REPORT SUMMARY

UNDERWATER INSPECTION

The substructure unit inspected at Bridge No. 66546, Pier 1, was found to be generally in satisfactory to fair condition with no defects of structural significance observed. The concrete was typically soft and easily erodible with up to 5 inches of penetration over 50 percent of the pier face from channel bottom to 1 foot above the waterline. Random locations exhibited exposed coated reinforcing steel with no section loss present. The north and south embankment slopes were lined with an articulated concrete mat and the channel bottom material at the pier consisted of randomly displaced paving stones with sand infill.

(A) The north and south slope embankments were lined with articulated concrete mat from top of slope to 1 foot below waterline and from 10 feet upstream to 10 feet downstream of the bridge fascia.

(B) The concrete face of the north pier wall from the upstream nose to the midpoint and from the downstream quarter to the downstream consists of soft and easily erodible concrete with up to three inches of penetration from channel bottom to 1 foot above the waterline.

(C) The channel bottom consisted of randomly displaced paving stones with sandy infill.

(D) The slope protection mat had missing and displaced blocks.The most severe damage was 7 foot by 3 foot area of missing blocks at the south shore.

(E) The upstream half of the south side of the pier had heavy scaling with up to 5 inches of penetration. Exposed rebar was present.

(F) The downstream quarter of the south face of the pier exhibited heavy spalling with up to 4.5 inches of penetration. Exposed rebar was present, no section loss was present

The routine underwater inspection of Bridge 66546 (MSAS 123 over the Cannon River) was completed on May 26, 2016. The underwater inspection was conducted from shore. The inspection was conducted by a team consisting of a PE-Diver with a valid MnDOT Team Leader certification, a backup diver and a dive tender. Due to waterway conditions at the time of inspection, the inspection could be accomplished by wading in accordance with OSHA regulations. Profiles were taken along the upstream and downstream faces of the bridge and around the periphery of substructure units to determine the presence, location and area of scour.

The bridge elements inspected consisted of Pier 1. According to the bridge inventory or design drawings, Pier 1were founded on 18 steel H-Piles. Inspection procedures followed FHWA guidance and the MnDOT Bridge and Structure Inspection Program Manual with channel bottom probing to search for foundations. The routine underwater inspection frequency is recommended to remain at a maximum of 60 months based on those findings and risk factors. Also, inspection procedures should continue to follow the above approach and standard guidance with 100% Level I and 10% Level II intensity efforts.
