A new public awareness campaign in northeast Saskatchewan hopes
people will consider opening their doors to a foster child.
Saskatchewan Foster Family Association (SFFA) executive director Deb
Davies said she can’t promise being a foster parent will be easy, but she
knows from experience fostering is one of the most rewarding and
meaningful things a person can do.
“I first became a foster parent 35 years ago and I have to say that the
program has evolved into a highly supportive network to provide the best
care for vulnerable children while their families are in crisis,” Davies said.
“The one thing that hasn’t changed however, is that the program is based
on individuals and families helping other families.”
Davies said the association's initial awareness campaigns proved
successful, but more needed to be done. From January of 2016 until Sept.
20 of this year, 77 new homes opened their doors to foster children, but
the general trend shows numbers are on the decline. According to Davies,
SFFA is now focusing on the northeast regions of the province, like
Melfort, Nipawin, Humboldt, Creighton and Sandy Bay in the hopes of
recruiting more foster parents.
For those who may be considering becoming foster parents, Davies
recommended calling the SFFA offices to obtain an informational
package. Once approved into the program, the SFFA will work with
prospective families both in person and over the Internet to ensure they are
properly prepared.
SFFA is a community based organization which works directly with the
ministry of Social Services to provide support for prospective foster
parents. Together, the two organizations work to provide a safe, caring
and respectful environment for foster children.

of children in need, becoming a foster parent is the best way to do that,”
Social Services Minister Paul Merriman said. “It’s a phenomenal, life
changing experience to welcome a vulnerable child into your home.

The Primrose Lake Economic Development
Corporation (PLEDCO) was formed as a result of
the agreements for economic development reached
with the governments of Canada and
Saskatchewan. The agreements are the result of
the negotiations regarding the loss of the use of the
land in the Primrose Air Weapons Range.
PLEDCO is the manager of the trust funds granted
by government for the long term benefit of the four
affected communities of Jans Bay, Cole Bay,
Beauval and Ile a la Crosse.
PLEDCO is seeking proposals for the purpose of
supplementing training needs in the region. There
will be $25,000 set aside this fiscal year in the
form of grants to be made available to the
PLEDCO communities.
Funds shall be available for Training or Programs
which are intended and expected to create,
produce, or promote new or increased economic
activity or opportunities in the nature of business
enterprises, industry, professions and trades,
commercial resource development, employment,
tourism, transportation and communications for
the long term benefit of the Primrose Lake
Communities. Grants may be offered up to 100%
of costs.
Consideration will also be given to proposals that
retain employment through mandatory training
such as Food Safe and CPR. Please contact Kevin

your proposal.
Applications shall be a resident of the 4 PLEDCO
communities as defined in the PLEDCO bylaws.
All applications shall be reviewed during a
regularly scheduled PLEDCO board meeting. All
application outcomes will be expressed in written
form to the return address provided.

Community Facilities Fundraising Committee
(CFFC) held a Summer’s End Poker Rally on
September 16th, 2017. It was a beautiful day for
the 40+ riders who came to enjoy the ride. The
route was on the Tower Road to Durocher Lake
where the riders were treated to a delicious hot
meal of Chili with Bannock. Thank you to
Linda Eldridge/Casselman & Sharon Gruben
for cooking and to Karen & Bill Roy for the
bannock. Thank you to David Roy & Fred Roy
for marking the trail and for getting the wood. A
huge thank you to Annette Aubichon, Marie
Adele Laliberte and David Roy for allowing us
the use of your yards.
Unfortunately we did not raise as much as we
had hoped. But to the people who came out to
support our fundraising events, the people who
collected the Ghostriders and to the people who
purchased ghosthands, Thank You!

The Ile a la Crosse Community Safety Board
believes that their community must provide
leadership to enable new solutions to prevent
crime, facilitate improved justice, and foster safety
at every opportunity. To work towards these ideals,
the Ile a la Cross Community Safety Board is
hosting its second one-day conference on
September 29, 2017 to discuss tools and strategies
to help make our communities safer.
Mayor Duane Favel expresses his support to the
work of the Safety Board and its plan to hold a
second conference after the successful event last
year. “I know our communities has solutions for
challenges and issues. Therefore, we must sit
down, talk about them, and work together to
implement them.” Favel notes. “I want to invite
everyone from our community and the surrounding
region to come to Ile a la Crosse to attend the
gathering,” Mayor Favel adds.
“The Ile a la Crosse Safety Board wants its
community members and representatives from
surrounding communities to become
knowledgeable about programs, initiatives, and
opportunities so we can enable new solutions in
community safety. Although we have partners
across all areas of responsibility: at the end of the
day it’s the community which must lead to take
care of itself and its citizens,” says Ile a la Crosse
Deputy Mayor and Councillor with the safety
portfolio, Gerald Roy.
Sandra Pelletier, Chair of the Ile a la Crosse Safety
Board feels that we must continually educate our
fellow citizens with information and options as to
how we can all work to find better solutions. “One
local option we are discussing is how can we use
local people to train as community safety officers
and find funding to hire them to help in making our
people feel safer and happier in their community,”
says Pelletier.

The monthly Texas Hold’em Tournaments are being postponed until further notice. The September 23rd
date has been cancelled, however we will try to continue in October. If anyone is interested in being a
Tournament Chairperson or an Alternate, please call the Recreation Office at 306 288 2064 asap. This
person is responsible for overseeing all operations of the tournament and will not be allowed to
participate. Additional volunteers are also required to successfully host these tournaments.

The Daycare Director is responsible for the management and administration of the Beauval Childcare Centre, ensuring quality care of all children of Beauval Childcare Centre. (Beauval

A quick update on changes occurring with our
channel signals, as of April 2017 our signal
provider, Shaw Broadcast has been transitioning a
few channel signals from MPEG-2 to MPEG-4
and the conversion will take place in three phases
over the next three years. During the first phase,
SD channels such as CBC Regina, EWTN, TSN
feeds, and others as well as certain HD channels
such as Super Channel, Sportsnet feeds. Other
channels will be slowly transitioned in the coming
months.
A few of these channels have already transitioned
to the new MPEG-4 signal feeds and are currently
unavailable on our system, as we do not have the
needed equipment to continue to broadcast these
channels on our system as of yet. We are working
closely with our signal provider, equipment
provider and our digital cable technician/engineer
to attain the needed equipment to continue to
broadcast these channels on our system as they
undergo the transition during this first phase of
conversion. We are also attempting to procure the
needed equipment required to meet the next two
phases of conversion to eliminate any loss or lag
in signal redistribution after the channels have
been transitioned to MPEG-4.
Another aspect of our digital cable system that will
be affected by these transitions comes in the form
of the incapability of the DCT set-top boxes to
handle the MPEG-4 signals, we have slowly been
increasing our DCX set-top boxes inventory which
are able to handle the MPEG-4 signals. Once we
attain the equipment to broadcast the newly
transitioned MPEG-4 channels, these will remain
unavailable on many of the DCT set-top boxes
which are currently being used. Customers who
are currently renting, leasing or own either the
DCT 700, DCT 2500 or DCT 6200 will be
required to update their receivers to either the
DCX 700, DCX 3200 or DCX 3400.
We currently have DCX 3200 and DCX 3400 set-
top boxes in stock, these units are available for
purchase or lease. The high demand of the DCX
700 units has left us on a back order status with
these units and there is no telling when they will be
available to us, so for the time being, we are only
able to offer the DCX 3200 and DCX 3400.
At present, we have been offering channels on our
system from satellite feeds on the F1 and F2
satellites, but we are in the process of purchasing
additional equipment for our system to begin
offering channels from the G2 satellite. The G2
satellite feeds will allow us to increase the number of
HD channels and SD channels that we are currently
offering.
Due to the increase of channels that we will be able
to offer on our Digital Cable system, we are also
working on a restructuring of our channel package
lineups. Significantly, the elimination of our analog
channels is forthcoming as the cost to replace our
equipment to continue to offer the analog channels is
too high. We will also be eliminating the HD pack
from our lineup, this will allow us to have the HD
channels included in our packages ie Movie Pack 1
will include both SD & HD channels for The Movie
Network, HBO Canada and TMN Encore. We are
planning to make these changes on March 1st, 2018.
We remind our CIPI Cable customers that we no
longer mail invoices and statements by mail, if you
would like a copy of your billing(s), you can provide
us with your email address or ask for it at the office,
you can also call us to get your account balance. To
avoid disconnection, we kindly ask that you keep
your accounts up-to-date, disconnections are
currently done on customers owing two months or
more.
