RPS V1 - March 2006 Part 11 - Planning Scheme Policy 3 - Contributions and Security Bonding - Chapter 4 - Page 17 Chapter 4 - Movement Network 3.4.1 Purpose To outline the areas in which contributions for movement network infrastructure will be required as part of a development approval. 3.4.2 Applicability (1) The local government will require a contribution in accordance with this policy towards the cost of construction of movement network infrastructure as a condition of a development permit pursuant to the Integrated Planning Act 1997 in respect of a development application for - (a) a material change of use that is assessable development; or (b) the reconfiguring of a lot that is assessable development. 3.4.3 Contributions (1) The orderly development of designated areas within the local government area requires provision of community infrastructure, including a local movement network. Such facilities are assessed in terms of the future demand for roads and the extent of modifications required to the existing movement network, based on the development potential of the area. (2) The contribution per additional lot or dwelling unit towards the provision of a movement network applies to the following areas - (a) Wellington Point - refer to Map 1; (b) East Thornlands - refer to Map 2; (c) Redland Bay - refer to Map 3. (3) The contribution is that detailed in the local government’s current Schedule of Fees and Charges, as indexed by applying the roadworks cost index each year on 1 st January. (4) The movement network contribution is provided to the local government - (a) prior to the time specified in the development approval; or (b) if no time is specified in the development approval, prior to - (i) for a material change of use, the commencement of the development; (ii) for reconfiguring of a lot, the sealing of the survey plan. (5) Where as a condition of development approval, the local government requires the applicant to undertake works which are identified as being part of the local movement network as contained in the traffic engineering estimates for the area, it is appropriate for the local government to offset the agreed costs of such works from the movement network contribution. (6) Credits against the movement network contribution are calculated using the rate applicable at the time of signing the plan of survey.
