MEMORANDUM FOR THE RECORD

SUBJECT: Deputies Committee Video Conference on the FormerYugoslavia, 26 February 1993

.1. The Deputies checked details of the upcomingairdrops, and tasked various papers to support AmbansadorBartholomew's efforts to operationalize US policy.

2. Admiral Jeremiah predicted the airdrops will beginthis weekend. We plan to leaflet Cerska, Zepa, and GorazdeSaturday night, and to drop humanitarian assistance (90%food, 10% medicines) on one of the three towns 24 hourslater. We will add Serb or Croat locales if reliablyreported to be in need. Bosnians acceptable to all threesides will help inspect cargos at Rhein-Main, and a generalat EUCOM.will brief the press after each mission.

-- Participation. The Deputies would welcomeGerman and Russian aircraft, and will allowTurkey and Pakistan to contribute goodsdelivered to Rhein-Main. Germany is checkingto see if one of their C-160s is capable ofparticipating, and the DDCI noted that alegal review requested by Foreign MinisterKinkel is underway. Peter Tarnoff judgedthat Turkey will object if rebuffed whileGermany participates, but others noted thatGermany is in a different category becauseBonn already participates in the Sarajevoairlift. Similarly, Russian participationwould be consistent with P-5 "cover" for thisoperation; Tarnoff said that Kozyrev promisedto get back to us 'in 2-3 days after he seesYeltsin. Noting that Congress wants alliedparticipation, Ambassador Wisner suggestedmixed crew.

-- Serbian airspace. Our charge will promiseGeneral Panic tomorrow that we will notifyBelgrade in advance if we expect to violateSerbian airspace. That would be likely if weconduct drops at Srebrenica.

3. Ambassador Bartholomew briefed the Deputies on hisinitial strategy in New York next week.

-- He expects Vance and Owen to push hard foragreement within 1-2 weeks; failing that,they will try to impose their plan. Thisposes three dangers: (1) there will be heavypressure on the Muslims to sign, but--barringan imposed solution--they will hold out for"the cavalry;" (2) Vance and Owen willexpect us to deliver the Muslims: and (31

-- Bartholomew outlined three strategic goals:(1) provide for a survivable Bosnian state(which the Task Force believes is impossiblebeyond a transitional period); (2) avoidopenly victimizing the Muslims--they are theclear losers, but we should help them withthe map, governmental arrangements,provisions for people returning to theirhomes, etc.; and (3) broaden the process toinclude additional confidence-buildingmeasures or interim steps conducive to asettlement, such as a comprehensive cease-fire in Sarajevo.

-- At least for next week, Bartholomew will beour "stealth" special envoy--in a listeningmode until the US begins taking operationaldecisions.

4. Mr. Berger led the discussion of next steps,working from notes of yesterday's interagency workinggroup. It was decided that:

-- By Tuesday, the Balkan Task Force will assessthe Vance-Owen plan's enforcement provisions.Jenonne Walker explained that we agreed toprovide a summary of the measures--and theBosnian and troop-contributing parties' viewsof them--because OSD and JCS were reluctantto jump straight into defining US druthers.Berger and Bartholomew were impatient,however, to define what measures we believeare needed, what outside forces would berequired, and how those forces should beorganized. Walt Slocumbe agreed to circulatesome terms of reference on Monday.(Nonetheless, we will proceed with theanalysis of the Vance-Owen provisions).

-- By late next week, we will collaborate withINR to provide a "map analysis" covering whateach of the Bosnian parties seeks andopposes, and suggesting negotiatingstrategies for Bartholomew. (Bartholomewasks to know what is feasible, perhaps notyet realizing the extent to which Muslim andSerb territorial goals are irreconcilable.Meanwhile, Berger insists that the US notstake out any positions of our own.

-- -State agreed to assess by mid-week theinterim arrangements. that Vance and Owenpropose for a -Bosnian government untilelections can be held, and also to considerwhat confidence-building measures might bepossible.

-- OSD agreed to look at a cease-fire forSarajevo, using the partially-implementedLondon Accords as a starting point.

-- The NBC/IWG will task work to be done onSarajevo, a cease-fire-in-place elsewhere,and emptying the detention camps.

-- Walt Slocumbe agreed to examine the notion ofmoving the talks to Sarajevo, as Berger saida Congressman suggested to President Clintonon Friday.

-- Leon Fuerth explained that a team is leavingSunday for Europe to push for tighterenforcement of sanctions on goods, whileanother team leaves Monday to urge stricterfinancial sanctions.. (Task Force analystsare coming in Saturday to brief one or bothof the teams.)

5. Berger and Walker explained the Gore-Izetbegovicmeeting Saturday: to press Izetbegovic to stay at thetalks in New York, to convince the Bosnian Government thatthe cavalry is not coming, and to explain that the USintends to work with the Bosnian.Government to get a betterdeal, albeit not the Muslim's own deal.
