign Together

As one of the activities in “Make the Right Real” campaign, over 160 persons participated in the Stakeholders’ Meeting on Reviewing the Implementation of the Second Asian and Pacific Decade of Disabled Persons (2003-2012) in Islamabad, Pakistan from 29 to 30 January 2011.

The meeting was jointly organized by the Directorate General of Special Education of the Ministry of Social Welfare and Special Education of Pakistan, the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), the Asia-Pacific Development Center on Disability (APCD), Sightsavers, the Japan International Cooperation Agency (JICA), South Asian Disability Forum (SADF) and Pakistan Disabled People’s Organization (PDPO).

A significant outcome of the Meeting was the Government of Pakistan sharing its commitment to ratify the United Nations Convention on the Rights of Persons with Disabilities (CRPD).

After reviewing the achievement of the second Asia-Pacific Decade of Disabled Persons (2003-2012), the “Islamabad Recommendations to Make the Right Real” was adopted by participants.

(Summary) Islamabad Recommendations to Make the Right Real

1. The Government of Pakistan, DPOs and major stakeholders lead the implementation of the “Make the Right Real” campaign in Pakistan towards the end of 2012, with a focus on concrete and measurable outcomes by then to be reported in the Incheon High-level Intergovernmental Meeting;

2. DPOs are provided every opportunity to play a pivotal role in the efforts mentioned above at all stages. In this context, every effort to be made to ensure that grassroots DPOs, especially those in remote areas, are fully involved in the design and implementation of the “Make the Right Real” campaign, including ensuring full access to information in local and sign languages, and in other accessible format;

3. The Government of Pakistan, in close collaboration with DPOs, other NGOs, UN agencies in Pakistan and international partners such as APCD and ESCAP, harmonize domestic legislation with the CRPD through multiple actions including legislative review;

4. The Government of Pakistan and stakeholders support the launching of a new Asian and Pacific Decade of Persons with Disabilities (2013-2022), which aims at the accelerated implementation of the CRPD in an inclusive way with a particular focus on the leadership development of persons with disabilities, institutional strengthening of their representative organizations, community-based inclusive development in accordance with the new CBR Guidelines and inclusive business development;

5. Gender perspectives are mainstreamed in the implementation of the “Make the Right Real” campaign and a new decade.

6. Networking and collaboration among stakeholders such as government, DPOs, community-based organizations and international partners including the World Health Organization (WHO), the International Labour Organization (ILO) and the United Nations Educational, Scientific and Cultural Organization (UNESCO) are strengthened for the effective implementation of the new CBR Guidelines;

7. The Government of Pakistan, DPOs and other stakeholders in Pakistan continue to partner with ESCAP and APCD to further regional cooperation in advancing the rights of persons with disabilities.

All participants unanimously agreed and made recommendations through the document “Port Moresby Recommendations to Make the Right Real” as below (recommendations part).

Strong Recommendations to Make the Right Real in Papua New Guinea

The Stakeholders’ Meeting on Reviewing the Implementation of Second Asian and Pacific Decade of Disabled Persons (2003-2012) was organized by the Department for Community Development (DfCD) of the Government of Papua New Guinea (PNG), the National Advisory Committee on Disability (NACD), the National Board for Disabled Persons (NBDP), Papua New Guinea Assembly of Disabled Persons (PNGADP), the United Nations Economic and

Social Commission for Asia and the Pacific (ESCAP), the Asia-Pacific Development Center on Disability (APCD) and the Japan International Cooperation Agency (JICA) from 28 to 29 March 2011 in Port Moresby, Papua New Guinea.

One highlight was to get the commitment made by the Government of PNG on the National Day of Persons with Disabilities, 29 March 2011 to the ratification of the CRPD and their efforts thus far in promoting rights of persons with disabilities. The Department for Community Development in collaboration with the Prime Minister’s Office and the Ministry of Foreign Affairs are now making necessary steps for the ratification by May 2011, according to Mr. Joseph Klapat, Secretary of DfCD.

(Summary) Port Moresby Recommendations to Make the Right Real

1. The Government of PNG, DPOs and other major stakeholders should lead the “Make the Right Real” campaign in PNG, with concrete and measurable outcomes with a view to report its progress at the ESCAP High-level Intergovernmental Meeting in October 2012 at Incheon, the Republic of Korea. This includes raising public awareness on combating stereotypes against persons with disabilities;

2. The Government of PNG should harmonize domestic legislation with the CRPD to accelerate its implementation through multiple actions, in close collaboration with NACD, NBDP, PNGADP, other disability-related NGOs in PNG and key regional partners such as ESCAP, PIF, APCD and PDF. In this context, the Government of PNG should update and revise the National Policy on Disability and its Action Plan, taking into account of the cross-disability perspective;

3. The Government of PNG, DPOs and other disability stakeholders should support the launching of a new Asian and Pacific Decade of Persons with Disabilities (2013-2022) to further promote the inclusion of persons with disabilities in society;

4. The Government of PNG should strive to further mainstream disability perspectives into all key human rights and development agenda;

5. Gender perspectives, especially women with disabilities, should be further promoted and mainstreamed in all relevant stages of implementing the CRPD;

6. The Government of PNG in collaboration with DPOs and other disability stakeholders should further support the establishment of a mechanism to systematically collect and manage nation-wide data on persons with disabilities;

7. Financial means should be made available on a sustainable basis to DPOs that demonstrate tangible outcomes in line with the CRPD by the Government of PNG in cooperation with donor organizations;

8. CBR PNG Network should be strengthened to promote community-based inclusive development in line with the new CBR Guidelines;

9. The Government of PNG in collaboration with DPOs and other disability stakeholders should collect and disseminate information of good practices and lessons learned at all levels to promote the inclusion of persons with disabilities;

10. The Government of PNG, DPOs and other disability stakeholders in PNG should continue to partner with ESCAP and APCD for further regional cooperation in advancing the rights of persons with disabilities; and

11. Persons with disabilities and their representative organizations should be an integral part of any decision making processes concerning their rights.

In response to the global autism situation and the call of the UN General Resolution 62/139 declaring the World Autism Awareness Day (WAAD) to be celebrated on 2 April, 2008, the ASEAN Autism Network (AAN), a newly-born ASEAN Autism community Network which is composed of representatives from Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Thailand, Vietnam and Japan therefore conducted an Autism Walk in their respective countries on Saturday, 2 April, 2011.

The World Autism Awareness Day (WAAD) became one of the most breathtaking autism cerebrated events that has taken place in this decade, for the ASEAN region. Streets, parks, national monuments and shopping centers in several major cities in the above 10 countries filled with thousands of participants. Government representatives, NGOs workers, business partners, volunteers, students, families and community members actively participated in this powerful activity. National TV and newspaper of each AAN member’s countries reported on this successful walk. Each mile has embraced an inspiration on action on autism awareness.

The spirit of community gathering shone bright light to individuals with autism and that they are warmly welcomed and embraced into the community. Music, talent shows, dances, parades, games, art exhibitions, traditional performances, food, drinks, ice-cream as well as the smiles on everyone’s faces displayed strong evidence of the unique talents and skills of persons with autism.

This milestone has provided continued support and courage towards a friendly autism awareness society in the ASEAN region.

2nd Asia-Pacific Community-Based Rehabilitation Congress

The 2nd Asia-Pacific Community-Based Rehabilitation Congress (2nd AP CBR Congress) will be organized by the National Council on Disability Affairs (NCDA) of the Philippines and the CBR Asia-Pacific Network (CBR AP Network) in Manila, Philippines, from 29 November to 1 December, 2011.

The theme of the congress is: “CBR: Building Communities for Everyone and sub-theme is: Mainstreaming Disability in the Development Agenda”. Objectives of the 2nd AP CBR Congress are:

1. To promote multi-sectoral partnerships for the implementation of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD), Millennium Development Goals (MDG) and other development initiatives;

2. To share good practices in CBR for inclusive development;3. To promote participation in the CBR AP Network; and4. To explore the possibilities of forming the CBR Global Network.

The target participants are persons with disabilities, their families and organizations, CBR practitioners, representatives from local and international NGOs, civil society groups, faith based organizations, the business sector, academia & professional bodies, UN organizations, government agencies, bilateral and multilateral aid agencies and other donor agencies, media and other interested parties.

The 2nd AP CBR Congress will be conducted at the Sofitel Philippine Plaza Hotel, CCP Complex, Roxas Boulevard, Pasay City 1300, Metro Manila, Philippines

With the purpose of raising more awareness and strengthening the capacity among CBR stakeholders, the “First Conference of Stakeholders to Community Based Rehabilitation (CBR) for Persons with Disabilities (PWDs)” was organized by 5 key organizers: the Network of Myanmar Disabled People (NMDP), the Department of Social Welfare (DSW), the Asia-Pacific Development Center on Disability (APCD), the Association for Aid and Relief (AAR)-Japan and AEON (a private company in Japan) at the Union of Myanmar Federation of Chambers of Commerce and Industry (UMFCCI) in Yangon, Myanmar from 10 to 13 January, 2011.

More than 100 participants from different stakeholders including persons with disabilities, the government, NGO representatives as well as community people

(1) Group work sessions by different disability groups were successfully facilitated from the perspective of cross- disability.(2) Positive feedback was given to the DVD on CBR which APCD shared as concrete evidence on how to implement CBR, establish and maintain SHGs in the community.(3) A presentation by the first self-advocate group of persons with intellectual disabilities in Myanmar called “Unity” raised awareness about the potential of self-advocates in CBR.

AJU-AADP Sending a motorized wheelchair to a fisher village leader with disabilities in PNG

Introduction of the New Expert!

My name is Hiroyuki Kageyama, a coordinator of JICA project to APCD. I have been working at APCD since the end of December, 2010. Before I joined APCD, I was engaged in the elderly home in Japan to support their community life and also worked at JICA Thailand Office for 3 years as a volunteer program coordinator. I think it is very important to support the elderly and persons with disabilities. I am very happy to be associated with APCD, and want to contribute to disability and development through the teamwork of APCD.

In partnership with AJU Center for Independent Living, Aid to Asian Disabled Peoples’ and APCD, a motorized wheelchair was sent to a leader with disabilities at the Pari Village Self-help Group in Papua New Guinea. It is expected that the activities be promoted to further empower other persons with disabilities and their family members in the village.

Young Leaders Visiting APCD

14 overseas students of the Ritsumeikan Asia Pacific University (APU) from China, Japan, Korea and Vietnam had a half-day visitation to APCD on 7 February, 2011. The program was arranged by the Education for Development Foundation (EDF). APCD provided basic information about its vision, key activities in the Asia-Pacific region as well as knowledge about NGOs in the context of disability and development. The students discussed how to apply what they have learned about NGO’s roles into practice.

Coordinated by the Wheelchairs and Friendship Center of Asia (Thailand) or WAFCAT, Japanese youth volunteers visited APCD for a half-day study trip on 2 March 2011. The highlighted topics were “Community-based Inclusive Development” and the roles of APCD as a regional center on disability in Asia and the Pacific. After the presentation and discussion, the volunteers observed accessible equipments and facilities at APCD.

ASEAN Institute on Disability and Public Policy (IDPP)

The purpose of this project is to formally establish and operate the ASEAN Institute on Disability and Public Policy (IDPP) as a virtual and networked organization based in Southeast Asia. The goal of the IDPP is to develop a cadre of leaders, who, through their knowledge of public policy and disability issues applied to their work in the public, private, NGO, and international organization sectors, can substantially enhance the environment for people in the ten countries of the ASEAN region who are deaf or hard of hearing; blind or visually impaired; or mobility impaired. The scholarship will be available for qualitfied persons with disabilities in the ASEAN region.
