Introduction An essential functions job analysis (EFJA) describes the classification/position and not the work of an individual person. II. Essential Functions of Classification/Positions: Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation. The following functions have been determined to be essential only after carefully evaluating them and determining: the function is the primary reason for which the position was established; removing the function would fundamentally change the position, or eliminate the need for the position; there is a lack of qualified employees available to perform such a function; and for some functions, there are severe consequences if the position is not required to perform the function and the function requires specialized expertise. Essential Functions will be reviewed for each incumbent and the above criteria will be evaluated to ensure that a particular function remains essential for a particular candidate or employee in need of accommodation.

PLUMBING SERVICE / REPAIR: Repairs, replaces, and maintains boiler systems, gas furnaces, heaters, gas valves, sump pumps and recirculating pumps; may repair sewer ejector pumps; maintains plumbed water systems; installs pipes and fittings, such as copper, galvanized iron, black pipe, cast iron, polyvinyl chloride (PVC) and ABS; clears stoppages with electric top-snakes, sink machines, main sewer machines, chemicals and blow bags; performs rough

plumbing and service connections for new installations; performs other related duties, as

assigned. It was clarified in interviews that incumbent performs a wide variety of plumbing work within a variety of city locations including, but not limited to, pipe chases, parking structures, attics and crawl spaces; receives work orders prioritized by Crew Leader, Maintenance Connection and the City of Santa Monica Government Outreach program emails; work orders always completed first for emergency/safety issues with ceasing water waste as the main priority; ensures cargo van is sufficiently and appropriately stocked with equipment, tools and parts to address daily work orders received; performs service calls around the City, including but not limited to the airport, pier, beach and park restrooms, library, police and fire departments, city buildings, water treatment plant and leased properties; inspects and assesses work site; feeds camera lines into pipes for closer inspection of blockages; performs repairs to pipe systems ranging from ¼” to 12” in width; installs and repairs cast iron, brass, copper, Polyvinyl chloride (PVC), acrylonitrile-butadiene-styrene (ABS) and Victaulic pipe systems; installs backflow devices, pumps, cross connections, actuator valves and heads, and small garden irrigation; replaces nuts, bolts and gaskets; regularly snakes drains and sewer lines; may open walls to gain access to identify and/or repair leaks. It was further clarified that incumbent is empowered to request assistance as required and ask for additional supplies/materials; ensures public safety by turning off water if required; collaborates with other City employees (i.e. Maintenance Workers, Custodians, etc.) to ensure work is done efficiently; may also make recommendation to Crew Leader that certain work needs to be completed by outside contractor.

EQUIPMENT / FIXTURE INSTALLATIONS: Replaces water heaters; installs and repairs fixtures such as toilets, urinals, lavatories, faucets, showers, drinking fountains, backflow devices and flush valves; replaces plumbing fixtures to conform with water conservation standards; performs other related duties, as assigned.

It was clarified in interviews that incumbent performs installation of a variety of equipment and fixtures including, but not limited to sinks, toilets, 100 gallon water heaters, 400 gallon water tanks; drinking fountains, water coolers, backflow devices, dishwashers, refrigerator water/ice lines, ice machines, garbage disposals, etc.; replaces, repairs and installs vandalism- resistant restroom systems in public beach restrooms and jail cells; repairs boiler leaks; adjusts temperatures of water heaters; installs anti-corrosion rods in tanks; connects/disconnects fixtures to 110 or 240 volt electrical outlets; tests for power with a volt meter; turns off breakers when needed; may call Electrician if needed for more advanced electrical work; installs and replaces fire sprinkler heads; mixes cement and sets drains. It was further clarified that incumbent may also replace inoperable equipment/machinery; coordinates with City site for installation to occur so water can be turned off with least disruption possible; isolates water components; disassembles old/broken equipment/machinery; removes inoperable equipment; may need to replace line to sewer system; disposes of broken equipment at City site or brings back to maintenance yard for disposal.

It was clarified in interviews that incumbent performs annual preventative maintenance of high pressure water jetting of sewers, drains and pipes; conducts urinal maintenance of public restrooms prior to special events and busy weekends; inspects backflow devices annually; cleans debris, clears downspouts and screens and ensure proper connection of building gutter systems prior to rainy season; conducts quarterly filter replacements and servicing of water cooler drinking systems; performs various maintenance duties at the Arcadia Water Treatment Plant.

EQUIPMENT INSPECTION, OPERATION AND MAINTENANCE: It was clarified in interviews that incumbent uses a wide variety of tools and equipment to perform daily work. Equipment used includes, but is not limited to small manual hand tools (i.e. screwdrivers, wrenches, hammers, etc.); power and bench tools (i.e. drills, saws, etc.); sewer machine with wheels; sink machine; camera system; jackhammer; rotary hammer; pipe wrenches; blast machine; pressure washer; utilizes compressor and portable generator; electrical volt meter; soldering equipment; mixes 2-stroke fuels; various plumbing snakes; roller tool bag; 2-way radio/cell phone; A-frame, extension and roof ladders; operates City-owned cargo van and fork lift. It was further clarified in interviews that incumbent is responsible to visually inspect all equipment at the beginning and end of shift; performs City-owned vehicle and heavy equipment checklist; reports any required maintenance and repair needs; ensures hand tools and equipment are cleaned as necessary; oils and greases parts; maintains, cleans and bleeds tanks of sewer machine, compressor and portable generator; performs maintenance on freestanding and submergible pumps; retrieves and replaces equipment to tool crib. Incumbent also checks fluids and lights in assigned City-owned vehicles, as well as maintaining appropriate gasoline levels.

Personal Protective Equipment and Safety Training and Devices: It was clarified in interviews that the following safety equipment is provided to incumbent: safety goggles; face shield; ear plugs/muffs; hard hat; rubber, leather, latex, or nitrile gloves; rain gear; dust/particle masks; knee pads; back brace; work boots; safety cones and tape; caution signs; fluorescent vests. It was also clarified in interviews that the incumbent has regular access to first aid kits and fire extinguishers. Eyewash stations and regular shower available at maintenance yard. Incumbent participates in all Trukspect trainings for position as required by the City.

X. Required Qualifications:

Education/Training/Experience:

Graduation from high school or the equivalent; successful completion of an accredited apprenticeship program to obtain journey-level plumbing status is desirable; two years of recent, paid, work experience performing journey-level plumbing duties.

Knowledge Of:

Uniform plumbing code; plumbing trade practices and procedures; hand and power tools and equipment; safe work practices and procedures; principles and procedures of recordkeeping; basic mathematics; effective customer service techniques.

Ability To:

Troubleshoot plumbing problems; safely operate heavy sewer machine equipment; safely operate hand and power tools; assemble and install air, gas, water, and related systems; install and repair pumps and backflow devices; perform physical labor for sustained periods; work from atop tall ladders and in confined spaces; crawl and crouch underneath buildings; lift, carry and move heavy objects up to and including 50 lbs.; learn and use required software applications to retrieve, open and close work orders; read diagrams and plans; follow oral and written instructions; establish and maintain effective and cooperative working relationships with City employees and the general public; provide effective customer service.

Skill In:

Reading, writing, and communicating at an appropriate level; preparing layouts for rough plumbing installations.

Licenses / Certifications:

Possession of a valid Class C driver license. Possession of a valid journey-level plumber license. Backflow Prevention Device Tester Certification issued by the Los Angeles County Department of Public Health must be obtained within six months of date of hire.

Supervision Received:

Works under the general supervision of a Facilities Supervisor, arranging and performing routine assignments alone. Detailed instructions are frequently provided and work is occasionally reviewed.

Supervision Exercised: None.

Working Conditions:

Work is regularly performed indoors and outdoors in seasonal weather conditions. Work requires exposure to slippery surfaces, moving objects, high elevations, vibrations, high voltages, noise, odors, dust, dirt, oils, chemicals, caustic materials and occasional unsanitary conditions. Responding to emergency situations, and/or working irregular hours may be required. Physical demands include working in confined spaces, bending, kneeling, reaching, climbing, and lifting objects weighing up to and including 50 lbs., and using assistance and/or lift controls to lift and move heavy loads up to 100 lbs.
