    INTRODUCTORY NOTE

    Very s h o r t l y a f t e r t h e d e f e a t o f t h e a n t i - p ar t yg ro u p i n J u n e 1957, enough became known abo ut t h e i ra t t e m p t t o o u s t K hr us hc he v t o p u t t o g e t h e r a f a i r l yc o h e re n t p i c t u r e of e v e n t s . W i t h i n a matter of weeks,i t w a s f a i r l y c l ea r t h a t Malenkov, Molotov, and Kagano-v i c h ha d f o r c e d a showdown in t h e pr e si d iu m , a n d t h a tKhrushchev a t o n e p o i n t h ad f o u n d h i m s e l f in a minor-i t y b u t h ad n o n e t h e l e s s managed t o d e f e a t h i s opponent sby summoning t h e c e n t r a l committee f o r a plenum. A s Khrushchev ' sp r e s t i g e m o u nt ed , M a le nk o v' s c o r r e s p o n d i n g l y se em ed t o d e-c l i n e . U n d o u b t e d l y , a s S t a l i n ' s h e i r , Malenkov w a s r e g a r d e dby many of h i s c o l l e ag u e s as t h e m ain p o l i t i c a l t h r e a t , andt h e i r f e a r o f h i s a m b i t i o n s may h a ve i n d i r e c t l y h e l p e d K hru-shchev, who was i n any case t h e more s k i l l f u l p o l i t i c i a n .Aimed pr imar i l y a t p r o d u c i n g more consumer goods, Malen-kov's New Course became one of t h e f o c a l p o i n t s in t h eg e n e r a l d e b a t e o n t h e a l l o c a t i o n o f e co no mi c r e s o u r c e s .I n a d d i t i o n , it e n co u nt er ed s e r i o u s econ om ic d i f f i c u l t i e sand w a s h e l d r e s p o n s i b l e b y many f o r t h e d i s a r r a y i n t h ei n d u s t r i a l s p h e r e .
