Acquisition Strategy: East Coast & West Coast Contracts with Options and Escalation through FY09;

Pros:– Will attract large contractors– Optimize economy of scale– May significantly increase speed of delivery– Creates opportunity for less risk in pricing

Cons:– Potential bonding capacity issue for other than the largest

contractors– Reduces/Eliminates Small Business prime contractor
