7501. Advancement to Chief Petty Officer

a. Time based advancement continues to apply to Weapon Engineering (WE)Artificer Apprentices and Candidates up to the rate of Petty Officer (PO), at which theyassume the Engineering Technician (ET) title and pick up the selective promotionstream (however, refer to sub para c). These ratings are not selected for promotionbut, instead, are advanced having served the requisite time period, fulfilled therequirements laid down in this Chapter and having been recommended. With theintroduction of the ET, there are reserved rights for advancement to CPO for POs whohave formally completed an Artificer Qualifying Course. Exceptionally, they will beallowed to attempt the PQE for time-based advancement to the CPO rate until the cut-off dates detailed in Table 75-1. Individuals, who fail to successfully complete the PQEby the eligibility deadline, will be considered by merit-based selection for CPO. If thefailure to complete the PQE is due to service reasons, the appropriate BranchManager will consider exemptions on an individual basis. These advancements aremade by Commanding Officers.

b. Where, due to the exigencies of the service, a rating is unable to achieve thequalifications specified for advancement by the due date, the Commanding Officermay authorise advancement to the next higher rate (on an acting basis) and thecorresponding pay level, in accordance with Para 6802 and Para 6804. At this time,the rating is to be informed of a new date by which time he/she must achieve therequired qualification. If the rating subsequently fails to obtain the qualification withinthe new time scale, he/she is to be reverted to his previous rate and pay level untilsuch time that the qualification is gained. Time served in the higher rate will count forincremental progression when the rate is regained. Where Accelerated IncrementalProgression is attached to the qualification, this will not be awarded until thequalification is gained.

c. Completion of the Senior Rates Leadership Course (SRLC) will remain arequirement for advancement to CPO and no waivers are permitted.

7503. Weapon Engineering Examinations and Assessments in the Fleet – General

a. This Article should be read in conjunction with Chapter 69 Section 4 andBR 2000(4)(1) and 2000(4)(3) (Weapon Engineering Training and Examinations).Every effort is to be made to arrange examinations as frequently as possible andwithout delay to ensure that the advancement or promotion prospects of ratings arenot prejudiced.

b. Applications for the CPO Professional Qualifying Examination (PQE) for ex-WEartificers are to be made on Forms S442 in accordance with Para 6914.

c. If officers of the appropriate rank and specialisation required for an ExaminingBoard are not available (see Para 7504 and Para 7505), application should be madeto the Administrative Authority for suitable arrangements to be made. Alternatively,when it is known that it will not be possible to convene a Board within four months ofa rating's application for examination, the examination may be conducted by theofficers of the rating’s own ship under the rules for Local Examinations laid down inPara 6914 sub para d.

d. Examining Boards and Local Examinations, are to be oral only examination andare to cover appropriate syllabus as laid down in BR 2000(4). Additional oralquestions are to be used to probe the candidate’s knowledge of his/her own ship.

e. Throughout the examinations, due regard is to be paid to the training,background, experience and present employment of individual candidates. Discretionis to be exercised in areas of the syllabus in which no formal training was given and inwhich little or no experience may have been gained.

f. The Basic Date for advancement purposes is the date due by seniority or if later,the date of passing the oral examination, less any accelerated advancement awarded.Candidates are to be either passed or failed; no marks are to be awarded.

g. The successful result of the PQE is to be entered on Form S442 and on therating's History Sheet; the former being signed by all members of the Board, the latterby the President of the Board. The type of examination, 'Professional Qualifying','Provisional' or 'Local' is always to be clearly indicated on Form S442 and thecompleted form dealt with in accordance with Para 6914 sub para b. Competenciesare to be added by Unit HR personnel.

h. Engineering Technician Operational Performance Statement (OPS) Assessmentsare to be completed to ensure the rating is competent at the current rate held. Onsuccessful completion of the OPS Assessment form, competencies are to be addedby Unit HR personnel.

7504. Convening and Composition of Examining/Assessment Boards

a. Examining Boards may be convened by Flotillas and by Commanding Officers ofships complemented with an officer of the WE sub-specialisation of Commander'srank. Examining Boards, where the President of the Board may be a LieutenantCommander or Lieutenant, may also be convened by Commanding Officers of shipswhere the WE Officer is of Lieutenant Commander or Lieutenant's rank.

b. Composition of Examining/Assessment Boards. Boards are to comprise officersand/or senior ratings of the WE sub-specialisation or officers of other Engineering sub-specialisations serving in WE assignments. Details of the minimum requirement forthe composition of the Examining Boards for each rate is contained within BR2000(4)(1).

7505. Local Examinations

a. Local examinations are to be convened in accordance with Para 6914 sub para dand conducted in accordance with Para 7503.

b. Composition of the Board. Local Examination Boards are to comprise:

President - an officer of the WE sub-specialisation.

Member - an officer of the WE sub-specialisation (not under training) or a WO1/WO2 ET of the same specialist qualification or specialisation as the candidate.

c. All members of the Board may be from the candidate's own ship.

7506. History Sheet Certificates for Advancement

a. These certificates are statements on the rating's History Sheet that, in the opinionof the Weapon Engineer Officer, the rating is professionally competent to perform theduties of the rate to which being advanced or promoted. Before signing the Certificateof Competence, the appropriate Table for the Verification of Advancement Standardshould be consulted – BR 2000(4)(3) Annex 5A.

b. Certificates are normally to be signed just prior to a rating being advanced orpromoted, but should also be completed for ratings on assignment who are otherwisefully qualified for advancement or promotion and could expect to be rated within threemonths of being assigned. If the certificate is not signed for such a qualified rating onassignment, the reason is to be stated on the Appraisal Report.

2. On completion of Part 2 training (ET(WE) career course), ratings will be issued theET(WE) Task Book.

3. On completion of the ET(WE) Task Book Section 2A (including ET 2 Safety CheckAssessment), and on being recommended, ratings will be advanced to ET(WE)1 and issuedtheir CBRNDC Task Book. The CBRNDC Task Book is to be completed within 12 months ofissue and is a pre-requisite for promotion to Leading Hand.

4. Operational Performance Statement (OPS) as an ET(WE)1 is awarded on successfulcompletion of both the Task Book Section 2B and the formal OPS Assessment (within 36months from being rated ET(WE)2). The Assessment is to be constituted in accordance withBR2000(4) (oral aspects only).

5. Selection Boards will be convened up to 3 times a year and the results of successfulcandidates announced on 31 Mar, 31 Jul and 30 Nov. The Commodore Naval Personnel(CNPers) will endeavour to assign selected personnel to Qualifying Courses (QC) starting inthe next training term but one.

6. The suitability of individuals to retake failed elements of the QC, or to be back classed,will be determined by the OC WETG HMS COLLINGWOOD. A repeat failure of part/all of thecourse will result in the individual being deselected, continuing to serve in the lower rate andtheir suitability for future higher rate QCs will be through the selection process and will bedependent on performance as reported in the annual SJAR.

7. The OPS Assessment for LET(WE) will be constituted in accordance with BR2000(4)(oral aspects only).

8. Personnel who do not have sufficient length of service remaining to meet therequirement of the return of service attached to the POETQC may be offered an extension ofservice (EoS) or Extended Career (EC). Acceptance of the EoS or EC will be required prior tobeing selected. Subsequent deselection may result in loss of EoS or EC.

9. The OPS Assessment for POET(WE) will be constituted in accordance with Para7504.

10. CPOET(WE) will be selected by a Board (personnel who have submitted Notice forDischarge as of Right will not be considered for selection) to attend the WO2ET(WE)Qualifying Course (WO2QC) at HMS COLLINGWOOD. The Board will sit annually to selectcandidates using SJARs. Appraisal reports to date 30 April should be raised on allCPOET(WE)s.

11. Selection Boards will select CPOET(WE)s to be assigned to the WO2QC in thefollowing training year. Shortly after each Selection Board has completed sitting, a signaloriginated by the Ratings’ Promotions Section will promulgate the names of successfulcandidates in alphabetical order. CNPers will endeavour to assign all ratings to WO2QC onan opportunity basis, but the needs of the Service remain paramount.

12. Refusal. As is customary in a selection process, successful ratings will have theopportunity of refusing the course. Those doing so will be deselected and continue to serve intheir current rate.

13. Failure. If a candidate fails the WO2QC, his/her suitability to retake the course orelements therein will be considered by the Commodore HMS COLLINGWOOD. A repeatfailure of all/part of the course will result in deselection and the rating continuing to serve as aCPOET(WE). Suitability for future WO2QC will be through the selection process and will bedependent on the rating's performance as reported by SJAR.

14. Unsuitable Candidates. Where, during the course of the WO2QC, candidates arefound to be unsuitable for promotion to WO2ET(WE), they may be withdrawn from training bythe Commodore HMS COLLINGWOOD; they will be deselected, continue to serve asCPOET(WE)s and will be eligible for future selection in normal course.

15. Promotion to WO1 is by selection from suitably recommended WO2ET(WE)s.

16. Recommendation. Awarded 'Exceptional', 'High' or 'Yes' recommendation for'Promotion - 1 Rank Up' on SJAR by final RO. Where an otherwise fully eligible candidate hasreceived an SJAR assessment of 'Insufficient Knowledge' at last report, presentation beforethe next Board will be determined by the Promotion Section using the previous reportrecommendation. For promotion up to the rate of PO, Streamlined Eligibility Dates (SED) of31 Mar, 31 Jul and 30 Nov in any year will apply. If a streamlined promotion candidate hasbeen awarded a positive recommendation for promotion (as above) in the last SJAR and, sincethat report, has become eligible in all other respects for selection, he/she will be placed beforethe Promotion Board.

17. RNFT. Ratings are to be in date RNFT or in possession of either a permanent medicalexemption as issued by a Naval Service Medical Board of Survey (NSMBOS) or temporaryexemption (as issued by the Commanding Officer) on the appropriate SED/CRD/CPD. SeePara 6720. For JPA competency, see Para 6703 b sub para (9))

18. Failure to complete Professional and/or Leadership Course. Refer to Para 6716for rules on the impact on a rating’s promotion if he/she fails to complete PQC and/or LRLC/SRLC before CPD or within 12 months of CPD as a result of service reasons, non-servicereasons (outwith control) or non-service reasons (within control).

Assessment is to be constituted in accordance with BR2000(4) (oral aspects only). On awardof OPS, the training co-ordinator is to issue the pre-course workbook for the next higher rate.

6. Selection Boards will be convened up to 3 times a year and the results of successfulcandidates announced on 31 Mar, 31 Jul and 30 Nov. CNPers endeavour to assign selectedpersonnel to Qualifying Courses (QC) starting in the next training term but one.

7. The suitability of individuals to retake failed elements of the QC, or to be back classed,will be determined by the OC WETG HMS COLLINGWOOD. A repeat failure of part/all of thecourse will result in the individual being deselected, continuing to serve in the lower rate andtheir suitability for future higher rate QCs will be through the selection process and will bedependent on performance as reported in the annual SJAR.

8. The OPS Assessment for LET(WESM) will be constituted in accordance withBR2000(4) (oral aspects only).

9. Personnel who do not have sufficient length of service remaining to meet therequirement of the return of service attached to the POETQC may be offered an extension ofservice (EoS) or Extended Career (EC). Acceptance of the EoS or EC will be required prior tobeing selected.

10. The OPS Assessment for POET(WESM) will be constituted in accordance withBR2000(4).

11. CPOET(WESM) will be selected by a Board (personnel who have submitted Notice forDischarge as of Right will not be considered for selection) to attend the WO2ET(WESM)Qualifying Course (WO2QC) at HMS COLLINGWOOD. The Board will sit annually inSeptember/October to select candidates using SJARs. Appraisal reports to date 30 Aprilshould be raised on all CPOET(WESM)s.

12. Selection Boards will select CPOET(WESM)s to be assigned to the WO2QC in thefollowing training year. Shortly after each Selection Board has completed sitting, a signaloriginated by the Ratings’ Promotions Section will promulgate the names of successfulcandidates in alphabetical order. CNPers will endeavour to assign all ratings to WO2QC onan opportunity basis, but the needs of the Service remain paramount.

13. Refusal. As is customary in a selection process, successful ratings will have theopportunity of refusing the course. Those doing so will be deselected and continue to serve intheir current rate.

14. Failure. If a candidate fails the WO2QC, then his/her suitability to retake the courseor elements therein will be considered by the Commodore HMS COLLINGWOOD. A repeatfailure of all/part of the course will result in deselection and the rating continuing to serve as aCPOET(WESM). Suitability for future WO2QC will be through the selection process and willbe dependent on the rating's performance as reported by SJAR.

15. Unsuitable Candidates. Where, during the course of the WO2QC, candidates arefound to be unsuitable for promotion to WO2ET(WESM), they may be withdrawn from trainingby the Commodore HMS COLLINGWOOD; they will be deselected, continue to serve asCPOET(WESM)s and will be eligible for future selection in normal course.

16. Promotion to WO1 is by selection from suitably recommended WO2ET(WESM)s.

17. Recommendation. Awarded 'Exceptional', 'High' or 'Yes' recommendation for'Promotion - 1 Rank Up' on SJAR by final RO. Where an otherwise fully eligible candidate hasreceived an SJAR assessment of 'Insufficient Knowledge' at last report, presentation beforethe next Board will be determined by the Promotion Section using the previous reportrecommendation. For promotion up to the rate of PO, Streamlined Eligibility Dates (SED) of31 Mar, 31 Jul and 30 Nov in any year will apply. If a streamlined promotion candidate hasbeen awarded a positive recommendation for promotion (as above) in the last SJAR and, sincethat report, has become eligible in all other respects for selection, he/she will be placed beforethe Promotion Board.

18. RNFT. Ratings are to be in date RNFT or in possession of either a permanent medicalexemption as issued by a Naval Service Medical Board of Survey (NSMBOS) or temporaryexemption (as issued by the Commanding Officer) on the appropriate SED/CRD/CPD. SeePara 6720. For JPA competency, see Para 6703 b sub para (9).

19. Failure to complete Professional and/or Leadership Course. Refer to Para 6716for rules on the impact on a rating’s promotion if he/she fails to complete PQC and/or LRLC/SRLC before CPD or within 12 months of CPD as a result of service reasons, non-servicereasons (outwith control) or non-service reasons (within control).

Notes:

1. The Notional Seniority Basic Date (NSBD) for future advancement is 1 January, 1 Mayand 1 September as appropriate. The basic date will be determined by the artificer entry withwhich the apprentice reaches the three-year training point. Any time lost in training, throughfailure in examinations or additional time on course to be brought up to standard, will be addedto the ‘three year qualifying period’ for advancement to Leading Artificer. Because of itsimportance in calculating advancement, adjustment of the basic date for medical reasons isnot permitted without the prior approval of CNPers. 2. A revised WE AQC for WE Artificer Apprentices was introduced in April 1994. Thisrevised course consists of Phase 1, a Sea Training Period and Phase 2. At the end of Phase2, apprentices will become qualified artificers and rated LWEA. The Certificate ofApprenticeship will be awarded to all successful trainees on completion of AQC Phase 2.

3. Whilst undergoing sea training, Artificer Apprentices who fail to make adequateprogress will have the facts reported to the Commodore HMS COLLINGWOOD.

4. There is no longer a requirement to categorise General Service Apprentices. Theyreceive targeted Pre Joining Training (PJT) required for the equipment they will be responsiblefor the maintenance of prior to the Sea Draft. Apprentices nominated for the Submarine Armwill be categorised either SWS or TWS dependent upon requirements.

5. All apprentice entrants will undertake their first sea draft as LWEAs, where possible incomplement positions. Nomination for the Submarine Arm is made during the latter part ofAQC training and nominees will undertake their first sea draft in the Submarine Service.

6. After the first sea draft, the individual will return to HMS COLLINGWOOD for the PQCor the Royal Naval Submarine School for SSMC and PJT Packages. Individuals who return tothe Trident Training Facility HM Naval Base CLYDE for further training after the first sea draft,do not complete SSMC and it is therefore not required as a pre-requisite for advancement.

7. The SRLC is an integral part of the PQC; non-completion of the course will not effectmovement to the rate of Petty Officer. In accordance with Para 6801, SRLC is required beforeadvancement to CPO.

9. The PQE Board for CPO is to be constituted in accordance with Para 7504. Theeligibility for examination is a minimum of two years' seniority and nine months' sea service asa PO. If the PQE is passed by a rating who is already qualified for advancement by service,then the seniority date for advancement to CPO will be the examination date less anyaccelerated advancement awarded in accordance with Para 6804. Accelerated advancementis recorded on the rating's History Sheet. In accordance with Para 7501, a time limit for thecompletion of the PQE has been imposed.

10. If an SRLC is completed by a rating who is already qualified for advancement byservice and has passed the PQE, then the seniority date for advancement to CPO will be thedate of successful SRLC completion less any accelerated advancement awarded inaccordance with Para 6804.
