Vision Statement

The development and implementation of a district wide Technology Plan will support and enhance the North Carolina Department of Public Instruction strategic priorities of Shared Services Model, Universal Access to Personal Teaching and Learning Devices, Access to Digital Teaching and Learning Resources, Model of Technology-Enabled Professional Development and 21st Century Leadership. Our plan will greatly impact the structure of education and administrative practices in our schools. All these areas will be carefully coordinated to take the best advantage of this investment of funds, work and energy.

Improving student learning is the main reason to have instructional technology in today’s schools. The goal of supporting learning with technology cannot be based on an event, but rather on a coordinated evolutionary continuum. We further envision all students possessing the individual and collaborative skills necessary to be successful in a technologically rich society where information in content areas is changing on a regular basis.

The goal of Caswell County Schools is to create a technology rich environment and to facilitate experiences in each school and department that enhance student learning and increase staff efficiency. This environment and these experiences will provide all students and staff with the communication, information, and lifelong learning skills necessary to become effective and productive members of an increasingly complex global society.

With the guidance and support of the Information Technology Department and the implementation of the 2009-2011 Technology Strategic Plan, Caswell County Schools has been able to incorporate a constantly increasing amount of technology infused in the work of administrators, teachers, and students, as indicated in our last State Annual Media and Technology Report, collected in July of 2011, where the computer ratio per student as well as the number of resources at the schools continues to improve. With this reality, it is our responsibility to provide the best strategic plan to ensure equity is achieved using State School Technology Funds, other state funds, federal funds, and local funds as the Constitution of the State of North Carolina, in Article VII, mandates that ...equal opportunities shall be provided for all students.

Equal access to technology and 21st century opportunities are critical to ensuring the success of our students. The integration of 21st Century tools will prepare students to be career and college ready. Research shows that students’ exposure to various technologies is directly correlated to improved literacy and leads to growing confidence in their abilities to use technology in a meaningful way. Access to teaching and learning technologies does not necessarily lead to equity for staff and students. These technologies must be accompanied by ample professional development. Likewise, high–quality 21st century school and district leadership must also be our priority to fulfill the promise that all students graduate career and college ready.

Caswell County Schools recognizes the importance and necessity of the five over-arching priorities that the State Commission on School Technology has identified for all students to be future ready, to possess equal opportunities for taking full advantage of information and technology resources and tools, and to be taught in a way that maximizes the effective use of these technologies:

Strategic Priority 1: A Statewide Shared Services Model Essential Questions for Caswell County Schools

How will we leverage collaborative purchasing to pay substantially less for technology services and platforms?

Current Status and Moving Forward In the last 12 years and with the use of E-rate, EETT, State PRC 015 and local funding, Caswell County Schools has been able to develop the needed infrastructure to allow users access to multiple technologies, educational and administrative resources through the school network. The Wide Area Network, formed by point-to-point microwave signals, has been increased in the past year to 150 MPS to each one of the remote sites. This increase in the speed translated in an actual reduction of costs for the lease of the WAN, of which, e-rate funds paid ninety per cent. We have also increased the speed to the Internet Connection to 100 MPS and reduced costs of management for these services by becoming direct customers of the North Carolina Research and Education Network (NCREN) who is now our Internet Provider. To reduce costs on maintenance and local human resources, in the past three years Caswell County Schools has relied upon hosted cloud services; these services include Learning Management Systems (LMS) such as Novanet and Renaissance Products for reading and math, Web Hosting, professional development, media and library databases and more. These new forms of applications and services have shown the advantages of recent advances in virtualization and cloud computing. We applaud the state initiative to implement and deploy an education cloud solution with shared services to assist in shifting primary support from infrastructure to instructional needs, to enable increased infrastructure and technology efficiency and sustainability, to provide higher service reliability and to facilitate more strategic budgeting models for our school district. To successfully be able to take advantage of this, we will continue to invest funds and efforts to maintain and increase a reliable, high-bandwidth, low latency network connectivity.

Strategic Priority 2: Universal Access to Personal Teaching and Learning Devices Essential Questions

What is universal access to personal teaching and learning devices?

Why do our teachers and students need access to personal teaching and learning devices?

How will we provide ample access to individual teaching and learning devices?

What models can be used for implementing universal access to personal teaching and learning devices in our LEA/Charter.

Current Status and Moving Forward Universal access to personal teaching and learning devices refers to a computing device assigned to all members of the school, including administrators, teachers, and students. While this has most often been referred to as "a laptop for every child" or a one-to-one laptop implementation, today's mobile technologies mean that a laptop is only one option as a personal learning device. While a digital learning device can be a powerful learning tool when not connected to the school or home network, the true potential is realized when network/internet connectivity is consistently available. Experience and studies show that one-to-one personal teaching and learning device implementations can greatly foster the 21st century skills necessary for future-ready learners. Another driving force that supports the critical need for one-to-one personal teaching and learning device implementations in North Carolina is the increased prevalence of online assessments with the implementation of the Instructional Improvement System (IIS). This IIS will "house" other state End of Course (EOC) and End of Grade (EOG) assessments, as well as formative and benchmark assessments. It will also be a clearinghouse for data used to make decisions in the state's schools and classrooms. Further, it will provide tools for administrators, teachers, and learners to be successful in the 21st century schools and classrooms of North Carolina. In North Carolina, EOC assessments will be 100% online beginning in the 2013-2014 academic year, with EOG assessments following. Caswell County Schools has implemented the use of mobile labs in the last 5 years to provide learning devices access to more students and staff. Currently we have 20 mobile labs holding between 16 and 26 laptops/netbooks each for the use of complete classes at all levels. In addition to this, we maintain and support fixed resource computer labs in all schools and media centers to allow teachers to bring their classes and provide students on-line resources and tools. A big percentage of our teachers have also been assigned a laptop or netbook for use in the classroom, at home or for professional development activities. Our goal is to continue to increase this number to be able to reach all students, teachers and classrooms. Our commitment, also, is to continue researching avenues of funding for implementing universal access to personal teaching and learning devices initiatives.

Strategic Priority 3: Statewide Access to Digital Teaching and Learning Resources, Including Digital Textbooks

What are open educational resources and how can they is used?

How can access to these resources be increased in our LEA?

Current Status and Moving Forward The true power of technology in the hands of our teachers and students is unlocked by adequate access and proper use of digital resources. Today's digital teaching and learning resources are delivered by the Internet, either via the web or as an educational application on portable media devices, interactive tablets, and smart phones. Digital resources are provided in a variety of online formats: encyclopedias, catalogs of multimedia assets, periodicals, collaborative tools, etc. Using traditional resources and models of instruction is increasingly more difficult and inherently less relevant for the learners in North Carolina's schools. It is critical that our schools shift from traditional print and "technology disabled" resources to digital and technology-enabled teaching and learning resources. Traditional books and textbooks are examples of resources that can be delivered via digital mediums. Benefits of this model include access to current information, the ability to easily customize the curriculum, and the ability to offer quality materials at a much lower cost. In Caswell County Schools, teachers and students have been provided access to digital online resources such as Study Island, Renaissance Learning Application for Reading and Math, Education City and the repository on NCWiseOwl where students access quality research tools, periodicals and curriculum support materials. In addition to these, LEARN NC has also been implemented for several years as part of the Staff Development and classroom digital resources for all areas. Discovery Education videos have also been a part of the materials provided for the teachers use in the classrooms, particularly in the middle and high school levels. Digital Textbooks have not been within the financial reach of our district; however, one of the driving forces behind making digital textbooks affordable is the Open Education Resources movement. A technology-enabled initiative, the OER movement is an effort to create and share teaching and learning content that is free and open on a global level. Another way for us to have access to more affordable resources in the near future will be NC Education Cloud, which will include a platform to enhance access to digital resources and content.

Strategic Priority 4: A Statewide Model of Technology-Enabled Professional Development

How do teachers, administrators, and staff work with colleagues to guide our LEA toward more effective uses of 21st Century tools for teaching, learning, and managing instruction?

How are teachers, administrators, and staff prepared to understand, implement, and assess the span of skills and processes that students need to succeed in the 21st Century?

How are teachers, administrators, and staff prepared to apply 21st Century assessment systems to inform instruction and measure 21st Century knowledge, skills, performance, and dispositions?

Current Status and Moving Forward Research on classroom use of technology has determined that teacher skills are fundamental for effective use of instructional technology and that professional development is the catalyst to transform teaching practices that successfully use technology. As technology increasingly becomes part of the K12 environment, the need for knowledgeable teachers to use these tools appropriately and effectively becomes essential. The new teacher evaluation system has given administrators leverage in counseling teachers about the requirement of technology integration. Technology professional development no longer means learning technology “skills” in isolation. A more integrated approach must be used in order for teachers to better understand the application of technology skills in the delivery of instruction. Teachers, Administrators and other Staff in Caswell County Schools currently receive professional development through a variety of resources including state and national conferences, on-line courses through Simple K-12 (InfoSource), LEARN NC, Webinars, Graduate-level courses, one-on-one instruction, and school or district-level training opportunities. Evaluation of IMPACT Model Schools indicates that teachers in schools with technology facilitators who model technology use for teachers and provide follow up support to training use technology for instruction more effectively. Caswell County Schools have relied on Media Coordinators and Media/Technology Assistants to undertake this role. The IT department has made efforts in the last few years to prepare the Media and Technology Staff for this new crucial set of fundamental tasks. DPI is working on implementing new standards, job descriptions and evaluative tools for Media and Technology Staff. According to State statistics, many of the individuals filling these roles have not been utilized effectively to provide instructional support for teachers. Our mission is to prepare our Media and Technology staff to be equipped and prepared for the new expectations in term of jobs descriptions, evaluations and school needs.

Current Status/Moving Forward Creating 21st century learning environments is not about investing only in technology but also investing in people and creating a culture appropriate for 21st century learning. Caswell County Schools’ leaders have laid the foundation for 21st century learning by establishing and maintaining technology programs, resources and support, but there is still a lot to accomplish. We, as a district, must work together with the State in order to continue planning and implementing a successful education program grounded in the elements of 21st century skills and aligned with high-tech work environment and global economy. Our mission in this area is to assure that our schools create a culture that embraces change as dynamic continuous improvement. In this direction we could, with the support of DPI, promote and participate in the ISTE National Education Technology Standards for all educators: provide professional development opportunities for increasing the skills of our principals, directors and administrators to facilitate teaching, learning, and working in a 21st century education environment; determine and promote techniques and practices for transforming the interpersonal skills necessary to nurture and grow productive and balanced workplace relationships in virtual, high-technological environments; and, identify and promote opportunities for educators to upgrade professional skills and certifications and develop skills needed for participation in the online learning community.

Develop strategic partnerships with community and business to promote 21st Century learning.

Goal: Continue to identify and promote opportunities to work with higher education institutions for educators to upgrade professional skills and certification. At least one form of Professional Development will be offered to our staff in collaboration with a higher education institution.
