1.0 INTRODUCTION
Regional Development Authority is a huge step by the early government of
Malaysia to restructuring and develops local people in the rural area. Undoubtedly
the most outstanding achievement of post-independence Malaysia is its national andrural development. The entire country has been transformed as never before in
centuries of colonial rule. More than 200000 acres of ne! land comprising some "#
land schemes have been opened up and more than $%#00 families-once landless
and helpless find a ne! !ay of life and a ne! hope in these schemes.
2.0 BACKGROUND AND HISTORY
2.$ JOHOR TENGGARA REGIONAL DEVELOPMENT AUTHORITY (KEJORA)
The idea of established of &ohor Tenggara Development Authority !as the
brainchild of the late Tan 'ri (). *thman bin (). Mohd +urrently the +hief Minister of
&ohor and discussion bet!een him and the late ,A Tun(). Abd. Raa/ bin Dato

appointed to prepare a master plan for economic and social development of the
'outheast &ohor. The study !as completed in August $3"$.67&*RA established on $ &une $3"2 under the &ohor Tenggara Development
Authority Act $3"2 Act "#4 and state enactments enactment of the &ohor Tenggara
Development Authority in $3"24 !hich provides some functions and po!ers to
develop southeastern region of &ohor. 67&*RA operation area involved 2 districts in
&ohor 6ota Tinggi and 6luang covers an area of 800.8%9 hectares.

2.8 SOUTH KELANTAN DEVELOPMENT AUTHORITY (KESEDAR)
67'7DAR is one of the Rural Development Authorities RDAs4 under Ministry
of Rural and Regional Development !as established on March 2 $3"; under Act 208
'outh 6elantan Development Authority Act $3";.
The formation of 67'7DAR officially !as launched and completed by the late
Tun (ussein *nn the third 1rime Minister of Malaysia on March # $3"; in atu

#.0 THE POLICIES6 STRATEGIES AND PROGRAMMES ADOPTED BY REGIONALDEVELOPMENT AUTHORITY TO ALLEVIATE POVERTY
67&*RA 67DA and 67'7DAR are the regional development agencies
established for balancing development in the physical and socio- economic bet!een
less developed and advanced regions. 1rograms implemented include the
construction of basic infrastructure opening and construction of ne! settlements that
have been successful in creating economic opportunity and )obs to the rural areas.
There are several policies strategies and programs adopted by these
regional development authorities to alleviate poverty as follo!s=
#.1 KEJORA
#.1.1 INDUSTRIAL SECTORS
An industrial development in 67&*RA industry has been developed
area in %"0 acres complete !ith infrastructure namely the +ity idder and
southeast. To meet future needs 67&*RA has plans to open ne! industrial
areas involving the implementation of an integrated industrial development.
The ne! industrial area !ill place 6' for the local mar/et and overseas.
#.1.2 AGRICULTURAL SECTORS
67&*RA also has an agricultural area covering 28%9 hectares of
miBed crops cultivated by $2; operators based agriculture and livestoc/.
+limatic conditions and topography are suitable to be a factor for the success
of the agricultural sector and thus enhancing the contribution to the economy
in the region 67&*RA.

67&*RA tourism sector has great potential based on the strength of
eBisting tourism resources such as cultural diversity heritage historical and
natural heritage of the nation especially in the villagesE traditional 67&*RAregion. The po!er of the full diversity of tourism resources and leadership at
the village level that best enable the tourism industry especially rural tourism
activities developed eBtensively. (o!ever the constraints !hich eBist today
such as competition from neighboring countries that offer more attractive
pac/ages and lo! to be considered in the planning and implementation of
rural tourism program 67&*RA area.
#.1.# LO7 INCOME EARNING +OR RURAL PEOPLE
67&*RA also tried directly and indirectly to enable the income of the
rural population can be improved mainly in line !ith the governments
desire for a living in to!ns and villages in the region 67&*RA. (ence the
implementation of an integrated plan to increase revenue is eBpected to
increase the income of rural residents especially residents of the traditional
villages and to!ns of this ne! 67&*RA region.
#.1.8 LACK O+ IN+RASTRUCTURE DEVELOPMENT

#.1.* HUMAN CAPITAL DEVELOPMENT
(uman +apital Development is the main agenda in line !ith the thrust
of the Cirst Master 1lan for Rural Development to strengthen the
empo!erment of rural communities. To realie this ob)ective the integrated
human capital development program should be implemented !ith careful
attention to the target groups including the elderly youth !omen and
members 67&*RA.
67&*RA committed to developing the human capital of the
approBimately 800000 people in programs organied. 67&*RA received
strong support from the ministry to achieve this ob)ective through the
implementation of programs and activities that involve all segments of society.
67&*RA also made a )oint collaboration !ith agencies ? departments such as
MARA the 'ocial Felfare Department the 5ocal Authority and the slamic
+ouncil in order to ensure that all programs and activities can be carried out
effectively and optimie resource utiliation.

development and training programs in collaboration bet!een institutions in

development facilities and infrastructure.
(o!ever the limited budget the limit to create a strategic partnership
bet!een government departments and agencies to factor limiting the
effectiveness of the program. n addition rural communities must change their
bass so that all programs and activities that are beneficial and thus change
their lives.
n line !ith the governments directive that the governance of public
services should be enhanced the emphasis shall be given for continuing
efforts to!ards the development of human capital. To realie these goals a

paradigm shift is reuired to produce a credible civil servants armed !ith
/no!ledge in various fields including science and technology.

development for all members 67&*RA more thorough and comprehensive.

areas.
To achieve that goal 67&*RA need to increase the capacity of self through
engagement in commercial activities can provide benefits through the establishment
of subsidiaries. n addition the capacity of human resources in 67&*RA also needs
to be improved through training to members and also improvements to systems and
procedures.
