    Aboveground Storage Tanks

Installing a new aboveground storage tank (AST) involves more than

just placing a call to the tank manufacturer. Before a tank is installed, you

may need to perform a Phase I site assessment, conduct a geotechnical

investigation, construct a foundation, deal with containment and drainageissueswhile not forgetting about permitting and regulatory compliance.

Of course, you probably arent tackling AST installation by yourself.

Theres the geotechnical firm completing borings for the foundation

investigation and environmental consultants completing more borings to

determine whether contamination problems exist. And, if the site assess-

ment turns up evidence of contaminationnot uncommon at sites where

tanks have formerly been locatedthere may be more drilling, more

    expenses, more delays.

Overwhelming? Tank installation can be. Or you can turn to Barr.

Offering a range of AST services

    Barr Engineering Company can

take your AST project from geo-

    technical investigation and site

    assessment through foundation

    design to construction oversight and

    environmental compliance assis-

tance. After your tanks are installed,

    our API-certified inspector can

    provide tank and piping inspections,

    testing, and certification.

Barrs integrated project team can reduce or eliminate the rework that

often accompanies tank installation. Well coordinate efforts to address

potential contaminant issues, geotechnical issues, containment issues, and

structural issueswith as little redundancy as possible.

    Tank design and more

Barrs team of geotechnical and structural engineers has experience

designing foundations and tanks for storing both liquids and solids. We can

determine bearing capacity, conduct permeability studies, and perform

settlement and stress analysesas well as evaluate ground modification, foundation, and stabilization alternatives. We can design new secondary

containment systems or upgrade existing ones. And, if you need assistance

with procurement, construction oversight, or cost estimating, we can

    handle that as well.

    Environmental compliance

Depending on their capacity and contents, your facilitys aboveground

storage tanks may be subject to a host of state and federal regulations.Barr can help you determine applicability and sort out registration, notifica-

tion, permitting, and other requirements. In Minnesota, for example, the

states spill bill covers petroleum and hazardous-substance storage

above certain thresholds and requires preparation of spill response plans

for some ASTs. In addition, new state AST regulations dictate inspection

schedules and secondary containment requirements that may affect your

    facility.

Well help you stay on top of federal programs, too. Need to develop

an SPCC plan or have an existing one re-certified by a professional

engineer? Barr has worked on over 100 SPCC plans for clients in the

chemical, manufacturing, refining, transportation, and power industries. We know what questions to ask about secondary containment, loading

procedures, inspections, and training programsand we can make

recommendations to bring your facility into compliance if its not.

Does your facility storage include large tanks that may trigger OPA-

90? Well determine whether these regulations apply to your facility and

help prepare and submit the required response plan if they do. Will air

emissions from a new tank need to be added to your facilitys emission

inventory, require an air permit, or trigger NSPS or MACT? Are your

AST operations and maintenance procedures up to RCRA standards?

Should your facilities be audited to identify compliance issues? Let Barr

    help you handle the details.

ASTs fall under? Barr can help determine

    program applicability and regulatory

    strategies, evaluate compliance status,

and develop any required plans, permit

    applications or programs your facility

    needs.
