DILG Memo Circular nr. 2009-145 dated September 25, 2009mandating the support of LCEs to the BPAT/BPAT Program. LCE
as Chairman of Peace and Order Council and in relation to their
sworn duty to implement SEC. 16 of the Local Government code,
the mayors as deputized representative of the National Police
Commission shall exercise supervision over the BPATs and PAUs,
they shall allocate funds for the Administrative and Operational
requirements of BPATs and PAUs.

What is BPO?
-Barangay Peace Operation.
-The primary weapon of PNP/POCs for ISO in Handed over areas.
-Known as the Bayanihan concept a partnership between thecommunity and law enforcers in Policing and maintenance of
Security, Peace and Order.
- Is a comprehensive, and catch all anti crime strategy that seeks
to empower all stakeholders to share the responsibility ofpeacekeeping and order maintenance.

What is BPAT?
- Barangay Peacekeeping Action Team.
- The BPO implementers, group of persons from the
barangay tanods, Bantay Bayan, Barangay Auxillaries, NGOs and
peoples organization as Police Multipliers in the fight against
criminality, insurgency and terrorism .
- Main operators of BPO at the Barangay level who are trained,
equipped and fast, agile and responsive to the needs of the
community and is expected to work at the ground level wherecrime and insurgency operates.

Barangay Peacekeeping Operation
(BPKO)
BPKO is the prime mover of the BPAT. They will
render services tailor-made to the community which
they belong and served. They will focused on the
three general endeavors which are security services:Proactive community based policing system; conflict
resolution through Brgy Justice System and Crisis
Management which includes disaster mitigation.
Ronda Patrol should have community involvement in
order to be effective considering the knowledge of
the community in their own AOR

BPO/BPAT FUNDAMENTALS
BPAT Desks shall be established in differentCPS/MPS co-located with the PCR office wherethey holds regular meetings. PCR officer shall bethe BPAT Officer.
BPAT members shall involve themselves in an on-the-spot conflict resolution where they bring theparties to the Brgy Peacekeeping Desks (BPD)preferably with the presence of elected officials
that will bring the parties into harmony. Members shall be selected from among the
members of the community who are of goodmoral standing. They shall be selected by Brgy
Officials and indorsed by the COP and forwardedto the Ma ors Office for a roval

BPAT Functions
Organize and mobilize various sectors of the community in
support of the maintenance of peaceand order and safety.
Conduct crisis management, disaster mitigation, search,
rescue, and relief operations within the
community.
Strengthen and support the Barangay Justice System (Lupong
Tagapamayapa).
Conduct crime prevention and deterrence measures to
protect the vulnerable sectors of the
community.

BPAT is VOLUNTARY, UNARMED andBAYANIHAN.
BPAT is a consolidated force multipliers.
BPAT must be organize, train and mobilize.

Adoption of Barangay Peacekeeping Operationconcept by the PNP through the employment ofBPAT.
The BPAT shall be composed of different sectors inthe community (youth, women, transport, peasants,farmers, laborers, including tanods, etc) as forcemultipliers of the PNP.
BPAT shall be supervised by the Police CommunityPrecincts.
