REPORT SUMMARY

UNDERWATER INSPECTION

The substructure units inspected at Bridge No. 19529, Bents 1, 2, 3, and 4, were generally found to be in good condition with no defects of structural significance. The channel bottom around the substructure units was well established and in stable condition with no notable scour.

(A) The channel bottom material consisted of cobbles and riprap up to 1 foot diameter.

(B) The channel bottom material consisted of sandy silt with up to 6 inches of probe rod penetration.

(C) The steel piles were structurally sound with the coating intact above and below waterline.

(D) Timber debris accumulation, up to 1 foot diameter, was observed along the downstream half of Bent 1.

(E) Timber debris, up to 4 inches diameter, at the bottom of all piles on all bents.

The bridge superstructure consists of a reinforced concrete deck supported by precast concrete girders. The superstructure is supported on two reinforced concrete abutments and four pile bents comprised of seven coated steel pipe piles. The substructure units are designated as the West Abutment, Bents 1 through 4, and the East Abutment.

The routine underwater inspection of Bridge 19529 (CSAH 68 over the Vermillion River) was completed on September 22, 2016. The underwater inspection was conducted from a 21 foot boat. The inspection was conducted by a team consisting of a PE-Diver with a valid MnDOT Team Leader certification, a backup diver and a dive tender. The inspection utilized commercial dive equipment and techniques (SSA and/or SCUBA) in accordance with OSHA regulations. Profiles were taken along the upstream and downstream faces of the bridge and around the periphery of substructure units to determine the presence, location and area of scour.

The bridge elements inspected consisted of four pile bents. According to the bridge inventory, Bents 1 through 4 were founded on seven coated steel CIP piles. Inspection procedures followed FHWA guidance and the MnDOT Bridge and Structure Inspection Program Manual with channel bottom probing to search for foundations. The routine underwater inspection frequency is recommended to remain at a maximum of 60 months based on those findings and risk factors. Also, inspection procedures should continue to follow the above approach and standard guidance with 100% Level I and 10% Level II intensity efforts.
