148. The Non-Gazetted Police officers fall under the categories of

1. Inspector of Police

2. Sub-Inspector of Police

3. Asst. Sub-Inspector of Police

4. Head Constable

5. Police Constable

149. The Government of Puducherry issued notifications from time to time, prescribing

various Recruitment Rules for “Pondicherry Police Department Group ‘C’ and ‘D’ posts.” All

these Rules / Notifications are appended in Volume III of this manual.

UPPER SUBORDINATES

150. Inspector of Police (Group ‘C’-Non-Gazetted)

Scale of Pay - Rs. 6,500-200-10,500

(1). The recruitment of Inspector of Police shall be made by promotion by selection from

regular Sub-Inspectors of Police who have completed six years of continuous service in the grade

and experience of a minimum of one year each in PAP or PTS will be regarded as an additional

qualification for promotion or by transfer from Inspector Cipher subject to suitability for the

post. The selection will be made by the Departmental Promotion Committee consisting of the

Chief Secretary to the Government of Puducherry, as its chairman and the Inspector General of

Police and a Senior Superintendent of Police as its members.

(2). The out of turn promotion will be considered only in respect of the following cases, not

exceeding 5 % of the vacancies.

(i). Outstanding Sportsman (National level)

(ii). Marksman (National Level)

(iii). Exceptional daring and bravery in the performance of duty.

The period of the probation is two years.

(3). Inspector of Police (Wireless) (Group ‘C’ – Non Gazetted)

Scale of pay - Rs. 6,500-200-10,500

(a). The recruitment of single post of Inspector of Police (Wireless) shall be made by

promotion, by selection, from regular Radio Supervisors who have completed 6 years of

continuous service in the grade, by the Departmental Promotion Committee consisting of

the Chairman (Chief Secretary to the Government of Puducherry) and two members (the

Inspector General of Police and a Senior Superintendent of Police, Puducherry).

(b). If by promotion fails, the post of Inspector of Police (Wireless) shall be filled by transfer

on deputation for a period not exceeding 3 years.

(c). The period of probation will be two years.

(4). Inspector of Police (Cipher) (Group ‘C’ Non-Gazetted)

Scale of pay - Rs. 6,500-200-10,500

(a). The lone post of Inspector, Cipher will be filled by promotion by selection by the

Departmental Promotion Committee comprising of the Chief Secretary to the

Government of Puducherry as the Chairman and the Inspector General of Police and

Senior Superintendent of Police as members. The feeder post shall be regular Sub-

Inspector (Cipher) with six years of continuous service in the grade who have passed

cipher operator Grade I examination conducted by the Directorate of Co-ordination

Police Wireless, New Delhi.

(b). The period of probation will be two years.

151. Sub-Inspector of Police (Group “C” - Non Gazetted)

Scale of pay - Rs. 5,500-175-9,000

(a). The recruitment of Sub-Inspector of Police shall be made through selection by promotion

and by direct recruitment in the ratio of 1:1.

(b). For direct recruitment, the selection shall be made on the basis of the following

qualifications and requirements.

(c). Age - Between 20 and 27 years

(d). Educational / other qualifications - (i). Graduate from a recognized university or its

equivalent.

(ii). Physical standard, physical efficiency and

Medical standard as prescribed.

(e). The measurement of physical standard and the conduct of the physical efficiency test and

the Medical examination shall be done by a selection board under the control of the

Inspector General of Police which is detailed by the Inspector General of Police from

time to time. The team of officers such chosen by the Inspector General of Police shall

be communicated only on the days of the selection. Only those candidates who fulfill the

physical standards and pass the physical efficiency test and the medical examination shall

be eligible to appear for the written test.

(f). The eligibility conditions for the physical standards (physical measurement):-

(g). The Physical Efficiency Test will be conducted only for the direct recruits and all the

events are compulsory.

(h). The following events shall be conducted for both male and female candidates

152. Each stage is a qualifying stage by itself for the next stage (i.e) only the candidate who

qualifies in the Stage I will be eligible for the Stage II and so on.

153. Ex-servicemen will not be required to pass Physical Efficiency Test. They will be

eligible to appear for the written test if they posses the minimum physical measurements and

pass the medial examination.

154. Those who are qualified in the above field tests shall be medically examined by various

specialist in General Hospital / Maternity Hospital, Pondicherry and finally certified by the

Assistant Director (RMO) under the supervision of Medical Superintendent General Hospital,

Pondicherry. Those who qualify in the medical test will be admitted for the written test.

Written Test:

155. All candidates (either male or female) who are qualified in the physical standard and in

all physical efficiency tests and found medically fit shall undergo a written test. The questions

will be of objective type with SSLC standard except in respect of Reasoning ability, General

Knowledge, Current events and the Constitution of India where the standard will be of graduate

level.

156. The question papers will be in two parts each of two hours duration, consisting of

Mathematics, Physical Science, Biology including Human physiology and Reasoning ability in

part I and History, Geography, Constitution of India, General Knowledge, Current events and

General English in Part II.

157. The written test will be set in English and Tamil

158. After selection, the training course will be in English and Tamil and all candidates have

to learn and pass in Tamil language.

159. Selection will be based on the marks obtained in the Written Test.

160. There will be no interview.

Relaxation of Standard for Candidates belonging to SC/ST/OBC

161. In case, requisite number of SC/ST/OBC candidates do not qualify in the select list upto

the seats reserved for them, the selection committee will have full discretion to recommend

SC/ST/OBC candidates who got next lower place in the written test except where such authority

considers that the minimum standard necessary for the maintenance of efficiency of the

administration, has not been reached.

162. No relaxation other than those provided in the standing order will be given in any manner

to any section.

Final list of selected candidates

163. The final list will be declared separately for general candidates, SC/ST/OBC and

Ex-serviceman, as per the Government orders in force.

Training and probation of directly recruited Sub-Inspectors

164. The candidates who have been selected for the post of Sub-Inspector of Police will

remain on probation for a period of two years. They shall first undergo a Basic Training course

for one year in the Police Training College in Tamil Nadu or other states. The Training will be

conducted in English/Tamil. The progress of the training will be assessed through tests. During

the period of probation if it is found that the performance of the SI cadets in the tests is

unsatisfactory and if any recruit is unable to imbibe the training imparted and is not likely to

become a good officer suitable action including his discharge from the service will be taken

under the Rules.

For recruitment by promotion

165. In case of recruitment by promotion/deputation/transfer to the post of Sub-Inspector of

Police, the selection will be made from regular Assistant Sub-Inspector of Police with minimum

of 3 years of continuous service, failing which Head Constables with 6 years of continuous

service in the post. They should have passed the prescribed departmental written test. The

following subjects are prescribed for the written test.

(i). Indian Penal Code

(ii). Criminal Procedure Code

(iii). Indian Evidence Act

(iv). Special and Local Laws

(v). Police Procedure

Note: There will be 150 questions each carrying one mark. One correct answer will fetch one

mark. There will be no negative marking. Questions/Answers will be in both English /

Tamil.

Training and probation for Promotees:

166. Those candidates who are selected by the Departmental Promotion Committee for

promotion to the post of Sub-Inspector of Police have to undergo a capsule training course for 3

months in the Police Training School, Puducherry, provided that those who have completed 55

years of age on the date of promotion will not be required to undergo training.

167. The training will be conducted in English and Tamil. They should complete the training

successfully, failing which, the training period would be extended once. Till the promotees

successfully complete the training, completion of probation (two years) will not be declared in

the post of Sub-Inspector of Police.

168. The composition of the Departmental promotion committee for the post of Sub-Inspector

of Police shall be:-

(i). Inspector General of Police - Chairman

(ii). Senior Superintendent of Police (L&O) - Member

(iii). Senior Superintendent of Police (C&I) - Member

(iv). Undersecretary / Deputy Secretary (Home) - Member

169. Assistant Sub-Inspector of Police (Group ‘C’ – Non-Gazetted):

Scale of pay - Rs. 4,000-100-6000

(a). The post of Asst. Sub-Inspector of Police will be filled by way of promotion from the

feeder post (ie) Head Constables through selection and non-selection in the percentage of

70 and 30 respectively; 70% selection shall be made from regular Head Constables who

have put in 5 years of service in the grade subject to passing the Departmental Test and

30% non-selection be made from regular Head Constables who have completed 10 years

of continuous service in the post.

Departmental Promotion Committee for recruitment of the post of ASIs:

(b). The DPC for considering the promotion of ASIs comprises of the following :-

(i). Inspector General of Police - Chairman

(ii). Dy. Inspector General of Police (Armed Police) - Member

(iii). Senior Supdt. of Police (to be nominated by IGP) - Member

(iv). Any other gazetted officer of the department to be

nominated by the IGP. - Member

(c). There will be no probation for the promotees in the rank of ASIs

Selection Board

170. The above Departmental Promotion Committee will also function as the selection Board

for direct appointment to the posts of upper subordinates. The board will also consider cases and

recommend suitable candidates for appointment, promotion and confirmation to the posts above

Head Constables but below Deputy Superintendent of police.

171. METHOD OF CONDUCT OF DEPARTMENTAL TEST (QUALIFYING TEST)

FOR PROMOTION TO THE POST OF ASSISTANT SUB-INSPECTOR OF POLICE

(I). WRITTEN TEST: Duration – 3 Hours Marks – 150

Indian Penal Code : 30 Marks

Criminal Procedure Code : 25 Marks

Indian Evidence Act : 25 Marks

Special and Local Laws : 30 Marks

Police Procedure : 40 Marks

Note:

(II). TRAINING

Those candidates who are selected by the Departmental Promotion Committee for

completed 55 years of age on the date of promotion will not be required to undergo training.

Training will be conducted in English and Tamil. They should complete the training

successfully failing which, the training period would be extended once.

172. LOWER SUBORDINATES

(a). Head Constable (Group ‘C’ – Non-Gazetted)

The Scale of pay is - Rs. 3,200-80-4900

ACP for HC - Rs. 4000-100-6000

(b). The appointment will be by selection (50%) and by non-selection (50%);50% by

promotion from the regular Police Constable on seniority subject to rejection of unfit and

50% by promotion through a departmental test limited to the regular Police Constable,

Police Constable(Wireless), Police Constable (Driver), Messenger Police Constable,

Police Constable (Workshop) and Radio Telephony Police Constable who have

completed 3 years continuous service in the post;

(c). By transfer from regular Head Constable (Wireless), Head Constable (Driver) subject to

suitability to the post; and

(d). By transfer from Band Head Constable who have completed 3 years of continuous

service in the grade and who are not willing to serve in the Band Unit or who otherwise

become medically unfit to work in the Band Unit.

(e). The following is the Departmental Promotion Committee for HC:

Inspector General of Police - Chairman

Senior Superintendent of Police - Member

Superintendent of Police (HQs) - Member

(f). Outstanding Sportsmen/Marksmen and those who display exceptional daring and bravery

in the performance in their duties will be considered for out of turn promotion subject to

the condition that the total of such promotion does not exceed 5% of the vacancies.

(g). The period of the probation will be two years.

173. Police Constables (Group ‘C’- Non-Gazetted)

Scale of Pay is - Rs. 3050-75-3950-80-4590

(a). The recruitment of Police Constables will be made by selection by direct recruitment

with the following qualifications and requirements.

(b). Age limits for direct recruitment - Between 18 and 24 years

(c). Educational and the qualifications required for direct recruits.

(a). A pass in SSLC or its equivalent

(b). Physical standard, Physical efficiency and Medical standards as prescribed

in the Standing Order issued by the Inspector General of Police with the

approval of the Government

(d). The method of recruitment of Police constables shall be by promotion from the post of

Bugler failing which by direct recruitment-75% and absorption from Home Guards-25%.

(e). The direct recruitment shall be done through a written test after qualifying in the filed

tests (physical measurement and physical efficiency test) and medical examination.

(f). The promotion from regular bugler boys who have completed 6 years of regular service

in the post.

174. The physical Standards (Measurements) for direct recruitment to the post of constables

(male & female) required are as follows:

(d). Ex-servicemen will not be required to pass physical efficiency test, if they possess the

176. The candidates who pass the Physical Efficiency test shall be medically examined by

178. The written test will be in English and regional languages i.e., for Puducherry and

Karaikal in Tamil, for Mahe in Malayalam and for Yanam in Telugu. It will however, be

clarified to all the candidates that after selection, the training course will be in English and Tamil

and all candidates have to learn and pass Tamil language.

Relaxation of standard for candidates belonging to SC/ST/OBC:

179. In case of requisite number of SC/ST/OBC candidates do not qualify in the select list up

to the seats reserved for them, the recruiting authority will have full discretion to recommend

SC/ST/OBC candidates who got next lower place in the examination except where such

authority considers that the minimum standard necessary for the maintenance of efficiency of the

administration, has not been reached.

180. No relaxation other than those provided in this Standing Order will be given in any

manner to any section.

Final list of Selected Candidates

181. The final list will be declared separately for general candidates, SC/ST/OBC and Ex-

serviceman. The candidates of general category securing 40% of marks and SC/ST/OBC

candidates securing 35% of marks in aggregate, in any test held may be considered to have

qualified in the test finally and would be eligible for consideration for recruitment as Constable

in Puducherry Police subject to availability of vacancy in various categories. Wherever, suitable

candidates are not available, then criterion in aggregate marks may be lowered with the prior

approval of Inspector General of Police. The declaration of the result will be by display of the

list of successful candidates normally for a week in the Headquarters, if necessary, by displaying

on 4/5 notice-boards, according to Roll No., to avoid rush at the notice-boards. Subsequent

stages for enlistment i.e, filling up / depositing of forms etc., along with date etc., fixed for the

purpose shall also be indicated on the result sheet itself.

Training and probation:

182. The candidates who have been selected for the post of Police Constable will remain on

probation for a period of 2 years. They shall undergo an Induction Course/Capsule Training

Course for one year in the Police Training School, Pondicherry. The training will be conducted

in English/Tamil. They shall complete the training successfully failing which the training period

will be extended once. During the period of probation, they shall have to pass the prescribed

departmental test. They will be given three chances to pass the test after the training, failing

which they will be terminated from service.

Appointing Authority

183. The Inspector General of Police of this territory is the appointing authority for all upper

subordinates (ie.) Inspectors of Police and officers of similar rank and scale of pay working in

the units, Sub-Inspectors and officers of similar rank and pay working in the various units

including the Finger Print Bureau and Asst. Sub-Inspectors of Police and officers of similar rank

working in other units. The Senior Superintendent of Police as notified by the Government of

Puducherry is the appointing authority for all lower subordinates (i.e.) Head Constables and

Police Constables and Police officials of similar rank and scale of pay working in other units of

the Police Department.

Departmental Tests (Written and Parade)

184. The Departmental tests are, as per Standing Order No.2/2004 dated 15-09-2004-(Manual

Volume III), conducted for promotion to the post of Head Constable, Assistant Sub-Inspector of

Police, Sub-Inspector of Police from Police Constables, Head constables and Assistant Sub-

Inspector of Police respectively. For the Departmental tests, all eligible candidates will be

permitted to appear for the written test and those who get 40% marks and above will be called

for the parade test according to their seniority subject to three times of the total vacancy. In the

parade test, minimum 40% of the marks should be obtained. The result will be published with

the names of the candidates, who secure minimum marks of 40% in the written test and 40% in

the parade test individually. While arriving at the vacancy, the anticipated vacancies during the

current year will also be taken into account. A select list will be drawn one and half times of the

actual vacancy bases on the seniority of the candidates subject to obtaining minimum qualifying

marks.

185. SUB INSPECTOR OF POLICE (STORES) (GROUP ‘C’ NON-GAZETTED)

(a). Presently there is one post of SI (Stores) subject to variation dependant on the work load.

(b). The Scale of pay is Rs. 5,500-175-9,000

(c). The recruitment is made on selection method by promotion failing which by deputation.

(d). The feeder post is the Assistant Sub-Inspector of Police (Store Keeper) with minimum 3

years of continuous service in the grade on regular basis failing which continuous service

of 6 years in the grade of Assistant Sub-Inspector of Police (Store Keeper) and Head

Constable (Store Keeper) on regular basis.

(e). The Departmental Promotion Committee consisting of the

Inspector General of Police - (Chairman),

Senior Superintendent of Police - (Member)

Superintendent of Police (Hqrs.) - (Member) will select the candidate

(f). There will be no probation period for the post of Sub-Inspector (Stores)

186. ASSISTANT SUB-INSPECTOR OF POLICE (STORE KEEPER) (GROUP ‘C’)

(a). There is only one post (Subject to variation dependant on workload)

(b). The pay scale is Rs. 4,000-100-6,000

(c). The appointment will be made by selection by promotion from regular Head Constables

(Store-Keeper) who have completed 3 years of regular service in the grade or a combined

service of 7 years in Head Constable (Store-Keeper ) and Constabulary; Transfer on

deputation from the grade of Assistant Sub-Inspector of Police possessing experience in

handling stores as prescribed for promotees.

(d). The Departmental Promotion Committee with Inspector General of Police, as its

Chairman and Senior Superintendent of Police and Superintendent of Police

(Headquarters), its members will select the candidate

(e). The probation period will be two years.

187. HEAD CONSTABLE (STORE KEEPER) (GROUP ‘C’)

(1). The scale of pay is Rs. 975-25-1,150/EB-30-1,660

(2). The recruitment shall be by selection and by promotion, failing which by transfer on

deputation.

(a). Promotion / transfer on deputation:

By promotion from the grade of Police Constable with three years of regular service and

possessing experience in the up-keeping, maintenance and distribution of Police Stores and

maintenance of records relating of Police Stores:

(b). By transfer on deputation from among persons

(i). holding analogous posts in the scale of Rs.975-25-1,150-E-30-1,660;

(ii). holding posts in the scale of Rs.825-15-900-EB-20-1,200 with three years of regular

service in the post and

(iii). possessing experience in the up-keeping maintenance and distribution of Police Stores

and maintenance of records relating to Police Stores.

(c). The Departmental Promotion Committee shall be

Senior Superintendent of Police(C&I) - Member

Superintendent of Police (HQ) - Member

(d). The period of probation shall be two years.

188. HEAD CONSTABLE (CARPENTER) (GROUP ‘C’)

(a). There is one post subject to variation.

(b). The scale of pay is Rs. 3,200-85-4,900

(c). The appointment will be made by selection by promotion from the grade of regular Police

Constable with 5 years regular service in the grade and possessing adequate experience in

the trade of carpentry in the Police Department, failing which by transfer on deputation.

(d). The Inspector General of Police as its Chairman and a Senior Superintendent of Police

and the Superintendent of Police (HQs) as its members will constitute the Departmental

Promotion Committee.

(e). The probation period will be two years.

189. POLICE CONSTABLE (STORE KEEPER) – GROUP ‘C’

(a). The scale of pay is Rs.3050-75-3950-80-4590

(b). The method of recruitment shall be by selection and by transfer, failing which by direct

recruitment.

(c). The age limits for direct recruitment will be between 18 and 22 years (Relaxable for

Government servants up to 40 years in accordance with the instructions or orders issued

by the Government, provided such Government Servants are working for not less than 3

years in posts which are in the same line or allied cadres and where a relationship can be

established that the services rendered by them in the department will be useful for

efficient discharge of duties in the post for which selection is made.

Note: The crucial date for determining the age limit shall be the closing date for receipt of

applications from candidates in India (and not the closing date prescribed for those in

Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim,

Ladakh Division of Jammu and Kashmir State, Labaul and Spiti Districts and Pangi

Subdivision of Chamba District of Himachal Pradesh, Andaman and Nicobar Islands and

Lakshadeep).

(d). Educational and other qualifications required for direct recruits:-

i). Should have passed SSLC or its equivalent, and should have

(e). The transfer will be effected from the grade of Police constable who have successfully

completed their period of probation and have atleast one year experience in Stores

handling in any Police Unit.

(c). The age limit shall be between 18 and 22 years (Relaxable for Government Servants up

to 40 years in accordance with the instruction or orders issued by the Government,

provided such Government servants are working for not less than 3 years in posts which

are in he same line or allied cadres and where a relationship can be established that the

services rendered by them in the department will be useful for efficient discharge.

191. POLICE CONSTABLE (ELECTRICIAN) (GROUP ‘C’)

(a). There are three (3) posts, subject to variation dependent on work load.

(b). The scale of pay is Rs. 3,050-75-3,950-80-4,590

(c). The method of selection shall be by direct recruitment failing which by transfer. The age

limit for direct recruits shall be between 18 and 30 years. (Relaxable for Government

servants up to five years in accordance with the (Instruction or orders issued by the

Central Government).

Note: The crucial date for determining the age limit shall be the closing date for receipt of

application from candidates in India (Other than those in Andaman and Nicobar Islands

and Lakshadweep).

(d). In respect of posts, the appointments to which are made through the Employment

(b). The scale of pay is Rs. 380-12-440-EB-15-560-EB-20-640 (Rs.5,500-175-9,000)

(c). The age limit for direct recruits shall be between 18 and 30 years

(d). The Educational and other qualifications required for direct recruits shall be first Class

Diploma in Radio Tele-Communication Engineering with at least 2 years experience in a

communication organization.

(e). The recruitment shall be made by promotion failing which by direct recruitment.

(f). The promotion will be effected from Regular Radio Technician / Storeman Technical

with at least 4 years of continuous service in the grade, or regular Wireless Operator -

with 2 years of continuous service in that grade.

(g). The Departmental Promotion Committee consisting the Inspector General of Police as its

Chairman and Senior Superintendent of Police and Superintendent of Police

(Headquarters) as its members shall select the candidates.

(h). They will be placed under probation for a period of two years.

194. There shall be also the posts of Radio Technician Grade I in the scale of Rs. 5,000-150-

8000, Radio Supervisor (ungraded) in the scale of Rs. 4,500-125-7000 and Radio Technician

(ungraded) in the scale of Rs. 3050-75-3950-80-4590 for technical side in the Police Wireless

Unit

195. RADIO SUPERVISOR GR.I/SI (TECHNICAL) (GROUP ‘C’)

(a). The scale of pay is Rs.5,500-175-9000

(b). The method of recruitment shall be by selection and by promotion (Technical side /

Transfer on deputation); By promotion from Radio Technician Grade-I, failing which

promotion from the Grade of Radio Technician Gr.II/Storeman Technical with 6 years of

regular Service in the Grade.

Those who have passed Gr.II Radio Technical course shall pass the Gr.I Radio

Technician course within two years from the date of promotion, failing which they shall

the Grade. II Wireless course shall pass the Grade – I Wireless Operator course within

two years from the date of promotion, failing which they shall be reverted.

(ungraded) in the scale of Rs. 3050-80-4590 for technical side with police wireless unit.

(b). The scale of pay is Rs.5,000 – 150– 8,000

(ASI till they draw their pay less than Rs.5,500/- and S.I as and when their pay reach at

the stage of Rs.5,500 and above )

continuous service in their respective grade; Possessing standard of proficiency for

Wireless Operator Gr. I as laid down in the Annexure of Appendix I of the Technical

Standards committee’s Report, 1970 or its equivalent basic educational qualification

prescribed and relaxable in the case of Storeman Technical.

(d). The Departmental Promotion Committee consisting of the Inspector General of Police as

Radio Operators with three years continuous service in the grade who have passed

Grade I test and found fit to hold charge of Police Radio Station.

(HQ) as its Members shall select the Head Radio Operator.

failing which by direct recruitment or by transfer from identical post of Radio

Technician.

(f). The promotion shall be caused from regular Head Radio Operator with three years of

continuous service in the grade who have passed Grade I test or Transfer from Radio

Technicians.

(g). The Departmental Promotion Committee consisting of the Inspector General of Police as

as its Members shall select the single post of storeman (Technical)

(h). After selection, he will be placed under probation for a period of two years.

204. ASSISTANT SUB-INSPECTOR (CIPHER) - (GROUP ‘C’)

Head Radio Operator with the following qualifications:

(i). Matriculation or its equivalent with English as a subject

(ii). Four years of continuous service as Head Radio Operation and who have two

years of experience in communication duties and who have passed Cipher

Operator Gr. III examination conducted by Directorate of Co- ordination (Police

Wireless), New Delhi.

(c). The Departmental Promotion Committee consisting of the Inspector General of Police as

its Chairman and the Senior Superintendent of Police and Superintendent of Police (HQ)

as its Members shall select ASI (Cipher).

205. DIRECTOR (FINGER PRINT BUREAU, POLICE DEPARTMENT) – GROUP ‘C’

NON-GAZETTED

(a). The scale of pay is Rs. 2,000-60-2,300-Ell - 75-3,200.

Regular holders of post of Head Constable (Driver) who were in the scale of pay Scale

of Rs.975-1,660 (Pre – revised) will be accommodated and appointed to the

amalgamated post of Driver Grade-I in the scale of pay of Rs.1,320 – 2,040 (Pre-revised)

at the initial constitution to the extent of sanctioned strength vis-à-vis vacancy, in turn

of the amalgamated list of police drivers.

(c). The Departmental Promotion Committee / Recruitment Committee consisting of

(2). Must have a thorough knowledge of traffic regulation.

(3). Must have a good knowledge of petrol and diesel engine working and be able to

locate faults and rectify minor running repairs.

(4). Must be able to clean carburetor, plug, etc.

A practical test shall be conducted based on the above.

215. DRIVER - POLICE DEPARTMENT - GRADE II - GROUP ‘C’

(a). The scale of pay is Rs. 1,200 - 30 - 1,44-EB-30-1,800 (Pre-revised),

Rs. 4,000 - 100- 6,000 (Revised).

(b). This is a non selection post by promotion from amongst Drivers (Police Department -

Grade-III who have put in 5 years of continuous service in the grade including the service

rendered in the erstwhile post of Police constable (Driver) or Head Constables (Driver).

Note:

Regular holders of post of Head Constable (Driver)/ Police Constable (Driver) who

were in the scale of pay of Rs. 975-1,660 (Pre-revised) and Rs. 825-1,200 (Pre-revised)

will be accommodated and appointed to the amalgamated post of Diver Grade- II in the

scale of pay of Rs.1,200-1,800 (Pre-revised) in the initial constitution, to the extent of

sanctioned strength vis-à-vis vacancy in turn already appointed to the post in the

amalgamated list of Police Drivers.

(c). The Departmental Promotion Committee / recruitment Committee consisting of the

Inspector General of Police as its Chairman and the Senior Superintendent of Police

(C&I) and the Superintendent of Police (HQ) as its members shall consider promotion to

this grade from Grade III.

of Driver Grade-III in the scale of pay of Rs. 950-1500 (pre-revised) at the initial

constitution to the extent of sanctioned strength vis-à-vis vacancy, in turn of the

amalgamated list of police drivers following list of driver grade-I and driver grade-III

already appointed.

(d). The Departmental Promotion Committee shall be the Inspector General of Police as its

chairman, the Senior Superintendent of Police (C&I) and the Superintendent of Police

(HQ) as its members. The period of probation will be two years.

216. DRIVER (POLICE DEPARTMENT) GRADE-III (GROUP ‘C’)

(a). The scale of pay is Rs. 950-20-1,150-EB-25-1,500 (Pre-revised)

Rs.3,050-75-3,950-80-4,590 (Revised)

(b). The age limit for direct recruits will be between 18 and 22 years (Relaxable for

Government servants up to 40 years in accordance with the instructions or orders issued

by the Government, provided such Government servants are working for not less than 3

years in posts which are in the same line or allied cadres and where a relationship can be

established that the services rendered by them in the department will be useful or efficient

discharge of duties in the post for which selection is made).

Note:

The crucial date for determining the age limit shall be the closing date for receipt of

applications from candidates in India (and not the closing date prescribed for those in

Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim,

Ladakh Division of Jammu and Kashmir State, Labaul and Spitio Districts and Pangr

Subdivision of Chamba District of Himachala Pradesh, Andaman and Nicobar Islands

and Lakshadeep).

(c). The Educational and other qualification required for direct recruits shall be :-

(i) A pass in S.S.L.C or its equivalent.

(ii). Holder of a valid Light Motor Vehicle License. And he should pass the competence

test in.

(1). Driving

(2). Traffic Regulation

(3). Location of faults and carry out minor running repairs including change

of wheel conducted by this Administration.

(d). The driver Grade-III is recruited by selection by transfer of Police Constable / absorption

of Home guards, failing both by direct recruitment; by transfer from the grade of Police

Constables and by absorption from the grade of Home Guards possessing the educational

and other qualifications in the ratio of 3:1

(e). The regular holders of the post of police constable (driver) who were in the scale of pay

of Rs. 825-1200 (pre-revised) will be accommodated and appointed to the amalgamated

post of driver grade-III in the scale of pay of Rs. 950-1500 (pre-revised) at the initial

constitution to the extent of sanctioned strength vis-à-vis vacancy, in turn of the

amalgamated list of police drivers following list of driver grade –I and driver grade-II.

(f). The Departmental Promotion Committee shall consist the Inspector General of Police as

its chairman, the Senior Superintendent of Police (C&I) and the Superintendent of Police

(HQ) as its members.

(g). The period of probation will be two years.

217. HEAD CONSTABLE (MECHANIC) – GROUP ‘C’

(a). The scale of pay is Rs. 260-6-326-EB-8-350 (pre-revised)

(b). The age limit for direct recruits will be between 18 and 30 years. (Relaxable for

Government servants up to five years in accordance with the instructions or orders issued

by the Central Government).

Note:

The crucial date for determining the age limit shall be the closing date for receipt of

applicable from candidates in India (Other than those in Andaman and Nicobar Islands

and Lakshadweep).

(c). In respect of posts, the appointments to which are made through the Employment

Exchanges, the crucial date for determining the age limit shall, in each case, be the last

date up to which the Employment Exchanges are asked to submit the names.

(d). Educational and other qualifications:-

Diploma in Automobile Engineering or Mechanical Engineering or its equivalent or

passed ITI certificate in the trade of Motor Mechanic with one year experience or passed

VIII Standard or its equivalent examination with five years of experience in a reputed

automobile workshop.

(e). The recruitment shall be made by selection and by promotion failing which by direct

recruitment.

(f). For promotion, the feeder post is Police Constable (Helper) who has completed three

years of service in the grade. The promotees should pass the departmental trade test

within a period of six months. They will be placed under probation for a period of two

years.

(a). The scale of pay is 330-10-380-EB-12-500-EB-15-560

(b). The recruitment of the single post of Junior Reporter for special branch shall be made

through selection by direct recruitment

(c). The age limit for direct recruits will be between 18 and 30 years and the Educational and

other qualifications will be Higher Secondary Examination of a recognized University

with Tamil as Second Language or equivalent examination and Higher grade technical

examination in short hand and the typewriting of the Government of Tamil Nadu in

Tamil.

(d). The Departmental Promotion Committee shall be:-

(e). The appointed candidate shall be placed on probation for a period of two years.

219. POLICE PHOTOGRAPHER- GROUP ‘C’

(a). The scale of pay is Rs. 330-10-380-EB-12-500-EB-15-560

The age limit for direct recruits will be between 18 and 30 years

(b). The Educational and other qualifications required for direct recruits:-

(1). Must have passed X standard or its equivalent.

(2). Must produce certificate of having served for a period not less than 3 years in a

photographic firm of repute or having trade certificate in photography issued by a

Government recognized institute.

(3). Must be proficient in advanced photography.

(c). The method recruitment shall be by selection and by direct recruitment.

(d). The Departmental Promotion Committee shall be:-

be given to Part-Time Employees (Special Category) (Part-Time Cook)

(d). This is a non-selection post made by absorption from Part-Time employees (Dhoby) in

Police Department, Pondicherry.
