    CAPITAL DISTRICT TaxAide, the free income tax assistance program sponsored by AARP Foundation and the IRS, is seek-ing volunteers for the coming tax season. TaxAide volun-teers answer questions and prepares and file returns for low to moderate-income taxpayers and seniors from February 1 to April 15 at various sites in the Capital District. Volunteers typically participate one day per week, with flexible sched-ules to accommodate volunteer availability. No experience is required, but computer experience is helpful.     COMMUNITY EMERGENCY CORPS & TOYS FOR TOTS

    BALLSTON SPA During this upcoming holiday season, Com-munity Emergency Corps of Ballston Spa will again be an offi-cial drop off point for donations for the Toys for Tots program sponsored by the United States Marine Corps. For 2014, we will be partnering with the Saratoga County Sheriffs Office to broaden the scope of our support for the national Toys for Tots campaign. This campaign has reached out and as-sisted needy and deserving children all around the capital region for over 45 years. Without this wonderful program, children in our communities would not have the opportunity to celebrate the holidays the way they deserve. In last years campaign the program reached their goal of collecting over 120,000 toys and distributing them to deserving children, making their holidays memorable ones. Our program has grown incredibly in 5 years, through your donations, from about 40 toys our first year to well over 200 toys last season. We are hoping that by taking on the Sheriffs Department as a partner, we will see a significant increase in donations with the additional exposure throughout Saratoga County. New, unwrapped toys, games, books, puzzles, sport balls, dolls, snow toys, and anything for kids from infant to teens are all appreciated. Stuffed toys are the only exception. We have already started to receive donations and will be accepting toys at our station at 78 Thompson St., Ballston Spa, NY until December 15th. You can drop them off anytime, days or eve-nings. If we are not at the building due to answering emer-gency calls, we hope you will return at another time with your contribution. As a reminder, toys collected in this area are redistributed right back into this area to those in need.     AFTER THE FIRE PERFORM LITTER CONTROL

    BALLSTON SPA - After The Fire has adopted the Assemblyman Jim Tedisco Fitness Trail in Ballston Spa for litter control since 2006. Members make regular trips as soon as the snow has gone for the season, until the snow files again. The Village has placed a trash receptacle at each end of the trail, and users of the trail have been increasingly diligent about using them. Everyone is urged to carry their trash to the receptacles (ciga-rette butts included), as a courtesy to others, to obey the law, and to maintain the aesthetics of the trail. After The Fire helps residents of Saratoga County who have suffered a loss due to fire. They are a non-profit organization that exists entirely on donations and is comprised totally of volunteers, which are always needed. After The Fire provides family members with personal care items, gift cards, Red Cross referral, infor-mational material, emotional support - whatever is needed to help the family through a terrible situation.     CAPITAL DISTRICT - Stutter-ing is a frustrating and em-barrassing problem for mil-lions of people, but it can be especially tough on elemen-tary school-age children. Help is available for parents, teachers, and speech-lan-guage pathologists at most public libraries in the form of a DVD designed to help school-age children who stutter. Some libraries have an older video version. The DVD features students from first through sixth grade, some of who talk about their experiences with stutter-ing. They talk openly about the teasing they face from classmates and how their stuttering sometimes makes them feel about them-selves. The 38-minute DVD, entitled Therapy in Action: The School-age Child Who Stutters, produced by the 67-year-old nonprofit Stut-tering Foundation is avail-able free of charge to public libraries nationwide.     SARATOGA CO. - Saratoga County RPC, through its VetHelp division, is pleased to announce a new program to aid veter-

    ans and their families in their struggle to maintain per-manent housing. The Sup-portive Services for Veteran Families (SSVF) program can provide monetary relief as well as extensive case man-agement for veteran fami-lies that are homeless or at imminent risk of becoming homeless. Temporary finan-cial assistance is available for rental assistance, utilities fees, security deposit, mov-ing costs, emergency sup-plies, childcare and transpor-tation. Case management and referral services include health care, daily living ac-tivities, financial planning, transportation, income sup-port and legal assistance.     EMPHASIZE SAFETY WHEN BUYING GIFTS FOR CHILDREN

    Toys will once again be high on kids wish lists this holiday season, when advertisements will highlight this years most coveted gifts. But just because a particular toy is this years must-have item does not mean its the safest gift for kids of all ages.

    According to the Consumer Product Safety Commission,

    there were an estimated 265,000 toy-related injuries treated at hospitals in the United States in 2012. Of those injuries, an estimated 72 percent happened to children younger than 15 years of age while 69 percent affected kids 12 years of age or younger. In addition, an estimated 34 percent of those in-juries happened to children younger than five years of age. Many toy-related deaths were the result of drowning and as-phyxiation.

    No one wants to think about injuries or deaths involving kids, but holiday shoppers must keep safety in mind when pur-chasing childrens gifts to safeguard youngsters from injury.

    Balloons

    The CPSC notes that balloons are the leading cause of suf-focation death in children. Children may swallow broken or uninflated balloons, which can then stick to the throat and airway, making it impossible to breathe. Holiday shoppers should avoid giving balloons to children age eight or young-er. In addition, dispose of balloons if or when they deflate.

    Painted toys

    Lead paints and toys containing lead are not legal in North America, but that doesnt mean that imported toys are made in adherence to stringent safety guidelines. Before buying a toy, confirm that it is lead-free, as exposure to lead can cause serious neurological problems, especially in young children.

    Button batteries

    Button batteries, or the small-sized batteries found in some toys, watches and hearing aids, can be hazard-ous. Batteries can become stuck and cause chemical burns.

    Adults should always verify that the battery compart-ments on childrens toys are secured with screws. Other products that have remote controls may contain batter-ies that are not adequately secured. In addition to but-ton batteries, AAA batteries, which are small, can be haz-ardous to kids.

    Magnets

    Small magnets can be swal-

    lowed and become lodged in the digestive system of a child. If two or more magnets or a magnet and metal component are swallowed, they can attract to one another through intes-tinal walls. This can cause blockages, perforations and infec-tions. Avoid toys that use small magnets, and check the CPSC website to ensure that magnetic toys are not among recalled products.

    Toy Safety Tips

    Read the packaging to ensure that toys are age-appropriate.

    Avoid projectile toys or those with sharp points.

    Store toys that belong to older children out of reach of younger kids.

    Dont buy toys with removable parts that can be swallowed.

    Only buy toys made from nontoxic materials.

    Only buy fabric toys that are labeled as flame-resistant or flame-retardant.

    Only buy stuffed toys that are washable.

    Graciously decline hand-me-down toys that may not meet current safety standards.

    Though there is no official data that declares the best-selling holiday toy for chil-dren of all-time, its fair to assume the lovable Sesame Street figure Elmo is high on the list of most popular holiday toys. Much of that popularity can be traced to the introduction of Tickle Me Elmo in 1996. Though not the first Elmo doll, Tickle Me Elmo became the must-have gift of 1996, when parents searched far and wide for the doll that laughed when users tickled its stomach. During the holiday season of 1996, many people paid far beyond market price just so their children could wake up on Christmas or Chanukah and have a Tickle Me Elmo doll to call their own. Since 1996, Elmo has been reincarnated many times over, and each Elmo doll seems to inspire its own craze come the holiday season. Released in 1998, Walk N Talk Elmo was a popular childrens gift, as was Rock N Roll Elmo (1999), Tickle Me Elmo Surprise (2001), Chicken Dance Elmo (2002), and SHOUT Elmo (2005). In 2006,

    Mattel, the company that produces the Elmo dolls, announced a special com-memorative Elmo to mark the 10-year anniversary of the introduction of Tickle Me Elmo. That, too, sparked a buying frenzy, as some re-ports indicated private sell-ers were selling the latest Elmo, known as TMX Elmo, for thousands of dollars.

    HOW TO ESTABLISH GIFT SPENDING LIMITS

    As the cost of living continues to rise, holiday shopping also has become much more expensive in recent years, and it can be easy for shoppers to overextend themselves financially come the holiday season.

    According to a recent Gallup poll, the average American plans to spend around $790 per holiday season, although many go above and beyond that amount. Starting off the new year in debt is a recipe for stress, which can have negative repercus-sions for the rest of the year.

    In addition to overspending during the holiday season, many people stretch themselves thin on Valentines Day, birthdays, and Mothers Day and Fathers Day. One way to make shop-ping more manageable is to establish spending limits that dictate how much each family member can spend on each gift he or she buys.

    It is important to exercise tact when approaching the sub-ject of gift limits. Discuss the topic with friends and family members with whom you usually exchange gifts long before the holiday season. Agree on a reasonable amount of money each person will spend on gifts. If necessary, ask everyone to write down a figure and then determine the average, using that figure as your spending limit.

    Establishing a spending limit makes it easier for every family to afford their holiday purchases. If there are six people on your shopping list and youre spending $50 per person, you know to allocate $300 for gifts. Saving and budgeting can be adjusted accordingly.
