MNA For many years, the Anya region had experienced less rain- fall, high temperature and shortage of water for agriculture purpose. Due to reliance on the rainwater in the past, the farmers could culti- vated groundnut, beans and pulses and cotton only. The Tatmadaw Government has been striving for ensuring availability of water not only for agriculture pur- pose but for drinking. The Ministry of Agricul- vate monsoon paddy in the favourable weather of rainy season. In some years when there was less rainfall, the farmers bought rice for their con- sumption from others without growing paddy. At that time, they culti- ture and Irrigation con- structed dams and reser- voirs, implemented river water pumping projects and sank artesian wells and tube-wells for agri- cultural purpose. Like- wise, the Ministry of Progress of Border Areas and National Races and Development Affairs and wellwishers are sinking tube-wells for supply of potable water. As a re- sult, farmers have oppor- tunities to grow suitable crops for the regions without waiting for the rainwater. During the visit to Chauk Township, the news crew of the Myanma Alin Daily went to Umin Koepauk river water pumping project implemented by the Water Resources Utilization Department under the Ministry of Agriculture and Irriga- tion and had interviews with officials. First, Chairman of Chauk Township Peace and Development Council U Thiha ex- plained, “The Water Re- sources Utilization De- partment commenced the implementation of Umin Koepauk river water pumping project in Sale region of Chauk Township in the year 2000. The project was first aimed at supplying water to 300 acres of farmlands.     Construction of dams, river waterpumping stations and underground watertapping stations in the regions in upperMyanmar where water is scarce is one of thetop priorities the government gives in its bid tofulfil the basic needs of the people.

    In compliance with the guidance of theHead of State, a large number of projects forconstruction of dams, diversion weirs, riverwater pumping stations, and sluice gates arebeing implemented to supply adequateirrigation water to farmlands in the arid zonesin upper and central Myanmar.

    As a result of great prominence to watersupply projects, the government so far hasmanaged to construct 228 dams across thenation, the majority of which are in the aridzones.

    The inauguration of Kantdaunt Dam nearKantdaunt Village, Pale Township, SagaingDivision, constructed by the IrrigationDepartment of the Ministry of Agriculture andIrrigation, took place on 15 November.

    The government is working hard totransform the nation from agricultural toindustrialized one. At the heart of mechanizedfarming lies sufficient irrigation water supply.Farming crops does not call for much water,whereas supply of sufficient irrigation water isan engine for growing paddy.

    Kantdaunt Dam benefits nearby villagesto grow monsoon and summer paddy. PaleTownship gets average annual rainfall of only30 inches, with many water sources and fertilesoil. Due to the dam, local people have launchedtriple-cropping pattern, growing monsoonpaddy, summer paddy and other crops in ayear.

    In response to the government’sbenevolent attitude towards them, local peoplehave to maintain the irrigation facilities with asense of duty for their durability.

    WASHINGTON, 19 Nov—At least one in two childrenin 17 small counties in the United States is living inpoverty, according to a US Census survey measuringincome and poverty in small areas and school districts.

    Ziebach County, South Dakota, an area with a popu-lation of 2,542, leads with a poverty rate for those underthe age of 18 of 67.1 percent, the survey released onWednesday showed. For all ages, the poverty rate is54.4 percent.

    In at least 30 counties with populations ranging fromjust over 2,000 people to nearly 62,250 people, thepoverty rate for all ages is more than one in three, theCensus showed.

    Douglas County, Colorado with a population of280,621 has the lowest poverty rate of 3.1 percent, whileNew Mexico’s Los Alamos County has the lowest ratefor children of 2.8 percent. The survey, which relies on2008 data, is an indication of how American small townsand rural areas are faring economically. The data is alsoimportant as the stimulus plan passed in February hasspecial programmes targeted to “recovery zones,” ar-eas with high unemployment rates and low incomes,and schools where large numbers of the students livehand to mouth.—Internet

    ROME, 19 Nov—The director of a UNfood agency questioned on Wednesdayhow world powers could commit so muchmoney to fighting the financial crisis andnot to feeding the 1 billion hungry.

    The three-day summit at the UN Foodand Agriculture Organization headquar-ters in Rome ended with little new head-way in efforts for a new strategy to helpfarmers in poor countries produceenough to feed their people.

    The director-general of the Food andAgriculture Organization said the sum-mit “didn’t go as far” as he had hoped.

    LONDON, 19 Nov—ABritish soldier was shotand killed on Wednesdayin Afghanistan, taking thenumber of British deathsthere this year alone to 98,the Ministry of Defencesaid.     US drone attack kills fourmilitants in Pakistan’s tribal area

    ISLAMABAD, 19 Nov—At least four militantswere killed and five oth-ers wounded in a sus-pected United Statesdrone missile strike inNorth Waziristan tribalagency, local TV channelreported on Thursday.

    The attack tookplace late Wednesdaynight in Shanakhora vil-lage of North Waziristan,the Pakistan’s tribal re-gion near the Afghan bor-der. Washington said in-surgent fighters are hid-ing out in the area andplanning attacks on West-ern troops stationed inneighbouring Afghani-stan.

    NEW YORK, 19 Nov—Aetna Inc (AET.N) onWednesday said it expects to eliminate roughly 1,250jobs by the end of March 2010, reflecting weak eco-nomic conditions and the potential impact of healthcare reform.

    The third-largest US health insurer said it is cut-ting about 625 jobs now, and expects to make a simi-lar number of cuts by the end of the first quarter.

    Such cuts would reflect about 3.5 percent of its35,500-person work-force.

    Aetna also said it expects to merge some field of-fices, but is not exiting any markets as a result.

    Official data released on Thursday showed grossdomestic product (GDP) expanded 14.2 percent in theJuly-September period on a quarter-on-quarterannualised basis following a 21.7 percent surge in theprevious quarter.

    “Effectively, the recession in Singapore is over,”Ravi Menon, permanent secretary with the Ministryof Trade and Industry (MTI), said at a media briefing.

    “Economies around the world are now turning thecorner... Singapore has benefited from these global andregional trends.”

    Year-on-year, Singapore’s GDP grew 0.6 percentin the third quarter compared with a 3.3 percent con-traction in the April-June period, the MTI said in itsthird-quarter economic survey.

    BEIJING, 19 Nov—China and Vietnam signeda package of agreementson the demarcation oftheir 1,300-kilometer landboundary on Wednesday.

    Vice Chinese ForeignMinister Wu Dawei andhis Vietnamese counter-part Ho Xuan Son inkedthese agreements on be-half of the two govern-ments. Chinese ForeignMinister Yang Jiechi at-tended the signing cer-emony.

    WASHINGTON, 19 Nov—The US Food and DrugAdministration is warning patients against using thestomach acid reducer Prilosec with the anti-clotting drugPlavix. FDA officials said new data suggests whenpatients take both Prilosec (omeprazole) and Plavix(clopidogrel), Plavix’s ability to block plateletaggregation, its anti-clotting effect, might be reducedby about half.

    Plavix is used to prevent blood clots that could leadto heart attacks or strokes in at-risk patients, the FDAsaid. Omeprazole, the active ingredient of Prilosec, is aproton pump inhibitor used to reduce the production ofstomach acid and prevent stomach irritation.

    The FDA said Plavix does not have anti-clotting effectsuntil it is converted or metabolized into its active formwith the help of a liver enzyme. Prilosec blocks thatenzyme, thereby reducing the effectiveness of Plavix.Officials said it’s not known how other medications mightinterfere with Plavix. But the FDA said other drugs thatshould not be used with Plavix include Nexium, Tagamet,Diflucan, Nizoral, VFEND, Intelence, Felbatol, Prozac,Serafem, Symbyax, Luvox and Ticlid.—Internet

    Panama may buildbridge or tunnel across

    canalPANAMA CITY, 19 Nov—The Panamanian govern-

    ment is planning to build a bridge or a tunnel acrossthe Panama Canal near the Atlantic coast, the PanamaCanal Authority (ACP) said on Wednesday.

    The authorities will invite bidders for a contract inJanuary. The winning company must analyze andpresent the feasibility of building a bridge over theCanal or a tunnel across the Canal.

    Both alternatives will be studied independently, theACP said.

    “It is estimated that the presentation of thestudies will last seven months,” and a committeeformed by engineers will be in charge of evaluatingthe proposals, and it is possible to hire externaladvisors to guarantee efficiency, the ACP said.

    GENEVA , 19 Nov— A Swiss baby has died ofA/H1N1 influenza, the first fatality from the virus inthis country, the official Swissinfo. ch news websitereported on Wednesday. The five-month-old baby boy, who died at theweekend in the canton of Basel Country, had otherhealth conditions, including a cleft lip and palate, aheart problem and a possible immune deficiency,health officials were quoted as saying. Switzerland has so far recorded more than 1,550confirmed cases of A/H1N1 influenza, including 30patients who had to be admitted to hospital. TheFederal Health Office has warned that cases wouldcontinue to increase in the next few weeks.     SEOUL,19 Nov — A United Nations population report showed that South Koreaposted the second-lowest fertility rate in the world, a local health and welfarefederation said Wednesday.

    According to the 2009 report by the United Nations Population Fund, South Korea’stotal fertility rate (TFR) reached 1.22, the lowest number after Bosnia and Herzegovina’s1.21, the Planned Population Federation of Korea (PPFK) said.

    The world average among 185 countries, in the meantime, was 2.54, the organizationsaid.The PPFK added that South Korea, with a population of 48.3 million people, ranked26th in terms of total population among 186 countries examined. The nation’s population,however, is expected to hit 44.1 million people in 2050, likely to rank 41st, if the fertility ratestays at the current level, the organization said.—Xinhua

    The instruments — theWide Field and PlanetaryCamera 2 (WFPC-2) andthe Corrective OpticsSpace Telescope AxialReplacement (COSTAR)— were returned to Earthaboard space shuttleAtlantis in May after more
