    I. DEFINITIONSA. Purpose o f the Unident if ied Person File

    1. The Unidentified Person File assists in the identification of deceasedpersons and persons who are unable to ascertain their identity andaids in the matching of dismembered body parts that have beenrecovered at different times and/or locations.

    B. Criteria for Entry into the Unidentified Person File

    1. Any unidentified deceased person.

    2. A person of any age who is living and unable to ascertain his/heridentity (e.g., amnesia victim, infant, etc.). The information onunidentified living persons should only be included if the person giveshis/her consent or if they are physically or mentally unable to giveconsent.

    3. Any unidentified catastrophe/disaster victim.

    4. Body parts when a body has been dismembered (entered as anunidentified deceased person) with message key (MKE) UnidentifiedDeceased (EUD) or Unidentified Catastrophe/ Disaster Victim (EUV).

    C. Retention Period for Unidentified Persons

    1. Unidentified Person File records will remain on file indefinitely or untilaction is taken by the originating agency to clear or cancel the record.

    D. Cleared Records

    1. When a record is cleared, it remains on file in the WACIC system for14 days from the date of clear. Cleared records are removed entirelyfrom NCIC upon receipt of the clear message.

    E. Validation

    1. Unidentified Person File records will be validated monthly. Eachrecord entered will be subject to validation three months after entry andannually thereafter.

    1. All fields in the above inquiry are required. The following field edits willapply:

    a. AGE

    (1) Must be one or two numbers representing the age in years. Theage must fall within a range of 0 to 99. The age in the inquiryplus or minus one year will be searched against the averageage in the record on file.

    b. HGT

    (1) Must be three numbers representing feet and inches. The firstcharacter must be 0 through 7. The second number must be a0 or 1. When the second number is 1, the third number must be

    (1) Must be three numbers representing pounds. The minimumweight is one pound (001) and the maximum weight is 499pounds. The code UNK (unknown) is valid. The weight inquiry

    is searched plus or minus ten pounds against the averageweight in the records file. If the inquiry contains UNK, onlythose records with UNK are searched.

    E. Guidelines for Inquiries

    1. The ORI is not required in inquiries. If no ORI is included in thetransaction, the ACCESS system inserts the default ORI assigned tothe terminal submitting the inquiry. If an ORI is included, it must be anORI which the terminal is authorized to use.

    F. Operational Inquir ies

    1. Inquiries to the Unidentified Person File use the MKE QU or U, whichwill retrieve record information from WACIC without any added dentalinformation, and full record information, including dental information,from NCIC.

    3. Inquiry by Body Parts Status Code NCIC Only

    a. Inquiries by body parts status code are processed by NCIC only;WACIC does not have the capability of searching the UnidentifiedPerson File by body parts status.

    b. This inquiry indicated that the complete set of right and left arms,including hands, were recovered.

    c. This type of inquiry can be used when an agency recovers a partialunidentified body in an attempt to match the body parts recoveredwith any record in the Unidentified Person File where these bodyparts were missing. In this type of an inquiry, at least one of the 15

    positions must contain the code "N" in any position where theinquiry shows "R" will be returned. For example, on the aboveinquiry, a record(s) on file where there is an "N" code in any one ormore or positions three through eight would be returned.

    4. Inquiry by Non-Unique Identif iers NCIC Only

    a. Inquiries by non-unique identifiers are processed by NCIC only;WACIC does not have the capability of searching the UnidentifiedPerson File by non-unique identifiers.

    3. Non-Unique Identifier Search Procedure NCIC Only

    a. When NCIC receives a non-unique Unidentified Person File inquiry,the data in the inquiry is searched against an Unidentified Person

    File index to identify records having matching data or data whichfalls within a range assigned to an input data field. All recordsidentified will be assigned to an input data field. All recordsidentified will be assigned a score based upon the degree ofsimilarity to the corresponding data in the inquiry. The NCICresponse to this type of inquiry will contain:

    (1) A statement that furnishes a count of the total possible matchesfound. For example:

    NCIC HAS 245 POSSIBLE MATCHES FOR YOUR INQUIRY.

    THE TWO HIGHEST SCORING RECORDS ARE LISTEDFOLLOWED BY THE NIC NUMBERS OF UP TO 20 OF THEHIGH SCORE RECORDS. CONTACT NCIC OFF-LINE SEARCHFOR ALL RECORDS.

    (2) The two records having the highest scores.

    (3) The NIC numbers and scores for the two records furnishedfollowed by the NIC numbers and scores of the next 18 recordshaving the highest scores. These will be listed in descendingorder by score.

    H. Scoring

    1. When a non-unique identifier inquiry is received, the NCIC computersearches the Unidentified Person File for possible matches ( i.e.,candidate records). The sex, race, eye, and hair color codes in thecandidate records will be identical to the sex, race, eye, and hair colorcodes in the inquiry. The age, height, and weight in the inquiry aresearched against the average of the ages, heights, and weights storedin the candidate records. The average age, average height, andaverage weight in the candidate records may vary from the age,

    height, and weight in the inquiry. For example: a range of 150-200 inthe WGT field of a record has an average of 175. Only those inquirieshaving a weight of 165 to 185 pounds will match that particular record.

    2. A score is assigned to each candidate record. The score is computedbased upon the variance between the inquiry age, height, and weightand the corresponding data in the candidate records. The score is anabstract numerical representation of the relative similarity between the

    inquiry data and the data in the candidate records. The score is usedby NCIC to select up to 20 most likely candidate records for theresponse to the inquiring agency.

    3. To determine if a hit (identification) has been made, the inquiringagency must review all of the information in the candidate records andcontact the agency that entered the record(s) to confirm the possiblematches.

    4. These identifiers will be used to search the NCIC computer. A scorewill be assigned to each possible matching record. This score is

    computed based upon the variance between the inquiry age, height,weight, and the corresponding data in the possible matching record(s).The score is an abstract numerical representation of the relativesimilarity between the inquiry data and the data possible matchingrecords. In this search, the sex, race, hair color, and eye color willremain constant; only records with an exact match in each field will beconsidered as possible matches. Any record with an age of plus orminus one year of the year submitted on the inquiry will be searched,any record with weight plus or minus ten pounds of data will besearched, and any record with a height plus or minus 3 inches of thisdata submitted will be searched.

    5. NOTE: When the code UNK or U is used to indicate the sex, race,height, and/or weight, only those records on file in NCIC with an exactcode of UNK or U will be searched. Therefore, at the time of thesearch, it might be advantageous to submit more than one inquiry(e.g., the sex is unknown, submit three inquiries; one showing sex asU, one showing sex as F, and another showing sex as M).

    2. MKE (Message Key)

    a) The MKE field must be a valid message key.

    3. ORI (Originating Agency Identifier)

    a) The NCIC-assigned identifier of the agency holding the record.

    4. BPS (Body Parts Status)

    a) The BPS Field in an EUD or EUV record entry describes whetherthe whole body or only part(s) of the body has been recovered aswell as the condition of those recovered parts; i.e., skeletal.

    b) When only part(s) of a body or skeleton has been recovered, theNCIC 2000 diagram for the BPS Field should be used.

    c) The diagram divides the body into 15 parts which correspond to the15 positions (characters) in the field. The field should contain N (notrecovered), S (recovered skeletal), D (recovered-decomposed), orF (recovered-fresh) in the positions corresponding to the bodyparts. For example, if a body is recovered missing both legs, thefield should be coded: FFFFFFFFFNNNNNN.

    d) When all 15 major parts have been recovered as skeletal remains,instead of 15 Ss the code SKL may be entered in the BPS Field.NCIC 2000 will automatically convert the code SKL to 15 Ss.

    e) When all 15 major body parts have been recovered, the codes ALD

    or ALF, instead of 15 Ds or Fs, may be entered in the BPS Field.NCIC 2000 will automatically convert the codes ALD or ALF to 15Ds or Fs.

    f) NOTE: The BPS field is mandatory only when the message keyfield (MKE) contains the codes EUD or EUV.

    5. SEX (Sex)

    a) The SEX field must be a valid code as listed in the PersonalDescriptors Section of the NCIC Code Manual.

    6. RAC (Race)

    a) The RAC field must be a valid code as listed in the PersonalDescriptors Section of the NCIC Code Manual.

    a) The EYB field must be four numbers followed by a hyphen and thenfour more numbers. The numbers in positions six through nine maybe identical to the numbers in positions one through four to indicatethat the year of birth is known (i.e., EYB/1965-1965).

    b) If positions six through nine are not identical to positions onethrough four, the numeric value of positions one through four mustbe less that the numeric values of positions six through nine (i.e.,1951-1971). The year indicated in positions six through ninecannot be greater than the year in which the entry message wastransmitted. The numeric value of positions one through fourcannot be more than 20 years less than the numeric value ofpositions six through nine.

    c) NOTE: This field is required when ALD, ALF or all Fs or Ds is

    entered for BPS.

    8. EDD (Estimated Date of Death)

    a) The EDD field must be eight numbers representing year, month,and day (YYYYMMDD), in that order. The month (MM) can containzeros to indicate that the month cannot be estimated.

    b) If MM is not zeros, MM must contain a value of 01 through 12. IfMM is zeros, then days (DD) must be zeros. DD may contain zerosto indicate that the day cannot be estimated. If DD is not zeros, theday indicated cannot exceed the maximum number of days in themonth (MM) indicated.

    c) If a complete date is entered, it cannot be more than 50 years priorto the date that the entry or modification message is transmitted. Ifa partial date is entered, the year (YYYY) cannot be more than 50years prior to the year that the entry or modification is transmitted.

    9. DBF (Date Body Found)

    a) The DBF field must be eight numbers representing year, month,and day (YYYYMMDD), in that order. It must be a valid date.

    10.HGT (Height)

    a) The HGT field must be three numbers followed by a hyphen, andfollowed by three numbers. The estimated height of the individual

    (feet and inches) as reported by the medical examiner, coroner, orinvestigating officer should be entered. If the exact height isknown, it must be entered twice (e.g., 510-510).

    b) This field is restricted to a range of 6 inches. If the height range ismore than 6 inches (e.g., 500 to 508), a height which falls within arange of 6 inches (e.g., 501 to 507) must be from the medicalexaminer, coroner, or officer. The new range should be entered inthe height field (e.g., HGT/501-507) and the original height shouldbe entered in the MIS field (e.g., MIS/HGT is 500-508). The codeunknown (UNK) may be entered to indicate the height cannot be

    determined.

    11.WGT (Approx imate Weight )

    a) The WGT field must be three numbers followed by a hyphen andthree more numbers or the three letters "UNK." If the exact weightis known, it must be entered twice (e.g., 175-175).

    b) This field is restricted to a range of 50 pounds. If the weight rangeis more than pounds (e.g., 120-190), a weight which falls within arange of 50 pounds (e.g., 132-182) must be obtained from the

    medical examiner, coroner, or officer. The new range should beentered in the WGT field (e.g., WGT/132-182), and the originalweight should be entered in the MIS field (e.g., MIS/WGT is 125-190).

    c) The code UNK may be entered to indicate that the estimatedweight cannot be determined.

    12.EYE (Eye Color)

    a) The EYE field must be a valid code listed in the PersonalDescriptors Section of the NCIC Code Manual.

    13.HAI (Hair Color)

    a) The HAI field must be a valid code listed in the PersonalDescriptors Section of the NCIC Code Manual.

    14.SMT (Scars, Marks, Tattoos, and Other Characteristics)

    a) The SMT field must be a valid code listed in the Personal

    Descriptors Section of the NCIC Code Manual.

    15.FPC (Fingerprint Classification)

    a) Must be 20 alphabetic and/or numeric classification characterswhich must be valid codes from the Personal Descriptors Sectionof the NCIC Code Manual. If the first character of any finger isnumeric, the second character must also be numeric. Codes 00and 50 may not be used.

    b) If the message key is EUL, the FPC is mandatory. If MKE is EUD

    or EUV and if BPS contains ALF or ALD or contains D or F inpositions 6 and 9, FPC is required.

    c) If fingerprints are available, a fingerprint card should be submittedto the FBI Criminal J ustice Information Services Division, since anNCIC fingerprint cannot be searched against fingerprint cards.

    d) An exception to the coding instructions in Personal Descriptors isthat the code NA is permitted in the FPC field of UnidentifiedPerson File records. The code NA is used when a finger cannot beprinted because it has been amputated and not found with the bodyand the amputation of the finger was related to the death of theindividual. Ante mortem amputations that are not related to thedeath of the individual are indicated by using the code XX(missing/amputated).

    e) The code NA is also used when a finger cannot be printed becauseit is burned or mutilated and the burning or mutilation was related tothe death of the individual. Ante mortem burns, mutilations, andscars that are not related to the death of the individual are indicatedby using the code SR (scarred/mutilated).

    f) If all ten of the deceased's fingers have been amputated and notfound with the body, burned, or mutilated and the amputation,burning, or mutilation is related to the death of the individual, thecode NFP may be entered in the FPC field. The NCIC computerwill convert the code NFP to ten NA's for insertion into the FPCfield.

    16.OCA (Originating Agency Case Number)

    a) The OCA field contains a maximum of twenty letters and/or

    numbers. It must not contain a single zero only, a run of zerosonly, the word NONE, or the first seven characters of the ORI field.

    17.LKI (Linkage Agency Identifier)

    a) The LKI field contains nine alphanumeric characters. It must be avalid NCIC 2000-assigned ORI. The LKI and LKA cannot beidentical to the ORI and OCA. LKI and LKA are entered as a set.

    18.LKA (Linkage Case Number)

    a) The LKA contains a maximum of 20 alphanumeric characters. Itmust not contain a single zero only, a run of zeros only, a singlealphabetic only or the word NONE. The first seven characters of theLKA cannot equal the first seven characters of the LKI. The onlyvalid special character is the hyphen. The LKA must be valid for theLKI. (There must be an ORI and matching OCA in the System).

    b) The Linkage ORI and OCA Fields are provided as separate fields toassociate incidents that are handled by multiple departments. Anagency entering a record which shares the same incident of arecord entered by a different ORI and/or OCA can link the recordsby entering the associated ORI and OCA in the linkage fields (LKIand LKA). The record will be rejected if the LKI/LKA Fields are thesame as the ORI/OCA Fields, or if the first seven characters of theLKA are the same as the first seven characters of the LKI.

    19.MIS (Miscellaneous)

    a) The MIS field contains a maximum of 500 characters. All additionalsearchable data must be entered in a supplemental record(MKE/EUN), as illustrated and explained in the Supplemental Entry

    section of this file, as this procedure increases the chances of a hiton the record.

    b) The types of information that should be included in the MIS field areas follows:

    26.CDA (Cause and Manner of Death)

    a) The first character entered in the field must be a valid NCIC-assigned code as listed in the Personal Descriptors Section of theNCIC Code Manual. The code must be followed with a space. Anyvalid alpha-numeric and following special characters may follow inpositions three through 30: the dollar sign ($), the ampersand (&),the comma (,), the space or blank ( ), the hyphen (-), and the slash(/).

    C. NCIC Quality Control

    1. NCIC requires an agency to verify and update its unidentified personrecords with any additional information within 60 days of entry. On a

    daily basis, the NCIC system checks all missing person records on filewith a date of entry older than 30 days that do not contain informationin any of the following fields:

    b. Dental Characteristics (DCH)

    I. PROCEDURE

    A. Clears

    1. When a clear message is sent, the first character of the message keyis changed to C and the record is retained in the WACIC system for 14days from the date of clearance. If the record must be re-enteredbefore the end of this 14-day period, it must first be cancelled before itcan be re-entered or the entry will be rejected as a duplicate record onfile. Cleared records are removed entirely from the NCIC system uponreceipt of the clear message.

    B. When to Use a Clear Message

    1. Clearance of a record is restricted to the agency that entered therecord. A clear message is transmitted when:

    a. The agency identifying a person is the agency that entered therecord.

    b. The agency that entered the record is officially advised that theperson has been identified by another agency.

    2. A clear message on the base record will cause the entire record,including supplemental SMT's and dental information, to be removedfrom the WACIC/NCIC file.

    1. The supplemental data cancellation is used to remove supplementaldata appended to an unidentified person base record that isdetermined to be inaccurate or invalid. Supplemental data cannot bemodified; in order to change a supplemental identifier, it must becancelled and re-entered.

    2. Canceling supplemental data appended to an unidentified personrecord is restricted to the agency that entered the record.
