    Subpart A General SUB BAGIAN A - UMUM

    139.01 Applicability(1) CASR Part 139 deals with the operation of

    aerodromes and includes rules about thefollowing matters:

    (a) certification of aerodromes;(b) requirements that apply to operators of

    certified aerodromes, including mattersassociated with an aerodrome manual;

    (c) exemptions to compliance with regulatoryrules;

    (d) reporting officer and safety inspectionrequirements that apply to operators ofcertain other aerodromes used for airtransport operations or charter operations;

    139.01 Pemberlakuan

    139.03 Defini tions

    In Part 139 the following terms have definedmeanings :

    139.03 Definisi

    AerodromeAn aerodrome is a defined area on land or water(including any buildings, installations andequipment) intended to be used either wholly or inpart for the arrival, departure and surfacemovement of aircraft.

    ApronA defined area on a land aerodrome, intended toaccommodate aircraft for purposes of loading orunloading of passengers, mail or cargo, fuelling,parking or maintenance.

    ApronAdalah daerah tertentu pada aerodrome di darat, digunakan untuk tempat naik turun penumpang, bomuat kargo atau pos, pengisian bahan bakar, parkiperawatan pesawat udara.

    Certified aerodrome

    An aerodrome whose operator has been grantedan aerodrome certificate is a certified aerodrome.

    Aerodrome Yang Bersert if ikat

    Adalah Aerodrome yang penyelenggaranya telah dibsertifikat aerodrome.

    Manoeuvring areaThat part of an aerodrome to be used for the take-off, landing and taxying of aircraft, excludingapron(s), is called the manoeuvring area.

    Daerah Manuver (Manouvering Area)Adalah bagian dari aerodromeyang digunakan untuk tlandas (take off), mendarat, dan bergerak di penghubung (taxiway) oleh pesawat udara, kecuali (tidak termasuk di dalamnya apron);

    Maximum carrying capacityIn relation to an aircraft means the maximumpassenger-seating capacity or the maximumpayload permitted under the aircrafts certificate of

    type approval.

    Adalah maksimum kapasitas tempat duduk pesawat atau maksimum beban angkut pesawat udara berdas

    Movement areaThat part of the aerodrome to be used for the take-off, landing and taxiing of aircraft, consisting of themanoeuvering area and the apron(s) is called themovement area.

    Daerah Pergerakan (Movement Area)Adalah bagian aerodrome yang dipergunakan untuk landas, mendarat dan bergerak (taxi) oleh pesawat yang terdiri dari manoeuvering areadan apron.

    Obstacle

    In relation to an aerodrome, obstacle means allfixed (whether temporary or permanent) andmobile objects, or parts thereof, that are located onan area intended for the surface movement ofaircraft or that extend above a defined surfaceintended to protect aircraft in flight.

    Obstacle

    Adalah objek benda tetap (permanen atau sementaraobjek benda bergerak, atau bagian dari keduanya,terletak pada suatu wilayah yang digunakan pergerakan pesawat udara di permukaan atau ketinggiannya melebihi permukaan tertentu dimaksudkan untuk menjaga keselamatan pesawat yang sedang dalam penerbangan (in flight).

    Obstacle free zone (OFZ)In relation to an aerodrome, OFZ means theairspace above the inner approach surface, innertransitional surfaces, the balked landing surfaceand that portion of the runway strip bounded bythese surfaces, that is not penetrated by any fixed

    obstacle other than a low-mass and frangiblymounted one required for air navigation purposes.

    Obstacle Free ZoneAdalah suatu ruang udara yang terletak di atasapproach surface, inner transitional surface, balked lasurface dan bagian dari runway strip yang di batasketiga surface, yang tidak boleh ditembus / dilewatsuatu obstacle tetap kecuali yang berupa benda-benda

    Obstacle limitation surfaces (OLS)A series of surfaces that define the volume ofairspace at and around an aerodrome to be keptfree of obstacles in order to permit the intendedaeroplane operations to be conducted safely andto prevent the aerodrome from becoming unusableby the growth of obstacles around theaerodrome.

    if provided, intended to:a) reduce the risk of damage to aircraft running off

    a runway; andb) protect aircraft flying over it during take-off or

    landing operations.

    pacu dan stopway(bila ada stopway)dimaksudkan una. mengurangi resiko kerusakan pesawat udara pad

    tergelincir keluar landas pacu;b. melindungi pesawat udara yang terbang di atasnya

    saat take-offatau landing.

    Safety management systemA system for the management of safety ataerodromes including the organizational structure,responsibilities, procedures, processes andprovisions for the implementation of aerodromesafety policies by an aerodrome operator, whichprovides for control of safety at, and the safe use

    of, the aerodrome.

    Safety Management SystemAdalah suatu sistem manajemen keselamatan pada aerodrome yang mstruktur organisasi, tanggung jawab, prosedur, proseperaturan dalam melaksanakan kebijakan keselaaerodrome oleh penyelenggara aerodrome, melaksanakan pengawasan keselamatan, pengoperasian aerodrome.

    Taxiway str ipAn area including a taxiway intended to protect anaircraft operating on a taxiway and to reduce therisk of damage to an aircraft accidentally runningoff the taxiway.

    Taxiway StripAdalah suatu daerah di sebelah kiri dan kanan dari penghubung (taxiway) dan termasuk landas pengh(taxiway), yang berfungsi untuk melindungi pesawat yang sedang bergerak pada landas penghubung (tadan mengurangi resiko kerusakan pesawat udara keluar dari landas penghubung (taxiway);

    Unserviceable areaA part of the movement area that is unfit andunavailable for use by aircraft.

    Unserviceable AreaAdalah bagian dari daerah pergerakan yang tidak dipergunakan untuk pergerakan pesawat udara;

    Work areaA part of an aerodrome where maintenance orconstruction works are in progress.

    Work Area Adalah bagian dari aerodromedipergunakan sebagai tempat pemeliharaan atau pekpembangunan/ konstruksi yang sedang berjalan yang membahayakan keselamatan operasi pesawat udara.

    139.05 Standards for aerodromes(1) Any reference in this Civil Aviation Safety

    Regulation to aerodrome standards andpractices is a reference to the aerodromestandards and practices set out in the Manualof Standards Part 139 Aerodromes (MOS).

    139.05 Standar UntukAerodrome(1) Ketentuan mengenai Peraturan Kesela

    Penerbangan (CASR 139) ini dijadikan seacuan dalam membuat standar operasi dan Aerodrome. Penjabaran lebih lanjut di Petunjuk Teknis Pengoperasian Aerodrome (M

    of Standard Part 139).Subpart B Aerodrome certification Sub Bag B - SertifikatAerodrome

    139.21 Requirement for an aerodromecertificate.(1) A person must not operate an aerodrome to

    which subregulation (2) applies if theaerodrome is not a certified aerodrome.

    (2) An aerodrome shall be certified if it:(a) is used by aircraft engaged in international air

    transport operations; or(b) has a runway or landing area that is suitable

    and available for use by aircraft having a

    maximum passenger-seating capacity of morethan 30 seats engaged in passenger or cargoair transport operations, irrespective ofwhether such operations are wholly within orextend outside of Indonesia.

    (2) Suatu aerodromewajib memiliki sertifikat, bilamanaa. Digunakan oleh pesawat udara yang me

    operasi angkutan udara internasional ; ataub. Mempunyai runway atau wilayah pendaratan

    sesuai dan dapat digunakan untuk melayani pe

    (3) Aerodromes used by aircraft other than thosespecified in subregulation 139.21(2)(b) may beused for domestic air transport operationsproviding the provisions in Chapter 13 of theManual of Standards Part 139 Aerodromesare satisfied.

    (3) Aerodrome yang digunakan oleh pesawat udara yang diatur di dalam 139.21 (2) (b)dapat juga diguuntuk operasi pesawat udara domesticyang diatuPetunjuk Teknis Pengoperasian Aerodrome (MO139 chapter 13).

    139.23 Appl ication for an aerodrome certif icate 139.23 Permohonan Sertif ikatAerodrome

    (1) A person may apply to DGCA for anAerodrome certificate to permit that person tooperate the aerodrome specified in theapplication.

    (1) Permohonan sertifikatAerodromediajukan secara toleh penyelenggaraAerodromekepada Direktur JendePerhubungan Udara untuk mendapatkan izin pengoperaerodrometersebut.

    (2) An application must be in the approved form. 2) Permohonan SertifikatAerodromeharus dilengkapidengan isian format yang telah disediakan oleh DirekJenderal Perhubungan Udara;

    (3) The application must be accompanied by onecopy of the aerodrome manual if:

    (a) the aerodrome is used for internationaloperations by any aircraft; or

    (b) the aerodrome has a runway or landing areathat is suitable and available for use by aircrafthaving a maximum passenger-seatingcapacity of more than 30 seats engaged inpassenger or cargo air transport operations,irrespective of whether such operations arewholly within or extend outside of Indonesia.

    3)Permohonan SertifikatAerodromeharus melampirkasalinan panduan pengoperasianAerodrome (AerodManual);

    a. Aerodrome yang melayani penerbangan ke dan danegeri; atau

    b. Aerodrome yang mampu menampung pengopepesawat udara dengan kapasitas maksimum tduduk lebih dari 30 untuk pengangkutan penumatau operasi angkutan udara kargo, baik berokeseluruhan atau sebagian di wilayah Indokapasitas beban angkut sama atau lebih 5,700 kg;

    (4) If an aerodrome manual is not required to besubmitted, an application must be in theapproved form and must be accompanied by:

    (a) the information about the aerodrome requiredby Appendix 3 including a diagram of theaerodrome in accordance with that Appendix;

    and(b) a written statement, signed by a DGAC officer,

    or other person approved by DGAC, to theeffect that:(i) the officer or person has conducted a

    safety inspection of the aerodrome;and

    (ii) the aerodrome meets all applicableaerodrome standards and is safe foroperation; and

    (c) the name or names and contact details of theperson or persons who are to be the reporting

    officers for the aerodrome.(d) For the purposes of this sub regulation

    139.23(4)(b), DGAC may consider a personmeeting the conditions specified in Appendix 5as acceptable to perform a safety inspection ofan aerodrome and to sign a statementconfirming compliance with applicableaerodrome safety standards.

    (i) Petugas atau orang yang telah mengikuti PemerKeselamatan Aerodrome ( Safety Inspection Aerodrome); dan

    (ii) Pemenuhan semua persyaratan Standar Aerodan keselamatan operasi; dan

    (c) nama dan nomor yang dapat dihubungi dari pepelapor aerodrome

    (d) Sesuai dengan peraturan 139.23 (4)(b), D

    Jenderal Perhubungan Udara mempertimbaseorang yang memenuhi spesifikasi / cakap Appendix 5untuk melakukan inspeksi Aerodrommenandatangani pernyataan pemenuhan skeselamatanAerodrome.

    139.25 Grant of an aerodrome certificate(1) In respect of an aerodrome certification

    application to which subregulation 139.23(3) isapplicable, DGAC must grant an aerodrome

    certificate to an applicant if:(a) the aerodrome facilities, services and

    equipment are in accordance with thestandards specified for a certified aerodromein the Manual of Standards Part 139 -

    Aerodromes; and(b) the aerodrome operating procedures make

    satisfactory provision for the safety of aircraft;and

    (c) an aerodrome manual that contains all relevantinformation for the aerodrome has beenprepared and is in accordance with the

    requirements of regulation 139.47; and(d) the DGAC is satisfied that the applicant would

    be able properly to operate and maintain theaerodrome.

    (e) With effect from 24 November 2005, DGACmust additionally be satisfied that theaerodrome operator has an acceptableaerodrome safety management system inoperation at the aerodrome.

    139.25 Pemberian Sertifikat OperasiAerodrome(1) Direktur Jenderal Perhubungan Udara akan menerb

    sertifikat operasi aerodromeapabila, :(a) Tersedia fasilitas dan peralatan sesuai dengan stan

    petunjuk teknis pengoperasian aerodrome (MOS Pa139);

    (b) Tersedia prosedur pengoperasian aerodrome untukmenjamin keselamatan pesawat Udara, dan;

    (c) Tersedia panduan pengoperasian aerodrome(aerodmanual) yang memuat semua informasi tentangaerodrome dan sesuai dengan persyaratan dariperaturan 139.47; dan

    (d) Dirjen Perhubungan Udara meyakini bahwa pemohsertifikat dapat mengoperasikan dan mempertahankkondisi aerodrome.

    (e) Mulai tanggal 24 November 2005, Pemegang sertifi

    OperasiAerodromeharus memiliki dan melaksanaksafety management system.

    139.31 Aerodrome cert ificate not transferable(1) An aerodrome certificate is not transferable.

    139.31 Sertifikat Operasi AerodromeDipindahtangankan(1) Sertifikat Operasi Aerodrome tidak

    dipindahtangankan.

    139.33 Duration of an aerodrome certificate(1) An aerodrome certificate remains in force

    unless it is cancelled.

    139.33 Masa Berlaku Sertifikat OperasiAerodrome(1) Sertifikat Operasi Aerodrome berlaku selama 5

    tahun kecuali sertifikat OperasiAerodrome.

    (3) An aerodrome certificate is not in force duringany period during when it is suspended byDGAC.

    (3) Selama Sertifikat Operasi Aerodrome dibepenyelenggara Aerodrome dilarang mengoperAerodrome;

    139.35 Suspension or cancellation of anaerodrome certificate

    (1) DGAC may, by written notice given to theholder of an aerodrome certificate, suspend orcancel the certificate if there are reasonablegrounds for believing that:

    (a) a condition to which the certificate is subjecthas been breached; or

    (b) the aerodrome facilities, equipment, operationsor maintenance are not of the standardnecessary in the interests of the safety of airnavigation; or

    (c) the holder has failed to comply with regulation139.25.

    139.35 Pembekuan atau Pencabutan Sertifikat OAerodrome

    (1) Direktorat Jenderal Perhubungan Udara dperingatan tertulis dapat membekukan atau mensertifikat jika :

    (a) bagian sertifikat dilanggar; atau(b) fasilitas, peralatan, perawatan atau pengope

    aerodrome tidak memenuhi standar keselanavigasi penerbangan.

    (c) pemegang sertifikat tidak dapat melaksanakan peryang dipersyaratkan dalam CASR 139.25

    (2) Before suspending or canceling an aerodromecertificate, DGAC must:

    (a) give to the certificate holder a show causenotice that:

    (i) sets out the facts and circumstances that, in theopinion of DGAC, would justify the suspensionor cancellation; and

    (ii) invites the certificate holder to show cause, inwriting, within 30 days after the date of thenotice, why the certificate should not be

    suspended or cancelled; and(b) take into account any written submissions that

    the certificate holder makes to DGAC withinthe time allowed under Part 139.33 (2) (a) (ii).

    (2) Sebelum pembekuan dan pencabutan Sertifikat OAerodromedilakukan dengan proses sebagai beriku

    139.37 Cancellation of an aerodrome certificateat request of holder

    (1) If an aerodrome certificate holder wishes tosurrender the certificate, the holder must giveDGAC not less than 30 days written notice of thedate on which the holder nominates the

    certificate surrender to be effective.

    139.37 Pembatalan Sertifikat Operasi AerodromePermintaan Penyelenggara Aerodrome(1) Permohonan pembatalan Sertifikat Operasi Aero

    (a) pencabutan diberitahukan melalui NOTAM(b) data aerodrome dihilangkan/dihapus dari AIP

    139.39 Temporary aerodrome certificate(1) DGAC may grant a temporary aerodrome

    certificate to an applicant if DGAC is satisfiedthat the applicant will be able to properlyoperate and maintain the aerodrome for the

    duration of the temporary certificate.

    139.39 Sertifikat Operasi Aerodrome Sementara (InAerodrome Cert if icated)(1) Direktur Jenderal Perhubungan Udara dapat memb

    (2) A temporary aerodrome certificate must not begranted for a period longer than 60 days.

    (2) Sertifikat Operasi Aerodrome sementara (IAerodrome Certificated) tidak dapat diberikan jangka waktu lebih dari 60 (enam puluh) hari.

    (3) When DGAC assesses an application anddecides to issue a certificate, it will

    (a) tell the applicant, in writing, that the aerodromeis certified; and

    (b) publish details of the aerodrome in AeronauticalInformation Publication Indonesia

    Subpart C Aerodrome Manual Subpart C Panduan Pengoperasian Aerod(Aerodrome Manual)

    139.41 Preparation of aerodrome manual(1) An aerodrome operator subject to the provisions

    of subregulation 139.23(3) must have anaerodrome manual for the aerodrome inaccordance with the requirements of thissubpart.

    139.41 Penyiapan Panduan Pengoperasian Aerod(Aerodrome Manual)

    (1) Penyelenggara Aerodrome harus memiliki PaPengoperasian Aerodrome sesuai persyaratan 139.23(3)ketentuan ini.

    139.43 Form of aerodrome manual(1) The aerodrome manual shall be a formal

    document that is :(a) signed by the aerodrome operator;

    (b) typewritten or printed;(c) organized in a format that is easy to revise to

    facilitate preparation, review and amendment;(d) produced in a manner that provides a system

    for denoting:(i) the currency of pages and amendments there to;

    139.43 Format Panduan PengoperasianAerodrome(1) Ketentuan Panduan Pengoperasian Aerodrome se

    berikut :(a) ditandatangani oleh PenyelenggaraAerodrome;

    (b) dalam bentuk ketikan atau cetakan;(c) dijilid dalam bentuk yang mudah untuk memas

    (2) The manual may consist of more than onedocument. Where the manual consists of

    more than one document, each one shall be cross-referenced to the other documents.

    merupakan referensi dari dokumen lain;

    (3) Additional copies of the manual may be kept inan electronic form.

    139.45 Location of the aerodrome manual(1) An aerodrome operator must keep at least one

    complete and current copy of the aerodromemanual for the aerodrome at the aerodrome in aprinted form.

    Panduan PengoperasianAerodromeyang lengkasalinan terbaru.

    (3) Penyelenggara Aerodrome harus membuat sPanduan Pengoperasian Aerodrome sesuai 139untuk kepentingan pemeriksaan oleh orang ditunjuk oleh Direktur Jenderal Perhubungan atau inspektor.

    139.47 Information to be included in anaerodrome manual

    (1) The aerodrome operator shall include at leastthe following particulars in the aerodromemanual as set out in Appendix 1 of CASR 139,

    to the extent they are applicable to theaerodrome, under the following Sections:

    (a) Section 1 - General Information,;(b) Section 2 Particulars of the Aerodrome Site;(c) Section 3 Particulars of the aerodrome

    required to be reported to the AeronauticalInformation Service;

    (d) Section 4 Particulars of the aerodromeoperating procedures and safetymeasures; and

    (e) Section 5 Aerodrome Administration andSafety Management System.

    139.47 Informasi yang tercakup dalam PanPengoperasianAerodrome(1) Panduan PengoperasianAerodromesekurang-kura

    memuat informasi tentang Aerodrome sesuai keteyang telah diatur dalam Appendix 1 CASR 139, d

    (2) If particular information referred to in 139.47 (1)is not included in the manual because it isnot applicable to the aerodrome, the aerodromeoperator shall include in the aerodrome manuala statement to the effect that the information isnot applicable and include the reason for thenon-applicability.

    (2) Apabila informasi sebagaimana dimaksud 139.4tidak tersedia atau tidak berlaku di Aerodrometermaka Penyelenggara Aerodrome harus menjeketerangan tersebut dalam Panduan PengopeAerodromebeserta alasannya.

    (3) If DGAC issues an exemption under regulation139.131, the aerodrome operator shallinclude in the aerodrome manual at least thefollowing information in relation to eachexemption:(a) The identification number allocated by DGAC

    for each exemption;(b) The date that each exemption came into effect;

    and(c) Any conditions, restrictions or procedures to

    which the exemption is subject.

    (3) Apabila Direktorat Jenderal Perhubungan menerbitkan suatu pembebasan kete(exemption), sebagaimana dimaksud dalam 13tentang pembebasan ketentuan (exemption), matersebut harus dimasukkan kedalam PaPengoperasianAerodrome.

    Informasi pembebasan ketentuan (exemsekurang-kurangnya memuat :

    (a) Nomor identifikasi yang diberikan oleh DireJenderal Perhubungan Udara untuk masing-mpembebasan ketentuan (exemption);

    (b) Tanggal mulai berlakunya masing-masing pembeketentuan (exemption); dan

    (c) Semua kondisi (persyaratan), batasan-batasan prosedur yang berkenaan dengan pembeketentuan (exemption).

    139.49 Amendement o f an aerodrome manual(1) An aerodrome operator must amend the

    aerodrome manual whenever necessary tomaintain the accuracy of information provided inthe manual.

    (2) The DGAC may direct, in writing, an aerodromeoperator to amend an aerodrome manual inaccordance with such directive in order tomaintain accuracy of the manual.

    (b) updates of information for the manual aredistributed to those persons.

    Subpart D Obligations of an aerodromeoperator

    139.71 Compliance with standards andpractices(1) An aerodrome operator shall comply with the

    relevant standards and practices specified

    in the Manual of Standards and with anyconditions notified by the DGAC in writing.

    (2) If the DGAC or other competent authority of thegovernment requires competency certificationfor the personnel referred to in 139.73 (1) theaerodrome operator shall employ only thosepersons possessing such certification.

    139.73 Kompetensi Personil Aerodrome(1) Penyelenggara Aerodrome wajib mempeke

    personil yang memiliki kemampuan dan kualifikasicukup dalam pengoperasian dan perawatanAerodr

    139.75 Training of aerodrome personnel(1) The operator of a certified aerodrome must

    ensure that all personnel of the operator aretrained in accordance with the standards fortraining aerodrome personnel set out in theManual of Standards.

    139.75 Pelatihan bagi PersonilAerodrome(1) Penyelenggara Aerodrome harus menjamin

    semua personil yang dipekerjakan mendappelatihan yang memadai sesuai Standar TAerodrome dan Ketentuan yang telah ditetapkanDirektur Jenderal Perhubungan Udara.

    139.77 Report ing offi cer(1) The operator of a certified aerodrome must

    appoint one or more reporting officers for theaerodrome.

    (2) The functions of a reporting officer are:(a) to monitor the serviceability of the aerodrome;

    and(b) to report to the NOTAM Office and air traffic

    control as appropriate any changes inconditions, or any other occurrences, at theaerodrome that must be reported undersubregulation 139.113.

    (3) The operator must not appoint a person as areporting officer if the person has not beentrained, in accordance with the Manual of

    Standards, to perform the reporting officersfunctions.

    139.77 Petugas Pelaporan (Reporting Officer)(1) Penyelenggara Aerodromewajib menunjuk 1 (satu

    lebih Petugas Pelaporan untuk melaporkan PaPengoperasianAerodrome.

    (2) Petugas Pelaporan sebagaimana dimaksud hubertugas :(a) melakukan pengawasan terhadap kemam

    pelayananAerodrome;(b) melaporkan kepada Notam Office dan Air

    Control setiap perubahan yang terjadi di Aerosesuai dengan ketentuan 139.113.

    (3) PenyelenggaraAerodrome dilarang menunjuk sesesebagai petugas pelaporan, bila yang bersangbelum diberikan pelatihan sesuai ketentuan Standar TeknisAerodrome.

    139.79 Aerodrome operation and maintenance(1) The operator of a certified aerodrome shall

    ensure that the aerodrome is operated andmaintained with a reasonable degree of careand diligence.

    139.79 Pengoperasian dan PemeliharaanAerodrom(1) Penyelenggara Aerodrome wajib menjamin Aero

    dioperasikan dan dipelihara dengan tingkat ketyang memadai.

    139.81 Aerodrome manual procedures*(1) Subject to any directions issued by DGAC, an

    aerodrome operator shall operate and maintainthe aerodrome in accordance with theprocedures set out in the aerodrome manual

    (2) DGAC may direct the operator of a certified

    aerodrome to change the procedures set out inthe aerodrome manual, if DGAC considers itnecessary in the interests of the safety ofaircraft.

    (3) An operator must comply with a direction givento the operator under subregulation (2).

    139.81 Prosedur Panduan Pengoperasian Aerod(Aerodrome Manual Procedure)(1) Penyelenggara Aerodrome wajib mengoperasika

    melakukan pemeliharaan terhadap Aerodromedengan prosedur yang ditetapkan dalam PaPengoperasian Aerodrome, kecuali ada ketentua

    yang diterbitkan oleh Direktur Jenderal PerhubUdara.

    (2) Direktur Jenderal Perhubungan Udara menginstruksikan Penyelenggara Aerodromemengubah prosedur yang telah ditetapkan Panduan Pengoperasian Aerodrome, apabila diperuntuk kepentingan keselamatan pengoperasian peudara.

    (3) Penyelenggara aerodrome harus mematuhi perbutir 2 (dua) di atas.

    139.83 Notice of deviation(1) This regulation applies if a deviation from a

    procedure set out in the aerodrome manual for acertified aerodrome is made to ensure the safetyof aircraft.

    (2) The operator of the aerodrome must tell DGAC,in writing, of the deviation within 30 daysafter the deviation was made.

    139.83 Pemberitahuan Tentang Penyimpangan(1) penyimpangan terhadap prosedur dalam Pa

    Pengoperasian Aerodrome dapat dilakukan penyelenggara aerodromebersertifikat untuk mekeselamatan operasi pesawat udara.

    (2) Penyelenggara aerodrome wajib dilaporkan stertulis kepada Direktorat Jenderal Perhubungan perubahan atau penyimpangan PaPengoperasianAerodromeselambat-lambatnya 3puluh) hari, terhitung sejak perubahan penyimpangan dilakukan.

    139.85 Aerodrome markings(1) The operator of a certified aerodrome must

    mark the following areas of the aerodrome in

    accordance with the standards set out in theManual of Standards:

    (a) the movement area;(b) any unserviceable area;(c) any works area on or near the movement area.

    (2) The operator must ensure that all aerodromemarkings are maintained in accordance withthe standards set out in the Manual ofStandards.

    (3) In this Part:

    139.85 MarkaAerodrome(Aerodrome Mark ing)(1) PenyelenggaraAerodromeharus memberi marka

    dengan Standar TeknisAerodromepada :

    a. Daerah Pergerakan;b. Setiap Unserviceable Area;c. Setiap Work Area pada atau dekat D

    Pergerakan.(2) Penyelenggara Aerodrome harus menjamin

    semua Marka Aerodrome dirawat sesuai dStandar TeknisAerodrome.

    (3) yang dimaksud dengan :

    unserviceable area means a part of themovement area that is unavailable for use by

    aircraft.

    Unserviceable Area adalah bagian dari movementyang tidak dapat dipergunakan untuk penggerakan pe

    udara;works area means a part of the aerodrome inwhich maintenance or construction worksare in progress that may endanger the safety ofaircraft.

    Work Area adalah daerah operasi Aerodromedipergunakan sebagai tempat pemeliharaan atau pekpembangunan/ konstruksi sedang berjalan yang membahayakan keselamatan operasi pesawat udara

    139.87 Signal area(1) The operator of a certified aerodrome that does

    not have a continuous air traffic serviceprovided by air traffic control during the daymust provide a signal area in accordance withthe standards set out in the Manual of

    Standards.(2) The operator of a certified aerodrome must

    display an appropriate signal in the signalarea in any circumstances set out in theManual of Standards that require such a signalto be displayed.

    (3) The operator of a certified aerodrome mustensure that the signal area and any signaldisplayed in it are clearly visible to any aircraftintending to use the aerodrome.

    139.87 Signal Area(1) Penyelenggara Aerodrome yang tidak mem

    pelayanan Lalu Lintas Udara oleh Air Traffic Csecara terus menerus, harus menyediakan signasesuai dengan Standar TeknisAerodrome.

    (2) Penyelenggara Aerodrome bersertifikat,

    memasang signal areayang memadai, sesuai dStandar Teknis Pengoperasian Aerodrome 139).

    (3) Penyelenggara Aerodrome bersertifikat, menjamin bahwa signal area yang dipasang dilihat dengan jelas oleh pesawat udara beroperasi diAerodrometersebut.

    139.89 Wind di rection indicators general(1) The operator of a certified aerodrome must, in

    accordance with the standards for winddirection indicators set out in the Manual ofStandards, install and maintain at least 1 winddirection indicator at the aerodrome.

    139.89 Petunjuk Arah Angin (Wind Direction Indisecara umum(1) PenyelenggaraAerodromebersertifikat harus mem

    dan merawat Petunjuk Arah Angin sekurang-kurang(satu) unit pada Aerodrome, sesuai dengan STeknis Pengoperasian Aerodrome(MOS 139).

    139.91 Wind direction indicators requirementfor certain runways

    (1) If a runway at a certified aerodrome is used innon-precision approach operations, the operatorof the aerodrome must ensure that there is a

    wind direction indicator near the end or ends ofthe runway at which instrument non-precisionapproach operations can be conducted.

    (2) DGAC may exempt the operator fromcompliance with subregulation (1) only if DGACis satisfied that surface wind information ispassed to the pilots of aircraft approaching therunway by:

    (a) an automatic weather observing system that:(i) is compatible with aviation weather observing

    systems; and(ii) provides surface wind information through an

    aerodrome weather information broadcast; or(b) an approved observer having a communication

    link with pilots through which timely informationabout surface wind can be clearly passed topilots; or

    (c) any other approved means of providing surfacewind information.

    139.91 Petunjuk Arah Angin (Wind Direction IndicPersyaratan Landas Pacu tertentu

    (1) Apabila landas pacu pada Aerodrome yang berseyang digunakan untuk operasi non-precision appmaka Penyelenggara Aerodromewajib menjamin b

    pada posisi dekat ujung setiap landas pacu tersediadirection indicator.

    (2) Direktur Jenderal Perhubungan Udara dapat membpembebasan ketentuan (exemption) sebagadimaksud pada butir 1 (satu) apabila informasi swind yang disampaikan kepada pilot dengan cara :

    (a) Sistem pengamatan cuaca otomatis, yang :(i) Selaras (compatible) dengan sistem penga

    cuaca penerbangan; dan(ii) Memberikan informasi angin permukaan m

    Penyiaran Informasi Cuaca di aerodrome (AeroWeather Information Broadcast), atau

    (b) Pengamat cuaca resmi mempunyai hubkomunikasi langsung dengan pilot, atau

    (c) Fasilitas resmi lain yang disediakan untuk membinformasi angin permukaan.

    139.93 Visual approach slope indicator system(1) The operator of a certified aerodrome must, in

    accordance with the standards for visualapproach slope indicator systems set out in theManual of Standards, provide an approvedvisual approach slope indicator system for the

    end of a runway at the aerodrome if that end isregularly used as the approach end for jet-propelled aircraft conducting passenger airtransport operations.

    Note At the commencement of this regulation, thevisual approach slope indicator systems approvedby DGAC are the systems known as T-VASIS, AT-VASIS,PAPI and APAPI.(2) DGAC may direct the operator of a certified

    aerodrome to provide an approved visualapproach slope indicator system for theapproach end or ends of a runway to which

    subregulation (1) does not apply, if DGACconsiders it necessary in the interests of thesafety of air navigation.

    (3) The operator must comply with a direction givento the operator under subregulation (2).

    139.93 Visual Approach Slope Indicator System(1) Penyelenggara Aerodrome bersertifikat

    memasang visual approach slope indicator sysujung landas pacu sesuai dengan Standar TPengoperasian Aerodrome, apabila ujung lantersebut secara teratur (regular) digunakan se

    approach runway untuk jenis pesawat jet/turbo pCatatan : visual approach slope indicator system

    disetujui oleh Dirjen Perhubungan Udara asystem yang disebut T-VASIS, AT-VPAPI, dan APAPI

    (2) Apabila dipandang perlu, untuk kepenkeselamatan navigasi penerbangan, DJenderal Perhubungan Udara menginstruksikan kepada Penyelenggara Aerountuk memasang visual approach slope indsystemyang diakui (approved) pada ujung lanatau akhir pendekatan dalam butir 1 (satu)

    diterapkan;(3) Penyelenggara Aerodrome harus mematuhi s

    ketentuan butir 2 (dua).

    139.97 Checking of lighting systems(1) The operator of a certified aerodrome must not

    put a new lighting system of a kind(b) an electrical engineer or a licensed electrician

    has checked the system for compliance with any

    applicable electrical specifications and technicalstandards set out in the Manual of Standards.

    (2) If checking compliance with a specificationrequires the use of survey instruments, theoperator must ensure that the checking is doneby:

    (a) a person with a degree, diploma or certificate insurveying or civil engineering; or

    (b) a person with experience and competence insurveying that is acceptable to CASA.

    (3) For subregulation (1), the kinds of lightingsystems are as follows:

    (a) an approach lighting system;(b) a runway lighting system for instrument

    approach runways;(c) a visual approach slope indicator system for jet-

    propelled aircraft (other than a system intendedfor use on a temporary basis for a period notlonger than 30 days);

    139.97 Pemeriksaan Lighting System(1) Penyelenggara Aerodrome bersertifikat di

    (2) Apabila pemeriksaan terhadap pemenuhan spesmemerlukan peralatan/instrumentasi sPenyelenggara Aerodrome harus memastikan pemeriksaan dilakukan oleh personil yang mempkemampuan dan pengalaman melaksanakan sdimaksud, dan diakui oleh Direktur JePerhubungan Udara.

    (3) Jenis Lightingsystem pada butir 1 (satu). meliputi(a) Approach lighting system;

    (b) Runway lighting system untuk instrument apprunway;

    (c) Visual approach slope indicator system untuk pejet/turbo prop (system lain yang dimaksudkan penggunaan sementara dengan periode tidak leb30 hari).

    139.103 Testing of airport emergency plan1) Subject to this regulation, an aerodrome operator

    must conduct a full-scale emergencyexercise at least once every 2 years to test:

    (a) the coordination of the emergency serviceorganisations referred to in the airports

    emergency plan; and(b) the adequacy of the procedures and facilities

    provided for in the plan.(2) If a real emergency occurs at the aerodrome

    within 6 months before an emergency exerciseis due, the operator may ask DGAC to extendthe period within which the next full-scaleemergency exercise must be conducted.

    (3) DGAC must grant the request if it is satisfiedthat:

    (a) all emergency service organisations referred toin the plan responded to the real emergency;

    and(b) the real emergency adequately tested the plan.

    (4) In granting the request, DGAC may extend theperiod for a full-scale exercise until the end of 2years after the real emergency occurred.

    (5) An aerodrome operator must conduct a partialemergency exercise in the intervening yearbetween full-scale exercises (or real exercises, ifapplicable) to ensure any deficiencies foundduring the full-scale exercise have beencorrected.

    (6) The airport emergency plan shall observe

    human factor principles to ensure optimumresponse by all participating agencies.

    139.103 Pengujian TerhadapAi rpor t Emergency Pla(1) Penyelenggara Aerodrome wajib melaksa

    (3) Direktur Jenderal Perhubungan Udara harus menypermohonan apabila :(a) semua organisasi/unit kerja terkait memb

    respon yang sesuai dengan ketentuan emergen

    (b) Emergency plan telah memadai dalam menkeadaan darurat sesungguhnya.

    (4) Direktur Jenderal Perhubungan Udara memperpanjang periode waktu untuk latihan skala sampai dengan 2 tahun setelah keadaan emersesungguhnya terjadi.

    (5) Penyelenggara Aerodrome harus melakukan secara parsial dalam selang tahun antara latihanpenuh (latihan sesungguhnya, jika dipergunakan) memastikan terdapat temuan kekurangan selama skala penuh yang telah diperbaiki.

    (6) Airport Emergency Plan wajib memperhatikan p

    prinsip factor kemanusiaan untuk memastikan roptimal dari semua pihak terkait

    139.105 Aerodrome safety management system(1) An aerodrome operator who is obliged to

    produce an Aerodrome Manual shall have anaerodrome safety management system in placeno later than 24 November 2005.

    (2) The safety management system must complywith the standards set out in the Manual ofStandards.

    (3) An aerodrome operator who has a safetymanagement system in operation shall require

    all users of the aerodrome, including those thatperform activities independently at theaerodrome in relation to flight or aircrafthandling, to cooperate in the programme topromote safety at, and the safe use of, theaerodrome by immediately informing it of anyaccidents, incidents, defects or faults whichhave a bearing on safety.Note This regulation is based on an ICAO

    139. 105Aerodrome Safety Management System(1) Setiap Penyelenggara Aerodrome yang telah m

    (a) the currency and accuracy of informationpublished in AIP; and(b) the relevance, currency and accuracy ofoperating procedures specified in the aerodromemanual.(2) The audit referred to in 139.107 (1) shall be

    conducted once in each calendar year, unlessdirected otherwise by DGAC.(3) The audit shall comply with all applicablestandards set out in the Manual of Standards.(4) An aerodrome operator must ensure that aperson or persons with appropriate technicalqualifications and experience perform anyaerodrome audit and inspection.(5) The aerodrome operator shall ensure that auditand inspection reports are prepared and signed bythe persons who conducted the audit or inspectionand that the reports are retained for a period of at

    least three years.

    laporan audit atau inspeksi disiapkan dan ditanda taoleh personel yang melakukan audit atau inspekberlaku untuk jangka waktu minimum 3 (tiga) tahun

    139.113 Planning and execution of aerodromeworks(1) An aerodrome operator must ensure that anyaerodrome works at the aerodrome are carried outin a way that does not create a hazard to aircraft,or confusion to pilots.(2) An aerodrome operator must comply with the

    standards set out in the Manual of Standards inrelation to planning and notice requirements thatmust be satisfied before aerodrome works may becarried out.

    139.115 Access to aerodromes(1) An aerodrome operator must allow personnelauthorized by DGAC to inspect and conduct testsof aerodrome facilities, equipment or operatingprocedures at the aerodrome for the purpose ofensuring the safety of aircraft.(2) The aerodrome operator shall, as requested by

    a person referred to in 139.109 (1), allow access toany part of the aerodrome or any aerodromefacilities, equipment, personnel, documents orrecords for the purposes of subregulation (1).

    139.121 Monitoring of airspace(1) An aerodrome operator must monitor theairspace around the aerodrome for infringementof the obstacle limitation surfaces by any object,building or structure.(2) The monitoring must be in accordance with the

    standards set out in the Manual of Standards.(3) An aerodrome operator must take allreasonable measures to ensure that obstacles at,or within the vicinity of, the aerodrome are detectedas quickly as possible.

    139.123 Notice of obstacles(1) If an aerodrome operator becomes aware of thepresence of an obstacle, the operator mustimmediately advise air traffic control giving detailsof the height and location of the obstacle andamended runway declared distances if applicable.

    139.131 Exemptions(1) DGAC may, by instrument in writing, exempt anaerodrome operator from compliance with specificprovisions of this Part.(2) Before exempting an aerodrome operator,DGAC must take into account any relevantconsiderations relating to the interests of the safetyof air navigation.(3) An exemption is subject to the operator complying with any conditions that DGAC

    specifies in the instrument as being necessary inthe interests of the safety of air navigation.(4) The operator must comply with a conditionspecified in the instrument.(5) If an aerodrome operator is unable to complywith a standard specified in the Manual ofStandards, the DGAC may determine, aftercarrying out aeronautical studies, whetheralternative conditions and procedures may beprescribed to ensure a level of safety equivalent tothat established by the relevant standard.

    (4) Penyelenggara Aerodrome harus mematuhi persydan prosedur yang terdapat dalam Standar TPengoperasianAerodrome

    (5) Jika Penyelenggara Aerodrome tidak dapat mempersyaratan standar yang tercantum dalam STeknis Pengoperasian Aerodrome (MOS 139), D

    Jenderal Perhubungan Udara dapat menentukan dan prosedur diperlukan yang dapat menjamin tkeselamatan yang sesuai, setelah dilakukan aeronauticaldan hanya apabila diijinkan oleh standprosedur yang telah ditetapkan.

    139.147 Notice of refusal to register aerodrome(1) if DGCA refuse to register an aerodrome,DGAC must no later than 14 days after it refuse toregister the aerodrome, give the operator of theaerodrome written notice of the refusal and thereasons for it.

    139.151 Duration o f registration(1) The registration of an aerodrome remains inforce unless it is cancelled

    (2) However, the registration is not in force duringany period in which it is suspended

    (a) the cancellation to be notified in NOTAMs, and

    (b) details of the registration and any otherinformation about the aerodrome to be removedfrom AIP

    139.155 Suspension or cancellation ofregistration by DGCA(1) DGCA may, by written notice given to theoperator of a registered aerodrome, suspend orcancel the registration of the aerodrome if there arereasonable grounds for believing that :

    (a) the aerodrome fails to meet any of thestandards applicable to the aerodrome underregulation 139.157, or(b) the operator of the aerodrome has failed tocomply with regulation 139.111,139.159-139.165(2) Before suspending or canceling the registrationof an aerodrome, DGCA must :(a) give to the operator a show cause notice that :(i) sets out the facts and circumstances that in theopinion of DGCA, would justify the suspension orcancellation, and(ii) invites the operator to show cause, in writing,

    within 30 days after the date of the notice, why theregistration should not be suspended or cancelled,(b) take into account any written submissions thatthe operator makes to DGCA within the timeallowed under subparagraph (a) (ii)

    139.157 Applicable standards for registeredaerodromes(1) The standards applicable to registeredaerodromes are :

    (a) the standards applicable to certifiedaerodromes in relation to the following matters :(i) physical characteristics of the movement area(ii) obstacle limitation surfaces(iii) aerodrome markings(iv) lighting(v) wind direction indicators(vi) signal circle and ground signals,and(b) any other standards set out in the Manual ofStandards that are applicable to registeredaerodromes

    139.175 Functions of ARFFS(1) The functions of an ARFFS for an aerodromeare:(a) to rescue persons and property from an aircraftthat has crashed or caught fire during landing ortake-off; and

    (b) to control and extinguish, and to protectpersons and property threatened by, a fireon the aerodrome, whether or not in an aircraft.(2) Nothing in 139.175 (1) prevents the ARFFSfrom performing fire control services or rescueservices elsewhere than on an aerodrome, but theprovider must give priority to operations mentionedin 139.175 (1)

    DGAC.(2) At a certified aerodrome DGAC will determinesuitability or otherwise of the ARFFS by way ofaerodrome certification procedures initially and byway of subsequent continuing complianceassessment. The information provided in theaerodrome manual will provide the basis for suchsuitability determinations.

    (a) standards and criteria for the establishment anddisestablishment of an ARFFS;(b) standards relating to the procedures, systemsand documents required for the provision of an

    ARFFS;(c) standards for facilities and equipment used toprovide an ARFFS;(d) standards, including competency standards,minimum qualifications and training standards, forpersons engaged in an ARFFS; and(e) any matter required or permitted by theregulations to be provided for by the Manual of

    Standards.

    139.83 Persyaratan yang harus dipenuhi oleh PenPelayanan PKP-PK(1) Apabila standar yang berlaku menghendaki adanyasistem atau prosedur bagi PKP-PK, maka penyediawajib menjamin bahwa sistem atau prosedur dimtersedia dan diimplementasikan.

    139.185 Appl icable standards and requi rements(1) For an aerodrome(a) from or to which an international air transport

    service operates; and(b) any other aerodrome through which more than350 000 passengers passed on airtransport flight operations during the previous year,the applicable standards and requirements meansthe standards and requirements for anaerodrome of its category set out in:(a) Chapter 9 of Annex 14 to the ChicagoConvention; and(b) the Manual of Standards.(2) For any other aerodrome the applicablestandards and requirements means the

    standards and requirements for an ARFFScategory as determined by DGAC and published in

    AIP.(3) For regulation 139.185 (1) (b), the number ofpassengers that pass through an aerodrome is tobe determined according to statistics published byDGAC.

    139.185 Standar dan Persyaratan Pelayanan PKyang berlaku

    (2) Untuk Aerodrome selain Aerodrome sebagadimaksud butir 1, standard dan persyaratan PKditetapkan oleh Direktorat Jenderal Perhubungan

    dan dipublikasikan dalam AIP;(3) Ketentuan untuk Aerodrome sebagaimana dim

    butir (1) (b), jumlah penumpang ditetapkan berdasstatistik yang dikeluarkan oleh Direktur JePerhubungan Udara.

    139.187 Inconsistency between Manual andchapter 9 of Annex 14(1) If a requirement of the Manual of Standards, as

    it applies to any aerodrome, is inconsistent with arequirement of chapter 9 of Annex 14 to theChicago Convention, as it applies to thataerodrome, the requirement of the Manual prevailsto the extent of the inconsistency.

    139.189 Required knowledge, equipment andexpertise(1) An ARFFS provider must have the knowledge,equipment and expertise to deal with any hazardlikely to arise during an aviation accident orincident, including any hazard

    mentioned in the Manual of Standards.

    Standar Teknis PengoperasianAerodrome.139.191 Obligation to maintain service(1) An ARFFS provider must ensure that theservice is available during the period or periodspublished in AIP as the period or periods of itsavailability.(2) Regulation 139.191 (1) does not prevent thelevel of protection provided during predictableperiods of reduced activity at the aerodrome frombeing reduced, within the limit allowed by Chapter9 of Annex 14 to the Chicago Convention.

    139.191 Kewajiban Mepertahankan Pelayanan PKP-(1) Penyedia jasa PKP-PK harus menjamin

    139.195 Buildings and facili ties

    (1) An ARFFS provider for an aerodrome mustensure that the necessary buildings andfacilities for the service, including the following, areat the aerodrome:(a) a fire station;(b) communications facilities;(c) facilities for the maintenance of vehicles andequipment;(d) training facilities;(e) storage facilities;

    (f) if there is a body of water within 1 000 metres ofa runway threshold, a boat ramp and boatlaunching facilities.(2) The ARFFS provider must ensure that buildingsand facilities comply with any applicablerequirements (including requirements as tolocation) in the Manual of Standards.

    3) The ARFFS provider must ensure that there is afacility, in accordance with the requirements of theManual of Standards, for replenishing the watersupply of a fire fighting vehicle.

    (4) The ARFFS provider must ensure that there arethe appropriate emergency roads on theaerodrome in accordance with the requirements ofthe Manual of Standards.(5) An ARFFS provider must ensure that there is astandby point for an emergency vehiclethat will allow the vehicle to achieve the requiredresponse time required by the Manual ofStandards.

    139.195 Bangunan dan Fasilitas(1) Penyedia jasa PKP-PK harus menjamin

    Bangunan penting dan fasilitas pelayanan PKmeliputi :

    (a) sebuah gedung/ stasiun pemadam (Fire station)(b) fasilitas komunikasi;(c) fasilitas untuk keperluan perawatan kendaraa

    peralatan;(d) fasilitas pelatihan;(e) fasilitas gudang;(f) fasilitas perahu, apabila terdapat kolam air

    1000 meter dari runway threshold.

    (2) Penyedia jasa PKP-PK harus menjamin bahwa spemadam dan peralatan pelayanan PKP-PK sdengan persyaratan yang telah ditetapkan (termpersyaratan lokasi) dalam Standar Teknis PengopeAerodrome;

    (3) Penyedia jasa PKP-PK harus menjamin bahwa tefasilitas penggantian dan pengisian kembali pasokuntuk kendaraan PKP-PK sesuai dengan ketedalam Standar Teknis PengoperasianAerodrome;

    (4) Penyedia jasa PKP-PK harus menjamin bahwa te

    jalan emergency untuk pelayanan PKP-PK diAerosesuai dengan ketentuan dalam Standar TPengoperasianAerodrome;

    (5) Penyedia jasa PKP-PK harus menjamin bahwa tefasilitas suatu lokasi untuk bersiap-siap (stand by dalam keadaan darurat, untuk memungkinkan kendpemadam untuk mencapai respons timedisyaratkan dalam Standar Teknis PengopeAerodrome;

    139.197 Notice of service availabili ty(1) An ARFFS provider must ensure that notice ispublished in AIP of the hours during which theservice is available.(2) If for some reason (such as an emergency onthe aerodrome) it becomes temporarily impossible

    to provide an ARFFS to the standard required bythis Subpart, the provider must tell the NOTAMOffice:(a) will last longer than 24 hours; or(b) reduces the standard of ARFFS provided at theairport concerned to a greater extent than ispermissible under Chapter 9 of Annex 14 to theChicago Convention.(4) Where the ARFFS is established at a certifiedaerodrome, the aerodrome operator is required toensure a suitable procedure is contained within the

    Aerodrome Manual to notify the NOTAM Office and

    DGAC.

    139.197 Pengumuman Masa Berlaku Pelayanan PKP(1) Penyedia pelayanan PKP-PK harus memastikan

    pengumuman yang dipublikasikan dalam AIP menwaktu pelayanan PKP-PK masih berlaku;

    (2) Apabila karena suatu alasan (seperti keadaan darAerodrome), pelayanan PKP-PK secara sementara

    tersedia sesuai ketentuan dalam Ketentuan ini, Penyedia Pelayanan PKP-PK harus menyampkepada NOTAM Office:(a) lebih dari 24 jam, atau(b) penurunan kategori tingkat pelayanan PKP-PK

    dipersyaratkan melebihi ketentuan chapter 9 14Konvensi Chicago;

    (4) Pada Aerodrome yang bersertifikat, PenyelenAerodrome harus memastikan bahwa suatu proyang disediakan sesuai dengan Panduan PengopeAerodrome, dan memberitahukan kepada NOTAM dan Direktur Jenderal Perhubungan Udara.

    139.199 Fire extinguishing agents(1) There must be, on the aerodrome, a stock offire-extinguishing agents of the kind or kinds, andmeeting the performance standards, required bythe applicable standards and requirements.(2) The fire-extinguishing agents must be held in atleast the quantities required by those standardsand requirements.(3) There must be storage for a reserve stock ofextinguishing agents, and such reserve stockshould comprise the equivalent of 200% of the

    quantities of foam concentrate and complementaryagent that are required to be held in rescue and firefighting vehicles.

    139.199 Persediaan Bahan Pemadam Api(1) DiAerodromeharus terdapat persedian Bahan Pem

    api yang sesuai dengan peralatan dan kendaraanada, berdasarkan standar yang ditetapkan;

    (2) Bahan pemadam api yang dimaksud harus dissekurang-kurangnya dalam jumlah minimal dengan yang ditentukan dalam standar;

    (3) Harus Terdapat tempat penyimpanan perscadangan bahan pemadam api dan persedian teharus terdiri dari 200% konsentrat busa dan

    pelengkapnya yang dibutuhkan dalam kendaraanPK.

    139.201 Fire extinguishing vehicles andequipment(1) There must be, on the aerodrome, vehicles andequipment for delivering extinguishingagent onto a fire.(2) There must be at least as many vehicles, and atleast as much equipment, as required bythe applicable standards and requirements.(3) Each vehicle or piece of equipment:

    (a) must be capable of delivering extinguishingagent onto a fire at at least the rate required by theapplicable standards and requirements; and(b) must have at least the performance (in otherrespects) required by those standards andrequirements.(4) The vehicles must carry ancillary equipment inaccordance with the applicable standards andrequirements.

    139.201 Peralatan dan Kendaraan Pemadam

    (1) Harus terdapat peralatan dan kendaraan pemadAerodromesesuai dengan standar;

    (2) Harus terdapat sedikitnya sejumlah kendaraan dengan jumlah peralatan yang sesuai dengan stand

    (3) Setiap peralatan atau kendaraan :

    (a) Harus mampu membawa bahan pemadam ke kebakaran sesuai dengan yang dipersyaratkanperaturan yang berlaku;dan

    (b) Harus mempunyai kinerja (performance) dengan yang dipersyaratkan oleh peraturan berlaku.

    (4) Kendaraan pemadam harus membawa suatu pertambahan sesuai dengan yang dipersyaratkanperaturan yang berlaku;

    (5) Each vehicle and piece of equipment must be ingood working order.(6) The vehicles must be of a colour permitted bythe applicable standards and requirements.(7) The provider must keep maintenanceinstructions for each vehicle and each piece of the

    equipment, including all the information necessaryto permit an appropriately qualified and technicallycompetent person to carry out maintenance,performance monitoring, defect reporting, faultreporting and record-keeping on or for the vehicleor equipment.

    (5) Setiap kendaraan dan peralatan harus dalam kberoperasi dengan baik;

    (6) Warna kendaraan harus sesuai dengan dipersyaratkan oleh peraturan yang berlaku;

    (7) Penyelenggara Pelayanan PKP-PK mempertahankan buku petunjuk pera

    (maintenance instruction) untuk setiap kendaraaperalatan yang dimiliki termasuk semua informasdiperlukan guna memungkinkan personil mempunyai kemampuan secara teknis melaperawatan, pemantauan kinerja, pelaporan kerudan penyimpanan catatan-catatan dari kendaraanperalatan

    139.203 Other vehicles and equipment(1) There must be, at the aerodrome, enoughvehicles and equipment (other than vehiclesand equipment for delivering extinguishing agentonto a fire) to provide the service, in accordance

    with the applicable standards and requirements.(2) The performance of the vehicles and equipmentmust be in accordance with theapplicable standards and requirements.(3) The provider must tell DGAC in writing of anyproposed reduction in the standard of service that:(a) of the reduction in the service; and(b) how long it is likely to be before the full serviceis restored.(4) The vehicles must carry ancillary equipment inaccordance with the applicable standardsand requirements.

    (5) The provider must keep maintenanceinstructions for each piece of the providersequipment, including all the information necessaryto permit a technically competent person to carryout maintenance, performance monitoring, defectreporting, fault reporting and record keeping on orfor the equipment.

    139.203 Kendaraan dan Peralatan Lain(1) Selain kendaraan dan peralatan pemadam, diAero

    harus ada kendaraan dan peralatan lain dalam jyang memadai untuk pelaksanaan pelayanan, sdengan standard dan persyaratan yang berlaku;

    (2) Kinerja kendaraan dan peralatan ini harus sesuai dstandar dan persyaratan yang berlaku;

    (3) Penyelenggara pelayanan PKP-PK harus membersecara tertulis pada Direktur Jenderal PerhubUdara setiap penurunan dari standar pelayanan, se(a) Penurunan dari pelayanan; dan(b) Berapa lama penurunan itu terjadi se

    terpenuhinya kembali pelayanan(4) Kendaraan dimaksud harus membawa per

    tambahan sesuai dengan standar dan persyaratanberlaku;

    (5) Penyelenggara pelayanan PKP-PK

    mempertahankan buku petunjuk pera(maintenance instruction) untuk setiap kendaraaperalatan yang dimiliki termasuk semua informasdiperlukan guna memungkinkan personil mempunyai kemampuan secara teknis melaperawatan, pemantauan kinerja, pelaporan kerudan penyimpanan catatan-catatan dari kendaraanperalatan

    139.205 Vehicles and equipment for difficultenvironments(1) If a significant proportion of aircraft movements

    at the aerodrome take place over water, swamp orother difficult terrain environments, specialistrescue services and equipment for firefightingappropriate to the hazard and risk must beprovided.(2) Any vehicles, boats and equipment must be inat least the numbers and quantity required by theapplicable standards and requirements.

    139.205 Kendaraan dan Peralatan untuk Lingkuyang Sulit

    (1) Apabila pergerakan pesawat udara di Aerodrome

    daerah perairan atau rawa-rawa atau daerah sulit layang cukup luas, maka harus disediakan kendaraaperalatan PKP-PK khusus, sesuai tingkat kesulitabahaya yang dihadapi;
