Today’s Objective
To present the 2nd Draft Criteria
In particular, to present the new elements (as in relation to the First Draft), deriving from the commentsto the First Draft Criteria expressedduring the 2nd AHWG in Bruxelles (22 March 2004).

The Product Group Definition has not beenmodified in its content, but just in itswording.
Already prior to the AHWG and also fromthe comments received to the First DraftCriteria, the necessity for a differentwording which might make the meaningclearer has become apparent.
The new definition is more concise and the detail aspects have been delegated tofootnotes.

The product group “camp site service” shall comprise the provision, as a main service for a fee, of pitches equipped for mobile lodging structures (1)
within
a defined area as well as other accommodation facilities (2) suitable for the provision of shelter to lodgers (3) and collective areas for communal services (4).

The “camp site service” offered within this defined area may include the provision of
• food services, • leisure activities and • green areas.

A brief overview of the structureand type of criteria
The framework of the First Draft criteriaintends to show methodological and structural consistency with the existingcriteria for tourist accommodation.
In addition, the transparency of the criteria adaptation process shall to beguaranteed, as required by EC Regulation1980/2000.
Adaptation has been conducted as follows:

some criteria have been adapted to the specific situation of camp site service, through:
i. a wording adaptationii. elaboration of a different type of criteriaiii. a different level of requirement (from mandatory to optional and vice versa)iv. a different score system
some criteria have been added, becausenot contemplated in the criteria for the tourist accommodation

In the mandatory section:
Criterion 5: “technical specifications” instead of “technical report”
Criterion 6: insert “heated and/or air conditioned” before common areas
Criterion 13: substitute “this criterion shall be applied” with “this criterion may be applied”.

Criterion 14: Conditions for urinal flushing are still under research
Criterion 17: substitute “possibility” with “necessities and obligations”
Criterion 19: A more precise description of chemical sinks and their use is being researched.

Criterion 22: -insert “and easy to understand” after “Clearly available”;-cancel “in the local language and at least in English”;-the condition of waste separation bins being not more difficult to reach than general waste bins is still under research

Criterion 34: -change wording to “collect and monitor data on overall energy consumption in kWh, electricityand other energy sources consumption in kWh and water consumption in litres”- data collection time span and method is stillunder research- change “shall report the results…” to “shallkeep available the results for site inspections bythe Competent Body..”

Insert new criterion (will be 57) regardingautomatic watering systems for plants
Criterion 64 (now 65): Insert “where local climatic conditions and/or legal safety regulations require chemical de-icing,organically based substances like magnesiumchloride, calcium magnesium acetate (CMA), calcium chloride and potassium acetate shall beused.”

Criterion 65 (now 66):- “displayed” instead of “exposed”- insert ”or an automatic dosage system shall beused which optimises detergent use according towater hardness”
Criterion 68 (now 69):- substitute “of the camp site” with “of structures and rental accommodation, excluding rentalcaravans and mobile homes”- insert after “awarded with” “or complying with” under discussion

Criterion 85 ( local food products): change score in title (3 points) and in text (1.5 points for meals and 1.5 points for offer in the shop)

Further proposals for optional criteria:
2nd Activity Report
•Car washing permitted only in speciallyoutfitted areas
•Only indigenous flora used for new outdoorplanting
•Avoidance of chemical drain cleaners
•Electric hand and hair driers are outfittedwith proximity sensors or have eco-label
The following suggestions have been takeninto consideration after the 1st DraftCriteria, regarding criteria and management measures already present in other labels or management schemes:

Further proposals for optional criteria:
2nd Activity Report
•Shops do not sell chemical fire starter
•Camp site generated traffic does not usemotor vehicles
•At least 90% of the camp site area surface isnot covered with asphalt/cement
•At least 50% of all suitable roofs are greened(planted)
•At least 50% of all urinals function withoutwater
•Free transport wheelbarrows or other non motorized vehicles for guests on the camp site
