Mechanism of an approval of the establishment of a HEI

• Approval for the establishment of educational institutions and study programs are granted by the government.

• The functions of national QAAs are limited to accreditation and do not include licensure and certification.

• National QAAs accredit educational programs and institutions which have obtained operational permits from the government and satisfied government rules and regulations.

Mechanism of an approval of the establishment of a HEI

ESTABLISHMENT OF A NEW STUDY PROGRAMESTABLISHMENT OF A NEW STUDY PROGRAM•Approval for the establishment of a new study program of a HEI and for the periodic extension of operational permits is given by the ministry or non-ministerial government agency to the type of HEI witin their jurisdiction. • Proposals for the establishment of study programs of HEIs under the jurisdiction of the Ministry of National Education and for the periodic extension of operational permits for such study programs are handled by the Ministry of National Education. •Since Act No. 20, 2003 on the National System of Education does not require government approval for the establishment of a study program, the Ministry of National Education has adopted a policy of decentralization by gradually handing over the authority to approve new study programs to HEIs themselves, starting with HEIs owningautonomous legal entity status. The authority to periodically extend operational permits of study programs have been handed over to Ministry of National Education regional offices and to public HEIs.

Mechanism of Internal QA in HEI

• Government Regulation No. 19, 2005 dictates that educational institutions are required to have a QA system in place.

• The Minister of National Education has enacted Ministerial Decree No. 63/2009 on educational QA.

• The Ministry of National Education has in 2003 initiated the QA System of Higher Education (SPM-PT) program, which included technical assistance and capacity building initiatives for the development of IQA systems at HEIs and the evaluation of IQA systems at HEIs.

• A draft Ministerial decree on QA in higher education is at present being prepared.

Distinctive QA arrangementsIndonesian Qualifications Framework (IQF)• After conducting benchmarking with established

overseas quality frameworks, the Ministry of National Education has, in collaboration with the Ministry of Labor, designed an Indonesian Qualification Framework and submitted a draft Government Regulation on the Indonesian Qualification Framework to the Government .

• When the Indonesian Qualifications Framework comes into effect the Ministry of National Education plans to link it to National Standards of Education in Higher Education, EQA, and IQA as components of the Higher Education QA System.

Role and position of NAAHE in National QA System

NAAHE ORGANIZATIONNAAHE ORGANIZATION• NAAHE membership: 11 to 15 members, consisting of a Chair, a

Secretary and members.• NAAHE Chair and Secretary are elected by its members• NAAHE members are appointed by the Minister of National

Education for a period of five years• NAAHE members can be reappointed for one more term.• When the term of office of members expire, the Minister reappoints at

least four members for the next term of office.• NAAHE membership ends when the term of office expires.• A secretariat is formed to support NAAHE. • NAAHE Secretariat is headed by the Secretary of the Agency for

Research and Development of the Ministry of National Education.• In the execution of its duties NAAHE can appoint team of experts,

team of assessors, and ad hoc committees as deemed necessary.

ACCREDITATIONACCREDITATION

•The accreditation of programs and institutions is conducted once in every five years•Accreditation can be conducted within less than five years if a HEI requests re-accreditation.•The cost of accreditation is borne by the government•NAAHE has the authority to withdraw or lower the accreditation status of a program or institution before an accreditation expires, when:

• it is proven that the program or institution in question has provided incorrect data and information to NAAHE•a program or institution has not satisfied the conditions related to its accreditation status•due to an extraordinary event, a program or institution is no longer able to maintain the feasibility related to its accreditation status.

•is a legal entity•Is non-profit in nature•Possesses experts in the field of educational evaluation•Has obtained the permit from the Minister of National Education

•Outcomes of accreditation conducted by an independent accreditation institution are reported to the Minister of National Education and made public.•Independent accreditation institutions are legally allowed to mobilize non-binding funds from society.

DEVELOPMENT OF ACCREDITATION STANDARDS DEVELOPMENT OF ACCREDITATION STANDARDS • The Agency for National Standards of Education

(BSNP) has since 2009 been involved in the development of national standards of higher education.

• Pending the enactment of a Ministerial Decree on national standards of higher education based on the recommendations from the Agency for National Standards of Education (BSNP), the NAAHE (BAN-PT) uses at present standards it had developed and continuously improved since 1996 and has been enacted with Ministerial Decree No. 73, 2009 of the Minister of National Education.

• At present the main challenge is a problem of quantity: a large number of higher education study programs and institutions have either never applied for accreditation, or are no longer accredited because their accreditation statuses have expired, or are not accredited because they failed to meet minimum standards.

• According to Act No. 20, 2003 only accredited educational programs and institutions will be allowed to issue diplomas and certificates.

• Based on the terms in Article 94 of Government Regulation No. 19, 2005, programs and institutions will have to be accredited by 2012.

• Problem of quantity: high number of higher education study programs and institutions are either not yet accredited, or accreditation has expired without being renewed, or do not meet minimum standards.

• Government resources are limited but the government is subjected to societal pressures to approve nationwide requests for opening new HEIs and programs.

• Lack of resource independence (finance, human resources, infrastructure, facilities)

• Need for the recruitment of more assessors to reduce the work load of assessors.

• Limited access to information technology due to bureaucratism
