Myasnikovich delivered addresses at the opening ceremony of the First Myanmar- Belarus Business Forum at Myanmar International Convention Centre, here, at 9.30 am today. Also present on the occasion were Union ministers, deputy ministers, departmental heads, Myanmar and Belarusian entrepreneurs and guests. Speaking on the occasion, Vice- President Thiha Thura U Tin Aung Myint Oo delivered an address. He said: After diplomatic relations were established between the Republic of the Union of Myanmar and the Republic of Belarus in September 1999, Your Excellency’s visit is the first visit of the Head of Government of the Republic of Belarus. Although Myanmar and Belarus are geographically far away, I sincerely believe that bilateral cooperation will further develop between the two countries at the end of your visit. I also consider that today’s forum, which is aimed at promoting bilateral economic cooperation, will bring about constructive results as well as friendship and understanding between businessmen and entrepreneurs from both countries. During your visit, the Agreement between the Government of the Republic of the Belarus and the Government of the Republic of the Union of Myanmar on Trade and Economic Cooperation and Agreement between Ministry of Agriculture and Production of the Republic of Belarus and the Ministry of Agriculture and Irrigation of the Government of the Republic of the Union of Myanmar on cooperation in agriculture field were signed. Furthermore, as regards the private sector, I am pleased to note that the Agreement on cooperation between the Belarusian Chambers of Commerce and Industry and the Republic of the Union of Myanmar Federation of Chambers of Commerce and Industry has also been signed. I am of the view that these agreements will contribute to promote future cooperation between the two countries. According to the available data on bilateral trade, there remain many opportunities to further promote bilateral trade. At present, Myanmar is undergoing administrative and economic transformations to develop the nation. Although the economy of the country is based on agriculture, strenuous efforts are being made to develop into an industrialized State. As trade and investment are the driving force for national development, rules and regulations are being amended to keep pace with the changing times, with a view to promoting trade and investment. At present, Myanmar isundergoing administrative andeconomic transformations to developthe nation. Although the economy ofthe country is based on agriculture,

strenuous efforts are being made todevelop into an industrialized State.

As trade and investment are thedriving force for nationaldevelopment, rules and regulationsare being amended to keep pace withthe changing times, with a view topromoting trade and investment.

The greater the challenge, the more theconcerted efforts are needed. Currently,Myanmar needs a large number of educatedhuman resources. As investments from abroadwill flow into the nation in line with the market-oriented economic system, the nation needsmany educated youths in doing business tokeep abreast of other nations. Thus, a newchange in education sector should be welcomedfor fulfilling the requirement of the educated.

Intellectuals and intelligentsia play animportant role in building a democratic newnation. Likewise, education is a main pillar fordevelopment of human resources. In fact, everycountry puts largest investment in educationsector. Parents, teachers and students are tojoin hands in improving education sector.

A remarkable change has been made intoday’s education sector. The Private SchoolRegistration Law has already been issued.Though there were tuitions called privateschools in the past, these institutions weresuspended for various reasons. At that time,the youths were well-versed. It is needed toresume the routine of education system.However, there should not be a greater gap ineducation. It should not represent the educationsystem for the elite. Education fee must beappropriate for all students. Educationalinstitutions must give better service but theyshould not represent functions of tuition.

All the people are to provide assistance formonastic education and free schools.Government-owned schools are to catch upwith private schools to be able to uplift educationsector. All are to be aware of the activities ofsome self-seekers in educational service. Allthe people are to uphold fair vocations.

It should be delighted with emergence ofoutstanding teachers. They should turn out thestudents who abide by prescribed disciplinesand public ethics with high physical and mentalcapabilities. So, we welcome emergence ofprivate education institutions in perpetuity forproducing larger number of outstanding humanresources.

NEW YORK, 3 Dec—The US dollar roseagainst major curren-cies in late New Yorktrading on Friday as USunemployment ratedropped sharply inNovember. The USLabour Department said120,000 new jobs wereadded to the economyin November and USunemployment ratedropped to 8.6 percentfrom 9 percent. XICHANG, 3 Dec—China success-fullylaunched a satellite into space at 5:07 amBeijing Time Friday, the 10th one of itsindigenous global navigation andpositioning network known as Beidou,

or Compass system, the launch centresaid.

The satellite, launched from theXichang Satellite Launch Centre in thesouthwestern Sichuan Province, wasboosted by a Long March-3A carrierrocket into a geosynchronous orbit.

It was also the 153rd launch of theLong March carrier rockets.

The basic structure of the Beidousystem has now been established, andengineers are now conductingcomprehensive system test andevaluation.

The system will provide test-runservices of positioning, navigationand time for China and theneighbouring areas before the endof this year, according to theauthorities.

More satellites will be launchedbefore the end of 2012 for the Beidounetwork, and its coverage area willbe expanded with upgraded services.

The global satellite positioningand navigation system will becompleted in 2020 with 30 satellitesorbiting the earth.

Started in 2000, the Beidousatellite navigation system is designedto break China’s dependence on theUS Global Positioning System (GPS).

The two sides observedthat the existing potential of cooperation remainsuntapped and they agreed to organize an exchange ofhigh level visits on a regular basis in order to strengthenthe political foundation of the whole range of theirbilateral relations.(7) The two sides shared an opinion that building acomprehensive legal basis will promote the dynamicdevelopment of their relations in all areas and theyagreed to give the utmost encouragement to thedevelopment and adoption of bilateral agreements.Inter-Parliamentary Relations(8) The two sides will welcome intensification ofdirect contacts between the parliaments of bothcountries, which are considered to be an important areaof bilateral cooperation.(9) An agreement was reached to establish aparliamentary dialogue both on the bilateral basis andwithin the framework of international organizations byexchanging visits, setting up country friendship groups,signing an agreement on inter-parliamentarycooperation and by arranging regular exchange ofinformation about the laws in the process of elaborationor adoption or already in force.(10) The two sides appreciate the contribution that thelaw-makers of both countries would make towards thebuilding of legal basis for the bilateral relations.Industrial Cooperation(11) The two sides consider that development ofindustrial cooperation between the two countries as apromising area of bilateral collaboration. The Ministriesconcerned and enterprises from Myanmar and Belarus

will study the possibility of setting-up assembly linesfor Belarusian tractors, agricultural machinery andengines in Myanmar.(12) At the initial stage, Belarus will supply tractors ofthe Minsk Tractor Works (MTZ) and trucks of theMinsk Automobile Plant (MAZ), equipped with enginesof the Minsk Engine Plant (MMZ), to Myanmar.Mining and Energy(13) The two sides agreed to study the possibility ofimporting Belarusian Belaz mine trucks into Myanmarand exporting non-ferrous metals and plywood toBelarus.(14) The two sides agreed to develop cooperation inthe field of oil, gas and mineral resources prospectingand exploration.Trade and Economic Cooperation(15) The two sides share a common view that theconcentration of efforts aimed at implementing concreteprojects in trade and economic sphere will make itpossible to reach tangible results.(16) The two sides discussed the prospects ofcooperation in the area of agriculture and concludedthat there are good opportunities for exporting legumes,vegetables, rice, fish and other marine products fromMyanmar to Belarus.(17) The two sides expressed confidence that tradeand economic cooperation, based on equality andmutual benefit, will create favourable conditions forthe development of trade, promotion of investmentand exchange of technologies and they welcomed thesetting-up of the Joint Commission on Trade andEconomic Cooperation in accordance with theAgreement between the Government of the Republicof the Union of Myanmar and the Government of theRepublic of Belarus on Trade and EconomicCooperation.(18) The two sides agreed to appoint respectivemembers of the Joint Commission on Trade andEconomic Cooperation within the next three monthsand to finalize the agenda of the first session of theCommission as well as its time and venue throughdiplomatic channels.(19) The two sides agreed that during the first sessionof the Joint Commission, they will discuss the issues ofcooperation in the areas of finance, energy, innovations,information and telecommunications as well as inother areas of common interest.(20) The two sides agreed to jointly work outarrangements for the supply of Belarusian products onthe terms of international leasing with the participationof JSC “Promagroleasing” and the “Dynasty” Groupof Companies.Education(21) Firmly resolved to strengthen friendly relationsbetween Myanmar and Belarus, they agreed to develop

cooperation in the area of education and to mutuallyencourage and maintain direct links between educationalestablishments of the two countries. They wouldcooperate in personnel training as well as exchange ofstudents, researchers and experts.Science and Technology(22) The two sides noted the importance of developingcooperation in scientific and technical sphere andagreed to sign an agreement on scientific and technicalcooperation.Agriculture(23) The two sides agreed to join efforts in order to setup a theoretical and practical centre for agriculturalmechanization in Myanmar.(24) The two sides agreed to consider an opportunityof supplying Belarusian potash fertilizer to Myanmaron a long-term basis in order to boost crop yield.Inter-Sectoral Dialogues(25) The two sides will encourage holding of inter-sectoral dialogues for the implementation of theagreements reached and the documents signed duringthe visit.Exchange of views on regional and internationalissues(26) The two sides considered that the internationalsituation is still volatile and modern challenges andsecurity threats are of global character while peace andsustainable development are still the main challengefacing humanity. These challenges can only be solvedby global joint efforts based on the principles ofinternational law.(27) The two sides shared the view that interference inthe internal affairs of a state, imposition of social,political and economic model of development againstthe will of the people and the use of double standardpolicies posed threat to the security of a nation.(28) Belarus welcomes the decision by the Heads ofState and Government of ASEAN that Myanmar totake the Chairmanship of ASEAN in 2014.(29) Belarus respects the path of social, economicand political development chosen by the leadershipand the people of Myanmar, and welcomes and supportsthe democratic transformation in the country.(30) HE. Dr. Mikhail V. were killed in a wildlife sanctuary in western Indiawhen they were startled and flew into a string of hightension power lines, a forest official said Friday.

Tens of thousands of flamingos turn the flat,warm marshes of the Khadir Region of Gujarat Stateinto a sea of pink every year when they fly in fromSiberia to breed.

This year, their numbers were unusually high,with around 500,000 birds making the migratoryflight from Siberia, district chief conservator offorests DK Sharma told AFP.

Sharma said the mass electrocution took placesome 12 days ago, when a large flock of flamingoswas startled at night by the noise of a vehicle.

BEIJING, 3 Dec—US automaker General MotorsCo and its Chinese joint venture Shanghai GM willrecall 993 vehicles in China, the country’s consumerquality watchdog said Friday. Honda announces global recallfor air bag problems

Woman admits trying topoison daughters

BRISBANE, 3 Dec — A 42-year-old woman whotried to drug her two daughters has been given asuspended sentence by a Brisbane judge. The woman,who cannot be named, pleaded guilty in the SupremeCourt to two counts of administering a poison withintent to harm and one of common assault.

Prosecutor Todd Fuller told the court the womanmade a concoction of painkillers and soft drink at herMount Ommaney home in January 2009. She thengave it to her daughters then aged seven and 11,telling them they would "sleep for a very long time".
