Introduction An essential functions job analysis (EFJA) describes the classification/position and not the work of an individual person. It is a critical tool to use when determining if or how a candidate’s or employee’s work restrictions may impact the traditional physical/mental/emotional demands of the position. The EFJA assists the parties to determine where discussions relating to reasonable accommodation need to begin. It is intended to be a straightforward document providing the reader with the following: 1) core purpose for the position, 2) essential functions which are critical or fundamental to the successful performance of the position, 3) work environment and conditions where the essential functions are performed, 4) listing of skills and abilities that an individual must possess to perform the essential functions, and 5) the mental and emotional demands required to successfully perform the essential functions. II. Essential Functions of Classification/Positions: Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation. The following functions have been determined to be essential only after carefully evaluating them and determining: the function is the primary reason for which the position was established; removing the function would fundamentally change the position, or eliminate the need for the position; there is a lack of qualified employees available to perform such a function; and for some functions, there are severe consequences if the position is not required to perform the function and the function requires specialized expertise. Essential Functions will be reviewed for each incumbent and the above criteria will be evaluated to ensure that a particular function remains essential for a particular candidate or employee in need of accommodation.

SEWER AND STORM DRAIN MAINTENANCE / CLEANING: Participates in the work of and serves in a lead capacity over a crew of sewer maintenance workers engaged in cleaning, servicing, repairing and maintaining the City's sewer lines and storm drain system; operates sewer cleaning machinery to remove grease, sludge, roots and other debris from the sewer lines; sets-up and monitors video camera equipment to search for illegal sewer line usage and to check for overall pipe conditions; performs other related duties as assigned. It was clarified in interviews that incumbent leads and assists teams for safety purposes; receives and distributes work orders for corrective maintenance (CR) and preventative maintenance (PM) sewer clearing and cleaning; preventative cleaning and clearing of sewer lines in assigned area occur depending on frequency of use of the sewer; coordinates work with maintenance crews from other City assignments; verifies whether blockages are sewer or plumbing issues; fills Vactor truck with water utilizing fire hydrants; may need to search and dig out manhole from being covered in dirt/debris; cones off work area around manhole; ensures safety of crew members; lifts open manhole covers; may need to pry open stuck manhole with a dig bar or pick ax; assists crew with flushing sewer lines to clean of grease, roots and other debris; assembles hose and vacuums water with Vactor truck; may assist with utilizing Closed Circuit Television (CCTV) camera system to investigate problems and blockages; utilizes shovels, water sprayers and absorbents to clean up spills. Incumbent performs atmospheric safety testing before and during entrance by crew members of confined spaces; reports to Supervisor on unusual conditions and illegal use of the sewer system (i.e. installs without permit, dumping, etc.).

PUMP / LIFT STATION MAINTENANCE: Checks and monitors equipment at pumping station. Verifies meter readings taken by sewer maintenance workers; performs other related duties as assigned. It was clarified in interviews that incumbents assist crew members with work orders for corrective maintenance (CR) and preventative maintenance (PM) of pump and lift station repair, maintenance and cleaning; troubleshoots issues at pump and lift stations; checks gauges and meters for proper functioning and issues; may assist with mechanical maintenance and repair on components (i.e. valves, impellers, gauges etc.); performs lock-out tag-out on breakers; removes and replaces parts as needed; identifies any mechanical, overflow or leaking issues; vacuums out water; ensures crew maintains cleanliness of station.

MANHOLE / SEWER LINE REPAIR: Oversees the work of a crew engaged in installing, repairing sewer lines, pipes, saddle connections, and sewer manholes; leads and assists crew in breaking concrete, removing debris, trenching and shoring sewer ditches; performs other related duties as assigned. It was clarified in interviews that incumbent assists crew with performing repair and installation of sewer lines; digs trenches with power and manual equipment; maintains awareness of utility lines; reinforces walls of trench with shoring in deeper than 4 feet; connects lateral lines to main sewer utilizing clay and PVC piping; makes repairs to broken laterals and main lines; utilizes glue and couplings to install pipe and components; installs concrete saddles around sewer line joints. It was further clarified in interviews that incumbent receives and assigns crews to work orders for of manhole repair, maintenance and cleaning; removes and replaces manhole covers; frames and sets manholes to street/ground level; measures and stakes out the areas to be resurfaced or filled; prepares dirt area so it is level and compact install headers; performs confined space testing if needed; ensures securing a safe work zone, directing traffic, clearing debris; utilizes traffic cones and caution tape to keep away pedestrians and vehicles. Clarification was further provided that incumbent may assist crew to break up asphalt and concrete as necessary to repair; may utilize jackhammers, sledge hammers, crow bars, shovels and wheelbarrows to break up and remove pieces of debris; ensures crew performs work to completion.

LEAD DUTIES: Provides input to employee performance evaluation; perform basic mathematical calculations; performs other related duties as assigned. It was clarified in interviews that incumbent provides scheduled assignments, work direction and guidance to multiple crews of Sewer Maintenance Workers; reviews completed work of the previous day each morning; distributes work orders to crews and prioritizes those requiring immediate attention for emergency or safety reasons; performs regular inspections of assigned sewers and storm drain areas to assess maintenance needs (i.e. trash/debris blockage, excessive grease, safety hazards, stuck manholes, etc.); maintains Priority list, Water Jetting Lists, and Easement List to coordinate work activities and prevent Sanitary Sewer Overflow (SSO); notifies Resource Protection Program of heavy grease dumping; schedules Closed Circuit Television (CCTV) camera to evaluate heavy debris areas; evaluates safety issues that require attention; ensures efficient and effective progress of work of assigned crews; ensures water and debris of water main breaks are vacuumed with Vactor truck to prevent from enter sewer system and public right-of-way. Incumbent addresses concerns and complaints of residents of the City, other City departments and notifies Supervisor of any work issues that may need more attention. It was further clarified in interviews that incumbent may train new employees in the safe and proper use of a variety of sewer equipment (i.e. utilizing hoists, water jetters, vactor trucks, pump and lift station maintenance, cameras, etc.); participate in job shadowing opportunities; review trainee completed work for accuracy, completeness and compliance with established procedures; ensure proper procedures for entering confined spaces. Clarification was provided that incumbent travels to assigned site(s) to observe and monitor the work of assigned crew members; makes decisions in regards to service request work when consulted by crew members (i.e. troubleshooting, issue prevention, etc.); manages social situations in which crew members may be engaged; evaluates any adjustments or changes that need to be made to assignments, approach or teams; calls in assistance as required; reviews completed work for accuracy, completeness and compliance with established standards and procedures; reports situations that may need disciplinary action or termination to Supervisor; provides input to performance reviews.

EQUIPMENT OPERATION AND MAINTENANCE: It was clarified in interviews that incumbent will operate, utilize and maintain equipment and tools including, but not limited to, dig bars, shovels, pick axes, sledgehammer, sewer snake, wheelbarrow, 2-way radios/cell phone, water pumps; hand tools (i.e. pliers, wrenches, etc.), jackhammers, coring drills, generators, hydraulic pumps, C-snake camera, Closed Circuit Television (CCTV); utilizes A-frame and extension ladders, hand trucks, dollies and pallet jacks. Incumbent also operates City-owned commercial trucks; Vactor combination trucks, back hoes, loaders, cranes, pick-up trucks; wenches; and forklifts. Clarification was provided that incumbent assists with maintenance of equipment such as performing daily commercial vehicle pre-trip inspection checklist by checking oil, gas, and water levels, tires, hoses, fire extinguishers, lights, etc.; fills Vactor truck with water; cleans equipment at the end of the shift; notifies Supervisor of any equipment malfunctions or replacement needs.

ON-CALL / EMERGENCY STANDBY: It was clarified in interviews that incumbent receives assignments via cell phone communication during assigned and non-assigned on-call weeks. Incumbent is an assigned first responder crew member to all City emergency calls related to sewer issues in regards to compliance, catastrophic and safety issues (i.e. clean-up and repair of leaks, floods, backup and overflow of sewers and wet wells, odor complaints, pump station alarms, loose manholes, water main breaks, etc.); may call in for additional help; collaborates and coordinates with other City employees and any emergency crews; assists with diagnosing the issue(s); completes work as needed to eliminate safety issues. It was further clarified in interviews that incumbent will be on-call for seven (7) days in a row on a rotating basis with all other assigned and qualified staff; responds within a specific time frame to all after-hours calls during that time; may interact with the public and / or property owners; assists with securing areas to ensure public safety.

MEETINGS / TRAININGS: It was clarified in interviews that incumbent partakes in a brief daily tailgate meeting with crews at beginning of shift (to discuss assignments, safety concerns for the day’s work, etc.); participates in a monthly safety departmental meeting; meets informally with Supervisor as needed; participates in meetings for large construction projects to discuss sewer and wastewater scenarios; may participate in engineer meetings to provide sewer input; has various informal meetings at job sites in the field. Personal Protective Equipment and Safety Training and Devices: It was clarified in interviews that the following is provided to incumbent: safety goggles; hard hat; hearing protection (buds or muffs by choice of incumbent); rubber, leather, latex, or nitrile gloves; rain gear; dust/particle masks; face shield; safety cones and tape; fluorescent vests; steel-toed boots; self-contained breathing apparatus; Tyvek suits; hip and chest waders; fall arrest system. It was also clarified in interviews that the incumbent has regular access to eye wash stations at plant or City yard sites; first aid kits and fire extinguishers are readily available on vehicles. Incumbent participates in all legally required trainings for position, as well as any elective or City-provided training as assigned by Supervisor, including CPR and first aid training every two years and confined space rescue.

Education/Training/Experience:

High school graduation or equivalent; three years of experience cleaning, repairing and maintaining sewer and storm drain systems and operating sewer related equipment. At least one year of experience must include coordinating or providing technical or general supervision to others.

Knowledge Of:

Storm drain and sewer system repair, maintenance, and cleaning procedures; construction practices; basic mathematics; excavation and backfilling techniques; confined entry safety procedures; safe work practices and procedures; the operation and maintenance of sewer and storm drain cleaning machinery and equipment; use of hand and power tools, and heavy equipment.

Ability To:

Working Conditions:

Work is performed outside during all seasons and under all weather conditions. Work is performed, frequently under unsanitary conditions, in and about sewers and storm drains. The worker is routinely exposed to loud noises, heavy vibrations, dust, dirt, noxious fumes and odors, chemicals, and oily conditions. Work regularly requires ascending/climbing and stooping in cramped, confined spaces with poor ventilation. Work surfaces may be slippery and wet. Physical demands include heavy lifting and carrying of objects weighing up to 100 pounds. Work requires regularly scheduled standby evenings and weekends.
