On August 1, 2012, surrounded by his loving wife and family, Gene Kimbley passed peacefully into the arms of his beloved Lord and Saviour with grace and dignity at the age of 74. Gene is survived by his treasured wife of 50 years, Patricia; their three children Kelly (Lorelee) K i mb l e y , K i m ( L o r n e ) Courouble and Tammy (Randy) Clark. His pride and joy were his grandchildren Kara, Brett, Cory, Shayna, Taylor, Claire, Connor, Leah, Eric, Tyler, Tanner and Wyatt, and great-granddaughter Tessa. Gene is also survived by brothers and sisters Marcel (Renee), Isidore (Yvonne), Oliver (Debra), Rose (John), Liz (Les), Philip (Dorthea) and Rita (Larry); brothers-in-law Tom (Helen), Terry (Barb) and Clint (Gloria) and numerous nieces and nephews. He was predeceased by his parents Edward and Marguerite Kimbley; his sister Adelaide; two infant brothers and his father and mother-in-law Ernest and Eileen Mason. Gene was born on April 23, 1938 in Ile-a-la-Crosse, SK and raised in Beauval, SK. From an early age, Gene loved hunting, fishing and hockey. He left home to attend St. Thomas College in North Battleford in order to further his education and pursue a career in hockey. He achieved his dream of becoming a professional hockey player by signing with the Chicago Blackhawks and playing in the Pacific Coast Hockey League with the old Saskatoon Quakers and Calgary Stampeders hockey clubs. He was also inducted into the Prince Albert Sports Hall of Fame as a member of the champion Anavets hockey club. Following his professional hockey career, Gene met and married the love of his life, Patricia Mason. They would have celebrated their 50th wedding anniversary on September 8th of this year. Gene's next career, which suited his love and
passion for the outdoors, would also last 50 years; first as a conservation officer, and then as a consultant and senior manager in the natural resources and economic development industries. During this time, Gene and Pat raised a beautiful family while being stationed in a number of Saskatchewan communities including La Ronge, La Loche, Arborfield, Armit, Mistatim, Pelly, Shellbrook and Prince Albert. Four years ago, Gene and Patricia returned to his home community of Beauval where he served as Chief Executive Officer
of Primrose Resources Corporation to facilitate economic development in his home and surrounding communities. Gene enjoyed his work so much, he never retired and continued his community enhancement efforts and mentoring right up until his passing. During Gene's life, he faithfully loved and served Jesus Christ as his Lord and Saviour. During his walk of faith, Gene had the opportunity to share his testimony with a great number of people all around the world. His relationship with Jesus was inspirational and led to many people accepting Christ as their personal Lord and Saviour. His devotion to ministry was reflected in his involvement with the Full Gospel Businessmen's Fellowship, becoming a Pastor at Beauval Village Fellowship, and by the way he lived his everyday life. A Funeral Service was conducted by his son-in-law, Rev. Randy Clark on Monday, August 6, 2012 at 1:00 pm at the Beauval School Gymnasium. In lieu of other tributes, Memorial Donations can be made to the Palliative Care Unit of St. Paul's Hospital in Saskatoon where doctors, nurses and staff cared so well for Gene and provided such tremendous support to his family. Mayor’s ReportI hope everyone is enjoying the summer and in good health. The Council sends their condolences to family and friends of the late Eugene Kimbley. Gene represented the community in a few organizations including the EQC, Meadow Lake OSB on behalf of the North West Communities and the North West Transportation Committee. He was also very instrumental in the development of a Youth Coop for the community. We will certainly miss his commitment and contributions to the community. Gene was also the CEO for Primrose Resources Corporation since its inception in 2010. PRC is owned by the communities of Beauval, Cole Bay, Ile-a-la-Crosse and Jans Bay.Primrose Resources Corporation hosted its first Annual General Meeting on August 8 at the CIPI Radio Station. The Board of Directors led by Chair, Darrel Burnouf reported to the shareholders (Mayor and Council of the 4 communities) the activities and plans of PRC. The highlights of the report include being selected to participate in the BRIDG program for a 2 year period ending in March 2013. Funding from BRIDG totals $223,000 over the 2 year period to pay for PRC’s operating expenses with board development training provided. In the short time PRC has operated, PRC has signed a Joint Venture agreement with Gabriel Construction and were successful in a bid for a contract in the McLean Lake Mine Expansion. PRC is also looking into building a Health Facility in Beauval for KYRHA and applying for training programs to assist our people to fill the jobs that we are creating.There was a Council meeting on July 16 and a Special meeting on July 25. Some items that were discussed include how to deal with outstanding taxes, surveying the cemetery and reviewing written reports from the Town Manager, Administrator, Social Development Coordinator and Recreation Director. Phyllis Frazer was selected as the Emergency Measures Coordinator and she will host a meeting soon for the Emergency Planning Committee to finalize the Community Emergency Plan.The Zoning Bylaw and Basic Planning Statement was also on the agenda will be the main topic of discussion at a public meeting planned for September 10 at 1:00 pm. The construction of a new health facility and recreational facilities was discussed. Council decided to advertise for an Economic Development Worker to assist with these projects and to represent Beauval in other economic development opportunities.Landowners are reminded to take advantage of the 5% discount on municipal and school taxes if paid by the end of August. Tax notices were sent out on July 4. The next regular Council meeting is set for Thursday, August 30 starting at 1:00 pm at the Community Hall located in the Village Office. Please call Marie Lavallee at 288-2110 if you have any concerns with the village operations or if you would like to be included on the agenda. To plan and confirm the opening and closing ceremonies, culture, evening activities/events, and other events of the Northern Saskatchewan Sport, Culture & Recreation Festival (NSSCRF), using the NSSCRF Schedule of Events as the main guide, and in consultation with the NSCRD Program Manager for Culture and Community Development (and all staff), as well as the host community, and finally reflecting on the budget for these areas of the festival.
The contractor will be responsible and report to the NSCRD Program Manager for Culture & Community Development.
The duration of this contract is mid-September 2012 to mid-March 2013. c o n t r a c t t o t a l i s $ 7 , 5 0 0 . 0 0 ( approximately 300 hours at $25.00/hour)
Host Coordinator Contract—Host Communities (Tri-Host): Lac La
Ronge, Air Ronge, La RongePurpose of this contract position:
To coordinate the host community (HC) responsibilities as outlined in the NSCRD and the Tri-Community (Lac La Ronge, Air Ronge, & La Ronge) Partnership Agreement for the 2013 Northern Saskatchewan Sport, Culture & Recreation Festival. This includes HC committees, facilities, food services, janitorial, security, transportation, accommodation, medical/first aid, volunteers, signage, promotion, and records/reporting.
The contractor will be responsible and report to the Host Committee, and specifically the Co-Chairpersons. He/she will also keep in constant communication with the Program Manager for Sport & Recreation on the progress of the contract requirements.
The duration of this contract is mid-September 2012 to mid-March 2013. contract total is $9,500.00 (approximately 380 hours at $25.00/hour)

On August 1, 2012, surrounded by his loving wife and family, Gene Kimbley passed peacefully into the arms of his beloved Lord and Saviour with grace and dignity at the age of 74. Gene is survived by his treasured wife of 50 years, Patricia; their three children Kelly (Lorelee) K i mb l e y , K i m ( L o r n e ) Courouble and Tammy (Randy) Clark. His pride and joy were his grandchildren Kara, Brett, Cory, Shayna, Taylor, Claire, Connor, Leah, Eric, Tyler, Tanner and Wyatt, and great-granddaughter Tessa. Gene is also survived by brothers and sisters Marcel (Renee), Isidore (Yvonne), Oliver (Debra), Rose (John), Liz (Les), Philip (Dorthea) and Rita (Larry); brothers-in-law Tom (Helen), Terry (Barb) and Clint (Gloria) and numerous nieces and nephews. He was predeceased by his parents Edward and Marguerite Kimbley; his sister Adelaide; two infant brothers and his father and mother-in-law Ernest and Eileen Mason. Gene was born on April 23, 1938 in Ile-a-la-Crosse, SK and raised in Beauval, SK. From an early age, Gene loved hunting, fishing and hockey. He left home to attend St. Thomas College in North Battleford in order to further his education and pursue a career in hockey. He achieved his dream of becoming a professional hockey player by signing with the Chicago Blackhawks and playing in the Pacific Coast Hockey League with the old Saskatoon Quakers and Calgary Stampeders hockey clubs. He was also inducted into the Prince Albert Sports Hall of Fame as a member of the champion Anavets hockey club. Following his professional hockey career, Gene met and married the love of his life, Patricia Mason. They would have celebrated their 50th wedding anniversary on September 8th of this year. Gene's next career, which suited his love and
passion for the outdoors, would also last 50 years; first as a conservation officer, and then as a consultant and senior manager in the natural resources and economic development industries. During this time, Gene and Pat raised a beautiful family while being stationed in a number of Saskatchewan communities including La Ronge, La Loche, Arborfield, Armit, Mistatim, Pelly, Shellbrook and Prince Albert. Four years ago, Gene and Patricia returned to his home community of Beauval where he served as Chief Executive Officer
of Primrose Resources Corporation to facilitate economic development in his home and surrounding communities. Gene enjoyed his work so much, he never retired and continued his community enhancement efforts and mentoring right up until his passing. During Gene's life, he faithfully loved and served Jesus Christ as his Lord and Saviour. During his walk of faith, Gene had the opportunity to share his testimony with a great number of people all around the world. His relationship with Jesus was inspirational and led to many people accepting Christ as their personal Lord and Saviour. His devotion to ministry was reflected in his involvement with the Full Gospel Businessmen's Fellowship, becoming a Pastor at Beauval Village Fellowship, and by the way he lived his everyday life. A Funeral Service was conducted by his son-in-law, Rev. Randy Clark on Monday, August 6, 2012 at 1:00 pm at the Beauval School Gymnasium. In lieu of other tributes, Memorial Donations can be made to the Palliative Care Unit of St. Paul's Hospital in Saskatoon where doctors, nurses and staff cared so well for Gene and provided such tremendous support to his family. Mayor’s ReportI hope everyone is enjoying the summer and in good health. The Council sends their condolences to family and friends of the late Eugene Kimbley. Gene represented the community in a few organizations including the EQC, Meadow Lake OSB on behalf of the North West Communities and the North West Transportation Committee. He was also very instrumental in the development of a Youth Coop for the community. We will certainly miss his commitment and contributions to the community. Gene was also the CEO for Primrose Resources Corporation since its inception in 2010. PRC is owned by the communities of Beauval, Cole Bay, Ile-a-la-Crosse and Jans Bay.Primrose Resources Corporation hosted its first Annual General Meeting on August 8 at the CIPI Radio Station. The Board of Directors led by Chair, Darrel Burnouf reported to the shareholders (Mayor and Council of the 4 communities) the activities and plans of PRC. The highlights of the report include being selected to participate in the BRIDG program for a 2 year period ending in March 2013. Funding from BRIDG totals $223,000 over the 2 year period to pay for PRC’s operating expenses with board development training provided. In the short time PRC has operated, PRC has signed a Joint Venture agreement with Gabriel Construction and were successful in a bid for a contract in the McLean Lake Mine Expansion. PRC is also looking into building a Health Facility in Beauval for KYRHA and applying for training programs to assist our people to fill the jobs that we are creating.There was a Council meeting on July 16 and a Special meeting on July 25. Some items that were discussed include how to deal with outstanding taxes, surveying the cemetery and reviewing written reports from the Town Manager, Administrator, Social Development Coordinator and Recreation Director.
