    - S t a l i n , t o o , e s t a b li s h e d i n s t i t u t i o n s l i k e t h eHigher Mi l i t a r y Counc il t o ensure h i s dominance in t h erealm of deci sion-making and po l i c y execu t ion .     PART ONE: TEE COUNCIL TODAY

    I n t r o d u c t i o n

    I t has been c h a r a c t e r i s t i c of K h r u s h c h e v ' s s t y l e ofr u l e , s i n c e he took f i r m ho ld of t h e helm of s t a t e i n1957, t o place h imse l f a t t h e head of t h e major pa r tyand government departments w h i l e m e t h o d i c a l l y d i v i d i n gr e s p o n s i b i l i t i e s among h i s assoc ia tes in order t o p r e v e n t

    any of them from acquiring enough power--or a bureaucrat icb a s i s f o r a c h i e v i n g power--to r i v a l h i s . N o t c o n t e n t w i t hh i s d i r e c t , p e r s on a l c o n t r o l o v e r t h e p r o f e s s i o n a l p a r t ya p p a r a t u s , t h e USSR Counci l of Mini s t e r s , and t h e import-a n t RSFSR Buro, Ehrushchev a l s o assumed p e r s o n a l c o n t r o love r t h e m i l i t a r y . I t i s n ot s u r p r i s i n g t he n t h a t h i sv o i c e is the dominant one on m i l i t a r y q u e st i o n s i n t h er u l i n g pr e s i di u m , a nd , w i t h r a re e x c e p t i o n s , t h e o n l yp a r t y v o i c e heard on t h a t s u b j e c t o u t s i d e t h e Kremlinwal l s . The m o s t important developments in m i l i t a r y d o c -

    . t r i n e and advanced weapons i n r ec en t y ea r s have been a t -t r i b u t e d t o h i s p e r s o n a l i n i t i a t i v e .

    To assure h imse l f of a dominant r o l e i n t h e m i l i t a r ydecision-making

    process,Khrushchev assumed t w o ke y m i l i -

    t a r y p o s t s which h a d a n t e c e d e n t s in S t a l i n ' s t i m e b u twhich were created anew in a form more s u i t a b l e t o Khru-s h c h ev ' s p a r t i c u l a r c i r cu m s ta n c e s and s t y l e of r u l e .Sometime a f t e r h i s showdown w i t h Marshal Zhukov, prob-

    By t i r t u e of h i s p o s i t i o n of Supreme High Commander,Khrushchev gained u l t i m a t e o p e r a t i o n a l c o n t r o l o v e r t h eSt r a t eg i c Rocket For ces , and, presumably, t h e power t or e a c t t o o r i n i t i a t e a n ul ce ar s t r i k e w ith ou t t h e p r i o ra p p ro v a l of t h e o t h e r p a r t y l eaders .* And by v i r t u e ofh i s p o s i t i o n of Chairman of t h e Highe r M i l i t a r y Counci lKhrushchev may byp a s s t h e P r e s i d i u m as a whole from t h ef i r s t s t ages of presumably any m i l i t a r y - p o l i t i c a l v e nt ur e.

    W do not know whether Khrushchev. con$idessA.h%mselff u l l y capable of making "final" m i l i t a r y d e c i s i o n s w i t h -out p r i o r consul ta t i 'on w i t h l e a d i n g p a r t y and m i l i t a r yf i g u r e s . We do know t h a t he a c t i v e l y seeks o u t t h e ad -

    v i c e of others--pres idium colleagues, government s p e c i a l -i s t s and m i l i t a r y p r o f es s i o n al s i n t h e process of p o l i c yf o r m u l a t i o n , The p r i n c i p a l a d v i s o r y forum is t h e HigherM i l i t a r y C o u n c i l .
