OVERVIEW OF BL REC


Existing Hall: constructed 1975by volunteers; replaced old hall

that destroyed by fire (1972);

Land purchased by community for $5000.00 from Dr. Thomas ;

Funds accessed through a UI / Unemployment Insurance make

work project to construct new hall;

Bouchie Lake Recreation Commissionnot for profit society

(now Bouchie Lake Community Association was formed);

Society donated property for Bouchie Lake Volunteer Fire

Department; CRD entered into a 99 year lease with the Society

for $1.00;

Originally managed by Bouchie Lake Recreation Commissionnot for profit society (now Bouchie Lake Community

Association); CRD funded: 40 % operating / 60% capital

2007: establishment of Bouchie Lake Recreation Commission;

CRD Bylaw 4751; BLRC comprised of a minimum of 6 residents

(volunteers) including Area B Director;

OUR COMMUNITY


The Facilities

Are the HEARTof Bouchie Lake (used by community for potlucks,

gatherings, fitness classes (yoga, zumba, dance), drop in programs

(painting, badminton, volleyball), and so much more;

Serve both communities of Bouchie Lake and Milburn Lake (as

Milburn Lake Hall is now being used by the BL Volunteer Fire

Department for storage);

Programs provided through a partnership between Bouchie LakeRecreation Commission and the Bouchie Lake Community Assoc.

More about the Facilities / Events

Programs and Events held at the hall are open to EVERYONE;

2013 was 32ndBouchie Lake Seniors Luncheon hosted by Bouchie

Lake Community Association; ~250 seniors fed at the hall on St.Patricks Day; people are invited from throughout Quesnel and

District;

55 different people attended our 2014 Lawnchair Travel Series

(from as far away as Hixon, BC and Red Bluff)

CHALLENGES / OPPORTUNITIES


Aging Infrastructure: ~ 38 years; many repairs needed;

Aging Population: average age of Electoral Area B: 59%

population > 40 years; Avg. age: 47 (2011 Census Canada)

Declining / Recruiting Volunteers;

Need and wish to care for assets of

the Community / CRD so they areavailable for years to come.

PROJECTS COMPLETED: 2011-14


2011-12: replacement / installation of safety nets betweenmain equestrian arena and softball fields;

2012: Hall painted (downstairs and lobby);

2013: Removal of decommissioned heating oil tank from front

of building (left of steps);

2013: electrical upgrade in main hall: energy efficient lighting(Gas Tax Fund) and bringing building up to code;

20132014: Kitchen Update (new commercial gas stove;

painted; new flooring)

Replacement of Front Steps and Lobby:

Demolish existing lobby and steps

Replace front steps and install accessible ramp

New roof (Roofing Plan: 3-5 yrs. Life expectancy with repairs);

Establish Disabled Parking Spots Address drainage issues and complete front entrance

Beautification (Gardens) **

(** in 2013, decommissioned oil heating tankwas removed; site has not been remediated

& drainage issues exist

the North Cariboo Joint Planning Committee

recommend to the Cariboo Regional District thatupwards of $125,000 be allocated to the Bouchie Lake

Recreation Commission 2015 Infrastructure Project from

the 2015 Budget for the North Cariboo Recreation and

Parks Taxation Function.
