As per Section 2.04 of By-Law No. 1 of the Canadian Institute
of Public Health Inspectors, membership was given at least
21-35 days notice of the AGM.
2. Assessment of Quorum
As per Section 5.05 of Bylaw No. 1, fifty (50) members or
20% of the members-in-good-standing, whichever is less,
constitute a quorum for a General Meeting of the Institute.
The confirmed number of voting members in attendance in
person and on-line was100. Kari Engele-Carter declared that
quorum was established.

CoPE Chair Jenny Brown spoke to the report and requested
that members provide feedback to CoPE on the new audit
process being developed.
Jenny also encouraged members to come to the CoPE
presentation on the revised audit process or contact CoPE if
they had any question.

Highlights from the report were provided by National
Historian, Tim Roark.
All members who sit on any branch or national committees
are reminded to submit documents or other item of interest
either to the National Historian or provide to their branch
executives so they can be archived appropriately.
Tim spoke of the contribution of the late Bernice Lychowyd
who was responsible for compiling a vast amount of CIPHI
history in Ontario.

10.1. Acceptance of 2018 Financial Statements
Motion to accept the 2018 Financial Statements of the
Canadian Institute of Public Health Inspectors as circulated.

Discussion:
Question from G.Tam regarding what is planned for CIPHI’s
surplus. This was addressed by President Engele- Carter
who explained that CIPHI still anticipates more legal and
consultant bills related to the completion of polices to deal
with mandatory membership, membership discipline, CoPE
audit process revisions. Revisions to Member Service
Centre are also on the radar.
There is also uncertainty regarding revenue from
membership dues as mandatory membership and the
professional development hours progressive compliance

cycle are implemented. In addition the Annual Educational
Conference profits have become unpredictable. As these
issue stabilize CIPHI will be in a better position to commit to
longer term expenditures. In the meantime the surplus is not
of the magnitude that it jeopardizes CIPHI’s Not for Profit
Corporation status.
A question as raised by Keir Cordner as to whether CIPHI
should be looking into whether their current liability insurance
would cover the corporation’s expenses in the event of a
legal challenge. This matter will be explored by the NEC with
our insurance provider and members will be provided with a
response.

11 Motions and Resolutions
11.1 CChanges to National By-Law #1 Life Membership Award
BE IT RESOLVED THAT: The following amendments to
CIPHI’s National By-Law #1, approved by the National
Executive Council, be confirmed by the general membership
by ordinary resolution at the CIPHI 2019 Annual General
Meeting:
Section 2.01 (a)(iii) NOTE: Highlighted text replaces the deleted wording of the
bylaw which appears as struck through.
1. Life Membership may, subject to the provisions of
Subsection (3), be conferred by vote at the Annual
General Meeting the board on qualified Public
Health Inspectors who are Members of the
Corporation and who have made a noteworthy
contribution to the advancement of Environmental
Public Health and/or the purposes of the
Corporation. Life Membership may be granted to
persons still practicing. Such Life Membership shall

but no obligation to pay fees.
2. No more than one Life Member shall be conferred
at any Annual Meeting annually and the total
number of living Life Members shall not exceed
three (3) percent of the membership.
3. The board shall consider the criteria of all nominees
and shall forward the nominations along with their
recommendation to the Annual General Meeting to
be voted upon in accordance with subsection (a) of
this section The board shall consider the criteria of
all nominees and the successful nominee shall be
chosen by a simple majority vote of the board. In
case of an equality of votes, the chair of the
meeting, in addition to an original vote. shall have a
second or casting vote.
4. The nominator of a Member proposed for Life
Membership shall forward with the nomination
a citation setting forth the eligibility criteria of
the nominee pursuant to Sub-Section (a) (1) of
this Section

Discussion:
Pam Scharfe spoke in favour of the to the motion as a
previous recipient of the award. Pam was honoured to
receive what is seen as CIPHI’s most prestigious award and
it had meant a lot to her to be presented this in person at
the President’s Banquet.
Tim Roark also spoke in favour of the motion. In addition,
Mr. Roark took the opportunity to advise those present that

Section 1: National Executive Council Report to Membership INTRODUCTION The National Executive Council (NEC) is currently composed of the elected Presidents of each of CIPHI’s provincial branches, a National President, and a President Elect. As of January 2019, Kari Engele-Carter has continued her role as National President. Kevin Kapell assumed the role of National President-Elect as of January 2020. Ann Thomas moved to the National Past President in January 2019 and completed the 1-year term as of January 2020. Special thanks to Ann for her contributions, leadership, and guidance since joining the NEC in the fall of 2014. Ann served 2 terms as National President and 1 year as Past President. Through her term, the NEC has moved forward significantly with policy development and implementation and large projects. Thank you to Ann for her steady guidance and support. The NEC (board) is responsible for the day-to-day operation of CIPHI as determined by the Not for Profit Corporation Act and CIPHI Bylaws made pursuant to the Act. The board is responsible for identifying and pursuing initiatives that support the objectives of CIPHI. All the governing arms of CIPHI, including the Board of Certification, Council of Professional Experience, and Environmental Health Foundation of Canada report to the NEC. CIPHI continues to exist due to the efforts of volunteers across the country at both the National and branch level. We are still honoured to enjoy the services of Webmaster, Mike LeBlanc; Environmental Health Review Editor, Andrew Papadopoulos; National Historian, Tim Roark; and ListServ Manager, Peter Heywood. A very sincere “Thank You” to all of our members who contribute their time and expertise to help ensure we have an effective and sustainable professional organization. The business of the NEC continues to be conducted via regularly scheduled monthly meetings. The NEC has moved to Google Hangouts platform to facilitate meeting flow and document sharing. NEC met in a face to face meeting in January 2020 in Victoria, BC. The next scheduled NEC meeting was prior to the 2020 Annual Education Conference in Ajax, ON. Unfortunately, the Annual Education Conference was cancelled due to COVID-19. The NEC has also since cancelled a face to face meeting tentatively scheduled for November 2020 due to ongoing concerns about COVID-19. The chairs of the BOC and CoPE are standing guests at all meetings which has proven an effective way of promoting and maintaining open communication between those persons tasked with the day to day operation of the organization. An NEC representative has joined the EHFC for a pilot term as a result of changes to EHFC structure at the EHFC AGM in September 2019. The NEC representative reports to the NEC at monthly teleconferences. The CIPHI Office continues to be managed by MPS Executive Suites, Vancouver BC. The staff assigned to the CIPHI portfolio continue to be very committed to working in partnership with us to meet our extensive and ever evolving operational needs.

This report provides highlights of work conducted since the 2019 AGM and is composed of information from all branches of CIPHI. Members are reminded that the minutes of all regular NEC meetings are posted on the CIPHI website in the documents section. MANDATORY MEMBERSHIP IMPLEMENTATION Commencing January 1st, 2017, all persons receiving a Certificate Public Health Inspection (Canada) are provided with information on the requirement to hold a regular membership in CIPHI to continue to be able to use the designation CPHI(C) and to represent themselves as a person holding that qualification. The requirement to be a regular member starts in the calendar year following the year the CPHI(C) was issued. In January 2019, National Operating Procedure (NOP) # 22 - Suspension and Reinstatement of CPHI(C) Credential received final approval and was circulated to all members. This policy clarifies the procedure to be followed when persons subject to mandatory membership fail to maintain membership in CIPHI. This new NOP can be located at http://www.ciphi.ca/info-centre/documents/. On May 1st, 2020, 28 persons had not met the mandatory membership requirement and were notified that their certificate had been suspended. Of the 28 suspended certificates, 7 have now been reinstated. 79 certificates have been suspended since implementation in 2017. As of September 1st, 2020, 39 of those affected had applied for membership and had their certificates reinstated. PROFESSIONAL DEVELOPMENT HOURS (PDHs) – PROGRESSIVE COMPLIANCE CYCLE In January 2019, new National Operating Procedures (NOPs) related to PDHs were circulated to the membership. These NOPs can be located at http://www.ciphi.ca/info-centre/documents/ and include:
• NOP 23 - Professional Development Hours – Progressive Compliance Cycle • NOP 24 - Professional Development Hours – Audit Results Appeal Process
At the April 2020 NEC meeting CoPE Chair, Lorelle Pegus, brought forward concerns with our PDH audit process given the COVID-19 pandemic and circumstances at the time. In conjunction with CoPE, the decision was made to postpone the communications to members about 2019 PDH audit results and provide leniency to members when requesting clarification on PDH entries into the Member Service Centre. On September 2, 2020 communications for PDH audit results were sent by emails to members. 278 members who submitted less than the required number of PDHs were notified of their audit failure (auto-fail). 5 of the members who were randomly selected for audits but upon evaluation did not hold required PDHs were also notified of their audit fail. Communication to members with audit fails were provided links to the applicable National Operating Policies, including NOP 23 - Professional Development Hours – Progressive Compliance Cycle and NOP 24 - Professional Development Hours – Audit Results Appeal Process.

The office supported membership questions and concerns as a result of the PDH audit failures, in conjunction with Lorelle Pegus, CoPE Chair, and Kari Engele-Carter, National President. Appeals of PDH audit results will be accepted by the National Office for a term of 30 calendar days from the date of notification of the Member of the Audit fail. MEMBERSHIP MAINTENANCE In 2019, the NEC worked with the Council of Professional Experience, the Board of Certification and our legal counsel to develop a policy that enables the revoking of membership status based on a failure to meet the requirements of the Continuing Professional Competencies (CPC) program. The NOP, located at http://www.ciphi.ca/info-centre/documents/, is: NOP 25 -Termination and Reinstatement of Membership – Maintaining Professional Development Hours. In 2020, members who failed the 2019 year PDH audit were provided information on NOP 23 - Professional Development Hours - Progressive Compliance Cycle. This policy advised members of the Progressive Compliance Cycle (PCC) that will be applied and the support to assist members in achieving compliance with the Continuing Professional Competencies (CPC) program. As outlined in the policy, no action is taken upon the 1st audit fail but rather when the member fails the 2nd audit within 5 years. The 2019 year was the first year affected by the policy and so only the first audit has taken place within this policy. 2020 year audits available in 2021 will be the first time that NOP 25 - Termination and Reinstatement of Membership - Maintaining Professional Development Hours will be applicable. ADVOCACY Environmental/Public Health Week is now in its 18th year and continues to be an effective means of promoting CIPHI through media releases and interviews, proclamations of the launch of the week by local and provincial government leaders, the dissemination of posters and other printed material, posts to our social media accounts, and special events in communities aimed at raising awareness of environmental health activities. The advocacy committee having previously identified that there was an outstanding gap in the function of this important role of CIPHI in 2019, brought plans forward to the NEC for the 2020 year. A circulated request for a marketing proposal brought forward 3 companies indicating interest in CIPHI’s advocacy plans as they relate to CIPHI’s health protection mandate. The intent of the project is to develop a stronger and more recognizable professional and public identity for CIPHI. NEC heard presentations from 3 companies when gathered in Victoria in January 2020. As other competing priority projects are drawing to a close, the NEC was able to focus on reviewing the marketing and advocacy proposals presented. Be The Change Group (BTCG) was the accepted proposal which detailed goals of increased visibility of PHIs/EHOs, increased significance of the CPHI(C) in the community in protecting public health, increased

awareness of CIPHI among the general public and PHI/EHO employers, increased membership recruitment and increased sustainability of CIPHI. Phase 1 of the project was to be the discovery phase where the problems, goals and target audiences would be identified through background and literature reviews, brand and communications audit, member surveys and key informant interviews, focus groups and final insights presentations. Phase 1 of the project was well underway when COVID-19 surfaced in Canada. The NEC chose to alter timelines for Phase 1 of the project to ensure key informants were able to participate in interviews. The NEC recognized that COVID-19 would significantly impact workloads of members and other key informants throughout spring of 2020 and into the summer. COVID-19 impacts throughout communities were and continue to be significant. NEC recognized this was an excellent advocacy opportunity to showcase members' activities as they provided support and expertise on the front lines to contain the spread of COVID-19. Members participated, in contact tracing, providing education and support for businesses and the public, in enforcement and education of various regional public health orders and reopening plans. BTCG in conjunction with CIPHI NEC developed the COVID-19 Communications plan which included social media campaign to showcase CPHI(C)s activities and highlight members roles during the pandemic with photos and member videos, share information on pertinent topics such as disinfection/sanitization, handwashing, glove use, food safety during a pandemic, etc. A COVID-19 page was added to the CIPHI website with links to relevant resources and the website also received a facelift at this time. CIPHI took the opportunity to highlight the work of PHIs/EHOs and other CPHI(C)s during the pandemic. On April 1st, a letter of support was forwarded to members recognizing the contributions of Environmental Public Health Professionals (EPHPs) during the time of unprecedented public health response. The knowledge, skills and expertise in environmental health held by CPHI(C)s was proven to be essential in the National response to the pandemic in Canada. Throughout April, EPHPs were acknowledged in various jurisdictions for their exemplary work as members of the public health team. Letters were drafted to Governments describing activities of CIPHI members at the forefront of the public health response across the nation and acknowledging CIPHI members’ tireless work to flatten the curve. In August 2020, CIPHI National again urged the Government of Manitoba to strive to narrow the wage disparity and increase the number of CPHI(C)s in Manitoba. Manitoba CPHI(C)s report continued understaffing and significant difficulty in recruiting and retaining CPHI(C)s within the Province of Manitoba. ELECTRONIC DELIVERY OF ANNUAL GENERAL MEETING In 2018, the NEC piloted remote access to the Annual General Meeting. Members were able to call into the AGM and participate in voting on motions from select sites across the country. In 2019, the AGM in Halifax was accessible on Google Hangouts with voting capacity from locations within British Columbia and Alberta. 56 members were present in person at the AGM. The electronic

delivery option increased the number of members in attendance to 100 members, including the 44 members who joined online. In 2020, COVID-19 has postponed the National Annual Education Conference and removed the opportunity to hold an in-person AGM. The AGM will be hosted online via virtual platform. ANNUAL EDUCATION CONFERENCES National AEC 2019 was planned by a national planning committee in conjunction with CIPHI NS/PEI Branch. The project was a success and built on experiences obtained from the National AEC 2018 held in Saskatoon, SK. National AEC 2020, scheduled for October 4th to 7th, 2020 in Ajax, ON was postponed due to COVID-19. The AEC has been rescheduled to October 3rd to 6th, 2021. The 2020 conference will be hosted by Durham Region Health Unit. REVITALIZATION OF A CIPHI QUEBEC BRANCH Initial conversations with members of NB Branch located in Quebec indicated that although there was interest in having a QB Branch there were not yet the number of CIPHI members in Quebec to make it sustainable. NB Branch continues to represent CIPHI members within the Province of Quebec. It is anticipated that as CIPHI members increase in the coming years in Quebec the possibility of a QB Branch will again be revisited. CIPHI CODE OF CONDUCT In December 2019, National Executive Council approved new National Operating Policy NOP 26 - Code of Conduct - CIPHI Executive Members. The Code establishes the behavior expected from all executive members when they are fulfilling their roles and responsibilities as a board member of NEC, BOC, CoPE and EHFC. This new policy provides guidance for the complaint process, disciplinary actions and appeals. CIPHI promotes freedom of expression but expects all executive members to follow and respect this Code. CIPHI CODE OF ETHICS In June 2020, the NEC approved NOP 27 - Code of Ethics - Complaints, Investigations and Discipline. All persons applying for membership or renewing membership in CIPHI acknowledges the CIPHI Code of Ethics and agrees to conduct themselves in accordance with the fundamental principles and ethics in the Code. The objective of NOP 27 is to establish CIPHI’s response to complaints of behavior that is non-compliant with the Code. GOVERNANCE STRUCTURE OF CIPHI NEC is continuing to explore options regarding updates to CIPHIs governance. The NEC acknowledges that the current structure has challenges, including 2-year terms of members affecting project

completion and corporate memory, large workload and duties at both provincial and national level resulting in volunteer burnout, redundancy between national and branch activities, etc. CIPHI will continue to hold this topic as a priority within the next year. CIPHI is appreciative of an MBA capstone project paper completed by Gary Tam, BC member titled “Explore the Creation of a Chief Executive Officer Position in the Canadian Institute of Public Health Inspectors.” The paper explores the history of CIPHI governance from a business perspective, incorporates information from the CIPHI 2013 Strategic Plan, current financials and revenue streams and projects and outlines recommendations for NEC future consideration. ON-GOING INITIATIVES The NEC work plan for the coming year will include the following new and on-going initiatives:
• Ongoing review of the governance structure of CIPHI • Continued activity on advocacy projects to increase awareness of CIPHI • Development of a structured formalized method to share ongoing educational opportunities for

APPEALS April 2019 Examination No appeals were received October 2019 Examination The Board received three appeals from the October 2019 sitting. All appeals were reviewed by the Chair of the BOC. One of the appeals met the criteria for review and was forwarded to the NEC. The review panel determined that any process error would not have affected the outcome of the exam and the appeal was rejected.

Examinations
• Unfortunately, the Covid-19 pandemic has had a major impact on the BOC exam process. The April exam had to be postponed but was eventually rescheduled for September 16. Due to the delays to practicums caused by the pandemic, the October exam has been rescheduled for January 20, 2021. The Board would like to thank the exam candidates for their understanding and patience during this difficult time, as well as to the exam coordinators and examiners for enabling the exams to take place.
International Candidates
• Work is continuing on a process to effectively assess and create a path for international candidates wishing to become certified in Canada.
• A challenge exam has been created to assess candidate’s equivalency with a graduate of an approved Canadian University. Successful completion of the exam will allow candidates to enter the regular BOC exam process.
Approved Institutions
• The Board of Certification continues to review the Environmental Public Health Programs at the Approved Institutions. The First Nations University of Canada have stopped the intake into their program and plan to close the program when current students graduate.

Section 3: Council of Professional Experience Report to Membership Contributed by Lorelle Pegus, Chairperson
Background: CoPE is responsible for administering CIPHI’s Continuing Professional Competencies (CPC) program. CoPE’s role is to provide structure and leadership for this program, and to foster accountability in Environmental Public Health Professionals across the country through auditing of members’ professional development (PD) entries. CoPE members provide support to membership through responding to inquiries related to professional development (PD) requirements or activities, reviewing educational activities that are submitted by organizers for approval, and regularly communicating with CIPHI members. CoPE Membership: CoPE is currently comprised of 12 members who have been appointed through consultation with Branches of CIPHI and the NEC.

Activities: 2020 has been filled with uncertainty and the need to have fluid plans. CoPE has ensured that all members have been able to fulfill their professional COVID-19 responsibilities. As such, CoPE has prioritized their activities this year to avoid member burnout and to ensure that the quality of CoPE’s projects are not compromised. CoPE has invested significant time planning revisions to the PD model. Thanks to all CIPHI members who took the time to listen and provide feedback on the proposed changes. CoPE reviewed the feedback and finalized the PD model revisions. The original launch date for these revisions was scheduled for February 1st, 2021; however, this date has now been pushed to February 1st, 2022 due to COVID-19. CoPE implemented its streamlined, defensible, and fair auditing process for this year’s audits. The number of audits as well as audit timelines were adjusted due to COVID-19.

Audits: CoPE completed random audits of 5% of members who submitted the required number of PDHs for 2019, which resulted in 54 audits of the institute’s 1304 regular members. All audited members whose entries did not provide sufficient information for auditors to complete their audit were contacted via email and asked to provide this information by August 1st, 2020. Recognizing that the majority of members have been busier than normal due to COVID-19, this was an extended deadline. Reminder emails were also sent out monthly to the members with outstanding information requests. All audits that received a failing grade were reviewed by the Audit Lead or CoPE Chair. Where necessary, a third review was done to ensure the audit was impartial and accurate. A technical review as per the audit procedure will be conducted on each auditors’ work this fall to further improve auditor skills and consistency. Audit Results:

Appreciation: Thank you to the amazing group of CoPE volunteers who have continued to make time for CoPE responsibilities despite the unpredictable and everchanging times we are facing. A special thanks to Jason MacDonald, our new Audit Lead, who kept us on track this year with our audit timelines. Jenny Brown and Stephen Ferguson both have terms ending in 2020. Stephen, we will miss your invaluable knowledge of the Member Service Centre and how you always keep us on our toes. Jenny, we will miss your attention to detail and your organizational skills. Future Direction: Due to the ongoing pandemic, CoPE will not have a face-to-face meeting in 2020. Monthly teleconferences will continue to be held to focus on key areas:

Introduction: The Environmental Health Foundation of Canada (EHFC) is the Charitable Division of the Canadian Institute of Public Health Inspectors. This report is submitted on behalf of the Board of Trustees and satisfies the annual reporting requirements of Section 5A of CIPHI By-Law No. 10. Mission: To operate as the independent Charitable Division of the Canadian Institute of Public Health Inspectors dedicated to advancing environmental public health protection in Canada and internationally through the development and support of public education, research, and the development of aid projects. In 2020 the Board welcomed Bradford Giesbrecht, CIPHI SK Branch President and
National Executive Council member. At their January 2020 meeting the CIPHI
National Executive Council passed a motion to appoint one of its members to the
EHFC Board of Trustees. Bradford Geisbrecht was named as the NEC
representative for the 2020 calendar year.
In 2019, the Board bid farewell to Trustees Klaus Seeger who was a member of the Board for 30 years, Duncan Ellison a member for 20 years and Jacqueline Schnider for 10 years. The commitment and dedication of these three volunteers is to be commended. The work of the Board is carried out through two committees:
Advancement Committee: purpose is to assist the Board in fulfilling its responsibilities relating to funding and external awareness, including providing advice on fundraising, securing individual and corporate donors, communications, and marketing. Governance Committee: purpose is to ensure that the board fulfills its legal, ethical, and functional responsibilities through adequate governance policy development; Trustee recruitment strategies, training programs; monitoring of board activities; and evaluation of board members performance.
The Board of Trustees held their 2019 Annual General Meeting on September 8, 2019 and were pleased to have the CIPHI National Executive Council members in attendance. Teleconference meetings were held on December 4, 2019, March 15, 2020, and June 30, 2020. Another 2019-2020 regular meeting is scheduled on October 4, 2020. The 2020 EHFC Annual General Meeting will be held virtually this year as it is typically held as our annual Board face-to-face meeting to coincide with the CIPHI National Annual Education Conference which has been cancelled due to the global pandemic. An AGM meeting notice including the date, time and form of video communications will be issued via the CIPHI listserv, EHFC Website, and via social media accounts. Financials:
The 2019 financial report, review by our auditors, and submission of our annual report to the Charities
Directorate of Revenue Canada are underway at the time of the writing of this report. Revenue Canada
extended submissions for charities until December 31, 2020, however our Treasurer plans to submit our
report before the end of September.

In discussion with our award partners due to COVID-19 and the cancellation of the 2020 CIPHI National Annual Education Conference the Board decided at their June 2020 meeting to cancel this year’s awards. However, in agreement with our award partners there will be the potential for two recipients for each award that will be announced at the 2021 CIPHI AEC. The 2021 award nominations will open on May 1st. Projects: International Aid Project: The Board approved support of an international aid project and will be donating $5,000 to the Rotary Club of Stratford ON that sponsors the Canadian Outreach Medical & Mission Team (COMMIT) who have worked for several years with small communities in Nicaragua. The funds will be used towards the drilling of a new water well. The Team visit twice a year (Feb. & Oct) to oversee new projects and evaluate past projects. Due to the pandemic, the fall visit is currently on hold. The Board have also discussed developing a food safety and hygiene program that could be utilized by the Team when visiting villages. There are opportunities for public health inspectors to join the team on one of their future trips. For more information on joining the team send an email to [email protected] . For more information on this group you can find a ppt at EHFC.CA/Support Us/Fundraising Initiatives/2020 Nicaragua Professional Development: The Board approved a $500 donation to the CIPHI ON Branch to support their 2019 education day on Recreational Water Quality. The EHFC Advancement Committee is exploring being able to provide webinar services for Branches to make their education presentations available to those members who cannot attend due to logistics within their geographical areas. The EHFC Board welcomes the opportunity to financially sponsor future CIPHI Branches and their professional development days.

Student Sponsorship to Attend CIPHI National AEC: In 2019 the Board were able to financially support 11 students to attend the CIPHI National AEC, Dartmouth, NS. Between 2010-2019 the EHFC Board has sponsored a total of 87 students, in the amount of approximately $18,000. Students who receive sponsorship are required to provide a report on the benefits of attending. Products: The EHFC have available for sale TempSafe® educational food safety materials which are available in magnets, clings, stickers, lapel buttons and large display formats. There is an option to include health agency information at the top of the product chosen for a nominal fee. The products are currently available in English, French and Spanish. The Board continues to offer large discounts for orders of 1,500 or more which allows for health agencies to combine orders to take advantage of the savings. The EHFC receives a small percentage of all sales from the current printer. NOTE: The Board will be evaluating this product in the coming months as sales have dropped off in the past years.
30th Anniversary Fundraising: In 2019, the EHFC celebrated our 30th year as CIPHI’s charity. In 2018 the Board of Trustees planned to acknowledge this important milestone. The Board’s Advancement Committee was tasked with the creation of a dedicated working group to develop a plan to acknowledge and celebrate the 30th anniversary. The working group members were Trustees: Klaus Seeger, Pamela Scharfe, Ralph Stanley, and Lena Parker. The financial goal set by the Board was to raise $30,000 and passed the following motions: (1) for the creation of a special anniversary logo; (2) a $5,000 budget; and (3) all funds raised to be used to create two new endowment funds (1) to support students enrolled at one of the CIPHI accredited academic institutions, to attend the national CIPHI AEC up to $5,000 annually, and (2) to partner with a charity to support an annual aid project that focuses on but not limited to food safety, hygiene, sanitation, and water safety.

The anniversary plans included the creation of an anniversary logo; updating our website www.ehfc.ca; creating a Blog to share current information; and creation of a historical newsletter in 2019 that included a 30-year history and the celebratory events held through the year. The newsletter can be found on our website www.EHFC.ca Colleagues from across Canada donated to the EHFC fundraising campaign which kicked off in May 2019. Donors at the CIPHI National 2019 AEC also had their photos taken to be part of the anniversary mosaic banner that was to be unveiled at the 2020 CIPHI National AEC. Given that the conference has been rescheduled until 2021 you can still donate and forward your photo to be included in the mosaic banner that will be displayed at the 2021 conference hosted by Durham Region Public Health, Ontario. The Board decided to continue with the fundraising until we reach 100% of our goal. Additional contributions have been made in 2020 and as of today we have raised $19,160 which is 64% of our goal. 2019 AEC Final Report Contributed by Vanessa Nickelo and Sara Baird, CIPHI 2019 AEC Co-Chairs
On behalf of the CIPHI 2019 AEC Organizing Committee, we are pleased to submit this final report. It was the second year that the conference planning for CIPHI took on a National Planning Committee route. With great collaboration from an amazing team, in less than 8 months we were able to host a successful conference. We would like to thank Kari Engele-Carter for providing guidance as 2019 Co-Chair after her success at Co-Chairing the 2018 AEC. We couldn’t have done it without her! When we embarked on the process of organizing this AEC, we did so with a goal of providing a diverse education program as well as opportunities for networking. The conference was held at the DoubleTree by Hilton Halifax Dartmouth Hotel, Dartmouth, Nova Scotia in September 2019. We were hopeful for an attendance breaking 100. CIPHI’s mission includes that of education and supporting professional competencies. This was our main conference goal. Despite a post tropical storm named Dorian, blowing through the city with 155km/hr winds, intense rain and over 48 hours without power, we surpassed our goals. When the power came back on during the opening remarks, we were relieved and astonished to have 234 delegates and finished with a profit of over $42,000. Thank you to the delegates, sponsors and exhibitors, and volunteers for your support as we proceeded forward with event plans despite the storm related challenges. Our success can also be attributed to the outstanding program put together by our program committee. The team lined up excellent keynote speakers who talked about a broad range of topics including topics ranging from measles, cannabis, climate change issues, food safety in Indigenous populations and health equity. Thank you to our Program Committee, Chair, Shain Mergulhao with the support of Sara Rumbolt, and Janice Gammie. 18 exhibitors were on-site to discuss the newest equipment available to assist delegates with their work, as well as provide evidence-based educational venues. Our Monday night social event offered a traditional East Coast lobster dinner and boat tour across the Halifax Harbour. Happy to announce our social event sold out. Our Tuesday evening President’s Banquet entertainment were local comedians from Yuk Yuk’s Comedy Club. Thank you to the Social Committee for these arrangements. Environmental Health Review Report to Membership Contributed by Andrew Papadopoulos, PhD, CPHI (C)
A Summary of Activities (2019-2020: V62 Issue 2 through to V63 Issue 1)
• Most articles submitted to the Environmental Health Review and accessed are those that are practise-based. Items that focus on interesting cases or situations continue to have strong demand. In particular, the submissions from the National Collaborating Centre for Environmental Health (NCCEH) are in high demand each Issue.
• We have been receiving articles from some researchers affiliated with CIPHI-accredited schools. Environmental public health professionals returning to graduate studies is another source of high-quality articles.
• Contributions from the NCCEH remain a valuable source of content in each Issue. Further, Nelson Fok through his journal summaries updates continues to be a regular and valuable component of the Environmental Health Review.
• We are in the third year of having Branch Presidents’ submit their Branch Updates on a schedule that works for them instead of submitting Branch Updates each Issue. Contributions have been sporadic, although this year has been a challenge for most in Public Health given the increased workload due to COVID-19 activities.
• The relationship with Canadian Science Publishing (CSP) has been strong and very beneficial. The CSP website is currently (August 2020) undergoing a refresh. No disruption to service is expected. Fees paid to CSP have increased modestly; however, it is not feasible to continue publishing without their partnership. The Canadian Institute of Public Health Inspectors (CIPHI) is granted membership within CSP, and the current representative is the Editor.
• The Environmental Health Review remains part of a consortium of journals that is sold to libraries further increasing its reach. Revenues from these subscriptions help to offset the production cost of the Environmental Health Review.
Future Targets
• Connect with all CIPHI-accredited institutions to encourage them (faculty and students) to submit interesting and high-quality work to the Environmental Health Review.
• Explore and begin to have the Environmental Health Review indexed in Proquest and Ebscohost. This will result in a greater reach and a higher profile for the authors of the articles.
• Discuss with the NEC the continuation of the Branch Presidents’ Report.
• Continue effort to increase the number of practice-based articles and to continue to seek high quality articles for publication.

National Historian’s Report 2020 Contributed by Tim Roark
Madame President, I am pleased to present my report for the past year. As stated in previous reports I am continuing to look for information and pictures regarding our important leaders and award recipients plus Honorary and Life Members of the Institute dating right back to its formation in 1913. First it was just the names, dates of office and photos for all National Presidents. However, this past year I have expanded my search to include the Presidents of all CIPHI branches due to their key role in the development of CIPHI right from its original start in Winnipeg back in 1913. Lists including dates of service as President plus photos for Presidents of our National, BC and Ontario plus the original Atlantic Branch are almost complete. I’m really hoping that help from Branch Historians and Presidents will make it possible to complete the information for our remaining CIPHI Branches. The former Quebec and Bermuda Branches of CIPHI may be a bit more difficult to complete. I would encourage Branch Historians and interested branch members to actively seek out historical information through provincial archives, historical societies, community health agency records, and retired colleagues. Interviews with retired members will uncover a wealth of information which needs to be saved as well. The very sad news is that CIPHI lost a great member, a leader and booster of CIPHI with the very recent passing of Charlie Young, Life Member. In addition to his many other roles in CIPHI over the decades he was a member of our Historical Committee for over 23 years. We will certainly miss his friendship, wise advice and help with historical matters in BC and CIPHI National.

INTRODUCTION The Retirees Advisory Committee (Committee) was established in September 2005 as a joint project of the Canadian Institute of Public Health Inspectors (CIPHI) and the Public Health Agency of Canada (PHAC) to address the need for qualified public health inspectors to deal with potential public health emergencies; determine a framework to serve as a tool to enhance the public health system capacity; and, serve as a pilot for the establishment of retiree committee in other health disciplines. The experience and corporate knowledge of retired public health inspectors is considered an asset to the future planning of public health initiatives. MANDATE The mandate of the Retirees Advisory Committee is to act as counsel to the CIPHI National Executive Committee (NEC) on issues related to public health capacity:
• Deliver public health services in times of a public health emergencies.
• Identify needs, promote, mentor and champion initiatives within the profession of public health inspectors and future committees of retired public health professionals.
• Support the vision, mission, and values of CIPHI. RESPONSIBILITIES The Committee members are available to provide guidance, assistance, and advice on public health issues to the Canadian Institute of Public Health Inspectors. The Committee functions as a working and/or task group and an advisory body. Working and or task groups will be formed as necessary at the request of the CIPHI NEC though the chair of the Retirees Advisory Committee. All requests for involvement or participation of the Retirees Advisory Committee shall be made through and approved by the office of the National CIPHI President. Remembering Charlie Young, CPHI(C):
Committee member, Charlie Young was a long-time colleague, teacher and friend who died on August 10, 2020 after a brief battle with cancer. Charlie was a gentleman who was always the first to offer help for the betterment of our profession. He had such a positive and supportive attitude and was an absolute pleasure to work with and his passing will be a great loss to CIPHI. Charlie had a very distinguished career and was a CIPHI member for 58 years. Below is a brief overview of his career and incredible commitment to our profession:
• graduated from Ryerson Polytechnical Institute (1961)
• received his certification No. 1938 in 1962
• started his career with City of Toronto Public Health and was ON Branch Councillor and served as Branch Secretary
• lived and worked in Kingston, ON
• moved to BC and became a member of the BC Branch where he was Corresponding Member for the Board of Certification, Branch Secretary and Vice President
• 1972 Charlie became a faculty instructor at BCIT for the public health inspection program
• 1975 he accepted the position of Director of Environmental and Public Health in North Shore Public Health Dept
• 1982 he went back to teaching at BCIT
• Charlie developed a 3-year post-secondary environmental health program for Malaysia's health inspectors
• 1986 he was hired to produce a food safety program for EXPO 86 which was titled FOOD SAFE and that program, while updated, still exists today
• founding member of CIPHI's Charitable Division (1989) The Environmental Health Foundation of Health was a Board Trustee and held the position of Secretary for 10 years
• 1986 & 1991 he received the CIPHI BC Branch Member of the Year award

• 2003 Charlie retired from BCIT but continued to teach part-time until 2006
• Charlie received the CIPHI National highest honour of Life Member for his service to the Institute, his profession and to his community over an extended period
• 2012 Charlie received the CIPHI National 50-year Membership award
• 2013 named one of 100 Members of Distinction for the 100th anniversary of CIPHI
• 2013 Charlie joined the CIPHI Retirees Advisory Committee and was a current member representing the BC Branch. During this time, he along with Pamela Scharfe partnered with the Spa Association of Canada to produce a quality assurance inspection program with requirements over and above what is required by local public health. Charlie also carried out inspections of spa association members in BC as part of the program.
INITIATIVES
COVID-19 Pandemic Response: Our Committee was formed as a joint project of CIPHI and the Public Health Agency of Canada to address public health emergencies and be in a position to connect with our CPHI(C) retirees who may be able to assist due to a public health surge capacity issue. The Committee extends our thanks to the founding members who had the foresight 25 years ago to prepare us for this moment. On April 10, 2020, the Committee reached out to retirees on behalf of the Chief Public Heath Officer of Canada (PHAC) and the CIPHI National Executive Committee (NEC). This was to inform retirees who may not be signed up for the CIPHI Listserv to share the correspondence from the PHAC call for volunteers. The letter outlined the process of recruiting staff in response to the first wave of COIVD-19 infections and to connect volunteers with Federal and Provincial public health officials to carry out rigorous contact tracing around the cases of COVID-19. We also asked retirees to forward to any retiree colleagues they are in contact with as it is better to receive information more than once than not at all. Retiree Contact Directory: The Committee continues to maintain and update a list of retirees and as part of the PHAC request also asked that retirees provide us with their most up-to-date contact information in addition to email to ensure our files are up-to-date for retirees who are not retired members of CIPHI. We receive an annual retiree membership list from the CIPHI Office to update our retiree directory. CIPHI Board of Certification Exams: The Committee discussed during our April 13th teleconference meeting, the postponement of the April 2020 BOC exams and how retirees could assist to fill any examiner vacancies during times like a pandemic and during normal times as examiners, back-up for examiners who have to cancel at the last minute and to assist the Exam Coordinator on the day of the

exam. Our concern was if public health continues to be challenged and surge capacity is an issue in the fall, the BOC may face not having enough examiners. We also discussed ways that recent retirees who have not received the required BOC examiner training could be trained through webinar coordinated by the Retirees Advisory Committee and the Board of Certification. Through communication between the RAC Chair and the BOC Chair there is recognition that when a CIPHI member retires the profession loses a wealth of knowledge and experience. The BOC have added a clause to their policies to allow former BOC members to help the Board with projects for up to three years after they leave the Board. Given how small our organization is it does not make sense not to utilize retiree expertise. The two Committee chairs plan to continue discussions on this initiative. Senator Forum Newsletter: A 2019/2020 newsletter will be posted on the CIPHI Listserv this fall. The Committee extends our thanks to long-time Editor of the Senator Forum, Jim McCorry who stepped down from the Committee earlier this year. Terms of Reference: This fall the Committee will begin work reviewing the Terms of Reference with specific attention paid to:
• Membership – length of terms of members and the Chair
• Accountability – develop a long-term strategic plan that includes an annual review of priorities Letters of Congratulations for Retirees and Letters of Condolences: The Committee continues to send out on behalf of the Branches and the NEC letters and appreciate the information that continues to be provided by the Branches. Details should be emailed to the Chair, Pamela Scharfe at [email protected]. Committee member Yvonne Graff, SK has taken on the responsibility of sending out letters which was previously carried out by William Chrapko. This information of those who have died is also shared with the National CIPHI Office to assist with the preparation of an “In Memoriam” list to be included in the AGM binder. The Committee continues to volunteer to produce a power point presentation to be shown during “In Memoriam” portion of the AGM of photos of CPHI(C)s that have died to assist with memorializing them. Facebook Page: The Committee have created a dedicated Facebook group (by invitation) CPHI(C) Retirees for those retirees interested in networking with retired CPHI(C)s. Also, for the Committee to use to request contact information on CPHI(C)s that we have lost contact with and to promote retired membership in CIPHI.
