    SALIENT FEATURES :

    Nutrient Based Subsidy (NBS) Policy

    GOI has implemented Nutrient Based Subsidy on Phosphatic andPotassic fertilizers w.e.f. 1st April, 2010.

    NBS is the first step towards reform process in the fertilisersector.

    Under NBS, subsidy will be paid on nutrients namely N, P, K and Scontained in the fertilizers as compared to product base.

    NBS is applicable on DAP, MAP, TSP, MOP and 12 grades of complex fertilizers.

    NBS is also implemented for SSP w.e.f 1st May, 2010.

    Additional per tonne subsidy on fortified subsidized fertilizers

    with secondary (except S) and micro nutrients (Zinc & Boron ) informulations approved under FCO.

    Nutrient Based Subsidy (NBS) Policy

    To ensure supplies of P & K fertilizers to far flung andinaccessible areas, GOI has kept 20% of production importunder distribution and movement controls under EssentialCommodities Act, 1985.

    The selling price of subsidized fertilizers at farmgate level(except urea) will be free to be determined by themanufacturers/ importers.

    Import of all subsidized fertilizers except urea under OGL.

    Manfs. of customized and fertilizer mixtures are allowed touse subsidized fertilizers as raw material.

    The implementation and distribution of the fertilizer will

    continue to be monitored through the on-line web basedFertilizer Monitoring System.

    Nutrient Based Subsidy (NBS) Policy

    The subsidy on each nutrient will remain fixed for a year andannounced by GOI in the beginning of a year.

    Thus, the new policy envisages, fixed subsidy-floating priceas compared to earlier policy of floating subsidy-fixedprice.

    It is expected that NBS regime will lead to development ofnew & innovative fertilizer products suiting to the soil needs.

    NBS is also expected to project realistic demand of fertilizersin the country & facilitate their import.

    NBS will encourage investment in India & overseas. This would improve the soil health and fertility status of the

    soil through balanced and integrated use of primary,secondary and micro nutrients, and result in increasedagriculture productivity and thereby the farm income.

    Subsidies have been fixed keeping in view the

    prevailing international market prices, medium-termexpectations, reasonable returns for producers, andsmall inevitable price increases & exchange rate1 US$=Rs. 46.

    FREIGHT SUBSIDY

    Under NBS, Freight Subsidy on decontrolled fertilizers will berestricted to the rail freight . Movement from Plant/Port byRoad is allowed, however, subject to maximum of 500 KMand road freight is restricted as under :

    Upto 100 Km - Rs. 108 per MT

    101-200 Km - Rs. 183 per MT

    201-300 Km - Rs. 256 per MT

    301-400 Km - Rs. 327 per MT

    401-500 Km - Rs. 400 per MT

    The Government has also dispensed away with thereimbursement of freight for movement by Road from Rake-point to field warehouses on decontrolled fertilizers and fixedamount of Rs. 300 per tonne has been considered towardssecondary freight in the subsidy.

    Role of Industry - Product Streamlining indigenous production by

    making long term arrangements forassured supply of raw material, which aremostly imported.

    In fact, in view of certainty in the policyenvironment, Industry has already tied upthe supply of raw material for 2010-11.

    Imports of finished products should alsobe lined up in advance.

    Role of Industry Product (Contd)

    R&D work should be strengthened to developinnovative products to meet the differentrequirements of Indian agriculture forincreasing agricultural productivity.

    Timely & adequate availability of secondaryand micro nutrients be ensured in the field.

    Fortified fertilizers with Boron and Zinc shouldbe made available in adequate quantity.

    Adequate quantity of complex fertilizers withsulphur should also be made available thruindigenous production/import.

    Role of Industry Product(Contd)

    Availability of 100% water soluble fertilizers should beincreased.

    These are costly fertilizers and not subsidized. Many companies are also marketing these fertilizers. Water soluble fertilizers are being used by the farmers

    on fruit crops, vegetables, flowers under poly houseconditions, sugarcane.

    As per the initial reports, crop response ratio is verygood and farm income has increased substantially.

    Use of 100% water soluble fertilizers thru fertigation,

    enhance both fertilizer & water use efficiency andresult in saving of about 30 to 40% of nutrients.

    It also save environment.

    Role of Industry Price

    Under NBS, manufacturers are free to fix theprices of P &K fertilizers. Presently, the prices of DAP, Complexes and MOP

    have increased by Rs. 600-700 per tonne ascompared to the prices prevailing beforeintroduction of NBS. MRP of SSP has declinedprimarily due to higher level of subsidy underNBS.

    Industry should fix the prices of P &K fertilizersrealistically, keeping in view the internationalprices of raw material and any undue advantageshould not be taken.

    The diversity in product mix betweenproducers will also enable greaterdifferentiation and they could customiseproducts to crops and regions so as toserve the farmers in a better way.

    subsidy is given by GOI on nutrient basis.

    Role of Industry Placement

    As far as possible, district-wise product-wise demand should be assessedaccurately.

    Ensure timely & adequate quantity offertilizers including secondary and micronutrients in every nook and corner of thecountry i.e. far flung, hilly andinaccessible areas.

    Fertilizer should be placed near the

    consuming areas. There should not be any report of non

    availability of fertilizers.

    Role of Industry Promotion Soils have become fatigue and its rejuvenation is

    must. There is greater need to promote balanced and

    integrated use of nutrients with thrust on toavoid indiscriminate and imbalanced use offertilizers.

    Nutrient application should be based on soil test. Use of fertilizers based on soil test and crop

    needs should be given due publicity. To maintain soil health for sustainable agriculture

    fertilizer, manufacturers should come forwardand shoulder responsibility to educate farmers onsoil and crop needs through promotionalprogrammes for balanced nutrient use.

    Basket of subsidized fertilizers should be expanded to cover newfertilizers.

    NBS should also be extended to Urea.

    Urea should also be placed under OGL.

    Water soluble & customised fertilizers should also be broughtunder NBS.

    Production of slow release Urea like USG, Neem coated should beencouraged by suitable increase in the prices.

    The concept of fertigation should be promoted by using watersoluble fertilizers to enhance both the efficiency of water andnutrients, particularly in high value crops.

    GOI should continue to declare subsidy rates in the beginning ofthe year and it should not be revised in between the year as it

    will hamper the international commitments. Infrastructure for payment of direct subsidy to the farmers has to

    be strengthened.
