PART I

INTRODUCTION

1.1 Environmental Report:

The Bi-annual Environmental Monitoring Report for the period from July 2015 to December 2015 of

JabulSaraj- Nijrab Road Project prepared by the Consultants (BETS-SARM-SMARTS Consultants) is a

part of Environmental Monitoring Program. The objective is to identify environmental impacts and

to asses adequacy of undertaken mitigation measures during the reporting period and provide

recommendations for improvement of environmental performance.

The Bi-annual Environmental Monitoring Report has been prepared based on Monthly

Environmental Impact Monitoring reports. Supervision Consultants prepare these reports and

submit to implementation agency- Ministry of Public Works (MPW), Afghanistan through Project

Management Office (PMO).

This report covers the Environmental Impact Monitoring activities from 1st July 2015 to 31st

December 2015. Findings and recommendations are based on field inspections under taken by

Consultant Engineers.

1.2 Project Description

This project is rehabilitation and reconstruction of existing paved, unpaved and non-motor able

road between Jabul Saraj to Nijrab to 2-lane standard with shoulders. The project road starts at

Jabul Saraj and traverses south-east direction and ends at Nijrab. The existing road is generally

passing through rolling to mountainous terrain.

The proposed alignment of the project road traverses through Jabul Saraj, Gulbahar, Jamal Agha,

Deboli, Mahmud Raqi, Durnama, Gyawa to Nijrab. The total length of the project road is about 50

kilometers. The project road traverses through two provinces of Afghanistan. The maximum length

of the project traverses through Kapisa province i.e. 88% and rest 12% passes through Parwan

Province.

The planned improvement includes (a) Road works: rehabilitation of existing paved road between

Jabul Saraj to Mahmud Raqi, Part A (about 22.485 km) to two lane carriageways (7m width) with

2x1m wide paved and 2x1m wide soft / granular shoulders and section between Mahmud Raqi to

Nijrab (about 27.515km). (b) Cross Drainage (CD) works: 60 culverts out of which 46 box culverts

reconstruction/ new construction and 4 culverts extensions out of 14 slab culverts retaining. (c)

Bridge works: Construction of 4 bridges and 1 viaduct.

Existing BOQ of PART B is a road from Mahmud Raqi to Nijrab, containing one layer of Asphalt

Wearing Course and amount is US$ 4 million. But this work already has been carried out by PRT

The objective of the project is providing transport facilities from Kabul to Jabul Saraj (Parwan) and

to improve the regional economy and welfare. Commencement of the project was on 14th

September 2010 and was scheduled to be completed by 13th September 2012.The extension of

time approved by 5 times. The 1st revised completion date of the project was 13th January 2013.

The 2nd revised completion date of the project was 31st October 2013. The 3rd revised completion

date of the project was 30th September 2014. The 4th revised completion date of the project was

20th November 2015. The 5th revised completion date of the project is 19th August 2016.

Parwan province:

The project started from Jabul Saraj intersection and follows existing road up to km 1+200, then km

1+200 to km 1+350 is realignment, then passes through the existing road up to km 4+800 (Gulbahar

intersection), then from km 4+800 to km 6+180 realignment area including one house and garden.

Km 6+180 to km 6+235 is 55m bridge over Punjshir River.

Kapisa province:

From km 6+240 to km 6+450 is realignment including garden and a house. Km 6+450 to km 6+700

is passing through existing road. Km 6+700 to km 6+980 realignment, passing through a small hill,

needed hill cut as per approved cross section. From km 7+000 to km 22+485 along existing road

except km 13+450 to km 13+700 and km 18+400 to km 18+550 realignment along agricultural

land, km 15+900 to km 16+400 along part of Jamal Aga Bazaar.

In realignment area along the garden some trees will be affected. Three times of the number of

actual affected trees will be replanted by the Contractor to maintain greenery environment.

Construction activities:

The implementation of the project is behind schedule due to LARP issues, non-availability of

required drawing of Joint details of steel components for 20m Bridge, 55m Bridge and 140m

Viaduct, local people’s disturbances, demands of local leaders etc.

The overall progress of work of this project up to 15th December 2015 is 67%.

At present, works are going on RCC breast wall construction(from km 6+025 to 6+180),

embankment construction(from km 6+025 to 6+180),well foundation of abutment “B” of 55m

bridge(km6+235), well cap foundation of abutment “A” of 55m bridge(km6+180), RCC of abutment

B of viaduct(km6+025), RCC of abutment A of viaduct(km5+885), RCC of pier 1 of viaduct(km

5+920), RCC of pier 2 of viaduct(km 5+955) RCC of pier 3 of viaduct(km 5+990), breast wall

construction(km 0+220), Demolition and removal of the existing structures from the alignment of

the road on the Deh Naw area, Clearing and grubbing on the the Deh Naw area, Embankment

Awareness program:

During the period several meetings with Contractor’s Project Manager and Environment

Management Officer; especially, during the monthly meetings and joint monitoring missions,

discussed regarding implementation of Environmental Protection, management and monitoring.

PART II

ENVIRONMENTAL MONITIORING:

Our monitoring methodology is several field observation and survey by a professional joint team

including Team Leader, Resident Engineer and Field Engineer of Consultant along with Project

Manager and Environmental Manager of Contractor. During the current construction activities,

environmental field inspections to the construction sites have been undertaken by Project Manager

and Environmental Officer of Contractor and Field Engineer and Resident Engineer of the

Consultant, who are directly responsible for environmental monitoring, team time to time as the

routine duties as per IEE and EMP provides detailed description of the environmental conditions of

the project area. In addition to routine monitoring, the mentioned joint team monitored the site

and camps after each Monthly Progress Meeting; Specifically, on 26th July 2015; on 29th August

2015;on 27th September 2015; on 25th October, on 28th November 2015 and on 13th December

2015. As well as, the Environmental Impact and Mitigation Measures evaluated by consultant on

20th July 2015; on 26th August 2015;on 26th September 2015; on 29th October, on 27th

November 2015 and on 14th December 2015. The main purpose of monitoring is to observe and

collect data for monitoring of various environmental compliances.

In the month of July, August and September weather became dry and hot. In some places, dusts

have been observed. But as per Consultant’s instruction all dust have been suppressed by water

spraying on the dusty area. The Consultant team was always vigilance, so, no significant adverse

environmental impacts occurred due to construction activities during this reporting period. Few

minor temporary environmental impacts were identified due to negligence of the Contractor to

comply contract obligation/instructions of Consultant. The detailed description of identified

impacts during construction stage and mitigation measures to safeguard environment in this

project are considered as follows:

Water Quality: Water pollution is the contamination

of water bodies like Canal, Channel, River, Pond, Lake, etc. Water

pollution occurs when pollutants are directly or indirectly

discharged into water bodies without adequate treatment to

remove harmful compounds. In the road construction site there

is ever possibilities to contaminate the water of the water bodies’

due to carelessness of the contractors. Water pollution affects

plants and organisms living in these bodies of water. In almost all

cases the effect is damaging not only to individual species and

populations, but also to the natural biological communities.

Observations: No abjectionable occurrence/situation has been seen about the water bodies

beside the construction site. No construction work was done near the river or other water body,

except digging of well foundation B or 55 m bridge. So water quality worsening, soil infection, oil

spilling from mechinery or equipment and solid trash was not observed into water bodies.

Mitigation measure: All the work was under control and has not seen any possibilities of water

contamination, because the consultant’s engineers continuously supervise, as well as, Contractor’s

men have been taught as follows:

In the road construction site natural water courses and community water resources should

not be polluted by Diesel, Oil, Lubricant, Chemicals, etc.

In the contractor camp and workshop, the storage and usage of the water pollutants needs

more care

Separate independent arrangement for drinking and construction water requirements

should be made.

During bridge construction care should be taken to avoid water pollution of water bodies.

Prevention of obstructions to water courses and navigation

Natural Disaster: These are existing environmental problems and not associated with

construction activities. Poor land use pattern in several areas has contributed to temporary flood,

road congestions and impacts to other environmental sensitive locations. The Contractors have

been informed to be alert about the natural disaster at any time.

Mitigation measure: No sign of Natural Disaster has been observed during the reporting period.

It has been suggested to organize awareness program with the help of local Governmental

authority in particular areas to educate people regarding those problems. Local community should

assume responsibility for prevention of such problems with the assistance of relevant authorities.

Air quality, Dust generation: One of the major environmental issues identified as generation of

dust due to wind, soil excavation and movement of transport. Transportation of construction

materials and other construction activities increases dust level of air in project area. Dust causes

respiratory problem, nuisance to the road user and road side community.

Observation: it has been observed that generally the Contractor is watering using water tank but

rarely dust generated in the unpaved areas like embankment work of breast walls in KM 6+025 to

KM 6+180, demolition and removal of the existing structures from the alignment of the road and

Clearing and grubbing in KM 4+800 to KM 5+380 and base course work in KM 7+440 to KM 9+480.

Immediately the Consultants team notified to the Contractor to suppress the dust blowing in the

air by water spraying sufficiently and effectively. The contractor has immediately taken action and

it is mitigated.

Mitigation measure: It is educated to the Contractors that sprinkling of water on construction

site and roads to be undertaken regularly every few hours interval. Specially care to be taken to

minimize dust level of air near public sensitive area. Stockpiles of materials should be sited in

sheltered areas or protected by hoardings and/or tarpaulins and away from residential areas.

Construction materials should be covered during transportation. Load and unload of materials

should not be at strong wind. Works should not be carried out in high windy conditions when this

would cause nuisance.

Construction vehicles and machinery are usually kept in good working order and engines turned off

when not in use. Measures shall be taken to limit particulate exhaust emissions to air from

construction vehicles and equipment. The location of generators and other permanent equipment

are governed by considerations of exhaust emission taking into account predominant wind

direction.

Thus, the dust pollution at all sites was visibly observed at a significant level.

Noise and Vibration: Noise creates by operation of mechanical equipment, such as electric

generators, vibrating rollers, graders and other road construction equipment, crusher plant, etc. All

types of trucks, road rollers create vibration and noise.

Observation: It was not observed that the silencers of the Drum Trucks and other vehicles were

damaged & bad conditions and created heavy noise near the sensitive areas like; schools, mosque

or market areas.

Mitigation measure: The Contractors have been educated that they will take all necessary

measures to ensure that operation of all mechanical equipment and construction processes on and

off the site shall not cause any unnecessary or excessive noise. Generators and other standing

equipment near residential area (including site offices and camps) should be silenced. When

operating close to residential, medical facilities or other similar locations, the Contractor’s hours of

working should be limited to 8 a.m. to 6 p.m. As well as, it is closely monitored by Consultant.

Soil erosion and siltation: Soil erosion of embankment slope etc. is caused by rain fall during

rainy season.

Observation: Insignificant erosion and sedimentation observed at road side earthen drain.

Mitigation measure: The Contractors have been educated that all eroded soil should be removed

from the existing drainage structures, cleaning of cross drainages, treatment of clearing and filling

areas, re-vegetation of disturbed land. Environmental officer should monitor these actions

regularly.

Flora and Fauna

The contractor has not faced any Flora or Fauna

around the project site during the work execution.

No trees cut and tree plantation process has not

been done at site, because it was not the season to

plant. The tree plantation process has completed

during the previous reporting period.

Consequently, during the reporting period in the

project by the construction activities no adverse

effect or impact to flora & fauna has been

observed.

Along the alignment no such forest available and no impact of wild life also.

Public and workers safety: Personal safety equipment especially footwear, safety jackets,

helmets etc. to be supplied to workers depending on their activities.

Observation: Currently Contractor has provided the safety equipment but workers are not

regularly using safety equipment – as observed during inspection.

Mitigation measure: Beside the personal safety equipment the Contractor has been instructed

also to provide warning signs, speed limits and signals, provision of safety gears to workers

depending on their activity, checking of safety arrangements by the safety officers, safety training

for new employees before start work. As a result, all the workers, including new employees,

understand the advantage of the safety equipment practice and willingly use them.

Public complaints: In general all communities in the zone of influence of Road Project have given

support to the project activities. Any Complaints that have been received during construction has

been resolved to the satisfaction of all parties.

3.0 ENVIRONMENTAL MANAGEMENT SYSTEM

During the reporting period Construction Supervision Consultant under took 21 of the field

environmental monitoring inspections. The results of inspections were summarized in

environmental check-lists and monthly environmental reports. Summaries of observation about

environmental are included in the Monthly Progress reports as Environmental Compliance Charts.

The environmental issues were discussed at the site meetings, monthly meetings with PMO and

responsible representatives of the Contractor. Several warning letters and non-conformance

reports were issued to the Contractor in respect of dust abatement, erosion control improper

dumping of the materials; especially at km.2+000 to km.4+000.

This section overviews the environmental compliance of the site activities and discusses the

observed environmental impacts and mitigation.

Noncompliance notices

Some non-compliance was noticed during the reporting period (see Annex A).

3.2 Social Issues

The timely and efficient public communication is necessary prerequisite for mitigation and

prevention of social impacts resulted in the project implementation. It is especially important for

this project as construction works were suspended at the several segments of project alignment

because of unsolved Land Acquisition and Resettlement issues. The project impact resources of

local communities therefore preparation and implementation of the Land Acquisition and

Resettlement Plan addressing the needs of all affected parties is a vital for success of project. For

this purpose the experienced local NGO Afghan Bureau Collaboration Office (ABCO) was engaged in

the project. ABCO conducted numerous meetings with all stakeholders and prepares the project

documentations and reporting activities and communications.

Under the leadership of Engr. Aminullah Hatam, the Program Director of PMO, MPW, there is a

significant development to solve the LAR issue. This is the great achievement from the Employer

side during this reporting period.

LAR problem in Deh Now Gulbahar area has been resurveyed and corrective action plan has

prepared by safeguard unit of PMO and submitted for approval to ADB. The Contractor will start

the clearing and grubbing, common excavation and demolish some construction from the

alignment as soon as the APs get their compensation.

Project work will provide employment opportunities to the local people for income generation.

After completion of road, communication will be easy and business opportunities will be

developed.

4. CONCLUSIONS AND RECOMMENDATIONS

During the reporting period no significant environmental impacts resulted from the project

implementation activities. However there are some violations and areas of incompliance from the

side of Contractor which require attention and corrective actions; especially, the contractor camp.

The regular Environmental Monitoring inspections and control of construction activities were

undertaken by the Consultant’s staffs. Cooperation of Contractor in the prevention and mitigation

of environmental issues was very limited. Despite the frequent warnings and issued Non

Conformance report the Contractor did not employ the Environmental and Safety officer as

required by the Contract Documents.

The construction activities of the project are limited to 15m width/mostly existing R.O.W. of the

road. Environmental impact associated with construction activities can be mitigated through

mitigation measures mentioned in EPP and EMP of the Contractor. Consultant instructed the

Contractor for proper spoil disposal, prevention of soil erosion and siltation, safety of public and

workers, proper operation of borrow pits and quarries, control of dust nuisance etc. Positive impact

includes reduction of soil erosion after completion of drainage and slope protection structures.

Project road is not located within environmental sensitive areas, national park or natural forest. So,

the effect on flora, fauna and various ecological habitats is insignificant due to construction

activities. The contractor should prepare and submit trees planting plan for next spring

The main concern is lack of strict adherence to environmental protection in the contractor camp,

including inadequate storage and usage of chemicals and fuels and spoil disposal.

The contractor should considerably improve the housekeeping practices at the works places and

accommodation. The lavatories and trash bins should be set up sufficient amount at the work sites

and accommodation areas.
