BAGHDAD , 10 Dec — Turkish clothing and beerare hot sellers in the streets of Arbil, the capital ofIraq’s Kurdish north. Far to the south, Iranian carsroam the streets of Basra and Iranian pilgrims flockto Iraq’s holy sites. Sunni Ankara and Shi’ite Teheran, old rivals turned friends, are vying for post-wareconomic clout in neighboring Iraq to capitalize onan expected oil boom, and have been flexing theirmuscles in Baghdad’s government formation talks, diplomats and politicians said.

Already one of Iraq’s main trade partners, Turkeywants a bigger foothold in its southern neighbourthrough increased investment to counter Iran’sgrowing influence and to boost its stature as a regionaleconomic and political power. Turkish companiesare top investors in hotels, real estate, industry andenergy in Iraq’s semi-autonomous northern KurdishRegion, and increasingly in the Shi’ite south whereIranian influence had been almost unchallenged.

Iran is Iraq’s main trading partner and has beenone of the largest investors in its construction andindustrial sectors since the fall of Sunni dictatorSaddam Hussein.

UK tourist pays for bride’smurder in South AfricaJOHANNESBURG, 10 Dec—Shrien Dewani, the UK

tourist accused of plotting his wife Anni’s murder inSouth Africa, paid 15,000 rands (2,143 US dollars) forthe deed, the Cape High Court was told on Tuesday.South African taxi driver Zola Tongo, 31, who madethe allegation, was on Tuesday sentenced to an effective18 years in jail.

The South African Press Association (SAPA)reported on a plea agreement made between WesternCape Director of Public Prosecutions, Rodney deKock, and Tongo. “The deceased was murdered at theinstance of her husband,” de Kock told Western CapeJudge President John Hlophe. The prosecutor told thecourt the alleged hijacking on the couple’s vehicle inGugulethu near Cape Town 13 Nov was in fact not ahijacking.

He said it was part of a plan of subterfuge whichShrien Dewani, the husband of the deceased, and theaccused had designed to conceal the true facts. Thecourt heard that Tongo took the couple from CapeTown International Airport to the Cape Grace hotel onthe city’s Waterfront on 12 Nov.

At the hotel, Shrien asked Tongo to procure ahitman to have “a woman” killed for 15,000 rands.Tongo said in a formal admission, handed in to court aspart of the agreement, that Shrien Dewani approachedhim alone and asked me he knew anyone that could“have a client of his taken off the scene.—Xinhua

Study shows child braintumour is really two cancers

WASHINGTON, 10 Dec—The most common type ofmalignant childhood brain tumour is actually twodifferent types of cancer, researchers said on Wednesdayin a study they said also suggested the youngest patientscould receive less toxic treatments. The cancer, calledmedulloblastoma, is usually curable but children cansuffer lifetime effects from treatment, which can includesurgery, chemotherapy and radiation.

Tests in mice show there are two distinct forms ofthe cancer and one might require less treatment, DrRichard Gilbertson of St Jude Children’s ResearchHospital in Memphis, Tennessee, and an internationalteam of colleagues found. “Ten years ago, medulloblastoma was regarded as a single disease, andall children with this brain tumour got the sametreatment. This study shows clearly that there aredistinct subtypes of this cancer that come from uniquelysusceptible cell types in the brain that acquire specificmutations,” Gilbertson said in a statement.

The findings “have profound implications for futureresearch and treatment of this important childhoodcancer,” they wrote in their report in the journalNature. The study adds to a growing body of researchdemonstrating that cancer is far more complicated thandoctors thought. Cancer was once diagnosed and treatedbased on where in the body it started.

But more and more evidence suggests that usingthe organ of origin to diagnose and treat cancer onlyworks sometimes and it may be more important togenetically “type” a tumour.—Reuters

Australian astronomers find new star thatglitters with zirconium

CANBERRA, 10 Dec—Australianastronomers on Wednesday said theyhave discovered a star that glitters withzirconium, a material often used to makefake diamonds. According to AustralianAstronomical Observatory’s Dr SimonO’ Toole, this was the first star of itskind, which has been discovered so far.“It’s a very unusual star. We’re notcompletely clear how it formed” he toldAustralia Associated Press onWednesday. “This is the first one we’veseen with this much zirconium.”

The astronomers estimated the starcontains four billion tonnes of zirconium,

located in its outer layers. Dr O’Toolesaid it is the reason why they call it bling,as it is basically a kind of decoration. Thestar has 10,000 times more zirconiumthan the sun, and astronomers are nowtrying to find out why.

“We’re trying to get more data onstars like this until we find more and moreinteresting stuff,” Dr O’Toole said. Thestar was discovered by an Irish researchteam in New South Wales of Australia, headed by graduate student NaslimNeelanamkodan and her supervisor DrSimon Jeffrey.

The 63rd Sacred Tipitakadhara Tipitakakovida SelectionExamination in the year of 2011

Ba Sein (Religious Affairs)It is known that the Union of Myanmar has

been a predominantly Theravada Buddhist nation inthe world for nearly one thousand years, and over 90per cent of nation’s population has taken faith inTheravada Buddhism since then. Furthermore, theUnion of Myanmar has been recognized as apermanent higher learning centre of genuineTheravada Buddhism not only in the Buddhist worldbut also throughout the world. According to historicalrecords of Buddhism, the Fifth and Sixth GreatBuddhist Councils (Synods) were successfullyconvened in the Union of Myanmar with a view topurification, perpetuation and propagation of theBuddha Sasana (the Buddha’s teaching) all over theworld. The Sixth Great Buddhist Council, whichwas attended and participated by Maha Theras fromTheravada Buddhist Nations, Laos, Thailand,Cambodia, Sri Lanka and Myanmar, was successfullyheld in the Union of Myanmar in 1954.

In order to carefully preserve genuineTheravada Buddhism, a great number of BuddhistMonastic Institutions and Learning Centres ofBuddhist Scriptures have been established in theUnion of Myanmar for years. For the time being, thetwo Pariyatti Sasana Universities, one in Yangonand another in Mandalay have been so far establishedto promote and propagate the Theravada Buddhismthroughout the world. At present, Buddhist monkstudents are attending these two universities, and ifthey have got through the prescribed examinationsheld by these universities, they will be conferredTakkasila Dhammacariya Degree (Bachelor of Arts)in Buddhism and Tekkasila Maha DhammacariyaDegree (Master of Arts) in Buddhism respectively. And now, the international Theravada BuddhistMissionary University, the very first one in theBuddhist world has been also already established inthe Union of Myanmar in order to propagate, promoteand flourish genuine Theravada Buddhismthroughout the world, and to share the knowledge ofBuddhism both in theory and practice with thepeoples of the world to promote their happiness andmoral well-being.

According to the Pariyatti (learning canonicalTexts) Education System of the Union of Myanmar, there are seven kinds of religious examinations

including the Sacred Tipitakadhara TipitakakovidaSelection Examination yearly held by the Ministry ofReligious Affairs of the Government of the Union ofMyanmar. The seven kinds of religious examinationsare as follows:-

(1) Tipitakadhara Tipitakakovida SelectionExamination

(2) Dhammacariya Examination(3) Pathamagyi Examination(4) Pathamalat Examination(5) Pathamange Examination(6) A b h i d h a m m a / V i s u d h i m a g g a

Examination (only for Laymen and Nuns)(7) Five Nikaya ExaminationOut of these seven kinds of religious

examinations, the Sacred TipitakadharaTipitakakovida Selection Examination has beenseparately held by the Ministry of Religious Affairs ofthe Government of the Union of Myanmar since sixtyyears ago. Buddhist monk candidates who wish toappear for this Sacred Tipitakadhara TipitakakovidaSelection Examination must have passed at least thePathamagyi examination. In fact, the SacredTipitakadhara Tipitakakovida Selection Examinationis quite different from other religious examinationsbecause the candidates have to take 33 days to sit forthis examination. They have to take both oralexamination consisting of Pali Texts of 8026 pagesof Tipitaka canons and the written examinationconsisting of Pali Texts, Athakatha (Commentaries)and Tika (Sub-Commentaries) of 9934 pages ofTipitaka canons respectively. Only the candidateswho have got through both oral and writtenexaminations will be presented the Title ofTipitakadhara Tipitakakovida (the Title of ReligiousHeroes). Up to now, only twelve outstanding membersof Sangha (Bhikkhus) were presented the Title ofTipitakadhara Tipitakakovida within over 60 year’sduration of the Sacred Tipitakadhara TipitakakovidaSelection Examination.

It is learnt that many members of Sanghathroughout the country appeared for the SacredTipitakadhara Tipitakakovida Selection Examinationfrom year to year. However, most of them were notsuccessful. In fact, the Sacred TipitakadharaTipitakakovida Selection Examination is the most

difficult of the religious examinations which areyearly held in the Union of Myanmar. Such SacredTipitakadhara Tipitakakovida Selection Examinationcan be held only in the Union of Myanmar which hascarefully preserved the genuine Theravada Buddhismfor members of Sangha, multifarious Buddhist peopleand Government of the State Peace and DevelopmentCouncil of the Union of Myanmar, hand in hand, arestriving to propagate, promote and flourish thegenuine Theravada Buddhism at home and abroad. We all Buddhists know that the Sasana is of the threekinds, viz (1) Pariyatti Sasana (Learning the Buddha’steaching), (2) Patipatti Sasana (Practical applicationof the Buddha’s teaching) and (3) Pativedha Sasana(Realization of the Buddha’s teaching). Out of them, the Pariyatti Sasana is the most important one whichmainly leads to the purification, perpetuation andpropagation of the Buddha Sasana (the nobleteachings of the Buddha). The aims and objectives ofholding the Sacred Tipitakadhara TipitakakovidaSelection Examination are to preserve, promote andflourish the genuine Theravada Buddhism all overthe world. The 63rd Sacred Tipitakadhara Tipitakakovida

Selection Examination in the year of 2011We all Buddhists throughout the country are

very pleased and honoured to learn that the 63rd

Sacred Tipitakadhara Tipitakakovida SelectionExamination will be held at Mahapasana Cave(Great Cave) in the precinct of the Siri MangalaKaba Aye Pagoda, Yangon, Myanmar and it willtake 33 days starting from 12 December 2010. It islearnt that over 120 entitled candidates of membersof Sangha who have been enrolled throughout theUnion of Myanmar, will sit for the 63rd SacredTipitakadhara Tipitakakovida Selection Examinationof year 2011. Lodging and messing (four kinds ofrequisites) for candidates will be provided by theMinistry of Religious Affairs, other donors and well-wishers throughout 33 days. It is further learnt thatdevotees, well-wishers and other people are cordiallyinvited to visit the Mahapasana Cave (examinationcentre) for paying profound respect to the membersof Sangha who are sitting for the 63rd SacredTipitakadhara Tipitakakovida Selection Examinationof year 2011.

In addition to roadtransport, we have alsobeen able to expand watertransport and air travel. In1988, there were only 12piers that were able to ac-commodate ocean-goingvessels. Now with the con-struction of additional 13piers, there are 25. Threeinland container yards andcontainer stations have alsobeen built while there wasnone previously. Uponcompletion of constructionworks now underway atYangon and Thilawa Ports, there will be up to 52 piers.

As for air travel, the Tatmadaw governmentconstructed 7 new airportsacross the country, up-graded 21 and renovatedand maintained 62. For thedevelopment of civil avia-tion, domestic and foreignflights have been greatlyexpanded through state-owned enterprises and pub-lic-private joint ventures.Comrades,

The upgradedhealth care provision withnational coverage, carriedout with the aim of bring-ing good health and lon-gevity to nearly 60 millioncitizens in our country, hasachieved such results asincreased life expectancy, prevention of epidemicsand reductions in maternaland child mortality.

In the upgradingof the health sector, 4 Uni-versities of Medicine, 2Universities of DentalMedicine, 1 University ofPublic Health, 7 otherhealth-related universitiesand 46 nursing and mid-wifery training schoolshave been opened to pro-duce well-qualified profes-sionals. Various pro-grammes of international-standard postgraduatemedical training are alsobeing offered.

Furthermore, newhospitals have been openedand existing ones have beenupgraded, with up to 898hospitals now in service upfrom 631. Similarly, thereare now 505 sub-townshiphospitals up from 305; 1508rural health centres up from1337; and 86 local healthcentres up from 64.

To provide public

health care not onlythrough Western medicinebut also through traditionalmedicine, the University ofTraditional Medicine wasset up in 2001. Currently,14 Traditional MedicineHospitals and 237Traditional MedicineClinics are in service.

Under the projectsimplemented to providehealth care to national peo-ple living in border areas,100 border area hospitals,97 clinics, 94 rural healthcentres, and 202 ruralhealth branches have beenopened.Comrades,

In the educationsector, as the attainment ofhigh education standards bythe students depends on theteachers, 20 educationcolleges have been set up.Our country now has 40,876Basic Education Schools,up from 33,747 previously. In addition, for technologi-cal development, 30 Gov-ernment Technical HighSchools have been opened. In border areas, 1,074Basic Education Schoolshave been opened. Thesemeasures have been takenin order to ensure that everyschool-age child has accessto education.

As for universi-ties, colleges and degreecolleges that offer highereducation, there were 27universities, colleges anddegree colleges under theMinistry of Education butnow there are 64. Therewas one TechnologicalUniversity but now thereare 32 as well as fourTechnical Colleges. Therewas one University of

Computer Studies, but nowthere are 25. In addition, 22universities have been es-tablished under other min-istries.

They includeMyanmar Aeronautics andSpace University,Myanmar Maritime Uni-versity, Myanmar Mercan-tile Marine College and theresearch-based TechnologyUniversity (YadanabonCyber City) have also beenopened. So currently, thereare now 161 universities inthe country.

The schools anduniversities have beenopened using our own na-tional resources, and mak-ing significant financialinvestments, to ensurehigher education standardsfor the people throughoutthe country in every region.Comrades,

With national de-velopment, demand forelectricity has increaseddramatically. Although ourcountry possesses abun-dant hydroelectric re-sources, there are financialand time constraints in

practice, with the result thatelectrical power before1988 amounted to no morethan 529.1 megawatts.

After we assumedState power, efforts weremade to build hydroelec-tric power stations and coalpower stations one afteranother. Now there is aninstalled capacity of2,848.4 megawatts at 31power stations, with41,393.5 megawatts ofinstalled capacity at 62power stations underconstruction and 25 mega-watts of installed capacityat one power station thathas been planned. Uponcompletion of all theconstruction, there will be

In the past, therewere 19 inland oil fieldsand 250.91 miles of inlandoil and natural gas pipe-lines. Now, there are jointventures with foreign com-panies for 100 blocks thathave been developed: 48inland oil and natural gasblocks, 26 off-shore shal-low-water blocks and 26off-shore deep sea blocks. There are now 1,979.91miles of inland natural gaspipelines and 520.52 milesof offshore pipelines.

A Myanmar-China crude oil and naturalgas pipeline project to lay870-kilometre pipelines in-cluding 6 kilometres of un-derwater pipelines has re-

44,266.90 megawatts ofinstalled capacity at 94power stations, generatingmore than 254,000 millionkilowatt hours annually.Yeywa and ShwegyinProjects, which are cur-rently under constructionand recently online, will becompleted this year. Someother projects, however, will be completed in thenext two years.

In addition to theconstruction of electricitygenerating stations, largenumbers of National Gridsand Transformer Stationshave also been constructedto ensure that the transmis-sion capacity keeps up withthe generating capacity.

The national elec-tric power sector has beendeveloped in the face ofmajor challenges on a self-reliant basis.Comrades,

In today’s world, energy concerns are affect-ing almost every country. With development, ourcountry is too beginning tohave greater energy re-quirements.

cently been launched. Theoil pipeline has a diameterof 32 inches and the gaspipeline has a diameter of40 inches. Along thosepipelines, an economiccorridor will be built con-sisting of roads and raillines. These pipelines willbe used to transport naturalgas from Myanmar and oilfrom overseas. So, theKyaukpyu Deep Sea PortProject has been launched. In Taninthayi Region, too,a similar project, DaweiDeep Sea Port Project, willbe implemented. New oilfields that have good pros-pects have also been dis-covered and developmentwork is under way.

The energy sectorcontributes to agriculturein that natural gas may beutilized in the productionof fertilizer. In the past, there were only threefertilizer factories, but atpresent, two additionalfactories, one at Hmawby(Myaungdaga) and theother at Pathein, have beencompleted.

THE NEW LIGHT OF MYANMAR Saturday, 11 December, 2010 11

(from page 10)Comrades,

Over 70% of our population are the ruralpeople. For national development, rural areas devel-opment has to be carried out extensively and thor-oughly. For better transportation from the rural tourban areas, 3 inter-district roads have been built. TheNo.1 Inter-District Road runs from Mandalay toYangon and is 400 miles long. The No. 2 Inter-District Road runs from Mandalay to Mottama inMon State and is 462 miles long. The No. 3 Inter-District Road runs from Myitkyina in Kachin State toSagaing and is 339 miles long. So, a total of 1200miles of roads have been built through remote and lessdeveloped villages that were previously difficult toaccess. In addition, 36,314 miles of rural roads and11,232 rural bridges have been built.Comrades,

To provide rural people with access to cleanwater, 36,163 projects were carried out in 23,828 vil-lages. In the same way, activities for the upgrading ofrural health care, rural education standards and ruraleconomy have been carried out energetically.Comrades,

For national development, State-owned factorieshave been built under the Ministries of Industry No. 1and No. 2, and their number has risen from 624 in the pastto 697 at present. Moreover, 28 industrial zones havebeen established. And then for the private sector, according to the provisions of necessary support andpromotion of advanced technology, the number of reg-istered industrial firms has reached 60,869, up from

26,829 private enterprises in 1988. In addition, Union ofMyanmar Economic Holdings Limited now has 55major factories.Comrades,

The State has built factories and put inplace economic and social infrastructure for thecountry to address the issue of unemployment. Fullemployment will also reduce the gap between the richand the poor while contributing to the fight againstpoverty.

Similarly, the steady growth of population hasled to housing requirements. Thus, in Yangon, Manda-lay and other major cities, housing developments con-taining both houses and apartments, and the develop-ment of new towns and villages have been carried out toprovide housing for the people. Addressing the issue of

unemployment and providing for the housing needs ofthe people are the priorities that successive governmentshave to focus on.Comrades,
