CIRCULAR

Sub: Introduction of Continuous Comprehensive Evaluation for 1st Year

PUC from the Academic Year 2012-13.

The focus of examination reforms in the last few decades has been on ‘de-stressing’. It is

only lately that the shift in the focus has come about with the CCE now occupying a central place

in every discourses and deliberations.

Over the years this has been deliberated and discussed in various commissions and fact

finding committiees. Some of the major findings over the last half a century has been given in

brief.

Mudaliar Commission:

Quality of the external examination has been sharply commented by Mudaliar

Commission (The Secondary Education Commission Report 1952-54)

“The final assessment of pupil should not be based entirely on the result of external

examinations, other things such as internal evaluation and school records maintained by the

teachers should be taken into consideration and due credit be given to them”

“The internal assessment or evaluation conducted by school should be comprehensive,

evaluating all aspects of students’ growth that are measured by the external examinations”.

National Policy on Education 1986:

“CCE Should incorporate Scholastic and Non-Scholastic aspects of evaluation spread

over the total span of instructional time”.

Annual Examination tests the performance of students in three hours what they have

learnt it in 10 months. This final annual exam however scientific, objective and based on blue

print it may be it will not be able to measure the real capability of the students in a

comprehensive way. If a student is not well either physically or mentally on the day of the

examination his/her performance will be affected. This gets reflected in the result.

How is it possible to assess the performance of a student in a three hours examination

Question paper what he/she has learnt over a period of time? Performance of a student has to be

taking part in various activities etc. Thus, Educationists are of the opinion that a student’s

One peak performance should not be considered for declaring results. This may be due to

rote memory or attending to private coaching classes with the intention of getting maximum

marks. In the same way one low performance also should not be considered.

Educationists are of the opinion that Board examination(External Examination) should

not be conducted up to 12th

std. A teacher who teaches a student is the best judge to analyse the

performance of a student. There should not be an external examination. We should not brand

students as pass or fail. There is no such failure in real life. ‘CBSE’ has already implemented

CCE very effectively up to 10th

standard.

Every year about 6,25,000 students pass in the S.S.L.C Examination and about 5,75,000

students join I P.U.C. Thereafter 4,30,000 students join II PUC. There is a loss of 1,45,000

students in I PUC on an average every year. However most of these students enroll themselves

as private external students and write II PUC. Thus the existing system is effectively driving

adolescent students outside the institutional framework of education and making them take up

unconventional and non-institutional methods of writing the examination.

To overcome all these deficiencies ‘Continuous Comprehensive Evaluation’ (C.C.E)

is being introduced.

What is C.C.E?

Continuous and Comprehensive Evaluation (CCE) means evaluating the progress of a

student in Scholastic and Non Scholastic Activities through out the year in a systematic way

using the appropriate measuring instruments.

Scholastic Activities include Academic subjects a student is going to study including

languages and Optional Subjects (2+4=6 subjects at PU level).

• It is a process to provide holistic profile of the learner through regular assessment of

scholastic and co-scholastic domains of development.

• This scheme makes evaluation an integral part of teaching learning process.

• It envisages improving ongoing teaching-learning process by diagnosing the learning gaps

and offering corrective and enrichment input.

• The C.C.E Scheme brings about a paradigm shift from examination to effective pedagogy.

‘Continuous’ in C.C.E mean :- Regularity and continuity in assessment

‘Comprehensive’ in C.C.E mean :- Assessment of holistic development of the

learner including cognitive, affective and psychomotor domains.

The term ‘Scholastic’ refers to those aspects which are related to intellect or the brain. It

includes assessment of learners in curricular subjects, assignments, projects work, practical

and oral work etc.

Some Terms used in C.C.E are

Formative Assessment :

• It is a process used by a Lecturer to continuously monitor student progress in a non-

threatening and supporting environment.

• It is diagnostic and remedial.

• It provides platform for active involvement of students in their own learning.

• Some examples in Formative Assessment include Assignments and projects.

Summative Assessment :

• It is the assessment carried out at the end of a course of Instruction.

• It indicates and measures how much a student has learnt.

• It is usually used for certification purpose.

Why CCE?

• Provides for Formative and Summative evaluation

• Results in written examination being given lesser importance.

• Assessment spreads throughout the academic year.

• Seeks to assess holistic personality of a student.

• Reduces stress and strain associated with one time examination

• Provides an opportunity for the teacher to modify-learning strategy.

How it will help students?

• It will reduce anxiety and stress which often builds up if the students are assessed only

once through one shot examination at the end of the year.

• It will result in higher levels of learning due to timely. diagnosis of learning gaps and

remedial intervention.

• It will shift focus from need for learning to love for learning.

Time required to conduct test and exams:-

Tests should be conducted by the concerned lecturer in the leisure hours students have.

Every college shall work for 6 hours per day excluding lunch break. When they work for 6 hours

during 2012-13 students will have free periods as given below.

I PUC Science students will have 5 Free Periods.

II PUC Science Students will have 8 Free Periods.

I PUC /II PUC Arts/Commerce students will have 12 Periods Free.

Procedure for introducing Continuous Comprehensive Evaluation in Pre University

Education

Continuous Comprehensive Evaluation is being implemented for First Year Pre

University from the academic year 2012-13 for Arts, Commerce and Science students.

The results of First Year P.U.C students will not be declared soley based on the

performance of them in the final examination as was being done all these years. There will be

no District Level Examination. Question papers will not be prepared at the State Level and sent

to Districts. All the tests, examinations are college based and question papers will be set at the

college level by lecturers and evaluated by lecturers who teach them.

At the PU Level for Continuous Comprehensive Evaluation only Scholastic

Abilities(Activities) are considered. Scholastic Activities include 2 Languages in Part I and 4

Optional Subjects in Part II a student opts to study.

Every college shall conduct 4 tests (Formative Assessment), one Mid Term Examination

and one Final Examination (Summative Assessment) in one Academic Year as per the schedule

given in the calendar.

Each test shall be for a duration of one hour. The maximum marks for each test shall be

for 25 marks. Tests have to be conducted in the free periods available for each stream/section.

There is no need to conduct tests for all sections/entire college simultaneously. Each lecturer

will prepare the test paper/examination paper based on the model blue print/question paper

provided in the prescribed text books for PCMB subjects and curriculum book for other subjects

Arts,Commerce,languages and other remianing Science subjects like Computer

Science/Electronics/ Home Science Etc.

Mid Term Examination shall be conducted for a duration of 3 hours. The Maximum

Marks in case of Physics,Chemistry and Biology will be for 70. The Maximum Marks in subjects

like Maths/ Arts/Languages/Commerce/Electronics/Computer Science/Home Science will be for

90.

Final Examination shall be conducted for a duration of 3 hours and 15 minutes. The

maximum Marks in case of Physics,Chemistry and Biology subjects will be for 70. 20 marks is

for Practical Examintion. 10 marks is kept of attendance. The Mamixum Marks in case of other

subjects likeMaths/ Arts/Commerce/Languages will be for 90. 10 marks is kept for attendance.

In case of Computer Science/Electronics/Home Science Examination shall be for 80 Marks.

10Marks is for Pracitcals and the remaining 10 marks for attendance.

For declaration of I PUC results at the end of the Academic Year appropriate weightage

has been fixed among Tests, Mid Term Examination and Final Examination including attendance

and total CCE obtained for the entire year.

Weightage given to different exams

1. For each test 10% weightage will be taken as the score for CCE. Thus from 4 Tests

the total weightage will be 40 %

2. For Mid Term Examination 20% weightage will be taken as the score for CCE.

3. For Final Examination 30% weightage will be taken as the score for CCE.

4. CCE score of 4 Tests + CCE score of Mid Term Exam + CCE score of Final Exam

will be added and reduced to 10% to get the CCE score for the year.

5. All the above four items ie., CCE score of 4 Tests + CCE score of Mid Term Exam +

CCE score of Final Exam + CCE score of the year shall be added to get the total

marks of 100 for each subject. The total marks thus obtained by the candidate for

100 marks for each subject shall be taken as the criteria for the declaration of results

as per examination norms.

6. 10% of this in each subject shall be the final CCE score for that subject to be carried

to the second year.

While calculating the weightage for tests the following formula shall be followed.

Each test will be conducted for 25 marks. 10% weightage is given for each test. To

arrive at 10% weightage multiply the marks scored by students for 25 marks with .4. You will

get a score. Limit this score up to 2 decimals. In this way for four tests the total weightage

would be 40%.

Mid Term Examination will be conducted for only theory. There is no practical

examination. 20% weightage is given for this. To arrive at 20% weightage multiply the marks

scored by students in case of PCB subjects by 0.29 and in case of other subjects like

Arts/Commerce/ Languages/Maths/Home Science/Computer Science/Electronics by 0.22. You

will get a score. Limit this score up to 2 decimals.

For Final Examintion 30% weightage is fixed. To arrive at 30% weightage multiply

marks scored by students for 100 in each subject by 0.3. You will get a score. Limit this score

up to 2 decimals.

Attendance :

A student has to compulsorily attend 75% of the total classes conducted in that academic

year in each subject. Weightage of marks to be given for attendance is as follows.

Total number of classes to be conducted for First PUC in the academic year 2012-13.

1. PCMB- National Core Curriculum.

Physics/Chemistry/Biology (only theory): 120 hours of theory (120 classes)

If 120 hours of classes are conducted then the marks to be alloted are as follows.

Minimum 75% of attendance : 90 hours.

91-96 = 2 marks

97-102 = 4 marks

103-108 = 6 marks

109-114 = 8 marks

115-120 = 10 marks

If for any reason 120 hours of classes are not conducted then total number of classes

conducted by the lecturer shall be taken as the base and appropriate percentage has to be

calculated for it.

Mathematics : 140 hours (140 classes)

If 140 hours of classes are conducted then the marks to be alloted are as follows.

Minimum 75% of attendance : 105 hours.

113-119 = 4 marks

120-126 = 6 marks

127-133 = 8 marks

134-140 = 10 marks

For other subjects like Arts/Commerce/Languages : 92 hours (92 classes)

If 92 hours of classes are conducted then the marks to be alloted are as follows.

Minimum 75% of attendance : 69 hours.

74-78 = 4 marks

79-82 = 6 marks

83-87 = 8 marks

88-92 = 10 marks

For declaration of I PUC results Minimum Marks is not fixed for theory or practical or

CCE seperately.

A student has to get a Minimum of 30% per subject and an appregate of 35 % in Part-I

and Part-II seperately to declare him as promoted.

However with the introduction of CCE a provision has been made for a student to move

to II PUC provided he/she passes a minimum of 2 subjects in Part-I or Part-II or both.

Partwise exemption will be given if a student score a minimum 30% marks per subject

and agrregate 35% per subject. If a student fails in one or more subjects in any part, he/she has to

appear for all the subjects in which he/she has scored less than 35 marks (exemption will be

given for the subject/s in which the student has scored 35 and above marks).

In CCE Colleges have to conduct a Make Up Examination in the pattern of the final

examination in the month of May for the benefit of Students who have not secured minimum

passing marks up to 4 subjects. Students who failed to get the minimum requisite marks upto 4

subjects shall take this and get the requisite minimum marks in this examination. The marks

obtained in this Make Up Examination shall be considered for the declaration of results.

In case a candidate fails to get the minimum marks required even in the ‘Make Up

Examination’ he/she has to appear for the final examination in the subsequent year along with

the Second Year PUC Examination and pass the subject/s.

In case if they fail to get the passing marks in the subjects as per norms in this

examination also Second Year PUC results will be withheld. It will not be announced untill the

student clears the First Year PUC.

Students who have shortage of attendance and who have not been permitted to take the

examination and those students who fail to get minimum marks in 5 subjects or more shall

repeat the class in the subsequent year by getting re-admitted to the same stream. While getting

re- admission they should follow admission rules.

If students find the stream (Arts,Commerce and Science) they have selected very difficult

to pass or for any other reason they wish to change the stream, they can get re-admitted to First

PUC for a different stream and continue the studies. While getting re-admission they should

follow admission rules.

Thus in CCE maintaining records is very crucial. The Department has prepared a

proforma for making entry of all the marks scored by a student in all the tests and exams. For

each student one independent sheet has to be maintained by the individual lecturer as well as in

the consolidated register of the college. It shall be a permanent record.

The Department will inform in a later circular the procedure to be followed to send this

marks sheet to the Head Office. All the lecturers must preserve the answer scripts of all the

students for all the four Tests, Mid Term Examination and Annual Examination in safe custody

in the college for a minimum of 2 years. A new progress report has been designed incorporating

all the changes made. A copy of the progress report is enclosed. The same format should be

used by the colleges. All the test papers shall be valued within five days after conducting it.

Mid Term Examination papers to be valued during Dassara vacation. Progress report should be

sent to parents for their signature after each test and exam. A meeting of parents should be

called atleast three times (after the end of 2nd

test, Mid Term and 4th

test ) in an Academic Year

to discuss the performance of students.
